"contents": "<span style=\"font-weight: 400;\">The ANC’s Integrity Commission says it will start implementing the </span><a href=\"https://www.dailymaverick.co.za/article/2022-06-22-here-you-go-the-final-state-capture-report-recommendations-at-last/\"><span style=\"font-weight: 400;\">Zondo Commission’s recommendations</span></a><span style=\"font-weight: 400;\"> by summoning 97 ANC leaders and members implicated in acts of corruption and other improprieties. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The number of engagements with comrades accused of bringing disrepute to the organisation has increased exponentially,” says a report by the commission that was tabled at the ANC’s 55th ANC National Elective Conference under way at Nasrec, outside Soweto.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Integrity Commission is the ANC’s moral authority, responsible for probing matters relating to the ethical conduct of its leaders and members. Its report was part of the party’s organisational report presented by Deputy President David Mabuza at the conference on Saturday, 17 December.</span>\r\n\r\n<span style=\"font-weight: 400;\">Two sources who were inside the plenary at the time of Mabuza’s presentation said some voting delegates had voiced objections to the recommendations, complaining that the report was selective and that it targeted certain leaders while clearing others.</span>\r\n\r\n<span style=\"font-weight: 400;\">The list of “persons implicated” in the State Capture report was submitted by the party’s National Executive Committee (NEC) to the Integrity Commission in October. </span>\r\n\r\n<span style=\"font-weight: 400;\">Some of the ANC officials implicated in the State Capture report include: former president Jacob Zuma; former MP Vincent Smith; suspended ANC secretary-general Ace Magashule; ANC national chair and Minerals and Energy Minister Gwede Mantashe (who has publicly indicated that he intends to </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-03-there-is-no-prima-facie-case-against-me-at-this-point-mantashe-to-take-state-capture-report-on-judicial-review/\"><span style=\"font-weight: 400;\">take the report on legal review</span></a><span style=\"font-weight: 400;\">); Nomvula Mokonyane (the former minister and current ANC head of organising); Dudu Myeni (former SAA chairperson); Sfiso Buthelezi (the former board chair of the Passenger Rail Agency of SA, who is now an MP); as well as ANC MPs Winnie Ngwenya and Cedric Frolick. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Integrity Commission report says it is interested to hear the ANC members’ sides of the story. </span>\r\n<h4><a href=\"https://www.dailymaverick.co.za/anc-election-conference-2022/\"><img loading=\"lazy\" class=\"wp-image-1501038 size-medium aligncenter\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/12/ANC_Elect2022_Visit.jpg?w=480\" alt=\"\" width=\"480\" height=\"240\" /></a>\r\n<b>Toothless</b></h4>\r\n<span style=\"font-weight: 400;\">Despite the Integrity Commission’s intention to summon members cited in the Zondo Commission report, Mabuza said it lacked the capacity to do its work successfully.</span>\r\n\r\n<span style=\"font-weight: 400;\">“A big drawback that inhibits the work of the IC [Integrity Commission] is that the structure does not have staff permanently assigned to it. It is currently served by two cadres from the secretary-general’s office and a volunteer.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Another challenge for the commission relates to the environment in which it operates, which Mabuza described as “unhealthy and not conducive” to the adjudication of matters pertaining to ANC leaders and members. </span>\r\n\r\n<span style=\"font-weight: 400;\">The report accuses the NEC of failing to give the commission the necessary support and powers: “The IC is gravely concerned by the failure of the NEC in the initial stages to discuss reports of the IC as this is not conducive to the processing of the work of the IC.</span>\r\n\r\n<span style=\"font-weight: 400;\">“This issue was raised with the NEC and separately with the officials on different occasions. It can now be reported that the IC reports are now a standing item on the NEC agenda.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The Integrity Commission was established in 2013 to deal with the ethical standards of party leaders and members in the face of widespread allegations of corruption and possible State Capture. It is led by chairperson George Mashamba and deputy chair Sophie de Bruyn. </span>\r\n\r\n<span style=\"font-weight: 400;\">The commission said it has met 144 times, with most of its meetings taking place in 2021 and 2022. The report attributes this to an increase in cases of members bringing the party into disrepute. </span>\r\n\r\n<span style=\"font-weight: 400;\">In 2019, the commission engaged with 18 members. In 2020, it met with nine members - 12 in 2021 and 12 in 2022. </span>\r\n\r\n<span style=\"font-weight: 400;\">“There is the potential prospect of engaging with the 97 members cited in the Zondo Commission report who might in all likelihood have to report to the IC.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Cyril Ramaphosa is among those who have appeared before the commission this year. He is the only person to appear twice. He first appeared in connection to the </span><a href=\"https://www.dailymaverick.co.za/article/2019-08-22-legal-view-the-cr17-campaign-and-the-presidents-right-to-privacy/\"><span style=\"font-weight: 400;\">funding of his CR17 campaign </span></a><span style=\"font-weight: 400;\">and, second, for the </span><a href=\"https://www.dailymaverick.co.za/article_tag/phala-phala/\"><span style=\"font-weight: 400;\">Phala Phala</span></a><span style=\"font-weight: 400;\"> farm forex theft scandal.</span>\r\n\r\n<span style=\"font-weight: 400;\">Others who have appeared before the commission include Mantashe, former Eastern Cape MEC Babalo Madikizela, Eastern Cape premier and chair Oscar Mabuyane, Chief Whip Pemmy Majodina, Finance Minister Enoch Godongwana, former health minister and presidential hopeful Zweli Mkhize and Tourism Minister Lindiwe Sisulu. </span>\r\n\r\n<span style=\"font-weight: 400;\">Those who appeared before the Integrity Commission in 2019 did so because they were referred to the commission by the NEC after failing to meet the vetting criteria on the eligibility for inclusion as candidates for elections. They included Mabuza, Mantashe, Mokonyane, former ANCWL president Bathabile Dlamini as well as former North West premier and ANC chairperson Supra Mahumapelo. </span><b>DM</b>",

"description": "Matamela Cyril Ramaphosa is the fifth and current president of South Africa, in office since 2018. He is also the president of the African National Congress (ANC), the ruling party in South Africa. Ramaphosa was also a non-executive director of several major South African companies, including Standard Bank and MTN.\r\n\r\nIn 2012, Ramaphosa returned to politics and was elected as deputy president of the ANC. He was elected president of the ANC in 2017, and became president of South Africa in 2018.\r\n\r\nCyril Ramaphosa is a popular figure in South Africa. He is seen as a moderate and pragmatic leader who is committed to improving the lives of all South Africans. He has pledged to address the country's high levels of poverty, unemployment, and inequality. He has also promised to fight corruption and to restore trust in the government.\r\n\r\nRamaphosa faces a number of challenges as president of South Africa. The country is still recovering from the legacy of apartheid, and there are deep divisions along racial, economic, and political lines. The economy is also struggling, and unemployment is high. Ramaphosa will need to find a way to unite the country and to address its economic challenges if he is to be successful as president.",

"description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
