"contents": "<span style=\"font-weight: 400;\">Former ANC Eastern Cape treasurer Babalo Madikizela’s lobby group is said to have been behind the decision by senior party members to chuck out police during the closed sessions of the provincial conference held at the East London International Convention Centre over the weekend.</span>\r\n\r\n<span style=\"font-weight: 400;\">This is according to ANC National Executive Committee (NEC) convener for the Eastern Cape Aaron Motsoaledi. He said media reports of possible violence at the conference were overstated.</span>\r\n\r\n<span style=\"font-weight: 400;\">In an interview with <em>Daily Maverick</em>, Motsoaledi said</span><span style=\"font-weight: 400;\"> that a request had been made for the police to be removed as Maliya lobby delegates had said it was uncomfortable to have debates while they lingered around the venue. </span>\r\n\r\n<span style=\"font-weight: 400;\">“There was an exaggeration over the weekend at the conference by the media who believed that there was imminent violence. It was just a debate where people were asking questions and many of them complained that when they raised questions they were accused of trying to collapse the conference.</span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2022-03-26-ramaphosas-second-term-bid-on-shaky-ground-after-anc-factions-clash-over-state-capture-report/\r\n\r\n<span style=\"font-weight: 400;\">“They even asked that ‘please remove the police, we cannot debate with the police inside the hall’ and they were removed. It is true that security was there, but it is because of the history of the Eastern Cape; it would have been a mistake for us not to organise security,” he said.</span>\r\n\r\nIn 2017, the provincial elective conference that was also held in East London <a href=\"https://www.news24.com/News24/it-was-a-festival-of-chairs-ramaphosa-on-violent-anc-elective-conference-20171001\">degenerated into chaos and violence when delegates hurled chairs at each</a> other during the adoption of the delegates' credentials.\r\n\r\nAt the weekend, p<span style=\"font-weight: 400;\">osters about the police presence were circulated on social media, supposedly by delegates. </span>\r\n\r\n<span style=\"font-weight: 400;\">“</span><span style=\"font-weight: 400;\">They have planted security personnel inside the conference venue for purposes of intimidating you. Do not be intimidated by these unwarranted attacks. The ANC belongs to you,” the posts read. </span>\r\n\r\n<span style=\"font-weight: 400;\">Uniformed police were stationed at all corners of the East London ICC throughout the weekend and were on high alert in case of any violence.</span>\r\n\r\n<span style=\"font-weight: 400;\">Security guards were also present at some entrances of the conference venue.</span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2022-05-10-fearless-and-independent-sa-courts-hailed-for-holding-the-line-against-zuma-onslaught/\r\n\r\n<b>Conference delays</b>\r\n\r\n<span style=\"font-weight: 400;\">The conference, which was meant to begin on Friday, only formally started proceedings on Saturday, which meant that an extra day had to be added to the programme.</span>\r\n\r\n<span style=\"font-weight: 400;\">On Saturday, proceedings hit a snag when <a href=\"https://www.dailymaverick.co.za/article/2022-05-07-anc-eastern-cape-rubusana-region-takes-party-to-court-over-illegitimate-members/\">members from the Dr WB Rubusana region sent a legal letter to the party</a> on their urgent application to the Eastern Cape Division of the High Court in East London.</span>\r\n\r\n<span style=\"font-weight: 400;\">The court had granted ANC members of the region urgency for their bid to prove that branches had been manipulated and should, therefore, not be allowed to participate in the conference. </span>\r\n\r\n<span style=\"font-weight: 400;\">The matter was, however, struck off the roll with costs.</span>\r\n\r\n<span style=\"font-weight: 400;\">Even on Sunday, it took ages for credentials to be adopted as there were several issues raised by delegates.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">The ANC Eastern Cape was supposed to adopt credentials this morning however it’s 21:30 and there has been no progress at all. There were also queries about veterans who had been listed as voting delegates. Some argued that there was no legitimate veterans’ structure in the province, so it made no sense for them to participate. </span>\r\n\r\n<span style=\"font-weight: 400;\">The steering committee, which consists of NEC members, held a three-hour meeting to solve these issues. Credentials were then adopted. Voting started late on Sunday night* and ended in the early hours of Monday morning.</span>\r\n\r\n<span style=\"font-weight: 400;\"><a href=\"https://www.dailymaverick.co.za/article/2022-05-09-mabuyane-endorses-ramaphosa-after-anc-eastern-cape-leadership-race-victory/\">Oscar Mabuyane was re-elected to lead the province</a> alongside Mlungisi Mvoko, Lulama Ngcukayitobi, Helen Sauls-August and Zolile Williams. </span>\r\n\r\n<span style=\"font-weight: 400;\">The crowd roared when they heard that Mabuyane had managed to get </span><span style=\"font-weight: 400;\">812 votes. During a chaotic Nelson Mandela Bay council session in 2016, Lungisa smashed a water jug over the head of DA councillor Rayno Kayser. Lungisa was an ANC councillor at the time.\r\n\r\n<span style=\"font-weight: 400;\">This past weekend Lungisa contested</span><span style=\"font-weight: 400;\"> and lost the provincial treasurer position to Zolile Williams, the municipal manager at Joe Gqabi district.</span>\r\n\r\n<span style=\"font-weight: 400;\">Those who did not make the cut include transport MEC Weziwe Tikana-Gxothiwe, who contested the deputy secretary position and Madikizela.</span>\r\n\r\n<span style=\"font-weight: 400;\">After losing to Mabuyane, Madikizela announced he would resign from his position as public works MEC.</span>\r\n\r\n<b>Renewal and unity</b>\r\n\r\n<span style=\"font-weight: 400;\">The steps towards organisational renewal were heavily emphasised throughout the conference, first by national party chairperson Gwede Mantashe in his opening statement, Mabuyane in the political report and then party president Cyril Ramaphosa who delivered his closing statements at the conference on Monday. </span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe urged delegates not to allow the contests to divide the province and warned that members should be working on the ground towards mending the ANC’s relationship with citizens. </span>\r\n\r\n<span style=\"font-weight: 400;\">He mentioned the party’s dismal performance in the 2021 local government elections, adding that it was time for ANC members to change their attitudes.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Our back is against the wall, we must make sure that we continue to govern. We did badly in the local government elections because we are not connecting with people and we have arrogance. The trust deficit is an outcome of arrogance when dealing with society.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The Eastern Cape is the governing party in the Eastern Cape and should maintain it. If local elections were national, the ANC would have lost Gauteng. We have forgotten that the ANC must be located amongst the people,” Mantashe said. </span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2021-12-28-anc-regional-conferences-will-signal-whether-ramaphosa-has-lost-his-political-capital/\r\n\r\n<span style=\"font-weight: 400;\">During the political report which was delivered by Mabuyane, he said that the renewal project should involve isolating any alien, corrupt networks, elements that were not aligned with the values and principles of the ANC. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Renewal should mean a complete process to reimagine and reshape the movement. Even the outcomes of the Zondo commission should be viewed as the opportunity for the ANC to do a deep soul searching and examine our processes, systems, assumptions, cultures — whether they are truly aligned with the rule of law, constitutions and expectation of the society,” Mabuyane said. </span>\r\n\r\n<span style=\"font-weight: 400;\">Motsoaledi said he, with other NEC members, would assist the province with renewing itself.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Mr Babalo Madikizela said this morning that he has instructed his supporters to support the people who have won, the newly elected leadership, and he has advised them to accept the results and that he himself is not going to court and he advises his supporters not to go to court. </span>\r\n\r\n<span style=\"font-weight: 400;\">“In the conference, one of the agenda items was done by a team from Luthuli House about the renewal process. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
