"contents": "<span style=\"font-weight: 400;\">After a heated ANC National Executive Committee (NEC) meeting where the fate of those implicated in State Capture was discussed, party officials attempted to convince those who were named at the Zondo commission to withdraw from the party’s national and provincial candidate lists for the upcoming general election.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, NEC members such as </span><span style=\"font-weight: 400;\">Malusi Gigaba, David Mahlobo and Zizi Kodwa had refused to comply.</span>\r\n\r\n<span style=\"font-weight: 400;\">This means their names remain on the party’s list submitted to the Electoral Commission of SA on Friday afternoon. </span>\r\n\r\n<span style=\"font-weight: 400;\">The NEC meeting took place last Thursday and continued into the early hours of Friday morning.</span>\r\n\r\n<span style=\"font-weight: 400;\"><b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/elections-2024/\">Elections 2024</a></span>\r\n\r\n<span style=\"font-weight: 400;\">The party noted that MP Cedric Frolick had already been cleared by Parliament’s Joint Committee on Ethics and Members’ Interests.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Those people felt there was no basis for them to stand back. We did advise them, but it is up to them because they believe processes should be exhausted,” Mbalula said at a media briefing at Luthuli House on Monday.</span>\r\n\r\n<span style=\"font-weight: 400;\">This comes despite the ANC’s integrity commission having concluded that adverse findings were made against Minister of Sport, Arts and Culture Kodwa.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, Deputy Minister of Water and Sanitation David Mahlobo and former public enterprises minister Malusi Gigaba have been referred to the party’s disciplinary committee after failing to appear before the integrity commission.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mbalula said that 20 of the party’s senior members were found by the State Capture commission to be implicated in State Capture, but that only six appeared on the party’s national list of candidates.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2024-03-08-ancs-gigaba-mahlobo-kodwa-and-frolick-recommended-for-chop-amid-nec-objections/\"><span style=\"font-weight: 400;\">ANC’s Gigaba, Mahlobo, Kodwa and Frolick recommended for parliamentary chop amid NEC objections</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Mbalula said the party had imposed strict criteria to ensure the integrity and credibility of its candidates.</span>\r\n\r\n<span style=\"font-weight: 400;\">“It is important that candidates do not have any pending court cases or disciplinary hearings. This allows them to fully focus on their responsibilities without distractions or legal complications.</span>\r\n\r\n<span style=\"font-weight: 400;\">“In addition, candidates who have been recommended for suspension by the NEC after their cases have been finalised by the integrity commission are also not eligible for nomination. This shows our commitment to upholding ethical standards and holding our members accountable.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Furthermore, candidates who are already public representatives or members of government executives must undergo a satisfactory performance review. This ensures that those in positions of responsibility are effectively fulfilling their duties and serving the interests of the people,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">ANC national chair Gwede Mantashe and deputy defence minister Thabang Makwetla were cleared of allegations that they had benefited from security upgrades at their homes courtesy of Bosasa.</span>\r\n\r\n<span style=\"font-weight: 400;\">Kodwa was implicated in State Capture for dubious transactions between himself and Jehan Mackay, a former director at technology group EOH.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Zondo commission pointed to a beneficial relationship involving personal loans made to Kodwa by Mackay, and an apparent attempt to buy Kodwa’s influence in the awarding of tenders.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mahlobo was accused of bribing judges during his tenure as state security minister.</span>\r\n\r\n<span style=\"font-weight: 400;\">Judge Zondo’s report recommended that Gigaba be investigated for corruption and racketeering in relation to cash payments allegedly received during visits to the Gupta compound in Saxonwold between 2010 and 2018.</span>\r\n\r\n<span style=\"font-weight: 400;\">Gigaba reportedly had a close relationship with the Guptas and was a “willing participant” in their illicit schemes during his tenure as public enterprises minister.</span>\r\n\r\n<b>Holding members accountable</b>\r\n\r\n<span style=\"font-weight: 400;\">Mbalula said the ANC wanted its members to sign a deployment contract in which they undertook to implement the party’s electoral mandate and the decisions of the organisation.</span>\r\n\r\n<span style=\"font-weight: 400;\">He said they should be willing to undergo lifestyle audits or other investigations by the provincial list committee or the party’s electoral committee.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2022-06-23-investigate-arthur-fraser-david-mahlobo-and-thulani-dlomo-state-capture-commission/\"><span style=\"font-weight: 400;\">Investigate Arthur Fraser, David Mahlobo and Thulani Dlomo – State Capture commission</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Mbalula said that at least 53% of the ANC’s candidates were women, while 40% were young people, traditional leaders, persons with disabilities and members of the LGBTQI+ community.</span>\r\n\r\n<span style=\"font-weight: 400;\">“For the first time, the 1976 and 1980s generations, together with Millennials, constitute over 60% of candidates on the ANC’s lists. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
