"contents": "<p style=\"margin: 0cm; margin-bottom: .0001pt; line-height: 21.0pt; background: white;\"><span style=\"font-size: 14pt; font-family: georgia, palatino; color: black;\">By all accounts, the 2013 Sun City nuptials of the Guptas’ niece, Vega, was a dazzling display of the family’s wealth.</span><span><b><span style=\"font-size: 12.0pt; font-family: 'Georgia',serif; color: #888888; border: none windowtext 1.0pt; padding: 0cm;\"></span></b></span></p>\r\n<p class=\"p1\"><iframe width=\"750\" height=\"422\" src=\"https://www.youtube.com/embed/OsRwxMQYHyw\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"></iframe></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Except it was not.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">The #GuptaLeaks reveal that the Free State provincial government largely picked up the tab for the “event of the millennium”, as it was described by a guest, KPMG Africa then-chief executive Moses Kgosana.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">“My wife and I were privileged to attend and enjoyed every moment and every occasion,” Kgosana <a href=\"https://www.dailymaverick.co.za/documents/document/140402_Email-from-KPMG-CE-Kgosana-to-Atul-Gupta.pdf\" target=\"_self\">gushed</a> in a thank-you note to Atul Gupta. “I have never been to an event like that and probably will not because it was an event of the millennium.”</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Surely, though, the long list of political and business figures attending the multi-day spectacular <g class=\"gr_ gr_166 gr-alert gr_gramm gr_inline_cards gr_run_anim Grammar multiReplace\" id=\"166\" data-gr-id=\"166\">were</g> not privy to the veiled source of funds.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Except KPMG’s Kgosana should have been.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">KPMG were the auditors of the Guptas’ Linkway Trading (Pty) Ltd. This company, we shall see, played a crucial role in allowing the diversion of cash earmarked for the Free State’s Vrede dairy project to reimburse most of the wedding expenses – R30-million to be exact.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">By allowing Linkway to account for the wedding as a “business expense”, KPMG further ensured that the Guptas paid zero taxes on their Free State government windfall. (See also: <a href=\"https://www.dailymaverick.co.za/article/2017-06-30-amabhungane-and-scorpio-guptaleaks-the-dubai-laundromat-kpmg-saw-no-evil-at-wedding/\" target=\"_self\">The Dubai Laundromat – How KPMG saw no evil at the Sun City wedding</a>)</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">KPMG said this week it was normal for it to attend “client related events”.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\"> “In this case, the wedding attendance was approved by our risk management and the accommodation costs were borne by KPMG…\"</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">“We stand by our work <g class=\"gr_ gr_168 gr-alert gr_gramm gr_inline_cards gr_run_anim Grammar multiReplace\" id=\"168\" data-gr-id=\"168\">done</g> and audit opinions issued.”</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">The Gupta family did not respond to our <a href=\"https://www.dailymaverick.co.za/documents/document/170627-amaBhungane-to-gupta-amaBhungane-query_-Vrede-dairy-cash-routed-through-Dubai-and-back-into-Gupta-pockets.pdf\" target=\"_self\"><g class=\"gr_ gr_150 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace\" id=\"150\" data-gr-id=\"150\">enquiries</g></a>.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><b><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Gupta Radical Economic Transformation, courtesy of Mosebenzi Zwane</span></b><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\"></span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">amaBhungane first revealed in 2013 how the Free State provincial government had gifted an unknown company, <g class=\"gr_ gr_210 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"210\" data-gr-id=\"210\">Estina</g>, a free 99-year lease to a 4,400-hectare farm outside Vrede. <g class=\"gr_ gr_211 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"211\" data-gr-id=\"211\">Estina’s</g> sole director was an IT salesman with no farming experience.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">The government also promised <g class=\"gr_ gr_158 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"158\" data-gr-id=\"158\">Estina</g> R114-million a year for three years to set up a farming operation and dairy, whose supposed purpose was to empower locals and boost provincial agriculture.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Mosebenzi Zwane, now South Africa's mineral resources minister and then Free State MEC for agriculture, </span><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif;\"><a href=\"http://amabhungane.co.za/article/2014-02-06-free-state-dairy-project-damned-in-treasury-investigation\"><span style=\"color: #2f57d2; text-underline: none;\">drove the provincial government</span></a></span><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\"> to adopt the dairy project. Vrede is <g class=\"gr_ gr_196 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"196\" data-gr-id=\"196\">Zwane’s</g> <g class=\"gr_ gr_195 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del\" id=\"195\" data-gr-id=\"195\">home town</g>. The project was not put out to public tender.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Zwane, among the Guptas’ most ardent defenders, </span><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif;\"><a href=\"http://ewn.co.za/2017/06/21/guptaleaks-mosebenzi-zwane-condemns-attacks-on-govt-staff\"><span style=\"color: #2f57d2; text-underline: none;\">recently claimed</span></a></span><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\"> the #GuptaLeaks <g class=\"gr_ gr_155 gr-alert gr_gramm gr_inline_cards gr_run_anim Grammar multiReplace\" id=\"155\" data-gr-id=\"155\">were</g> an attack on committed government employees.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Zwane did not respond to our <a href=\"https://www.dailymaverick.co.za/documents/document/170627-amaBhungane-to-Zwane-Media-query_-Vrede-dairy-money-laundered-through-Dubai-to-pay-for-Gupta-wedding.pdf\" target=\"_self\"><g class=\"gr_ gr_149 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace\" id=\"149\" data-gr-id=\"149\">enquiries</g></a> made earlier this week.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">In 2013, amaBhungane </span><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif;\"><a href=\"http://amabhungane.co.za/article/2013-05-31-guptas-farm-cash-cows-in-free-state\"><span style=\"color: #2f57d2; text-underline: none;\">established</span></a></span><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\"> that <g class=\"gr_ gr_214 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"214\" data-gr-id=\"214\">Estina</g> had an address that was also used by Gupta companies and that Kamal <g class=\"gr_ gr_215 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"215\" data-gr-id=\"215\">Vasram</g>, its sole director, had ties to the Guptas. Despite these signs of Gupta involvement, the family denied any connection, save for <g class=\"gr_ gr_203 gr-alert gr_gramm gr_inline_cards gr_run_anim Grammar multiReplace\" id=\"203\" data-gr-id=\"203\">a R138,000</g> consulting contract performed by Linkway Trading – coincidentally (or not) the same company that features in this story.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\"><g class=\"gr_ gr_197 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"197\" data-gr-id=\"197\">Vasram</g> repeated the Gupta line that the controversial family was not involved, telling amaBhungane at the time: “I wish to categorically state that they are not involved in any manner in this project.”</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">The #GuptaLeaks have <g class=\"gr_ gr_200 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace\" id=\"200\" data-gr-id=\"200\">unravelled</g> these denials. Dozens of emails and other records show the family not only had significant control over the scheme but diverted much of the provincial government’s funding to it for their own purposes.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><b><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">The Guptas’ Dubai Laundromat milks the Free State</span></b><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\"></span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">When <g class=\"gr_ gr_212 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"212\" data-gr-id=\"212\">Zwane’s</g> successor as agriculture MEC, Mamiki Qabathe, <a href=\"https://www.dailymaverick.co.za/documents/document/131115_DA-quest-to-FS-agric-MEC-OCR.pdf\" target=\"_self\">answered questions </a>about the project in the provincial legislature in November 2013, she said that by then a total of R114-million of the government’s money – tranches of R30-million and R84-million – had been transferred to <g class=\"gr_ gr_213 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"213\" data-gr-id=\"213\">Estina</g>.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Financial records in the #GuptaLeaks show that over a six-week period between August and September 2013, <g class=\"gr_ gr_190 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"190\" data-gr-id=\"190\">Estina</g> had <a href=\"https://www.dailymaverick.co.za/documents/document/Dubai-Transaction-Summary-Estina-Transfers-Noted-in-Blue.pdf\" target=\"_self\">transferred</a> $8,348,700 (R84-million at the time) to the Dubai bank account of a Gupta-controlled United Arab Emirates (UAE) shell company, Gateway Limited.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">That is, the entire R84-million second tranche transferred by the Free State government to <g class=\"gr_ gr_154 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"154\" data-gr-id=\"154\">Estina</g> landed in a Gupta-controlled US dollar account at Standard Chartered Bank in Dubai.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">In a clear sign that Dubai was little more than a laundry stop, a forensic examination shows that at least three-quarters of that money <g class=\"gr_ gr_209 gr-alert gr_gramm gr_inline_cards gr_run_anim Grammar multiReplace\" id=\"209\" data-gr-id=\"209\">was</g> shortly bounced back to two Gupta companies in South Africa – including to pay for the wedding. It went like this:</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">The </span><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif;\"><a href=\"http://www.sundayworld.co.za/news/2013/04/14/gupta-s-go-large-multi-million-rand-affair-on-4-day-wedding\"><span style=\"color: #2f57d2; text-underline: none;\">wedding celebrations</span></a></span><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\"> were held at Sun City over four days at the end of April and beginning of May 2013.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Three months later, on 31 July, the Guptas’ Linkway Trading, based in South Africa, presented Accurate Investments Ltd, a second Gupta-controlled shell company in the UAE, with a four-page, <a href=\"https://www.dailymaverick.co.za/documents/document/130731-_Wedding-Invoice-Linkway-to-Accurate-Cost-of-sales-V-A.pdf\" target=\"_self\"><g class=\"gr_ gr_179 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace\" id=\"179\" data-gr-id=\"179\">itemised</g> invoice</a> for expenses for the “V & A Function … at Sun City” (the bride and groom were Vega and Aakash).</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">The items for which Linkway invoiced Accurate ranged from R13,086 for chocolate truffles to R2.3-million for scarves, R247,848 for fireworks and R13.9-million for “event services”.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Including VAT, Linkway’s bill <g class=\"gr_ gr_174 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace\" id=\"174\" data-gr-id=\"174\">totalled</g> a perfectly round R30,000,000. It was further noted that “this invoice is the equivalent of USD3 333 400”.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">As of the date of Linkway’s invoice, Accurate had a mere $15,811 in its account at Standard Chartered – a tiny fraction of the amount invoiced. But thanks to the Free State government and <g class=\"gr_ gr_151 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"151\" data-gr-id=\"151\">Estina</g>, Accurate’s bank balance would soon improve drastically.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">This is where the laundromat started spinning. If the details are confusing, it is because they were meant to be, but it went like this:</span></p>\r\n<ul type=\"disc\">\r\n<li style=\"color: black; line-height: 21.0pt; tab-stops: list 36.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif;\">On 11 August 2013 <g class=\"gr_ gr_191 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"191\" data-gr-id=\"191\">Estina</g> transferred $1,999,975 of the Free State government’s cash to the Standard Chartered account of the Guptas’ Gateway Limited in Dubai.</span></li>\r\n<li style=\"color: black; line-height: 21.0pt; tab-stops: list 36.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif;\">On the same <g class=\"gr_ gr_170 gr-alert gr_gramm gr_inline_cards gr_run_anim Punctuation only-ins replaceWithoutSep\" id=\"170\" data-gr-id=\"170\">day</g> Gateway transferred $1,600,000 of the <g class=\"gr_ gr_161 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"161\" data-gr-id=\"161\">Estina</g> money to the Standard Chartered account of yet another Gupta UAE shell, Global Corporation LLC.</span></li>\r\n<li style=\"color: black; line-height: 21.0pt; tab-stops: list 36.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif;\">The next day, 12 August, Global transferred $1,590,000 – that is the full amount it received less $10,000 – in two tranches to another Standard Chartered account: that of Accurate, the company that Linkway had invoiced for the Sun City wedding.<span style=\"border: none windowtext 1.0pt; padding: 0cm;\"> </span></span></li>\r\n<li style=\"color: black; line-height: 21.0pt; tab-stops: list 36.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif;\">That same day, Gateway itself transferred the balance of the funds it had received from <g class=\"gr_ gr_165 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"165\" data-gr-id=\"165\">Estina</g> plus another $25 to round it off – $400,000 – to Accurate’s Standard Chartered account.</span></li>\r\n<li style=\"color: black; line-height: 21.0pt; tab-stops: list 36.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif;\">The end result of this financial Three-card Monte was that the Guptas’ Accurate now held $1,990,000 of the $1,999 975 of the Free State government’s cash, which had been transferred by <g class=\"gr_ gr_164 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"164\" data-gr-id=\"164\">Estina</g> to Gateway the day before.</span></li>\r\n</ul>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Accurate then immediately <a href=\"https://www.dailymaverick.co.za/documents/document/130812_Swift-Payment-from-Accurate-to-Linkway-Wedding-Expenses.pdf\" target=\"_self\">transferred</a> $1,986,000 to Linkway’s account at the State Bank of India in Johannesburg. The wire transfer confirmation notes an invoice number identical to the one contained in Linkway’s wedding expense invoice presented to Accurate.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">This 12 August payment of the Free State’s cash via Dubai, however, fell short of Linkway’s invoiced amount of $3,333,400 by $1,347,400.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><b><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Wash, rinse, repeat</span></b><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\"></span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">And so, the Dubai laundry machines started spinning again:</span></p>\r\n<ul type=\"disc\">\r\n<li style=\"color: black; line-height: 21.0pt; tab-stops: list 36.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif;\"> On 5 September <g class=\"gr_ gr_169 gr-alert gr_gramm gr_inline_cards gr_run_anim Punctuation only-ins replaceWithoutSep\" id=\"169\" data-gr-id=\"169\">2013</g> the next tranche of Free State funds arrived from <g class=\"gr_ gr_156 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"156\" data-gr-id=\"156\">Estina</g> in Gateway’s Dubai account: $2,999,975.</span></li>\r\n<li style=\"color: black; line-height: 21.0pt; tab-stops: list 36.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif;\"> Four days later, on 9 September, Gateway transferred $1,400,000 of this cash to Accurate, which then immediately paid Linkway exactly $1,347,400 – the balance of the wedding expenses invoice.</span></li>\r\n</ul>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">The wedding bill, however, was not the end of the Guptas’ Free State gravy train.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Weeks later, on 23 September, a further $3.1-million of the Free State’s cash was washed and delivered to the Guptas in South Africa via Dubai.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">This time, the cash flowed from <g class=\"gr_ gr_163 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"163\" data-gr-id=\"163\">Estina</g> to Gateway to yet another Gupta UAE front, Fidelity Enterprises Limited, which then transferred $3.1-million to Oakbay Investments, the Gupta family holding company in South Africa.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">With so much of the Free State’s money ending up with the Guptas, it appears that very little ended up with actual suppliers to the project.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\"><img loading=\"lazy\" src=\"//images.www.dailymaverick.co.za/images/resized_images/750x1969q70flowchart_dairy_2-copy.jpg\" border=\"0\" alt=\"\" width=\"750\" height=\"1969\" data-image-label=\"\" /></span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">As we </span><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif;\"><a href=\"http://amabhungane.co.za/article/2017-06-05-guptaleaks-despite-denials-free-state-dairy-farm-was-huge-cash-spinner-for-guptas\"><span style=\"color: #2f57d2; text-underline: none;\">previously reported</span></a></span><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">, $3,448,800 (about R34-million then) of the R84-million that was sucked from <g class=\"gr_ gr_208 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"208\" data-gr-id=\"208\">Estina</g> to Dubai in August and September 2013 was justified by a Gateway invoice for a milk <g class=\"gr_ gr_216 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace\" id=\"216\" data-gr-id=\"216\">pasteurisation</g> plant to be <a href=\"https://www.dailymaverick.co.za/documents/document/120219_Letter-from-Star-Engineers-to-Ajay-Gupta.pdf\" target=\"_self\">supplied by Star Engineers</a>, an engineering firm in the Guptas’ hometown of Saharanpur, India.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">#GuptaLeaks financial records, however, show only a tiny fraction of that – $165,610 – was transferred to Star Engineers during the course of 2013. Whether that was the full amount paid to Star remains unclear.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Back-to-back transfers like those seen in the Guptas’ Dubai accounts were obvious red flags. Indeed, Standard Chartered confirmed this week that it closed the accounts in early 2014, shortly after these transfers.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">A spokesperson for the bank said: “Standard Chartered takes its responsibility to combat financial crime very seriously and is fully committed to doing business in accordance with local and international regulatory and legal requirements.”</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">By the time <g class=\"gr_ gr_180 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"180\" data-gr-id=\"180\">Estina</g> was kicked off the project in 2014 following a national Treasury probe and amaBhungane’s exposure of dead cows being dumped in a ditch, the provincial government had paid <g class=\"gr_ gr_181 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"181\" data-gr-id=\"181\">Estina</g> about R210-million in taxpayers’ money.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Of that, it is now clear, the Guptas, and not the people of the Free State, were the major beneficiaries.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><b><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\"><g class=\"gr_ gr_178 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"178\" data-gr-id=\"178\">Zwane’s</g> continuing committed public service</span></b><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\"></span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Amid the #GuptaLeaks revelations, Mineral Resources Minister Mosebenzi Zwane recently unveiled controversial changes to the Mining Charter. The proposed revisions seem to fit one particular family of Indian immigrants like a glove.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\"><g class=\"gr_ gr_171 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace\" id=\"171\" data-gr-id=\"171\">Naturalised</g> black people would now also be deemed to have been previously disadvantaged by apartheid, thereby radically transforming the Guptas into <g class=\"gr_ gr_162 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling\" id=\"162\" data-gr-id=\"162\">prospective</g> BEE partners.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">The Guptas started arriving in South Africa mere months before the 1994 elections.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">While <g class=\"gr_ gr_192 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"192\" data-gr-id=\"192\">Zwane</g> appears to have repeatedly bent over <g class=\"gr_ gr_204 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace\" id=\"204\" data-gr-id=\"204\">backwards</g> for the Guptas – even going as far as suggesting the #GuptaLeaks were driven by anti-black </span><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif;\"><a href=\"http://www.news24.com/SouthAfrica/News/guptaleaks-are-an-attack-on-me-because-i-am-black-zwane-20170620\"><span style=\"color: #2f57d2; text-underline: none;\">racism targeting him</span></a></span><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\"> – the leaked documents suggest that perhaps <g class=\"gr_ gr_193 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"193\" data-gr-id=\"193\">Zwane’s</g> apparent blind loyalty to the Guptas is not entirely reciprocated.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Considering the colossal quantum of cash diverted from <g class=\"gr_ gr_198 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"198\" data-gr-id=\"198\">Zwane’s</g> Vrede dairy project to the Guptas’ pockets, one would assume that <g class=\"gr_ gr_199 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"199\" data-gr-id=\"199\">Zwane</g> was the Guptas’ guest of <g class=\"gr_ gr_186 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace\" id=\"186\" data-gr-id=\"186\">honour</g> at the Sun City extravaganza.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Rather, he appears to have been an afterthought.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Possibly no other document in the #GuptaLeaks trove was circulated as widely, and revised so often, as the wedding’s guest list.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Yet, on the <a href=\"https://cdn.mg.co.za/content/documents/2017/06/30/weddingguestlist.pdf\" target=\"_blank\">near-final guest list</a>, <g class=\"gr_ gr_194 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"194\" data-gr-id=\"194\">Zwane’s</g> name – a seemingly late addition near the very bottom (at row 242 out of 254) appearing under the subheading “Extra Guests” – was <g class=\"gr_ gr_183 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling multiReplace\" id=\"183\" data-gr-id=\"183\">misspelt</g> as “Mosebebi”, an error which endured throughout the drafts.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">Even the Guptas’ </span><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif;\"><a href=\"https://www.businesslive.co.za/bd/opinion/columnists/2017-06-29-peter-bruce--the-price-of-writing-about-the-guptas/\"><span style=\"color: #2f57d2; text-underline: none;\"><g class=\"gr_ gr_173 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling\" id=\"173\" data-gr-id=\"173\">now-mortal</g> enemy</span></a></span><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">, Peter Bruce, the former editor of <i>Business Day</i>, snagged a higher spot (235) than Zwane on the guest list.</span></p>\r\n<p style=\"line-height: 21.0pt; background: white;\"><span style=\"font-size: 14.0pt; font-family: 'Georgia',serif; color: black;\">While the fate of the mining charter revisions recently tabled by <g class=\"gr_ gr_152 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"152\" data-gr-id=\"152\">Zwane</g> is uncertain, one thing is clear: with the next generation of <g class=\"gr_ gr_153 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"153\" data-gr-id=\"153\">Guptas</g> now in their teens and 20s, weddings (and wedding expenses) will continue apace.</span></p>\r\n<p style=\"margin-bottom: 7.5pt;
