After Sunday’s relative clarity, the grey smog has thickened again to erase the mountains and sea, the residential streets, and even the nearby skyscrapers.</span></span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">It looks worse even than Jo’burg in brown-hazy winter—although, to be fair, Johannesburg ranks worse on the </span></span></span></span><a href=\"https://www.who.int/airpollution/data/aap_air_quality_database_2018_v13.xlsx?ua=1\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">World Health Organisation numbers</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">.</span></span></span></span></p>\r\n<p class=\"western\" lang=\"en-GB\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The price of progress? Greater Manila now houses 23-million people. And while lagging behind its neighbours, the Philippines is still a booming Asian economy running on everything from customer call centres to semiconductor and coconut oil exports.</span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">This morning, a flood of vehicles clogs up Epifanio de Los Santos Avenue, known as EDSA. Later, on our trip, we’ll catch a minibus taxi from Batangas city to neighbouring Taal, and the first 4km will take us almost 45 minutes. Thanks to poor urban planning, the Philippines has some of the </span></span></span></span><a href=\"https://www.economist.com/asia/2016/02/25/slowly-does-it\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">worst traffic jams</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\"> in the world.</span></span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">But the vibrancy of the developing world is so visible, too. The streets are full of hawkers selling food, clothes, toys, and Christmas lights. The historic nearby neighbourhood of Magellanes is a warren of bakeries and </span><span lang=\"en-GB\"><i>spaza</i></span><span lang=\"en-GB\"> shops, </span><span lang=\"en-GB\"><i>shiatsu </i></span><span lang=\"en-GB\">parlours and pharmacists, hair salons and scooter repair joints.</span></span></span></span></p>\r\n<p class=\"western\" lang=\"en-GB\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The Philippines and South Africa may not be joined together in a high-profile political and economic partnership, like BRICS. Still, we are two sibling postcolonial democracies birthed, in part or whole by popular protest, within eight years of each other.</span></span></span></p>\r\n<p class=\"western\" lang=\"en-GB\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In 1986, the same EDSA that’s snarled up today with traffic was packed with two-million protesters demanding the resignation of dictator Ferdinand Marcos. Corazon Aquino and her assassinated husband smile out from the back of today’s 500-peso bill.</span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">Popular media paints today’s Philippines as, variously, a </span></span></span></span><a href=\"https://www.cetri.be/Rodrigo-Duterte-A-Fascist-Original?lang=fr\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">de facto fascist dictatorship</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">, because of current President Rodrigo Duterte’s war on the drug gangs; a hellish nightmare of </span></span></span></span><a href=\"https://www.amnesty.org/en/countries/asia-and-the-pacific/philippines/report-philippines/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">human rights violations</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">; and as a </span></span></span></span><a href=\"http://hir.harvard.edu/article/?a=14560\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">prime example</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\"> of the global populist backlash against liberal, democratic globalization.</span></span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">Certainly, the violations are nothing to be scoffed at: around </span></span></span></span><a href=\"https://www.theguardian.com/commentisfree/2018/sep/28/the-guardian-view-on-the-philippines-a-murderous-war-on-drugs\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">7,000 extrajudicial assassinations</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\"> of drug suspects; a critical senator imprisoned on </span></span></span></span><a href=\"http://www.senate.gov.ph/press_release/2018/0827_delima2.asp\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">highly dubious drug charges</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">; and a </span></span></span></span><a href=\"https://www.nytimes.com/2018/02/08/world/asia/philippines-duterte-hague.html\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">preliminary investigation</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\"> into crimes against humanity by the International Criminal Court in the Hague.</span></span></span></span></p>\r\n<p class=\"western\" lang=\"en-GB\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Then, too, as a traveller on holiday one’s impressions is necessarily slanted and superficial.</span></span></span></p>\r\n<p class=\"western\" lang=\"en-GB\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Yet for all that, I’d be lying if I didn’t say I had to pinch myself, here, to square this relaxed, cheerful, palpably free-spirited place with the reports about fierce populist anger and intense government repression.</span></span></span></p>\r\n<p class=\"western\" lang=\"en-GB\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">There are no Casspirs on the street, here, as during my apartheid youth. You see far fewer cops than in South Africa, Spain, or the United States. On the island of Mindoro the vehicles all but ignore the only roadblock we see during our travels — the driver of our motorised tricycle, for example, just waves at the lone, lethargic-looking uniformed constable. </span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">Although the administration has arguably </span></span></span></span><a href=\"https://www.independent.co.uk/news/world/duterte-charge-critical-journalist-maria-ressa-rappler-tax-avoidance-philippine-government-a8628491.html\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">tried to intimidate critical journalists</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">, an energetic free press, both print and online, still holds political leaders to account. A perfunctory glance at the </span></span></span></span><a href=\"https://www.manilatimes.net/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\"><i>Manila Times</i></span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\"> or </span></span></span></span><a href=\"http://www.rappler.com/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\"><i>Rappler</i></span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\"> will reveal several editorials sharply critical of the government.</span></span></span></span></p>\r\n<p class=\"western\" lang=\"en-GB\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Gender dynamics, in particular, seem comparatively benign. We observe no cat-calling of women on the street. Violent street crime is low. </span></span></span></p>\r\n<p class=\"western\" lang=\"en-GB\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In Manila and Batangas, we see gay men and lesbians showing public affection, and during a stopover on Tablas Island, we join all 300 or so inhabitants of a tiny fishing village at the annual “Miss Gay Santa” beauty pageant for the island — a cross between a pride parade and a platteland talent show, high school rap acts mixing with impassioned drag queens’ speeches about human rights.</span></span></span></p>\r\n<p class=\"western\" lang=\"en-GB\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In the atmospherically crumbling, tropical-lush colonial town of Taal, we get adopted for Christmas by the family of Fritzie, our hotel proprietor: roast suckling pig, rum, and coconut pudding under the flowering frangipanis. Here, election season is in full swing, and Fritzie’s brother is running for the position of deputy mayor under the banner of Duterte’s PDP-Laban party.</span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">I know what foreigners think,” Fritzie tells me later. “But we Filipinos love Duterte. Until the last year or so, we had a big problem here in Taal, with drug-related crime. Now, the community is much more peaceful and healthy.”</span></span></span></span></p>\r\n<p class=\"western\" lang=\"en-GB\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Trump, to whom Duterte is often compared, has seen approval ratings of around 40% for much of his presidency. By contrast, more than three-quarters of Filipinos tell pollsters they approve of Duterte’s job performance, and even the Duterte opponents I meet express grudging admiration for his administrative effectiveness.</span></span></span></p>\r\n<p class=\"western\" lang=\"en-GB\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">When Filipinos ask me about South African politics, they want to talk less about human rights than about land reform, an issue this democracy has been grappling with since the 1980s.</span></span></span></p>\r\n<p class=\"western\" lang=\"en-GB\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Then, too, the Duterte seen and talked about here seems a much more complex and contradictory figure than the sexist authoritarian strongman of the Western media.</span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">On the one hand, he makes </span></span></span></span><a href=\"https://www.independent.co.uk/news/world/asia/rodrigo-duterte-rape-philippines-president-sexual-assault-davao-a8518186.html\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">controversial rape jokes</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">. On the other, he has </span></span></span></span><a href=\"https://news.mb.com.ph/2018/07/08/duterte-confesses-i-stopped-as-catholic-after-priests-abuse/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">publicly disclosed</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\"> that he was sexually abused by a Catholic priest; has implemented </span></span></span></span><a href=\"https://www.rappler.com/newsbreak/in-depth/163736-duterte-women-empowerment-sexist\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">pro-woman policies</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\"> ranging from reproductive rights to special police desks for domestic violence; and has voiced </span></span></span></span><a href=\"https://www.sunstar.com.ph/article/41037\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">support for same-sex marriage</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">.</span></span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">On the economy, Duterte granted three Cabinet positions to the Communist Party and shares </span></span></span></span><a href=\"https://www.bloomberg.com/news/articles/2018-07-19/glaring-wealth-divide-pushes-duterte-toward-federalism-legacy\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">plans to redistribute wealth</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">, while at the same time pursuing trade deals with China that critics say would </span></span></span></span><a href=\"https://www.aljazeera.com/news/2018/11/filipinos-protest-dutertes-china-deals-181120181934596.html\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">damage the country’s sovereignty</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">.</span></span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">Finally, there is the question of the 30-year Muslim secessionist </span></span></span></span><a href=\"https://en.wikipedia.org/wiki/Moro_conflict\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\">insurgency</span></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-GB\"> in his native Mindanao province. </span></span></span></span></p>\r\n<p class=\"western\" lang=\"en-GB\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Arguably, religion is for the Philippines what race is for South Africa: the fundamental social division that threatens the fabric of democratic unity itself. </span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Here Duterte, the first Philippines president from Mindanao, has been criticized for </span></span></span><a href=\"https://en.wikipedia.org/wiki/Proclamation_No._216\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">proclaiming martial law</span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">.
