"contents": "<span style=\"font-weight: 400;\">The US has described Edin “Tito” Gacanin, of Bosnia and Herzegovina, as “one of the world’s most prolific drug traffickers”.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> previously reported that there were suspicions that Gacanin, who also has Dutch citizenship, may have been </span><a href=\"https://www.dailymaverick.co.za/article/2023-01-22-busted-a-global-super-cartel-encrypted-message-crackdown-and-cocaine-trails-to-durban/\"><span style=\"font-weight: 400;\">operating by way of the Port of Durban</span></a><span style=\"font-weight: 400;\">, where massive cocaine consignments have been intercepted.</span>\r\n<h4><b>Drugs and money laundering</b></h4>\r\n<span style=\"font-weight: 400;\">Last month the US Department of the Treasury’s Office of Foreign Assets Control announced that it was sanctioning Gacanin, among others.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">The <a href=\"https://twitter.com/USTreasury?ref_src=twsrc%5Etfw\">@USTreasury</a> Office of Foreign Assets Control (OFAC) has designated one of the Dubai-based high-value targets arrested as a result of Operation DESERT LIGHT. <a href=\"https://t.co/wzkpoB2bVB\">https://t.co/wzkpoB2bVB</a></p>\r\n— Europol (@Europol) <a href=\"https://twitter.com/Europol/status/1636021981983252480?ref_src=twsrc%5Etfw\">March 15, 2023</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">It alleged: “Gacanin is the leader of the Tito and Dino Cartel, which includes his family members and his friends… </span>\r\n\r\n<span style=\"font-weight: 400;\">“In addition to </span><a href=\"https://home.treasury.gov/news/press-releases/jy1344\"><span style=\"font-weight: 400;\">narcotics trafficking efforts across a number of countries</span></a><span style=\"font-weight: 400;\">, Gacanin’s cartel is involved in money laundering and is closely linked to the Kinahan Organized Crime Group, a Transnational Criminal Organization.”</span>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/article/2023-01-22-busted-a-global-super-cartel-encrypted-message-crackdown-and-cocaine-trails-to-durban/\"><span style=\"font-weight: 400;\">The Kinahan Cartel</span></a><span style=\"font-weight: 400;\"> stems from Ireland and may also have links to South Africa.</span>\r\n\r\n<b>Read more in Daily href=\"https://ofac.treasury.gov/recent-actions/20230315\"><span style=\"font-weight: 400;\">US listed countries associated with him</span></a><span style=\"font-weight: 400;\"> as Bosnia and Herzegovina, the Netherlands and the United Arab Emirates (UAE).</span>\r\n<h4><b>Super cartel</b></h4>\r\n<span style=\"font-weight: 400;\">Gacanin was arrested in Dubai in November 2022 during what European police said was a crackdown on a “</span><a href=\"https://www.europol.europa.eu/media-press/newsroom/news/heat-rising-european-super-cartel-taken-down-in-six-countries\"><span style=\"font-weight: 400;\">super cartel</span></a><span style=\"font-weight: 400;\">” responsible for a third of Europe’s cocaine trade.</span>\r\n\r\n<span style=\"font-weight: 400;\">A Dutch police press statement, without naming Gacanin, said he was suspected of being an “organiser, broker and financier in </span><a href=\"https://www.politie.nl/nieuws/2022/november/27/11-aanhoudingen-in-dubai-vanwege-internationale-drugshandel.html\"><span style=\"font-weight: 400;\">the import of 739.5 kilos of cocaine from Durban</span></a><span style=\"font-weight: 400;\"> (South Africa) to Rotterdam”.</span>\r\n\r\n<span style=\"font-weight: 400;\">It said an extradition request for his return to the Netherlands would be made to the UAE.</span>\r\n\r\n<span style=\"font-weight: 400;\">The UAE has something of a reputation for being </span><a href=\"https://globalinitiative.net/analysis/balkans-criminals-uae-gulf/\"><span style=\"font-weight: 400;\">a criminal haven</span></a><span style=\"font-weight: 400;\"> and Dubai has cropped up in several intriguing cases, some linked to South Africa.</span>\r\n<h4><b>Paperwork parallels</b></h4>\r\n<span style=\"font-weight: 400;\">In the Gacanin case, it emerged that after his arrest </span><a href=\"https://www.vice.com/en/article/4ax99n/infuriating-super-cartel-drug-lords-freed-after-just-2-months\"><span style=\"font-weight: 400;\">he was freed</span></a><span style=\"font-weight: 400;\"> from custody in Dubai, which surprised the Netherlands.</span>\r\n\r\n<span style=\"font-weight: 400;\">In January the publication </span><i><span style=\"font-weight: 400;\">Vice</span></i><span style=\"font-weight: 400;\"> reported: “</span><a href=\"https://www.vice.com/en/article/4ax99n/infuriating-super-cartel-drug-lords-freed-after-just-2-months\"><span style=\"font-weight: 400;\">He was freed completely</span></a><span style=\"font-weight: 400;\"> – neither on bail nor facing extradition – on the 29th of December amid claims in the Dutch media that the Netherlands failed to provide proper extradition paperwork within 40 days, despite Dutch prosecutors arguing the paperwork was properly submitted on time.”</span>\r\n<blockquote>It is correct that this person was arrested on request of the Dutch prosecutor. A few days later he was released. I can’t explain the reasons.</blockquote>\r\n<span style=\"font-weight: 400;\">Lawyer Leon van Kleef was quoted in other publications as saying that Gacanin, who appeared to be his client, had been released from custody </span><a href=\"https://www.parool.nl/nederland/nederlandse-drugsbazen-van-superkartel-in-dubai-alweer-op-vrije-voeten-kopstuk-edin-g-spoorloos~b0564cbc/\"><span style=\"font-weight: 400;\">according to legal regulations</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">On Thursday, 13 April </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> sent a query to Van Kleef to establish more details. He appeared to have read the query but had not replied to it by the time of publication.</span>\r\n<h4><b>‘He was released’</b></h4>\r\n<span style=\"font-weight: 400;\">Dutch Public Prosecution Service spokesperson Wim de Bruin confirmed to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that Gacanin was no longer detained in Dubai.</span>\r\n\r\n<span style=\"font-weight: 400;\">De Bruin said: “It is correct that this person was arrested on request of the Dutch prosecutor. A few days later he was released. I can’t explain the reasons. That is up to the Dubai authorities.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In January he told a Dutch publication that there had been no bungling of extradition paperwork.</span>\r\n\r\n<span style=\"font-weight: 400;\">De Bruin was quoted as saying: “We know the stories about the documents being submitted too late. </span><a href=\"https://www.parool.nl/nederland/nederlandse-drugsbazen-van-superkartel-in-dubai-alweer-op-vrije-voeten-kopstuk-edin-g-spoorloos~b0564cbc/\"><span style=\"font-weight: 400;\">That is not true</span></a><span style=\"font-weight: 400;\">. We are working to find out exactly what the cause is.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The Gacanin detention and release saga is similar to what has happened to the Gupta brothers, Atul and Rajesh, who are wanted in South Africa in connection with State Capture crimes.</span>\r\n<h4><b>Detained in Dubai</b></h4>\r\n<span style=\"font-weight: 400;\">In June 2022 the brothers were </span><a href=\"https://www.dailymaverick.co.za/article/2022-06-06-rajesh-and-atul-gupta-arrested-in-dubai-but-dont-expect-them-in-sa-too-soon/\"><span style=\"font-weight: 400;\">arrested in Dubai</span></a><span style=\"font-weight: 400;\">. (A third brother, Ajay Gupta, was not detained.)</span>\r\n\r\n<span style=\"font-weight: 400;\">The Dubai police had issued a statement saying the brothers had been taken into custody “in connection with money laundering and criminal charges in South Africa”.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">The <a href=\"https://twitter.com/hashtag/DubaiPolice?src=hash&ref_src=twsrc%5Etfw\">#DubaiPolice</a> arrest brothers wanted by South African authorities for criminal and money laundering charges. <a href=\"https://t.co/vIByqyvGqQ\">pic.twitter.com/vIByqyvGqQ</a></p>\r\n— Dubai Policeشرطة دبي (@DubaiPoliceHQ) <a href=\"https://twitter.com/DubaiPoliceHQ/status/1534073162152935424?ref_src=twsrc%5Etfw\">June 7, 2022</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">But last week it emerged that South Africa’s </span><a href=\"https://www.dailymaverick.co.za/article/2023-04-07-the-guptas-are-gone-no-one-is-to-blame-everyone-did-their-best-the-end/\"><span style=\"font-weight: 400;\">request to extradite the brothers from the UAE was turned down</span></a><span style=\"font-weight: 400;\"> during a hearing in Dubai that had already taken place in February this year.</span>\r\n\r\n<span style=\"font-weight: 400;\">Justice and Correctional Services Minister Ronald Lamola said last week: “The </span><a href=\"https://www.gov.za/speeches/minister-ronald-lamola-provides-update-extradition-request-gupta-fugitives-7-apr-2023-0000\"><span style=\"font-weight: 400;\">reasons provided for denying our request are of a technical nature</span></a><span style=\"font-weight: 400;\"> and fly in the face of the assurances given by Emirati authorities that our requests meet their requirements.”</span>\r\n\r\n<span style=\"font-weight: 400;\">This week, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">’s Ferial Haffajee reported that several legal sources had also said that UAE prosecutors had confirmed in writing to South African authorities that </span><a href=\"https://www.dailymaverick.co.za/article/2023-04-12-dubai-prosecutors-confirmed-in-writing-that-the-gupta-extradition-documents-were-in-order/\"><span style=\"font-weight: 400;\">the extradition documents were up to scratch</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">She also reported that despite saying certain things – for example, that they told their South African counterparts about the Gupta court appearances – the </span><a href=\"https://www.dailymaverick.co.za/article/2023-04-13-guptas-lawyers-knew-about-failed-extradition-weeks-before-sa/\"><span style=\"font-weight: 400;\">UAE authorities had not done so</span></a><span style=\"font-weight: 400;\">.</span>\r\n<h4><b>US sanctions</b></h4>\r\n<span style=\"font-weight: 400;\">Aside from these extradition sagas there are other parallels between the Guptas and Gacanin.</span>\r\n\r\n<span style=\"font-weight: 400;\">One is that the US has targeted them.</span>\r\n\r\n<span style=\"font-weight: 400;\">Like it did with Gacanin last month, the US Treasury Department’s Office of Foreign Assets Control </span><a href=\"https://www.dailymaverick.co.za/article/2019-10-10-us-government-slaps-financial-sanctions-on-gupta-network-welcomes-us-help-in-advancing-justice/\"><span style=\"font-weight: 400;\">sanctioned Ajay, Atul and Rajesh Gupta</span></a><span style=\"font-weight: 400;\"> in 2019, along with their associate Salim Essa.</span>\r\n\r\n<span style=\"font-weight: 400;\">Treasury’s Under Secretary for Terrorism and Financial Intelligence, Sigal Mandelker had said: “The Gupta family leveraged its political connections to engage in widespread corruption and bribery, capture government contracts, and misappropriate state assets. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Treasury’s designation targets the Guptas’ pay-to-play political patronage, which was orchestrated at the expense of the South African people.”</span>\r\n<h4><b>Politics and sealed testimony</b></h4>\r\n<span style=\"font-weight: 400;\">The Guptas previously cropped up in a report relating to mass drug smuggling.</span>\r\n\r\n<span style=\"font-weight: 400;\">In April 2019, </span><a href=\"https://www.vryeweekblad.com/nuus-en-politiek/2019-04-26-gupta-broers-betrek-by-geldwassery-vir-internasionale-dwelmbase/\"><i><span style=\"font-weight: 400;\">Vrye Weekblad</span></i><span style=\"font-weight: 400;\"> reported</span></a><span style=\"font-weight: 400;\"> that Mandrax kingpin Vijaygiri “Vicky” Goswami had alleged in sealed grand jury testimony in the US that the Gupta family was involved in money laundering on behalf of </span><a href=\"https://www.justice.gov/usao-sdny/pr/acting-manhattan-us-attorney-announces-provisional-arrest-london-pakistani-national\"><span style=\"font-weight: 400;\">Muhammad Asif Hafeez</span></a><span style=\"font-weight: 400;\"> of Pakistan. </span>\r\n\r\n<span style=\"font-weight: 400;\">Hafeez is detained in the UK and faces possible extradition to the US, where authorities have alleged that he is a drug trafficker also known by the nickname “Sultan”.</span>\r\n\r\n<span style=\"font-weight: 400;\">He is wanted in the US in a case Goswami is linked to.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nothing happened publicly in terms of the claims of Gupta links to Hafeez which reportedly emanated from Goswami.</span>\r\n<h4><b>A convict freed in Dubai</b></h4>\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> previously reported that Goswami, originally from India and who was </span><a href=\"https://www.dailymaverick.co.za/article/2021-09-04-can-south-africa-close-the-net-on-lethal-narcotics-trade-linked-to-web-of-global-crime/\"><span style=\"font-weight: 400;\">once based in South Africa</span></a><span style=\"font-weight: 400;\">, was extradited from Kenya to the US in 2017 in a drugs case.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is believed he turned state witness in the US.</span>\r\n\r\n<span style=\"font-weight: 400;\">In public testimony in 2019 he alleged that he and others tried to dominate South Africa’s drug trade, even seeing to it that a murder was carried out in this country.</span>\r\n\r\n<span style=\"font-weight: 400;\">Goswami was detained in Dubai in 1997 and given a life sentence for Mandrax smuggling. According to his testimony in the US, this sentence was eventually reduced to 15-and-a-half years and he was </span><a href=\"https://www.dailymaverick.co.za/article/2019-08-15-goswamis-sa-mandrax-secrets/\"><span style=\"font-weight: 400;\">released from a Dubai jail in December 2012</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Goswami had alleged that for years, in exchange for a pardon, he worked with a senior Dubai intelligence boss while in jail.
