"contents": "<span style=\"font-weight: 400;\">The latest drama to rock the governing party comes after a KwaZulu-Natal delegate wrote to the electoral committee requesting that it probe “the alleged infringement of the buying of votes and/or the offering of rewards for votes during the 55th ANC elective conference”. </span>\r\n\r\n<span style=\"font-weight: 400;\">The delegate, Thabang Mdletshe, is a member of a branch in eThekwini. Once investigations have been concluded, he wants the committee to report the matter to the Hawks.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mdletshe claims Ramaphosa, Mantashe and Bejani Chauke – who failed in his bid to become the party’s treasurer-general – used cash to influence how delegates voted.</span>\r\n\r\n<span style=\"font-weight: 400;\">In an interview with eNCA (</span><a href=\"https://m.youtube.com/watch?v=zg-X3N7tXKw\"><span style=\"font-weight: 400;\">ANC National Conference | In conversation with Gwede Mantashe</span></a><span style=\"font-weight: 400;\">), </span><span style=\"font-weight: 400;\">Mantashe admitted that the use of money by candidates seeking to climb the leadership ladder was a serious matter.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Can I tell you, if there is one battle that we almost lost, it’s the battle and fight against money … In the past, we had this thing that money is used and so forth. This time around, you find people at branch level, at regional level, phoning you … I have this number of delegates, please give me so much money,” said Mantashe in the televised interview. </span>\r\n\r\n<span style=\"font-weight: 400;\">Asked for an estimate of the amount of money involved, he responded: “It depends. One person phoned me and said: ‘I have 140 delegates, give me R100,000.’ </span>\r\n\r\n<span style=\"font-weight: 400;\">“And I tell him, ‘you see, if I had R100,000 I would go to an auction and buy sheep or cattle. I wouldn’t give it to you’.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe was also asked about Ramaphosa’s alleged involvement in cash-for-votes during his 2017 election campaign, and how the party would deal with this situation when the president himself had faced similar allegations.</span>\r\n\r\n<span style=\"font-weight: 400;\">“I’m not sure … I think he scaled down this year. Last time he was in trouble about that. But today it was more complex because it was widespread. For example, there was a man that was campaigning for treasurer-general. </span>\r\n\r\n<span style=\"font-weight: 400;\">“He worked in the Office of the President. We raised our concern, saying this person is in your office … he is going around buying votes. Please deal with that issue.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Fortunately or unfortunately, he was not elected treasurer-general of the ANC. But if you go around displaying money, it’s the worst way of dealing with things. Then you spoil these delegates – when they talk to you and you don’t give them money, they think that you are sick,” said Mantashe. </span>\r\n\r\nRamaphosa has consistently <a href=\"https://www.news24.com/news24/southafrica/news/cyril-ramaphosa-to-zondo-commission-my-cr17-campaign-did-not-cost-a-billion-rand-20210429\">denied buying votes during his 2017 campaign for ANC president.</a>\r\n\r\n<hr />\r\n\r\n<strong>Visit <a href=\"https://www.dailymaverick.co.za?utm_source=direct&utm_medium=in_article_link&utm_campaign=homepage\"><em>Daily Maverick's</em> home page</a> for more news, analysis and investigations</strong>\r\n\r\n<hr />\r\n\r\n<span style=\"font-weight: 400;\">Secretary for the electoral committee Livhuwani Matsila confirmed receipt of Mdletshe’s complaint and said the committee would look into it once it returns from recess on 5 January. </span>\r\n\r\n<span style=\"font-weight: 400;\">Responding to the complaint in a letter, Matsila said, “... the electoral committee shall ensure that your complaint is thoroughly dealt with, and you shall be kept informed”. </span>\r\n\r\n<span style=\"font-weight: 400;\">“In the meantime, we humbly request that you furnish the electoral committee with any available evidence at your disposal, in addition to the televised interview, to support these allegations.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Matsila said the electoral committee would afford all those mentioned in the complaint a fair opportunity to respond to the allegations.</span>\r\n\r\n<span style=\"font-weight: 400;\">Matsila told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that in the absence of evidence, the committee could possibly summon Gwede Mantashe, or ask him to furnish it with evidence of vote-buying that he mentioned on national television.</span>\r\n\r\n<span style=\"font-weight: 400;\">Political analyst Sandile Swana said that as damning as the allegations were, it was unlikely that drastic steps would be taken because, if there was a willingness to tackle the matter head-on, the ANC would have done so in 2017 when Ramaphosa was first accused of buying votes. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I do not expect the people … now in charge of the elections process to take any serious steps, more especially that the candidate [Ramaphosa] that they wanted to win has won the elections … by honest or dishonest means.” </span>\r\n\r\n<span style=\"font-weight: 400;\">If the allegations are verified, Swana said it meant “the outcome of the election was not clean and the legitimacy of the winner is in question”. </span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><i><span style=\"font-weight: 400;\">Sunday Times</span></i><span style=\"font-weight: 400;\"> reported on how delegates from certain branches were “</span><a href=\"https://www.timeslive.co.za/sunday-times/news/politics/2022-12-18-every-delegate-was-offered-money-anc-member-lays-bare-what-happened-at-conference/\"><span style=\"font-weight: 400;\">offered money</span></a><span style=\"font-weight: 400;\">” to vote in favour of certain candidates. </span>\r\n\r\n<span style=\"font-weight: 400;\">Speaking to reporters at the elective conference, ANC spokesperson Pule Mabe said: “We’ve urged the media that, where they have gotten information about cadres who are doing such activities, they must immediately report such to the relevant steering committee of the conference, and that committee will take the necessary steps.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Several leaders had previously raised concerns over vote-buying at the party’s conferences. Weeks before the 55th conference, former president Jacob Zuma said: “The organisation, its policies and politics have been consumed by a patronage network which is characterised by corrupt hands exchanging money. </span>\r\n\r\n<span style=\"font-weight: 400;\">“These corrupt hands are making comrades buy votes for positions instead of being elected fairly and correctly. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee.
