"contents": "<span style=\"font-weight: 400;\">Is the further development of artificial intelligence (AI) worth the trouble? On 29 March 2023, in an</span><a href=\"https://futureoflife.org/open-letter/pause-giant-ai-experiments/\"> <span style=\"font-weight: 400;\">open letter</span></a><span style=\"font-weight: 400;\"> published on the Future of Life’s website, about 1,800 scientists, historians, philosophers and even some billionaires and others – let us call them the Tech Nobility – called for “all AI labs to immediately pause for at least 6 months the training of AI systems more powerful than GPT-4 […]. If such a pause cannot be enacted quickly, governments should step in and institute a moratorium.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In a reaction to this letter, decision theorist Eliezer Yudkowsky</span><a href=\"https://time.com/6266923/ai-eliezer-yudkowsky-open-letter-not-enough/\"> <span style=\"font-weight: 400;\">wrote</span></a><span style=\"font-weight: 400;\"> that the call in the open letter does not go far enough, and insisted that governments should:</span>\r\n\r\n<i><span style=\"font-weight: 400;\">“Shut down all the large GPU clusters (the large computer farms where the most powerful AIs are refined). Shut down all the large training runs… Track all GPUs sold. If intelligence says that a country outside the agreement is building a GPU cluster, be less scared of a shooting conflict between nations than of the moratorium being violated; be willing to destroy a rogue data centre by airstrike.”</span></i>\r\n\r\n<span style=\"font-weight: 400;\">Calls for such extreme measures against AI are based on the fear that AI poses an</span><a href=\"https://oecd.ai/en/wonk/existential-threat\"> <span style=\"font-weight: 400;\">existential risk</span></a><span style=\"font-weight: 400;\"> to humanity. Following the release of large language models (LLM) by OpenAI (</span><a href=\"https://www.scientificamerican.com/article/what-the-new-gpt-4-ai-can-do/\"><span style=\"font-weight: 400;\">GTP-4</span></a><span style=\"font-weight: 400;\">) and Microsoft (</span><a href=\"https://time.com/6256529/bing-openai-chatgpt-danger-alignment/\"><span style=\"font-weight: 400;\">Bing</span></a><span style=\"font-weight: 400;\">) there is a growing concern that further versions could move us towards an AI “singularity” – that is where AI becomes as smart as humans and can self-improve. The result is runaway intelligence. An intelligence explosion.</span>\r\n<h4><b>Hypotheses for catastrophes</b></h4>\r\n<span style=\"font-weight: 400;\">There are many ways in which this could spell doom for humanity. All of these are argued to be unavoidable by proponents of AI doom because we do not know how to align AI and human interests (the “alignment problem”) and how to control how AI is used (the “control problem”).</span>\r\n\r\n<span style=\"font-weight: 400;\">A 2020</span><a href=\"https://link.springer.com/article/10.1007/s00146-018-0845-5\"> <span style=\"font-weight: 400;\">paper</span></a><span style=\"font-weight: 400;\"> lists 25 ways in which AI poses an existential risk. We can summarise these into four main hypothetical consequences that would be catastrophic.</span>\r\n\r\n<span style=\"font-weight: 400;\">One is that such a superintelligence causes an accident or does something with the unintended side-effect of curtailing humanity’s potential. An example is given by the thought experiment of the</span><a href=\"https://nickbostrom.com/ethics/ai\"> <span style=\"font-weight: 400;\">paper clip maximiser</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">A second is that a superintelligent AI may pre-emptively strike against humanity because it may see humanity as its biggest threat.</span>\r\n\r\n<span style=\"font-weight: 400;\">A third is that a superintelligent AI takes over world government, merges all corporations into one “</span><a href=\"https://slatestarcodex.com/2016/05/30/ascended-economy/\"><span style=\"font-weight: 400;\">ascended</span></a><span style=\"font-weight: 400;\">” corporation, and rules forever as a</span><a href=\"https://www.fhi.ox.ac.uk/wp-content/uploads/singleton.pdf\"> <span style=\"font-weight: 400;\">singleton</span></a><span style=\"font-weight: 400;\"> – locking humanity into a potential North Korean dystopia until the end of time.</span>\r\n\r\n<span style=\"font-weight: 400;\">A fourth is that a superintelligent AI may</span><a href=\"https://www.lesswrong.com/posts/vXzM5L6njDZSf4Ftk/defining-ai-wireheading\"> <span style=\"font-weight: 400;\">wire-head</span></a><span style=\"font-weight: 400;\"> humans (like we wire-head mice) – somewhat akin to Aldous Huxley’s </span><i><span style=\"font-weight: 400;\">Brave New World</span></i><span style=\"font-weight: 400;\"> where humans are kept in a pacified condition to accept their tech-ruled existence through using a drug called Soma.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2023-02-12-artificial-intelligence-has-a-dirty-little-secret/\"><span style=\"font-weight: 400;\">Artificial intelligence has a dirty little secret</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Issuing highly publicised open letters on AI – like that of 29 March – is nothing new in the tech industry, the main beneficiaries of AI. On 28 October 2015 we saw a similar grand public signing by much the same Tech Nobility – also published as an</span><a href=\"https://futureoflife.org/open-letter/ai-open-letter/\"> <span style=\"font-weight: 400;\">open letter</span></a><span style=\"font-weight: 400;\"> on the Future of Life’s website – wherein they did not, however, call for a pause in AI research, but instead stated that “we recommend expanded research” and that the “potential benefits are huge, since everything that civilisation has to offer is a product of human intelligence”.</span>\r\n\r\n<span style=\"font-weight: 400;\">In eight short years the tech industry seems to have moved from hype to hysteria – calling not for further research to advance AI, but instead for airstrikes to destroy “rogue” data centres.</span>\r\n<h4><b>What is happening?</b></h4>\r\n<span style=\"font-weight: 400;\">First, the hysteria surrounding AI has steadily risen to exceed the hype. This was to be expected given humans’ cognitive bias towards bad news. After all, the fear that AI will pose an existential threat to humanity is deep-seated. Samuel Butler wrote an essay in 1863 titled “Darwin Among The Machines</span><i><span style=\"font-weight: 400;\">”</span></i><span style=\"font-weight: 400;\">, in which he predicted that intelligent machines will come to dominate:</span>\r\n\r\n<i><span style=\"font-weight: 400;\">“The machines are gaining ground upon us; day by day we are becoming more subservient to them... that the time will come when the machines will hold the real supremacy over the world and its inhabitants is what no person of a truly philosophic mind can for a moment question.”</span></i>\r\n\r\n<span style=\"font-weight: 400;\">Not much different from Eliezer Yudkowsky writing in 2023. That the hysteria surrounding AI has steadily risen to exceed the hype is however not only due to human bias and deep-seated fears of “The Machine”, but also because public distrust in AI has grown between 2015 and 2023.</span>\r\n\r\n<span style=\"font-weight: 400;\">None of the benefits touted in the 2015 open letter have materialised. Instead, we saw AI being of little value during the global</span><a href=\"https://link.springer.com/article/10.1007/s00146-020-00978-0\"> <span style=\"font-weight: 400;\">Covid-19</span></a><span style=\"font-weight: 400;\"> crisis, we have seen a select few rich corporations getting more</span><a href=\"https://politicstoday.org/the-new-goliaths-corporations-software-industries-innovation/\"> <span style=\"font-weight: 400;\">monopoly power</span></a><span style=\"font-weight: 400;\"> and richer on the back of harvesting people’s private data, and we have seen the rise of the</span><a href=\"https://link.springer.com/article/10.1007/s13347-022-00503-9\"> <span style=\"font-weight: 400;\">surveillance state</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the same time, productivity, research efficiency,</span><a href=\"https://www.wsj.com/articles/tech-progress-is-slowing-down-b7fcaee0?mod=tech_listb_pos3\"> <span style=\"font-weight: 400;\">tech progress</span></a><span style=\"font-weight: 400;\"> and science have all</span><a href=\"https://academic.oup.com/cje/article/46/1/105/6378308?login=false\"> <span style=\"font-weight: 400;\">declined</span></a><span style=\"font-weight: 400;\"> in the most advanced economies. People are more likely to believe the worst about AI, and the establishment of several institutes that earn their living from peddling existential risks just further feeds the number of newspaper articles that drive the hysteria.</span>\r\n\r\n<span style=\"font-weight: 400;\">The second reason for the tech industry’s flip from hype to hysteria between 2015 and 2023 is that another</span><a href=\"https://link.springer.com/article/10.1007/s13347-020-00396-6\"> <span style=\"font-weight: 400;\">AI winter</span></a><span style=\"font-weight: 400;\"> – or at least an</span><a href=\"https://bigthink.com/13-8/are-we-in-an-ai-summer-or-ai-winter/\"> <span style=\"font-weight: 400;\">AI autumn</span></a><span style=\"font-weight: 400;\"> – may be approaching. The Tech Nobility is freaking out.</span>\r\n\r\n<span style=\"font-weight: 400;\">Not only are they facing growing public distrust and increasing scrutiny by governments, but the tech industry has taken serious knocks in recent months. These include more than</span><a href=\"https://www.cnbc.com/2023/01/18/tech-layoffs-microsoft-amazon-meta-others-have-cut-more-than-60000.html\"> <span style=\"font-weight: 400;\">100,000</span></a><span style=\"font-weight: 400;\"> industry job cuts, the collapse of</span><a href=\"https://www.economicsobservatory.com/why-did-silicon-valley-bank-fail\"> <span style=\"font-weight: 400;\">Silicon Valley Bank</span></a><span style=\"font-weight: 400;\"> – the second-largest bank failure in US history – declining stock prices and growing fears that the</span><a href=\"https://www.economicsobservatory.com/are-we-in-the-middle-of-a-tech-bubble\"> <span style=\"font-weight: 400;\">tech bubble</span></a><span style=\"font-weight: 400;\"> is about to burst.</span>\r\n\r\n<span style=\"font-weight: 400;\">Underlying these cutbacks and declines is a growing realisation that new technologies have failed to meet expectations.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2023-03-05-why-is-everyone-so-angry-at-artificial-intelligence/\"><span style=\"font-weight: 400;\">Why is everyone so angry at artificial intelligence?</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The jobs cuts, bank failures and tech bubble problems compound the market’s evaluation of an AI industry where the costs are increasingly exceeding the benefits.</span>\r\n\r\n<span style=\"font-weight: 400;\">AI is expensive – developing and rolling out LLMs such as GTP-4 and Bing requires investment. And add infrastructure cost in the</span><a href=\"https://www.cnbc.com/2023/03/13/chatgpt-and-generative-ai-are-booming-but-at-a-very-expensive-price.html\"> <span style=\"font-weight: 400;\">billions of dollars</span></a><span style=\"font-weight: 400;\"> and training costs in the</span><a href=\"https://www.cnbc.com/2023/03/13/chatgpt-and-generative-ai-are-booming-but-at-a-very-expensive-price.html\"> <span style=\"font-weight: 400;\">millions</span></a><span style=\"font-weight: 400;\">. GTP-4 has</span><a href=\"https://towardsdatascience.com/gpt-4-will-have-100-trillion-parameters-500x-the-size-of-gpt-3-582b98d82253\"> <span style=\"font-weight: 400;\">100 trillion</span></a><span style=\"font-weight: 400;\"> parameters and the total training compute it needed has been estimated to be about</span><a href=\"https://twitter.com/MatthewJBar/status/1605328892926885888\"> <span style=\"font-weight: 400;\">18 billion</span></a><a href=\"https://www.techopedia.com/definition/2883/petaflop\"> <span style=\"font-weight: 400;\">petaflops</span></a><span style=\"font-weight: 400;\"> – in comparison, the famous</span><a href=\"https://twitter.com/MatthewJBar/status/1605328925789278209/photo/1\"> <span style=\"font-weight: 400;\">AlphaGo</span></a><span style=\"font-weight: 400;\"> which beat the best human Go player needed less than a million petaflops in compute.</span>\r\n<h4><strong>Slow uptake</strong></h4>\r\n<span style=\"font-weight: 400;\">The point is, these recent LLMs are pushing against the boundaries of what can be thrown at deep learning methods and make sophisticated AI systems out of bounds for most firms – and even most governments. Not surprisingly then, the adoption of AI systems by firms in the US, arguably the country most advanced in terms of AI, has been very low: a US Census Bureau</span><a href=\"https://www.nber.org/papers/w28290\"> <span style=\"font-weight: 400;\">survey</span></a><span style=\"font-weight: 400;\"> of 800,000 firms found that only 2.9% were using machine learning as recently as 2018. </span>\r\n\r\n<span style=\"font-weight: 400;\">AI’s existential risk is at present only in the philosophical and literary realms. This does not mean that the narrow AI we have cannot cause serious harm – there are many examples of Awful AI – we should continue to be vigilant.</span>\r\n\r\n<span style=\"font-weight: 400;\">It also does not mean that some day in the future the existential risk will not be real – but we are still</span><a href=\"https://www.overcomingbias.com/p/ai-risk-again\"> <span style=\"font-weight: 400;\">too far</span></a><span style=\"font-weight: 400;\"> from this to know how to do anything sensible about it.
