"contents": "<span style=\"font-weight: 400;\">We owe a profound gratitude to the developing nations – including those from Africa – who agreed to </span><a href=\"https://theconversation.com/cop26-experts-react-to-the-un-climate-summit-and-glasgow-pact-171753\"><span style=\"font-weight: 400;\">the pact.</span></a><span style=\"font-weight: 400;\"> In doing so, they chose not to insist that richer </span><a href=\"https://theconversation.com/cop26-deal-how-rich-countries-failed-to-meet-their-obligations-to-the-rest-of-the-world-171804\"><span style=\"font-weight: 400;\">developed nations</span></a><span style=\"font-weight: 400;\">, whose historical and ongoing greenhouse gas emissions have largely caused the climate crisis, pay reparations to them for the damage they’ve inflicted.</span>\r\n\r\n<span style=\"font-weight: 400;\">African nations continue to hold the unenviable position of being disproportionately </span><a href=\"https://unfccc.int/files/press/backgrounders/application/pdf/factsheet_africa.pdf\"><span style=\"font-weight: 400;\">vulnerable</span></a><span style=\"font-weight: 400;\"> to climate change. Although the continent accounts for the smallest share of global greenhouse gas emissions – only </span><a href=\"https://www.brookings.edu/wp-content/uploads/2016/08/global_20160818_cop21_africa.pdf\"><span style=\"font-weight: 400;\">3.8%</span></a><span style=\"font-weight: 400;\"> – it’s already </span><a href=\"https://www.ipcc.ch/assessment-report/ar6/\"><span style=\"font-weight: 400;\">heating</span></a><span style=\"font-weight: 400;\"> faster than the rest of the world.</span>\r\n\r\n<span style=\"font-weight: 400;\">And if the target of limiting global warming to </span><a href=\"https://theconversation.com/ipcc-says-earth-will-reach-temperature-rise-of-about-1-5-in-around-a-decade-but-limiting-any-global-warming-is-what-matters-most-165397\"><span style=\"font-weight: 400;\">1.5℃</span></a><span style=\"font-weight: 400;\"> above pre-industrial levels is missed, Africa could be facing catastrophic </span><a href=\"https://unfccc.int/news/climate-change-is-an-increasing-threat-to-africa\"><span style=\"font-weight: 400;\">temperature increases</span></a><span style=\"font-weight: 400;\"> of up to 3℃ by 2050.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the same time, the threat to GDP of African nations that are most vulnerable to these changes – meaning the amount of economic activity that stands to be lost if these changes are severe enough – is </span><a href=\"https://www.brookings.edu/research/africa-can-play-a-leading-role-in-the-fight-against-climate-change/\"><span style=\"font-weight: 400;\">projected</span></a><span style=\"font-weight: 400;\"> to increase from £660 billion in 2018 to over £1 trillion in 2023. That’s almost half of the continent’s projected GDP.</span>\r\n\r\n<span style=\"font-weight: 400;\">Given these estimates, Africa’s climate resilience must exceed the global norm. And some steps are being taken to protect the continent against the worst climate consequences through investments from national governments and the private sector. Organisations such as the </span><a href=\"https://www.afdb.org/en\"><span style=\"font-weight: 400;\">African Development Bank</span></a><span style=\"font-weight: 400;\"> and the </span><a href=\"https://www.unep.org/\"><span style=\"font-weight: 400;\">UN Environment Programme</span></a><span style=\"font-weight: 400;\"> are also leading climate change </span><a href=\"https://theconversation.com/mangroves-from-space-30-years-of-satellite-images-are-helping-us-understand-how-climate-change-threatens-these-valuable-forests-156040\"><span style=\"font-weight: 400;\">adaptation measures</span></a><span style=\"font-weight: 400;\">, like working to protect </span><a href=\"https://news.un.org/en/story/2021/07/1096392\"><span style=\"font-weight: 400;\">mangroves</span></a><span style=\"font-weight: 400;\"> on over 200 million hectares of land.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the estimated yearly cost of this kind of climate adaptation for developing nations is around </span><a href=\"https://www.unep.org/resources/adaptation-gap-report-2020\"><span style=\"font-weight: 400;\">£52 billion</span></a><span style=\"font-weight: 400;\"> – and is expected to rise to between £100-220 billion by 2030. While developed nations agreed in the </span><a href=\"https://theconversation.com/glasgow-climate-pact-where-do-all-the-words-and-numbers-we-heard-at-cop26-leave-us-171704\"><span style=\"font-weight: 400;\">Glasgow pact </span></a><span style=\"font-weight: 400;\">to double climate change contributions to their developing counterparts by about £29 billion by 2025, this amount is just a fraction of what’s needed.</span>\r\n\r\n<b>Next steps</b>\r\n\r\n<span style=\"font-weight: 400;\">One way to close this gap could be to leverage the </span><a href=\"https://theconversation.com/cop26-how-the-world-will-measure-progress-on-the-paris-climate-agreement-and-keep-countries-accountable-160325\"><span style=\"font-weight: 400;\">Paris climate agreement</span></a><span style=\"font-weight: 400;\">, specifically, a subsection of </span><a href=\"https://www.ecosystemmarketplace.com/articles/breaking-new-article-6-draft-shows-broad-compromise-on-carbon-markets/\"><span style=\"font-weight: 400;\">article six</span></a><span style=\"font-weight: 400;\"> that allows countries with high emissions, such as the US and UK, to offset them through investing in sustainable initiatives like reforestation in low-emitting countries: including those in Africa. Such partnerships could act as a catalyst for the growth of </span><a href=\"https://theconversation.com/climate-explained-how-much-of-the-worlds-energy-comes-from-fossil-fuels-and-could-we-replace-it-all-with-renewables-167190\"><span style=\"font-weight: 400;\">low carbon</span></a><span style=\"font-weight: 400;\"> energy projects such as solar, geothermal and wind power.</span>\r\n\r\n<span style=\"font-weight: 400;\">Another option could be to redirect local government money towards sustainable schemes. The total amount provided by African national governments in fossil fuel subsidies rose to </span><a href=\"https://ictsd.iisd.org/bridges-news/bridges-africa/news/reforming-africa%E2%80%99s-fossil-fuel-subsidies\"><span style=\"font-weight: 400;\">£55 billion</span></a><span style=\"font-weight: 400;\"> in 2015 alone, causing calls for “</span><a href=\"https://sdg.iisd.org/news/governments-adopt-glasgow-climate-pact-operationalize-paris-agreement\"><span style=\"font-weight: 400;\">phasing down</span></a><span style=\"font-weight: 400;\">” these subsidies to be enshrined in the </span><a href=\"https://unclimatesummit.org/the-glasgow-pact-what-do-the-experts-say-about-the-outcome/\"><span style=\"font-weight: 400;\">Glasgow climate pact.</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Since subsidy money was flowing into an industry employing </span><a href=\"https://opendocs.ids.ac.uk/opendocs/bitstream/handle/20.500.12413/14987/697_Fossil_Fuels_and_Job_creation_in_Africa.pdf?sequence=1&isAllowed=y\"><span style=\"font-weight: 400;\">less than 1%</span></a><span style=\"font-weight: 400;\"> of Africa’s workforce, it could instead be invested back into African economies, creating inclusive, environmentally friendly job opportunities. For example, it might be used to fund startups like </span><a href=\"https://twitter.com/gjenge_makers\"><span style=\"font-weight: 400;\">Gjenge Makers</span></a><span style=\"font-weight: 400;\">: a Kenyan business making paving blocks and tiles out of </span><a href=\"https://www.globalconstructionreview.com/kenyan-start-recycles-plastic-bottles-bricks-stron/?utm_campaign=ClimatePreneurship\"><span style=\"font-weight: 400;\">recycled plastic</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite contributing the least to the changing climate, many African nations are also taking strides to transition to renewable energy. The world’s largest </span><a href=\"https://www.climatechangenews.com/2019/01/22/solar-plant-size-3500-football-pitches-powers-moroccos-sunlit-ambitions/\"><span style=\"font-weight: 400;\">concentrated solar power</span></a><span style=\"font-weight: 400;\"> (CSP) facility in Morocco, </span><a href=\"https://www.ecohz.com/noor-solar-power-in-morocco#:%7E:text=Noor%20Power%20Plant%20in%20Morocco,kWh%2Fm2%2Fyear.\"><span style=\"font-weight: 400;\">Noor Power Plant</span></a><span style=\"font-weight: 400;\">, converts the Sun’s energy to electricity for around two million households.</span>\r\n\r\n<span style=\"font-weight: 400;\">Unlike more widely used photovoltaic panels, CSP enables solar energy to be stored for nights and cloudy days. The facility generates more than a third of Morocco’s power while reducing carbon emissions by around </span><a href=\"https://www.worldbank.org/en/news/feature/2015/11/20/morocco-to-make-history-with-first-of-its-kind-solar-plant\"><span style=\"font-weight: 400;\">690,000 tonnes</span></a><span style=\"font-weight: 400;\"> per year.</span>\r\n\r\n<span style=\"font-weight: 400;\">Projects like these don’t just create more jobs, they also make more money.
