"contents": "<span style=\"font-weight: 400;\">In one of the latest furores to beset our beleaguered government, South Africa has been criticised by the US for </span><a href=\"https://www.dailymaverick.co.za/lady-r/\"><span style=\"font-weight: 400;\">allegedly secretly shipping arms</span></a><span style=\"font-weight: 400;\"> to Russia.</span>\r\n\r\n<span style=\"font-weight: 400;\">Whether they did or not, we do not yet know. If they did then it’s both immoral and unlawful. South Africa’s foreign policy ought to be able to recognise an illegal invasion by an authoritarian kleptocratic dictator and call it out. </span>\r\n\r\n<span style=\"font-weight: 400;\">Regardless of its reading of the historical context of geopolitics, the provocations by Nato and the US, South Africa should unambiguously stand on the side of the Ukrainian people, as well as the mass of ordinary Russian people, who have been press-ganged into the war and are being coerced or misled to slaughter on its frontlines. That would have been the position of the original Russian communists, like Lenin and Trotsky, who some in our government claim they still draw inspiration from.</span>\r\n\r\n<span style=\"font-weight: 400;\">South African foreign policy should be guided by the </span><a href=\"https://www.un.org/en/about-us/un-charter\"><span style=\"font-weight: 400;\">United Nations Charter</span></a><span style=\"font-weight: 400;\"> and rules of international law that were painstakingly built up over decades to try to limit imperialist aggression from any quarter and entrench the idea of fundamental human rights within states and between states.</span>\r\n\r\n<span style=\"font-weight: 400;\">Having said all of that, the US is in no position to lecture South Africa on morality or the need to respect international law. </span>\r\n\r\n<span style=\"font-weight: 400;\">Our world is once more in a dangerous and divided place and much of the current instability in the world can be laid at the door of an expansionist US foreign policy since the end of the Cold War. As pointed out by respected </span><a href=\"https://www.ucl.ac.uk/laws/people/prof-philippe-sands-kc\"><span style=\"font-weight: 400;\">British lawyer Philippe Sands</span></a><span style=\"font-weight: 400;\"> KC in his book </span><a href=\"https://www.amazon.com/Lawless-World-Breaking-Rules-Atlantic/dp/0670034525\"><i><span style=\"font-weight: 400;\">Lawless World</span></i></a><span style=\"font-weight: 400;\">, first published in 2005, since 9/11 the US has often been a law unto itself, working to “refashion the global legal order” around its own interests.</span>\r\n<blockquote>Despite their support for anticolonial liberation struggles in the 20th century, China and Russia are today hyper-capitalist states, a millions miles from the socialist values on which their modern states were founded.</blockquote>\r\n<span style=\"font-weight: 400;\">According to Sands: “International law became the bogeyman, a constraint on America’s ability to defend itself, prosecute the war on terrorism and protect its economic and military interests around the world.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Sands argues: “It is one thing to re-evaluate the adequacy of international laws in the light of changing circumstances, like new terrorist threats and the proliferation of weapons of mass destruction. It is quite another to impose them on the rest of the world without proper consultation or consideration of the likely consequences.”</span>\r\n<h4><b>Arming the world’s autocracies</b></h4>\r\n<span style=\"font-weight: 400;\">Unfortunately though, imposing its will, and having a different standard for its own behaviour, is something built into the DNA of the US. In the context of arms sales, for example, </span><a href=\"https://theintercept.com/2023/05/11/united-states-foreign-weapons-sales/?utm_medium=email&utm_source=The%20Intercept%20Newsletter\"><span style=\"font-weight: 400;\">a recent report in </span><i><span style=\"font-weight: 400;\">The Intercept</span></i><span style=\"font-weight: 400;\">, a credible US news organisation</span></a><span style=\"font-weight: 400;\">, reveals that “from a study of recently released government data” the US is selling weapons to the majority of the world’s autocracies:</span>\r\n\r\n<span style=\"font-weight: 400;\">“Of the 84 countries codified as autocracies under the </span><a href=\"https://www.cogitatiopress.com/politicsandgovernance/article/viewFile/1214/1214\"><span style=\"font-weight: 400;\">Regimes of the World system</span></a><span style=\"font-weight: 400;\"> in 2022, the United States sold weapons to at least 48, or 57%, of them.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In addition, in 2022, arms sales under the Biden administration exceeded those of the Trump presidency, now at $205-billion a year and rising fast.</span>\r\n\r\n<span style=\"font-weight: 400;\">According to Jeffrey Sachs: “America’s annual military spending is now around $900-billion, roughly 40% of the world’s total, and greater than the next 10 countries combined. US military spending in 2022 was triple that of China.”</span>\r\n\r\n<b>Read more in the Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/opinionista/2023-05-23-us-governments-addiction-to-war-and-military-spending-fuels-its-chronic-debt-crisis/\"><span style=\"font-weight: 400;\">US government’s addiction to war and military spending fuels its chronic debt crisis</span></a><b> </b>\r\n\r\n<span style=\"font-weight: 400;\">As it positions itself against Russia and China, the US shows it is willing to make friends with the likes of Narendra Modi, prime minister of India, and Bongbong Marcos Jnr in the Philippines, despite their involvement in gross human rights violations against their own people. </span>\r\n\r\n<span style=\"font-weight: 400;\">It turns a blind eye to the sustained assault by Israel on Palestinian people, which has cost 117 lives already this year, according to </span><a href=\"https://www.ochaopt.org/data/casualties#\"><span style=\"font-weight: 400;\">data from the UN Office for the Coordination of Humanitarian Affairs</span></a><span style=\"font-weight: 400;\">. It ignores the bulldozing of schools, the </span><a href=\"https://www.palestinechronicle.com/beautiful-dreams-the-5-year-old-palestinian-kindergartener-who-died-of-fear/\"><span style=\"font-weight: 400;\">scaring of children literally to death</span></a><span style=\"font-weight: 400;\"> and the humiliation of a whole people with events such as the </span><a href=\"https://www.bbc.com/news/world-middle-east-65631330\"><span style=\"font-weight: 400;\">annual Flag March</span></a><span style=\"font-weight: 400;\"> in Jerusalem.</span>\r\n\r\n<span style=\"font-weight: 400;\">But criticism of the US should not therefore mean tacit support – even while proclaiming neutrality – for its enemies. </span>\r\n\r\n<span style=\"font-weight: 400;\">Despite their support for anticolonial liberation struggles in the 20th century, China and Russia are today hyper-capitalist states, a millions miles from the socialist values on which their modern states were founded. </span>\r\n\r\n<span style=\"font-weight: 400;\">Their rapacious, kleptocratic elites will align with whoever is willing to embrace them. </span>\r\n\r\n<span style=\"font-weight: 400;\">On our own continent, Russia, with its shock mercenary brigade, </span><a href=\"https://www.bbc.com/news/world-60947877\"><span style=\"font-weight: 400;\">the Wagner Group</span></a><span style=\"font-weight: 400;\">, is responsible for a growing number of atrocities and destabilisation including in </span><a href=\"https://www.theguardian.com/world/2022/may/04/russian-mercenaries-wagner-group-linked-to-civilian-massacres-in-mali\"><span style=\"font-weight: 400;\">Mali</span></a><span style=\"font-weight: 400;\">, the </span><a href=\"https://adf-magazine.com/2022/05/evidence-mounts-of-wagner-group-atrocities-in-the-car/\"><span style=\"font-weight: 400;\">Central African Republic</span></a><span style=\"font-weight: 400;\"> and now in </span><a href=\"https://theconversation.com/sudan-questions-about-wagner-group-involvement-as-another-african-country-falls-prey-to-russian-mercenaries-204299\"><span style=\"font-weight: 400;\">Sudan</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<b>Read more about </b><a href=\"https://globalinitiative.net/wp-content/uploads/2023/02/J-Stanyard-T-Vircoulon-J-Rademeyer-The-Grey-Zone-Russias-military-mercenary-and-criminal-engagement-in-Africa-GITOC-February-2023.pdf\"><span style=\"font-weight: 400;\">Russia’s military, mercenary and criminal engagement in Africa</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The dignity and human rights of the world’s poor, especially in Africa, are clearly the least of their concerns. </span>\r\n<h4><b>An independent policy based on peace and the protection of human rights</b></h4>\r\n<span style=\"font-weight: 400;\">In 1990, in a famous interview with Ted Koppel soon after he was released from prison, Nelson Mandela was questioned about the ANC’s support for Cuba and the PLO. He answered that “it was a mistake of [US] political analysts to think that their enemies should be our enemies. That we can and will never do. We are grateful to the world for supporting our struggle, but nevertheless we are an independent organisation with its own policy.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Watch the </span><a href=\"https://www.youtube.com/watch?v=jKaX7naPi5c\"><span style=\"font-weight: 400;\">interview here</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Thirty-three years later the world’s politics looks dramatically different. South Africa’s sovereign independence remains sacrosanct. Nobody questions that. But the ANC has become a political party, a leader of a government and state party to the United Nations. It has also ratified all the binding international human rights covenants of the UN.</span>\r\n<blockquote>The pursuit of war and rearmament is not just distracting the world from tackling climate breakdown – our greatest human security risk – but fuelling it.</blockquote>\r\n<span style=\"font-weight: 400;\">In the burgeoning conflicts between the world’s largest military powers there is no good side for South Africa to align with. Both East and West are mired in hypocrisy and self-interest. The escalating conflicts between them, and their dismissal of international law, are leading the world towards a place of grave danger. </span>\r\n\r\n<span style=\"font-weight: 400;\">Even the </span><a href=\"https://www.thenation.com/article/world/kissinger-100-crimes-watergate/?custno=&utm_source=Sailthru&utm_medium=email&utm_campaign=5.19.2023%20Weekly&utm_content=B&utm_term=weekly\"><span style=\"font-weight: 400;\">warmonger, former US secretary of state Henry Kissinger</span></a><span style=\"font-weight: 400;\">, recently told </span><i><span style=\"font-weight: 400;\">The Economist</span></i><span style=\"font-weight: 400;\"> that he believes “we are on the path to great-power confrontation”; America and China, he says, are on the path to World War 3.</span>\r\n\r\n<span style=\"font-weight: 400;\">If and when that happens it won’t help South Africa to be on any side. There will be no victors.</span>\r\n\r\n<span style=\"font-weight: 400;\">Further, the pursuit of war and rearmament is not just distracting the world from tackling climate breakdown – our greatest human security risk – but fuelling it. According to </span><a href=\"https://watson.brown.edu/costsofwar/papers/ClimateChangeandCostofWar\"><span style=\"font-weight: 400;\">one study by Brown University in the US</span></a><span style=\"font-weight: 400;\">, the US Defence Department is “t</span><span style=\"font-weight: 400;\">he world’s </span><a href=\"https://www.ucsusa.org/clean_vehicles/smart-transportation-solutions/us-military-oil-use.html\"><span style=\"font-weight: 400;\">single-largest consumer of oil</span></a><span style=\"font-weight: 400;\"> – and as a result, one of the world’s top greenhouse gas emitters”. </span><a href=\"https://www.pbs.org/wnet/peril-and-promise/2022/01/militaries-produce-6-of-ghgs-but-theyre-not-required-to-report-it/#:~:text=The%20world's%20militaries%20are%20responsible,leads%20the%20pack%20in%20emissions.\"><span style=\"font-weight: 400;\">According to Scientists for Global Responsibility</span></a><span style=\"font-weight: 400;\">, the world’s militaries are responsible for about 6% of global greenhouse gas emissions.</span>\r\n<blockquote>The Constitution requires in South Africa that the public should be consulted on all matters of policy. Foreign policy is not an exception.</blockquote>\r\n<span style=\"font-weight: 400;\">These are reasons that South Africa’s national interest is not being served by our present murky and poorly articulated foreign policy. </span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa has a right to be neutral in the proxy wars, but this does not preclude loudly and clearly denouncing aggression by Russia and calling for an unconditional peace. </span>\r\n\r\n<span style=\"font-weight: 400;\">Instead the </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-22-anc-ideological-posturing-on-russias-invasion-of-ukraine-sees-sas-hollow-version-of-non-alignment-fall-flat/?utm_source=TouchBasePro&token=MEdjczVNYUpZeFBuZmN2SkdvQUJXSTlJUnEwTEpTRFRDbk91WHkzSWJZRnB2Z25SVFBaaDAyWDhDUFFXdWFJcEQvOGNFYzJ0TWRkTHQzWkc2cDRjREUrZ2IrblBoSHcvR2NtQVFqZi9SN1RBdWNRcVYxbDh1aHptM0NhSEZzVnoxNUVBdGhkRDVYWG04U0laRVFWaDFRPT0=&utm_medium=email&utm_campaign=First%20Thing%2024%20May%202023&utm_content=First%20Thing%2024%20May%202023+CID_99adbe349a1c758fdc4e4e40bcac5b7c&utm_source=TouchBasePro&utm_term=ANC%20ideological%20posturing%20on%20Russias%20invasion%20of%20Ukraine%20sees%20SAs%20hollow%20version%20of%20non-alignment%20fall%20flat\"><span style=\"font-weight: 400;\">claim to be non-aligned, while currying favour with both sides, is causing confusion</span></a><span style=\"font-weight: 400;\">. Cosying up to the Russia military, participating in photo ops with the butcher Putin, changing the law to try to evade the ICC, is not serving South Africa’s interests; as usual it is serving the interests of the ANC’s funding flows and some of their toadies in keeping the proceeds of State Capture.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Constitution requires in South Africa that the public should be consulted on all matters of policy. Foreign policy is not an exception. </span>\r\n\r\n<span style=\"font-weight: 400;\">Our foreign policy should align with the Constitution and to the values that were embedded in it when, after a two-year process of consultation, it was signed into law by Nelson Mandela at the dawn of South Africa’s democracy. Our foreign policy should be an extension of the values and principles it contains: pro-poor, pro-peace, pro-human rights, pro-democracy and pro-transformation (in this case of the UN). When it comes to Russia’s illegal invasion of Ukraine it should be focused on advocating for a just peace, based on human rights, self-determination and rebuilding international law.</span>\r\n\r\n<span style=\"font-weight: 400;\">As I have written before, the world desperately needs a peace movement, just as it once had a global anti-apartheid movement that shaped the world’s rejection of racism. Real leadership by South Africa at this perilous moment could place us at the head of expressing the interest of the world’s poor.</span>\r\n\r\n<b>Read more in the Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2023-02-21-goodbye-blue-sky-wheres-the-multinational-social-movement-for-peace-when-the-world-really-needs-it/\"><span style=\"font-weight: 400;\">War: Where’s the movement for peace when we really need it</span></a>\r\n\r\n<span style=\"font-weight: 400;\">This would mean making allies with the peoples of the world – reaching out to and through civil society, trade unions, faith-based and sports organisations that involve billions of people – and with the handful of genuinely democratic governments, who have no stake in the coming wars between the elites.</span>\r\n\r\n<span style=\"font-weight: 400;\">This may sound utopian and naive, but being carried along in the wake of militaristic realpolitik spells only disaster. </span>\r\n\r\n<span style=\"font-weight: 400;\">As our own philosopher </span><a href=\"https://www.sahistory.org.za/people/rick-turner\"><span style=\"font-weight: 400;\">Rick Turner</span></a><span style=\"font-weight: 400;\"> explained 50 years ago in his banned book </span><i><span style=\"font-weight: 400;\">The Eye of the Needle,</span></i><span style=\"font-weight: 400;\"> “utopian thinking” sheds light on the irrationality of the status quo, opening up the possibility of imagined futures.</span>\r\n\r\n<span style=\"font-weight: 400;\">At this moment the world desperately needs independent and truly non-aligned countries that will be vocal and intransigent on behalf of global citizens and planetary interests. There is a vacuum for a non-aligned people’s movement for peace and human rights. If only South Africa wanted to fill it. </span><b>DM</b>",
