Accused in Booi and Stanfield R1-billion tenders case murdered two days after bail release

An accused in the case in which Cape Town’s DA former Mayoral Committee member Malusi Booi faces charges about unlawfully awarded contracts worth about R1-billion, in which suspected 28s gang boss Ralph Stanfield was allegedly involved, has been murdered.

Two days after being granted bail and released from custody, one of the accused in the unlawful tender enterprise case against former City of Cape Town human settlements Mayoral Committee member Malusi Booi, has been murdered.

Abdul-Kader Davids was shot in Beacon Valley, Mitchells Plain, late on Thursday, 19 September.

Daily Maverick understands he was shot, possibly in the head. His body was sprawled on the pavement.

Davids was one of Booi’s nine co-accused in the case in which it is alleged that they were involved in a tenders-for-cash enterprise, which the State says was headed by suspected 28s gang boss Ralph Stanfield and his wife Nicole Johnson.

The tenders flagged in the case were allegedly worth more than R1-billion.

Bail and ‘unknown gunmen’

Two days before Davids was murdered, he was granted R250,000 bail, alongside Booi and their co-accused, in the Cape Town Magistrate’s Court in this case.

On Friday, 20 September, Western Cape police spokesperson Lieutenant-Colonel Malcolm Pojie said a 42-year-old man’s body had been found outside a premises in Beacon Valley late the night before. (The street name he provided was the same in which Daily Maverick was told, via other sources, that Davids was shot.)

He did not provide the man’s identity.

“Preliminary reports suggest that unknown gunmen opened fire on the victim, who was declared deceased by medical personnel who attended to the scene,” Pojie said.

“The motive for this murder is now the subject of an investigation.”

Pojie said anyone with information about the murder should contact CrimeStop at 08600 10111 or via the mobile application, MySAPS, anonymously.

Daily Maverick previously reported that Davids shared a company directorship with Johnson.

It is understood his association with her and Stanfield extended further in terms of the work he did.

The case in which Davids and Booi were among the 10 accused started developing last week when they were arrested.

‘Gratification and benefits’

A draft charge sheet in the matter said: “Ralph Stanfield and Nicole Johnson were the main roleplayers in the Enterprise, making arrangements to facilitate and fund the unlawful activities, including agreements with suppliers, agreements with persons such as Accused 1 to 10…

“To directly or indirectly and wrongfully and unlawfully accept and/or agree and/or offer to accept gratification and/or other benefits from another to obtain tenders from the City of Cape Town.”

Among the 10 accused is also former City of Cape Town housing employee Siphokazi September.

The draft charge sheet read: “(She) accepted and/or agreed and/or offered to accept any gratification from Malusi Booi and Ralph Stanfield in order to carry out or perform certain, powers, duties or functions arising out of her employment as the Director of Maintenance and Upgrades in (the) Human Settlements Department.”

When Davids and the other nine accused were granted bail this week, the matter against them was postponed to 16 October.

Murders

On that day Stanfield and Johnson, who face charges in connection with a case that started out in September last year when they were arrested on car theft and fraud charges, are also expected to appear in the same court.

They are set to appear virtually with various other co-accused who were subsequently charged in that case and who face several other accusations.

Some charges relate to the murder last year of City of Cape Town staff member Wendy Kloppers, who was shot at a housing development site in Delft.

She was killed, apparently because she had refused to give in to the demands of gangsters wanting contractors’ work.

As for Stanfield, he now also faces accusations that he was involved in the 2019 assassination of ex-Hard Livings gang boss Rashied Staggie.

The overall case against Stanfield, Johnson and co may be merged with Booi’s in October.

If that happens, it means that while one of Booi’s co-accused has been fatally shot, he will be facing charges alongside ex-colleague September, and alleged gang boss Stanfield, as well as individuals suspected of having murdered Kloppers, another of his former City of Cape Town colleagues. DM
