"contents": "<span style=\"font-weight: 400;\">There were many empty seats and few frills at the ANC’s Progressive Business Forum (PBF) gala dinner in the Nasrec Centre on Wednesday night, where the Motsepes again emerged as the big spenders. </span>\r\n\r\n<span style=\"font-weight: 400;\">Businesswoman </span><a href=\"https://www.dailymaverick.co.za/article/2021-08-05-botswana-butterfly-spy-case-in-legal-jeopardy-after-south-africa-accused-of-protecting-bridgette-motsepe/\"><span style=\"font-weight: 400;\">Bridgette Motsepe</span></a><span style=\"font-weight: 400;\"> forked out to pay the titanium price for six seats at the President’s table at the dinner, traditionally held as a fund-raiser ahead of mega-big party gatherings, such as the national policy and elective conferences, and its annual 8 January birthday celebration. </span>\r\n\r\n<span style=\"font-weight: 400;\">The seats were advertised for R200,000 each, but Motsepe herself didn't take up any of these.</span>\r\n\r\n<span style=\"font-weight: 400;\">Instead, she doled out one of the seats to advocate Dumisa Ntsebeza, who traditionally has kept an arms-length relationship with the ANC, and Duma Boko, also an advocate and head of Botswana’s main opposition party, the Umbrella for Democratic Change. </span>\r\n\r\n<span style=\"font-weight: 400;\">Patrice Motsepe, who has often been the main purchaser of seats on these occasions, wasn’t present himself, with some speculating that it could have been due to his commitments as president of the African Football Confederation.</span>\r\n\r\n<span style=\"font-weight: 400;\">Those who paid the R165,000 per seat that it cost to be at deputy president David Mabuza’s table next to the main table got a raw deal, as Mabuza didn’t show up because his drivers collided with each other in Midrand on their way to pick him up earlier in the evening. (Photo: Jairus Mmutle / GCIS)</p>\r\n\r\n<span style=\"font-weight: 400;\">The other seats cost between R15,000 and R95,000, depending on whether you could afford an “ANC deputy minister or MEC and another distinguished guest”, a minister or one of the two remaining ANC top six officials, chairperson Gwede Mantashe and treasurer-general Paul Mashatile. </span>\r\n\r\n<span style=\"font-weight: 400;\">Tables with no politicians went for a mere R5,000 and R10,000 (the latter includes a distinguished guest). </span>\r\n<h4><b>Party politics</b></h4>\r\n<span style=\"font-weight: 400;\">Ramaphosa arrived at the dinner from “a good day in the office” </span><a href=\"https://www.dailymaverick.co.za/article/2022-07-24-we-finally-did-it-banyana-banyana-win-their-first-cup-of-nations-title/\"><span style=\"font-weight: 400;\">after Banyana Banyana</span></a><span style=\"font-weight: 400;\">, fresh from their Africa Women Cup of Nations victory in Morocco, visited the Union Buildings. Perhaps mindful of the </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-08-the-twilight-ramaphosas-gala-dinner-speech-eclipsed-by-blackout/\"><span style=\"font-weight: 400;\">power cut that interrupted his speech</span></a><span style=\"font-weight: 400;\"> at the 8 January gala dinner in Limpopo earlier this year, Ramaphosa kept his speech to only 30 minutes, and business-like.</span>\r\n\r\n<span style=\"font-weight: 400;\">The closest he came to mentioning the problems anticipated at the </span><a href=\"https://www.dailymaverick.co.za/article/2022-07-23-anc-discussion-papers-reveal-the-governing-partys-dystopian-vision-of-south-africas-future/\"><span style=\"font-weight: 400;\">upcoming policy conference</span></a><span style=\"font-weight: 400;\"> was about the need for “strengthening our own organisation”. </span>\r\n\r\n<span style=\"font-weight: 400;\">He also promised that the party would discuss the </span><a href=\"https://www.dailymaverick.co.za/article/2022-06-22-zondo-commission-look-back-highlights/\"><span style=\"font-weight: 400;\">findings of the state capture commission</span></a><span style=\"font-weight: 400;\"> chaired by Chief Justice Raymond Zondo “as part of our effort to correct the mistakes that had been made and to restore the ANC as a credible, ethical and popular entity of fundamental change”. </span>\r\n\r\n<span style=\"font-weight: 400;\">He said the party’s policies and programmes depend for their success “on an ANC that is united in principle, as well as in action,” and that is rooted in the society.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1340548\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/07/Meet_and_greet_8758_DV.jpg\" alt=\"\" width=\"720\" height=\"427\" /> Guests at the gala dinner meet ANC president Cyril Ramaphosa ahead of the National Policy Conference. (Photo: Supplied)</p>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe, in a private conversation, mentioned that the anticipated debate about </span><a href=\"https://www.dailymaverick.co.za/article/2022-07-25-ancs-step-aside-rule-the-central-2022-proxy-battle-for-ultimate-power/\"><span style=\"font-weight: 400;\">the party’s step-aside rule</span></a><span style=\"font-weight: 400;\"> will be assigned to a commission to avoid it from dominating the policy conference.</span>\r\n\r\n<span style=\"font-weight: 400;\">Unlike on previous occasions, where former president Jacob Zuma told businesspeople that their tickets constituted “an investment in the ANC” which would bring returns for their businesses, Ramaphosa told diners that the evening wasn’t about raising funds, but rather about engaging businesspeople about their policy ideas. </span>\r\n\r\n<span style=\"font-weight: 400;\">“By your presence here this evening, which we thank you for, you are demonstrating your commitment to help in building the ANC,” he said. “You are demonstrating your commitment to the path of renewal, revitalisation and the rebuilding of this glorious movement.</span>\r\n\r\n<span style=\"font-weight: 400;\">“You are proclaiming your support for inclusive growth, and job creation, and the fundamental transformation of our economy. You are saying by your presence here that you want to be part of the solution, that you want to be part of a social compact for growth and employment, and to be part of the broad front that we should build against poverty and inequality.”</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1340547\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/07/Gala_Dinner_8021_DV.jpg\" alt=\"\" width=\"720\" height=\"352\" /> The Presidential Gala Dinner held at Nasrec on 27 July 2022. (Photo: Supplied)</p>\r\n<h4><b>Indifferent response</b></h4>\r\n<span style=\"font-weight: 400;\">Just before his no-frills introduction of Ramaphosa, Mashatile revealed that the dinner was almost cancelled due to a lack of interest, but a last-minute push by Progressive Business Forum co-ordinator Sipho Mbele eventually made it possible. </span>\r\n\r\n<span style=\"font-weight: 400;\">Nothing could, however, save the business breakfasts traditionally held at the start of each conference day to brief businesspeople and diplomats about the progress on policy issues. </span>\r\n\r\n<span style=\"font-weight: 400;\">Tickets were sold via Ticketpro, to keep things confidential, and Mbele refused to disclose who the buyers were.</span>\r\n\r\n<span style=\"font-weight: 400;\">Another ANC staffer said it would be difficult to know who bought the tables as some businesspeople might have paid for seats but stayed away to avoid media scrutiny. For this reason, the live streaming was also kept tight. </span>\r\n\r\n<span style=\"font-weight: 400;\">This is in contrast to a few years ago when companies were happy to have their banners displayed in the hall, or their names printed on the back of the programme. Now it’s all low-key, and it’s difficult to say if the seats that remained empty — about a quarter of the estimated 500 available — were because they were unsold or because those who bought them couldn’t find bums to fill them. </span>\r\n\r\n<span style=\"font-weight: 400;\">Amongst the attendees was a lobbyist seeking the ear of a minister about the difficulties his family members — residents of another African country — were experiencing in getting visas. </span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1340546\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/07/Gala_Dinner-_8395_DV.jpg\" alt=\"\" width=\"720\" height=\"441\" /> Guests listen to the opening speech given by ANC president Cyril Ramaphosa at the gala dinner held at Nasrec, Johannesburg. (Photo: Supplied)</p>\r\n<h4><b>Funding crunch</b></h4>\r\n<span style=\"font-weight: 400;\">While a decline in the ANC’s electoral support and some disillusionment over Ramaphosa’s leadership after the </span><a href=\"https://www.dailymaverick.co.za/article/2022-06-27-ramaphosa-maintains-silence-on-phala-phala-forex-saga-details/\"><span style=\"font-weight: 400;\">Phala Phala allegations</span></a><span style=\"font-weight: 400;\"> might have had something to do with the scant attendance, new rules on party funding might also have had the funders hesitant. </span>\r\n\r\n<span style=\"font-weight: 400;\">Read our timeline here of the Phala Phala scandal:</span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2022-06-12-ramaphosas-farmgate-scandal-a-timeline-of-what-we-know-and-dont-know-so-far/\r\n\r\n<span style=\"font-weight: 400;\">The Political Party Funding Act, promulgated last year, put a funding cap of R15-million per year per party on donors and declared that everything over R100 ,000 has to be declared publicly.</span>\r\n\r\n<span style=\"font-weight: 400;\">It’s possible, however, that the ANC has struck a loophole in the legislation for now. </span>\r\n\r\n<span style=\"font-weight: 400;\">Mbele was swift to tell </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that the selling of tickets was for dinner, not fundraising. </span>\r\n\r\n<span style=\"font-weight: 400;\">Robyn Pasensie, from My Vote Counts, says “this is a bit of a grey area” but, as the law currently stands, the ANC is “providing goods and services” and is unlikely to have to declare these funders for now.</span>\r\n\r\n<span style=\"font-weight: 400;\">ANC staff members picketing outside the event about </span><a href=\"https://www.dailymaverick.co.za/article/2022-07-26-funding-act-blamed-for-ancs-multimillion-rand-kzn-deficit-as-staff-picket-line-grows-ahead-of-crunch-policy-conference/\"><span style=\"font-weight: 400;\">not getting salaries for two months</span></a><span style=\"font-weight: 400;\"> due to the party being short of donations was a symptom of these new funding rules.</span>\r\n\r\n<span style=\"font-weight: 400;\">On the plus side for Ramaphosa, and those who invested good money to have a minister’s ear, the lights stayed on. </span><b>DM</b>\r\n\r\n<em>This article was amended following publication regarding reference to <span style=\"font-weight: 400;\">Dumisa </span>Ntsebeza's political affiliations.</em>\r\n<div style=\"width: 100%; height: 400px;\" data-tf-widget=\"KyVdljol\" data-tf-opacity=\"100\" data-tf-chat=\"\" data-tf-medium=\"snippet\" data-tf-disable-auto-focus=\"\"></div>\r\n<script src=\"//embed.typeform.com/next/embed.js\"></script>",

(Photo: Jairus Mmutle / GCIS)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">The other seats cost between R15,000 and R95,000, depending on whether you could afford an “ANC deputy minister or MEC and another distinguished guest”, a minister or one of the two remaining ANC top six officials, chairperson Gwede Mantashe and treasurer-general Paul Mashatile. </span>\r\n\r\n<span style=\"font-weight: 400;\">Tables with no politicians went for a mere R5,000 and R10,000 (the latter includes a distinguished guest). </span>\r\n<h4><b>Party politics</b></h4>\r\n<span style=\"font-weight: 400;\">Ramaphosa arrived at the dinner from “a good day in the office” </span><a href=\"https://www.dailymaverick.co.za/article/2022-07-24-we-finally-did-it-banyana-banyana-win-their-first-cup-of-nations-title/\"><span style=\"font-weight: 400;\">after Banyana Banyana</span></a><span style=\"font-weight: 400;\">, fresh from their Africa Women Cup of Nations victory in Morocco, visited the Union Buildings. Perhaps mindful of the </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-08-the-twilight-ramaphosas-gala-dinner-speech-eclipsed-by-blackout/\"><span style=\"font-weight: 400;\">power cut that interrupted his speech</span></a><span style=\"font-weight: 400;\"> at the 8 January gala dinner in Limpopo earlier this year, Ramaphosa kept his speech to only 30 minutes, and business-like.</span>\r\n\r\n<span style=\"font-weight: 400;\">The closest he came to mentioning the problems anticipated at the </span><a href=\"https://www.dailymaverick.co.za/article/2022-07-23-anc-discussion-papers-reveal-the-governing-partys-dystopian-vision-of-south-africas-future/\"><span style=\"font-weight: 400;\">upcoming policy conference</span></a><span style=\"font-weight: 400;\"> was about the need for “strengthening our own organisation”. </span>\r\n\r\n<span style=\"font-weight: 400;\">He also promised that the party would discuss the </span><a href=\"https://www.dailymaverick.co.za/article/2022-06-22-zondo-commission-look-back-highlights/\"><span style=\"font-weight: 400;\">findings of the state capture commission</span></a><span style=\"font-weight: 400;\"> chaired by Chief Justice Raymond Zondo “as part of our effort to correct the mistakes that had been made and to restore the ANC as a credible, ethical and popular entity of fundamental change”. </span>\r\n\r\n<span style=\"font-weight: 400;\">He said the party’s policies and programmes depend for their success “on an ANC that is united in principle, as well as in action,” and that is rooted in the society.</span>\r\n\r\n[caption id=\"attachment_1340548\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1340548\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/07/Meet_and_greet_8758_DV.jpg\" alt=\"\" width=\"720\" height=\"427\" /> Guests at the gala dinner meet ANC president Cyril Ramaphosa ahead of the National Policy Conference. (Photo: Supplied)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Mantashe, in a private conversation, mentioned that the anticipated debate about </span><a href=\"https://www.dailymaverick.co.za/article/2022-07-25-ancs-step-aside-rule-the-central-2022-proxy-battle-for-ultimate-power/\"><span style=\"font-weight: 400;\">the party’s step-aside rule</span></a><span style=\"font-weight: 400;\"> will be assigned to a commission to avoid it from dominating the policy conference.</span>\r\n\r\n<span style=\"font-weight: 400;\">Unlike on previous occasions, where former president Jacob Zuma told businesspeople that their tickets constituted “an investment in the ANC” which would bring returns for their businesses, Ramaphosa told diners that the evening wasn’t about raising funds, but rather about engaging businesspeople about their policy ideas. </span>\r\n\r\n<span style=\"font-weight: 400;\">“By your presence here this evening, which we thank you for, you are demonstrating your commitment to help in building the ANC,” he said. “You are demonstrating your commitment to the path of renewal, revitalisation and the rebuilding of this glorious movement.</span>\r\n\r\n<span style=\"font-weight: 400;\">“You are proclaiming your support for inclusive growth, and job creation, and the fundamental transformation of our economy. (Photo: Supplied)[/caption]\r\n<h4><b>Indifferent response</b></h4>\r\n<span style=\"font-weight: 400;\">Just before his no-frills introduction of Ramaphosa, Mashatile revealed that the dinner was almost cancelled due to a lack of interest, but a last-minute push by Progressive Business Forum co-ordinator Sipho Mbele eventually made it possible. </span>\r\n\r\n<span style=\"font-weight: 400;\">Nothing could, however, save the business breakfasts traditionally held at the start of each conference day to brief businesspeople and diplomats about the progress on policy issues. </span>\r\n\r\n<span style=\"font-weight: 400;\">Tickets were sold via Ticketpro, to keep things confidential, and Mbele refused to disclose who the buyers were.</span>\r\n\r\n<span style=\"font-weight: 400;\">Another ANC staffer said it would be difficult to know who bought the tables as some businesspeople might have paid for seats but stayed away to avoid media scrutiny. For this reason, the live streaming was also kept tight. </span>\r\n\r\n<span style=\"font-weight: 400;\">This is in contrast to a few years ago when companies were happy to have their banners displayed in the hall, or their names printed on the back of the programme. (Photo: Supplied)[/caption]\r\n<h4><b>Funding crunch</b></h4>\r\n<span style=\"font-weight: 400;\">While a decline in the ANC’s electoral support and some disillusionment over Ramaphosa’s leadership after the </span><a href=\"https://www.dailymaverick.co.za/article/2022-06-27-ramaphosa-maintains-silence-on-phala-phala-forex-saga-details/\"><span style=\"font-weight: 400;\">Phala Phala allegations</span></a><span style=\"font-weight: 400;\"> might have had something to do with the scant attendance, new rules on party funding might also have had the funders hesitant. </span>\r\n\r\n<span style=\"font-weight: 400;\">Read our timeline here of the Phala Phala scandal:</span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2022-06-12-ramaphosas-farmgate-scandal-a-timeline-of-what-we-know-and-dont-know-so-far/\r\n\r\n<span style=\"font-weight: 400;\">The Political Party Funding Act, promulgated last year, put a funding cap of R15-million per year per party on donors and declared that everything over R100 ,000 has to be declared publicly.</span>\r\n\r\n<span style=\"font-weight: 400;\">It’s possible, however, that the ANC has struck a loophole in the legislation for now. </span>\r\n\r\n<span style=\"font-weight: 400;\">Mbele was swift to tell </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that the selling of tickets was for dinner, not fundraising. </span>\r\n\r\n<span style=\"font-weight: 400;\">Robyn Pasensie, from My Vote Counts, says “this is a bit of a grey area” but, as the law currently stands, the ANC is “providing goods and services” and is unlikely to have to declare these funders for now.</span>\r\n\r\n<span style=\"font-weight: 400;\">ANC staff members picketing outside the event about </span><a href=\"https://www.dailymaverick.co.za/article/2022-07-26-funding-act-blamed-for-ancs-multimillion-rand-kzn-deficit-as-staff-picket-line-grows-ahead-of-crunch-policy-conference/\"><span style=\"font-weight: 400;\">not getting salaries for two months</span></a><span style=\"font-weight: 400;\"> due to the party being short of donations was a symptom of these new funding rules.</span>\r\n\r\n<span style=\"font-weight: 400;\">On the plus side for Ramaphosa, and those who invested good money to have a minister’s ear, the lights stayed on. </span><b>DM</b>\r\n\r\n<em>This article was amended following publication regarding reference to <span style=\"font-weight: 400;\">Dumisa </span>Ntsebeza's political affiliations.</em>\r\n<div style=\"width: 100%; height: 400px;\" data-tf-widget=\"KyVdljol\" data-tf-opacity=\"100\" data-tf-chat=\"\" data-tf-medium=\"snippet\" data-tf-disable-auto-focus=\"\"></div>\r\n<script src=\"//embed.typeform.com/next/embed.js\"></script>",
