Its manifesto is, therefore, influential;</li>\r\n \t<li>It promises prescribed assets, universal access to early childhood education, and 2.5 million state work opportunities.</li>\r\n</ul>\r\n<h4><b>Basic income, grants and social policy</b></h4>\r\n<ul>\r\n \t<li>Increase the Social Relief of Distress grant so it becomes a basic income grant over time;</li>\r\n \t<li>Strengthen the quality of services for older citizens;</li>\r\n \t<li>More subsidised housing for vulnerable people.</li>\r\n</ul>\r\n<h4><b>Crime and corruption</b></h4>\r\n<ul>\r\n \t<li>More police;</li>\r\n \t<li>Adequate resourcing of community policing forums;</li>\r\n \t<li>Priority area policing through data analysis;</li>\r\n \t<li>Strengthen economic infrastructure task teams;</li>\r\n \t<li>Strengthen the National Prosecuting Authority, review the Criminal Procedure Act and support the Legal Aid Board;</li>\r\n \t<li>Strengthen whistle-blower protection;</li>\r\n \t<li>Ensure South Africa’s removal from the Financial Action Task Force watchlist;</li>\r\n \t<li>A social compact against corruption; make the Investigating Directorate a permanent body.</li>\r\n</ul>\r\n<h4><b>Economy</b></h4>\r\n<ul>\r\n \t<li>Protect the steel industry;</li>\r\n \t<li>Industrialisation as a driver of growth;</li>\r\n \t<li>Implement export taxes on critical minerals;</li>\r\n \t<li>Expand the black industrialist programme to support 2,000 companies;</li>\r\n \t<li>Introduce measures relating to prescribed retirement assets and investment funds to support national economic goals. “Engage and direct financial institutions to invest a portion of their funds in industrialisation, infrastructure development and the economy, through prescribed assets.”;</li>\r\n \t<li>Align fiscal and monetary policy with national goals – the Reserve Bank sets monetary policy;</li>\r\n \t<li>Develop an ecosystem of state banks in national, provincial and economic sectors, including a Human Settlement Bank;</li>\r\n \t<li>Start a sovereign wealth fund.</li>\r\n</ul>\r\n<h4><b>Education</b></h4>\r\n<ul>\r\n \t<li>Universal early childhood education by 2030;</li>\r\n \t<li>Expand skills development in emerging fields such as data analytics and artificial intelligence;</li>\r\n \t<li>Expand vocational and technical training;</li>\r\n \t<li>Build student residences using National Student Financial Aid Scheme funds.</li>\r\n</ul>\r\n<h4><b>Food</b></h4>\r\n<ul>\r\n \t<li>VAT exemption on more foodstuffs and essentials;</li>\r\n \t<li>Support community gardens through land reform;</li>\r\n \t<li>Ensure the minimum wage increases with inflation.</li>\r\n</ul>\r\n<h4><b>Global policy</b></h4>\r\n<ul>\r\n \t<li>Africa-focused – to strengthen the African Continental Free Trade Area;</li>\r\n \t<li>Solidarity and internationalism with the people of Palestine, Western Sahara, Cuba and others;</li>\r\n \t<li>Try to balance support for regional integration and free movement of people protocols with tighter migration laws.</li>\r\n</ul>\r\n<h4><b>Governance</b></h4>\r\n<ul>\r\n \t<li>Insource services that have been outsourced;</li>\r\n \t<li>Greater coordination and planning of service provision, with involvement of citizens;</li>\r\n \t<li>Strengthen central planning;</li>\r\n \t<li>Ensure municipalities fulfil their obligations to fix potholes, remove refuse, keep communities clean and green, provide clean water and sanitation.</li>\r\n</ul>\r\n<h4><b>Jobs</b></h4>\r\n<ul>\r\n \t<li>Create 2.5 million state-funded work opportunities in delivering public goods and services;</li>\r\n \t<li>Target one million work opportunities for township and village small enterprises, entrepreneurs and co-ops.</li>\r\n</ul>\r\n<h4><b>Land</b></h4>\r\n<ul>\r\n \t<li>More effectively use provisions in constitutional and expropriation legislation to accelerate land reform.</li>\r\n</ul>\r\n<h4><b>Migration</b></h4>\r\n<ul>\r\n \t<li>Tighten migration control while promising visa reform;</li>\r\n \t<li>Measures to stop “irregular and illegal migration”, and to move refugee centres closer to border posts;</li>\r\n \t<li>Give preference to South African jobseekers, and act against employment and exploitation of undocumented persons.</li>\r\n</ul>\r\n<h4><b>National Health Insurance (NHI)</b></h4>\r\n<ul>\r\n \t<li>Implement NHI over five years;</li>\r\n \t<li>Expand the “ideal clinic” plan;</li>\r\n \t<li>Strengthen financial and supply chain management.</li>\r\n</ul>\r\n<h4><b>Power cuts</b></h4>\r\n<ul>\r\n \t<li>Support cheaper and subsidised solar power;</li>\r\n \t<li>Prioritise green technologies, energy efficiency, waste management, climate-smart agriculture and infrastructure, and “eco-friendly” production;</li>\r\n \t<li>Become a world player in green hydrogen, battery and electric vehicle production;</li>\r\n \t<li>Prioritise investment in the transmission grid;</li>\r\n \t<li>Develop gas, nuclear and hydropower projects;</li>\r\n \t<li>Establish a national oil company for refineries.</li>\r\n</ul>\r\n<h4><b>Professionalisation of civil service</b></h4>\r\n<ul>\r\n \t<li>“South Africa requires honest, capable and dedicated leaders”;</li>\r\n \t<li>“The hardship and suffering of many have led them to believe that ANC leaders care only about themselves, that we are soft on corruption, and that we do not care about the suffering of ordinary people”;</li>\r\n \t<li>“We admit we made mistakes as the ANC, with some members and leaders undermining institutions of the democratic state and advancing selfish personal interests”;</li>\r\n \t<li>“We are now raising the intellectual capacity and enhancing the moral and ethical orientation of our membership.”</li>\r\n</ul>\r\n<h4><b>Reality check</b></h4>\r\n<ul>\r\n \t<li>Because the ANC is the governing party, it’s easy to assess the likelihood of its promises being successful. The prognosis could be better;</li>\r\n \t<li>Some reforms in energy, logistics and the National Prosecuting Authority are in early harvest. The</span> elections will be held to elect a new National Assembly as well as the provincial legislature in each province.</p>\r\n<p data-sourcepos=\"3:1-3:251\">The current ruling party, the African National Congress (ANC), has been in power since the first democratic elections in 1994. The ANC's popularity has declined in recent years due to corruption, economic mismanagement, and high unemployment.</p>\r\n<p data-sourcepos=\"5:1-5:207\">The main opposition party is the Democratic Alliance (DA). The DA is particularly popular among white and middle-class voters.</p>\r\n<p data-sourcepos=\"7:1-7:387\">Other opposition parties include the Economic Freedom Fighters (EFF), the Freedom Front Plus (FF+), and the Inkatha Freedom Party (IFP). The EFF is a left-wing populist party that is popular among young black voters. The FF+ is a right-wing party that represents the interests of white Afrikaans-speaking voters. The IFP is a regional party that is popular in the KwaZulu-Natal province.</p>\r\n<p data-sourcepos=\"15:1-15:84\">Here are some of the key issues that will be at stake in the 2024 elections:</p>\r\n\r\n<ul data-sourcepos=\"17:1-22:0\">\r\n \t<li data-sourcepos=\"17:1-17:205\">The economy: South Africa is facing a number of economic challenges, including high unemployment, poverty, and inequality.
