Geopolitical tensions, economic malaise and inequality dominate our thoughts, leaving little room for contemplating the potential</span><a href=\"https://theconversation.com/artificial-intelligence-in-south-africa-comes-with-special-dilemmas-plus-the-usual-risks-194277\"> <span style=\"font-weight: 400;\">risks</span></a><span style=\"font-weight: 400;\"> and</span><a href=\"https://www.npr.org/sections/money/2023/05/09/1174933574/what-if-ai-could-rebuild-the-middle-class\"> <span style=\"font-weight: 400;\">opportunities</span></a><span style=\"font-weight: 400;\"> of AI.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, dismissing the impact of AI as a whimsical concern would be a grave mistake – a missed opportunity to engage in a vital debate and shape this</span><a href=\"https://www.gatesnotes.com/The-Age-of-AI-Has-Begun\"> <span style=\"font-weight: 400;\">epoch-defining</span></a><span style=\"font-weight: 400;\"> technology.</span>\r\n\r\n<span style=\"font-weight: 400;\">While South Africa wrestles with its challenges, the</span><a href=\"https://foreignpolicy.com/2023/05/05/eu-ai-act-us-china-regulation-artificial-intelligence-chatgpt/\"> <span style=\"font-weight: 400;\">global</span></a><span style=\"font-weight: 400;\"> community has recognised the urgent need to address AI risks. Governments, tech</span><a href=\"https://www.bbc.com/news/world-us-canada-65616866\"> <span style=\"font-weight: 400;\">leaders</span></a><span style=\"font-weight: 400;\">, and</span><a href=\"https://www.science.org/content/article/alarmed-tech-leaders-call-ai-research-pause\"> <span style=\"font-weight: 400;\">experts</span></a><span style=\"font-weight: 400;\"> are engaging in discussions on AI governance, acknowledging its potential</span><a href=\"https://crimesciencejournal.biomedcentral.com/articles/10.1186/s40163-020-00123-8\"> <span style=\"font-weight: 400;\">maleficent</span></a><span style=\"font-weight: 400;\"> use,</span><a href=\"https://hbr.org/2019/10/what-do-we-do-about-the-biases-in-ai\"> <span style=\"font-weight: 400;\">biased</span></a><span style=\"font-weight: 400;\"> outcomes and socioeconomic</span><a href=\"https://edition.cnn.com/2023/03/29/tech/chatgpt-ai-automation-jobs-impact-intl-hnk/index.html\"> <span style=\"font-weight: 400;\">disruption</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The recent calls for AI regulation by the</span><a href=\"https://www.whitehouse.gov/briefing-room/statements-releases/2023/05/20/g7-hiroshima-leaders-communique/#:~:text=Recognizing%20that%202023%20is%20the,international%20cooperation%20and%20strengthen%20multilateralism.\"> <span style=\"font-weight: 400;\">G7</span></a><span style=\"font-weight: 400;\">, congressional</span><a href=\"https://edition.cnn.com/2023/05/16/tech/sam-altman-openai-congress/index.html\"> <span style=\"font-weight: 400;\">hearings</span></a><span style=\"font-weight: 400;\"> in the US, and the</span><a href=\"https://www.cnbc.com/2023/05/15/eu-ai-act-europe-takes-aim-at-chatgpt-with-landmark-regulation.html\"> <span style=\"font-weight: 400;\">EU</span></a><span style=\"font-weight: 400;\">’s advanced adoption of AI-focused laws highlight the growing awareness of the need to navigate this evolving landscape. Even developing countries such as</span><a href=\"https://www.insideprivacy.com/emerging-technologies/brazils-senate-committee-publishes-ai-report-and-draft-ai-law/#:~:text=Brazil's%20Draft%20AI%20Law%20imposes,safety%20of%20the%20end%20user.\"> <span style=\"font-weight: 400;\">Brazil</span></a><span style=\"font-weight: 400;\"> and</span><a href=\"https://www.aljazeera.com/economy/2023/4/13/china-spearheads-ai-regulation-after-playing-catchup-to-chatgdp\"> <span style=\"font-weight: 400;\">China</span></a><span style=\"font-weight: 400;\"> are introducing regulatory frameworks.</span>\r\n<h4><b>Optimism overshadows risk</b></h4>\r\n<span style=\"font-weight: 400;\">In contrast to the global discourse on AI, South Africa’s response has been relatively subdued. The crucial discussions on AI’s societal role and governance have been largely absent from our national dialogue.</span>\r\n\r\n<span style=\"font-weight: 400;\">This is not to say that South Africans are not fascinated by AI. On the contrary, the exponential growth in Google</span><a href=\"https://trends.google.com/trends/explore?geo=ZA&q=%2Fm%2F0mkz&hl=en-US\"> <span style=\"font-weight: 400;\">searches</span></a><span style=\"font-weight: 400;\"> related to AI over the past year indicates a burgeoning interest. However, the question is whether we are approaching AI with the necessary scepticism, humility and contemplation of its profound potential impact. Recent data suggest we may be falling short in this regard.</span>\r\n\r\n<span style=\"font-weight: 400;\">A multicountry</span><a href=\"https://assets.kpmg.com/content/dam/kpmg/au/pdf/2023/trust-in-ai-global-insights-2023.pdf\"> <span style=\"font-weight: 400;\">survey</span></a><span style=\"font-weight: 400;\"> reveals that 57% of South Africans express “trust” in AI systems, surpassing the global average by a significant margin. Similarly, 58% believe benefits of AI outweigh the risks, a figure higher than the median response across surveyed nations.</span>\r\n\r\n<span style=\"font-weight: 400;\">Furthermore, another</span><a href=\"https://www.ipsos.com/sites/default/files/ct/news/documents/2022-01/Global-opinions-and-expectations-about-AI-2022.pdf\"> <span style=\"font-weight: 400;\">survey</span></a><span style=\"font-weight: 400;\"> found an astonishing 78% claim to possess a “good understanding” of AI, ranking South Africa as the most knowledgeable nation among the 28 participating countries, including tech-savvy states like South Korea.</span>\r\n\r\n<span style=\"font-weight: 400;\">These statistics paint a picture of optimism, relatively speaking, within South Africa regarding AI’s potential, yet also highlight a possible blind spot concerning the risks involved. A striking comparison can be made when contrasting South Africa’s responses to Europe and the US, where 91% of respondents in a</span><a href=\"https://www.governance.ai/post/increasing-consensus-ai-requires-careful-management\"> <span style=\"font-weight: 400;\">survey</span></a><span style=\"font-weight: 400;\"> agreed that AI “requires careful management”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Locally, much of the anxiety surrounding AI revolves around the spectre of job losses. In a recent</span><a href=\"https://www.ibe.org.uk/uploads/assets/9f4fba9a-d466-4cb3-80c8dbd529dedbe8/7786cb1f-f7f2-4ba1-b0e88221821ac24b/IBE-EaW2021.pdf\"> <span style=\"font-weight: 400;\">survey</span></a><span style=\"font-weight: 400;\">, a striking 62% of South Africans expressed concern that AI would lead to unemployment, the highest percentage among the 13 countries polled. This focus on jobs is understandable, given the country’s high rate of</span><a href=\"https://businesstech.co.za/news/lifestyle/689773/this-worrying-unemployment-trend-is-just-getting-worse/\"> <span style=\"font-weight: 400;\">unemployment</span></a><span style=\"font-weight: 400;\">, but it also overshadows broader and more far-reaching AI</span><a href=\"https://theconversation.com/artificial-intelligence-in-south-africa-comes-with-special-dilemmas-plus-the-usual-risks-194277\"> <span style=\"font-weight: 400;\">risks</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nevertheless, there is promise in the fact that South Africans recognise the transformative potential of AI, with 72%</span><a href=\"https://assets.kpmg.com/content/dam/kpmg/au/pdf/2023/trust-in-ai-global-insights-2023.pdf\"> <span style=\"font-weight: 400;\">believing</span></a><span style=\"font-weight: 400;\"> that it will “profoundly change” their daily lives. This recognition prompts an important question: “How will AI impact South Africa?” </span><i><span style=\"font-weight: 400;\"> </span></i>\r\n\r\n<span style=\"font-weight: 400;\">When reflecting on this, South Africans should be mindful of two factors: firstly, all technology has unforeseen consequences and, secondly, AI is not a public good – it is made by corporations for profit. Examining social media provides a useful point of reflection to explore these factors.</span>\r\n<h4><b>Unpredictability of technology</b></h4>\r\n<span style=\"font-weight: 400;\">The path of technological progress is a winding and</span><a href=\"https://marginalrevolution.com/marginalrevolution/2023/03/existential-risk-and-the-turn-in-human-history.html?utm_source=substack&utm_medium=email\"> <span style=\"font-weight: 400;\">unpredictable</span></a><span style=\"font-weight: 400;\"> journey. As historian</span><a href=\"https://jamesclear.com/book-summaries/guns-germs-and-steel\"> <span style=\"font-weight: 400;\">Jared Diamond</span></a><span style=\"font-weight: 400;\"> astutely noted in </span><i><span style=\"font-weight: 400;\">Guns, Germs and Steel</span></i><span style=\"font-weight: 400;\">, “technology finds most of its uses after it has been invented rather than being invented to solve a foreseen need”.</span>\r\n\r\n<span style=\"font-weight: 400;\">This observation highlights the inherent challenge of envisioning the profound and</span><a href=\"https://www.scu.edu/ethics/focus-areas/technology-ethics/resources/the-unanticipated-consequences-of-technology/\"> <span style=\"font-weight: 400;\">unforeseen</span></a><span style=\"font-weight: 400;\"> uses and impact of emerging technologies from our current vantage point. A prime example lies in the realm of social media.</span>\r\n\r\n<span style=\"font-weight: 400;\">When Mark Zuckerberg started Facebook, his</span><a href=\"https://www.theverge.com/2017/2/16/14642164/facebook-mark-zuckerberg-letter-mission-statement\"> <span style=\"font-weight: 400;\">vision</span></a><span style=\"font-weight: 400;\"> was to “give people the power to share and make the world more open and connected”. Little did he anticipate the intricate web of consequences that would ensue from his invention, including</span><a href=\"https://tnsr.org/2021/07/the-political-effects-of-social-media-platforms-on-different-regime-types/\"> <span style=\"font-weight: 400;\">political</span></a><span style=\"font-weight: 400;\"> manipulation, mental health</span><a href=\"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC7364393/\"> <span style=\"font-weight: 400;\">problems</span></a><span style=\"font-weight: 400;\">, the rampant spread of</span><a href=\"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC8853081/\"> <span style=\"font-weight: 400;\">misinformation</span></a><span style=\"font-weight: 400;\">, and even real-world</span><a href=\"https://arxiv.org/abs/1804.11241\"> <span style=\"font-weight: 400;\">violence</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Social media also illustrates how quickly software-based technology can spread and entrench itself in our daily lives. Merely two decades ago, the vast majority of social media platforms we now take for granted did not exist. Yet, today, these platforms boast an astonishing 4.8 billion</span><a href=\"https://datareportal.com/social-media-users\"> <span style=\"font-weight: 400;\">users</span></a><span style=\"font-weight: 400;\">, exerting influence over every facet of our lives, both online and offline.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the speed at which AI is expanding its reach eclipses even the remarkable growth of social media. A prime example is ChatGPT, which garnered a staggering 100 million active</span><a href=\"https://time.com/6253615/chatgpt-fastest-growing/\"> <span style=\"font-weight: 400;\">users</span></a><span style=\"font-weight: 400;\"> within only two months. In contrast, it took popular platforms like TikTok and Instagram nine and 30 months, respectively, to achieve the same result.</span>\r\n\r\n<span style=\"font-weight: 400;\">What does a world look like where nearly 5 billion people, both benign and malicious, have easy access to a range of AI applications? We simply have no idea, although some of the</span><a href=\"https://www.nytimes.com/2023/05/01/technology/ai-problems-danger-chatgpt.html\"> <span style=\"font-weight: 400;\">forecasts</span></a><span style=\"font-weight: 400;\"> are alarming.</span>\r\n<h4><b>For profit, not prosperity</b></h4>\r\n<span style=\"font-weight: 400;\">Social media platforms have emerged under the control of</span><a href=\"https://www.investopedia.com/stock-analysis/032114/how-facebook-twitter-social-media-make-money-you-twtr-lnkd-fb-goog.aspx\"> <span style=\"font-weight: 400;\">profit-driven</span></a><span style=\"font-weight: 400;\"> companies that compete against each other for our</span><a href=\"https://econreview.berkeley.edu/paying-attention-the-attention-economy/\"> <span style=\"font-weight: 400;\">attention</span></a><span style=\"font-weight: 400;\">. These applications were not conceived to operate with</span><a href=\"https://www.humanetech.com/infographic-dark-side-social-media\"> <span style=\"font-weight: 400;\">societal</span></a><span style=\"font-weight: 400;\"> interests at the forefront, but rather with the ultimate aim of maximising revenue.</span>\r\n\r\n<span style=\"font-weight: 400;\">The profit motive behind social media, coupled with a competitive system and lack of regulation, has yielded a range of</span><a href=\"https://link.springer.com/article/10.1057/s42984-020-00012-z\"> <span style=\"font-weight: 400;\">destabilising</span></a><span style=\"font-weight: 400;\"> effects on individuals, institutions, systems, and societies. Furthermore, these companies are accountable to shareholders rather than the public, raising concerns about their alignment with the greater societal good.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is important to clarify that this does not imply moral repugnance on the part of social media firms or denounce profit generation as inherently wrong. However, in the</span><a href=\"https://theconversation.com/social-media-regulation-why-we-must-ensure-it-is-democratic-and-inclusive-179819\"> <span style=\"font-weight: 400;\">absence</span></a><span style=\"font-weight: 400;\"> of robust regulation, an inherent incentive</span><a href=\"https://theconversation.com/why-facebook-and-other-social-media-companies-need-to-be-reined-in-169520\"> <span style=\"font-weight: 400;\">problem</span></a><span style=\"font-weight: 400;\"> arises, potentially leading to</span><a href=\"https://link.springer.com/article/10.1007/s43681-021-00068-x\"> <span style=\"font-weight: 400;\">harmful</span></a><span style=\"font-weight: 400;\"> behaviour.</span>\r\n\r\n<span style=\"font-weight: 400;\">Similarly, the field of AI faces a regulatory void and is primarily driven by corporate entities. Until 2014, academia predominantly released machine-learning systems, but industry has since taken the</span><a href=\"https://aiindex.stanford.edu/wp-content/uploads/2023/04/HAI_AI-Index-Report_2023.pdf\"> <span style=\"font-weight: 400;\">lead</span></a><span style=\"font-weight: 400;\">. In 2022 alone, 32 “significant” machine-learning systems – the backbone of most AI models – were produced by industry, in contrast to a mere three by academia.</span>\r\n\r\n<span style=\"font-weight: 400;\">This trend is poised to continue, as the development of cutting-edge AI systems requires substantial quantities of data, computing power and financial resources – areas where industry actors possess distinct advantages over non-profits and academia.</span>\r\n<h4><b>Right here, right now</b></h4>\r\n<span style=\"font-weight: 400;\">While we cannot foresee AI’s exact impact, we do know that fast-moving technology comes with widespread consequences, which, overlaid with unregulated profit-seeking by competing firms, can result in suboptimal societal</span><a href=\"https://www.humanetech.com/infographic-dark-side-social-media\"> <span style=\"font-weight: 400;\">outcomes</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, we must resist the notion that this result is predetermined – technology does not dictate destiny. South Africans are right to be optimistic about AI and fully embrace its</span><a href=\"http://dx.doi.org/10.1038/s41467-019-14108-y\"> <span style=\"font-weight: 400;\">positive</span></a><span style=\"font-weight: 400;\"> potential.</span>\r\n\r\n<span style=\"font-weight: 400;\">Yet, in doing so, we must also assume responsibility for shaping our own future and critically assess the country-specific</span><a href=\"https://theconversation.com/artificial-intelligence-in-south-africa-comes-with-special-dilemmas-plus-the-usual-risks-194277\"> <span style=\"font-weight: 400;\">risks</span></a><span style=\"font-weight: 400;\"> and consider mitigation measures.</span>\r\n\r\n<span style=\"font-weight: 400;\">AI may feel distant from our immediate problems, but the technology is here, whether we are ready or not. South Africa can either join others in debating and shaping the trajectory of AI – or be shaped by it. </span><b>DM</b>",
