"contents": "<span style=\"font-weight: 400;\">As the battle for control of the ANC continues, there are indications that some of the agendas are becoming more personal, and that the top people are prepared to allow their own party to be damaged in the process. These personal fights could be a sign that political fighters are becoming more desperate and ready to do anything.</span>\r\n\r\n<span style=\"font-weight: 400;\">The symbol of this dynamic in the governing ANC is probably the party Secretary-General Ace Magashule, but he is not alone in this behaviour.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is likely that this personalisation could have long-term implications for several parties, and at a time when electoral reform (specifically around whether an individual can run for office) is in the offing, this could well weaken the power of political parties as coherent political entities.</span>\r\n\r\n<span style=\"font-weight: 400;\">On Sunday, the </span><i><span style=\"font-weight: 400;\">Sunday Times</span></i> <a href=\"https://times-e-editions.pressreader.com/sunday-times-1107/20210418/textview\"><span style=\"font-weight: 400;\">reported</span></a> <span style=\"font-weight: 400;\">on what appear to be Magashule’s attempts to avoid having to act in line with the ANC’s National Executive Committee (NEC) resolution that those charged with criminality must step aside from their posts.</span>\r\n\r\n<span style=\"font-weight: 400;\">Last week Magashule sent a letter to the ANC’s provincial secretaries asking them for names of people </span><i><span style=\"font-weight: 400;\">implicated</span></i><span style=\"font-weight: 400;\"> in corruption, while the ANC’s National Working Committee (NWC) asked them for names of people </span><i><span style=\"font-weight: 400;\">charged</span></i><span style=\"font-weight: 400;\"> with corruption.</span>\r\n\r\n<span style=\"font-weight: 400;\">The NWC says its letter is in line with the NEC resolution, while Magashule has defended his letter by saying it is in line with the conference resolution taken at Nasrec.</span>\r\n\r\n<span style=\"font-weight: 400;\">ANC National Chair Gwede Mantashe was quoted by the </span><i><span style=\"font-weight: 400;\">Sunday Times</span></i><span style=\"font-weight: 400;\"> as saying, “It is always a risk to allow a person who is directly affected to be responsible for the lives of everybody. Because he will pick what is called the Samson option. You pull the pillars, you collapse [the structure] on all of us. We’re going through that phase now.”</span>\r\n\r\n<span style=\"font-weight: 400;\">This follows an interview given during the week by the deputy secretary-general of the ANC, Jessie Duarte, in which she appeared to also be critical of Magashule, saying that it was only his supporters who could have leaked an audio recording of her at a top six meeting saying former president Jacob Zuma should not testify at the Zondo Commission. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">(If it was a meeting of only six people, plus Zuma, then who could have leaked the audio? – Ed)</span></i>\r\n\r\n<span style=\"font-weight: 400;\">If Mantashe is correct, this would suggest the ANC is going through a phase where a man under pressure and implicated in corruption is prepared to damage his own party for his own interests.</span>\r\n\r\n<span style=\"font-weight: 400;\">This takes the ruling party back to the fundamental question it has faced since Magashule beat Senzo Mchunu for the position of secretary-general at the 2017 Nasrec conference: How much damage can the secretary-general do to the ANC?</span>\r\n\r\n<span style=\"font-weight: 400;\">The answer is: plenty.</span>\r\n\r\n<span style=\"font-weight: 400;\">A simple example: it cannot be denied that the figure of Carl Niehaus, a fraud and a liar, is damaging to the ANC. And yet his position in the office of the secretary-general has been protected – despite his public insults of Duarte and the potently fragrant image of corruption that he evokes.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is Magashule who enables Niehaus.</span>\r\n\r\n<span style=\"font-weight: 400;\">But this may well be nothing compared to the way in which Magashule could damage the party during this “step aside” process, simply through using the power of his office. The letter he sent to the provincial secretaries is an obvious example.</span>\r\n\r\n<span style=\"font-weight: 400;\">That said, a new political culture of leaking documents through Twitter and WhatsApp groups may limit some of the damage.</span>\r\n\r\n<span style=\"font-weight: 400;\">The fact that the public saw Magashule’s letter to the provincial secretaries and then saw the NWC statement on the issue allowed them to see what was really happening.</span>\r\n\r\n<span style=\"font-weight: 400;\">This forced provincial secretaries to make decisions about what they would do.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the end, it appears most of them, and possibly all, complied with the NWC request for names of people charged with corruption. </span>\r\n\r\n<span style=\"font-weight: 400;\">(Side note: It is not known at this stage how the Free State ANC dealt with this, as there is no legal provincial executive committee and no legal provincial secretary following a court ruling… and the Mpumalanga acting provincial secretary Lindiwe Ntshalintshali said she had sent a letter with the names of people charged, but there are five factions vying for control of Mpumalanga, so it is a complicated space.)</span>\r\n<blockquote><span style=\"font-weight: 400;\">Already, the next national and provincial elections will have to allow individuals to stand for Parliament in their own right (because of a Constitutional Court ruling). This might mean that Action SA and the Good Party may simply take the identities of their leaders, rather than being seen as fully functioning political parties.</span></blockquote>\r\n<span style=\"font-weight: 400;\">This may show how the ANC will have to govern itself during this period, through public statements to ensure that everyone can see what is really going on.</span>\r\n\r\n<span style=\"font-weight: 400;\">It also suggests that the provincial leaderships, and particularly the provincial secretaries, will have more power than in “ordinary” times. They will have to make certain decisions and may generally have more room in which to move than they normally do.</span>\r\n\r\n<span style=\"font-weight: 400;\">This could be good for voters, as it will allow them to see the real dynamic within the party. But it is unlikely to be good for the ANC itself; it reveals the gaping chasm just ahead of local elections (last week President Cyril Ramaphosa said</span><a href=\"https://www.timeslive.co.za/politics/2021-04-15-let-local-government-elections-go-ahead-as-planned-says-ramaphosa/\"> <span style=\"font-weight: 400;\">they will go ahead in October</span></a><span style=\"font-weight: 400;\">).</span>\r\n\r\n<span style=\"font-weight: 400;\">It is important to note that Magashule is not alone in facing the accusation that he is prepared to “pull the pillars...”.</span>\r\n\r\n<span style=\"font-weight: 400;\">In Gauteng, it has been reported that a faction around Human Settlements MEC Lebogang Maile</span><a href=\"https://www.businesslive.co.za/bd/politics/2021-02-09-under-siege-makhura-bemoans-the-spectre-of-factionalism-in-gauteng/\"> <span style=\"font-weight: 400;\">has been trying to take power</span></a><span style=\"font-weight: 400;\"> from Gauteng Premier David Makhura. This at a time when the Gauteng ANC has control in the province by just one seat in the provincial legislature, and during a pandemic.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the DA there is evidence of a similar dynamic.</span>\r\n\r\n<span style=\"font-weight: 400;\">After </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> revealed that the party’s currently suspended Western Cape leader, Bonginkosi Madikizela,</span><a href=\"https://www.dailymaverick.co.za/article/2021-04-13-da-western-cape-chief-bonginkosi-madikizela-does-not-have-a-bcom-degree-as-publicly-claimed/\"> <span style=\"font-weight: 400;\">had lied about his qualifications</span></a><span style=\"font-weight: 400;\">, he said that this was</span><a href=\"https://www.timeslive.co.za/sunday-times/news/2021-04-18-das-bonginkosi-madikizela-lashes-out-in-cv-storm/\"> <span style=\"font-weight: 400;\">part of a campaign to remove him</span></a><span style=\"font-weight: 400;\"> because he disagreed with certain elements in the party.</span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2021-04-13-da-western-cape-chief-bonginkosi-madikizela-does-not-have-a-bcom-degree-as-publicly-claimed/\r\n\r\n<span style=\"font-weight: 400;\">It is well-known in politics that many people in the game find it easier to be friends with people in other parties than their own, because they are not in such direct competition with each other.</span>\r\n\r\n<span style=\"font-weight: 400;\">But it appears that in our politics this dynamic has hardened in recent times.</span>\r\n\r\n<span style=\"font-weight: 400;\">Of course, it is possible that this tide will ebb. Should Magashule step aside, perhaps the “Ramaphosa faction” will be able to assert itself, and there will be less infighting. But that would mean the reversal of a dynamic that probably has its roots in the outcome of the Polokwane Conference rather than Nasrec.</span>\r\n\r\n<span style=\"font-weight: 400;\">This means that our politics is likely to become even more personalised than it already is, and that we could possibly see political parties becoming weaker.</span>\r\n\r\n<span style=\"font-weight: 400;\">If parties as entities cannot withstand the internal tensions between the personalities within them, we may start to see people – individuals – becoming more important than the parties they represent.</span>\r\n\r\n<span style=\"font-weight: 400;\">Already, the next national and provincial elections will have to allow individuals to stand for Parliament in their own right (because of a Constitutional Court ruling). This might mean that Action SA and the Good Party may simply take the identities of their leaders, rather than being seen as fully functioning political parties.</span>\r\n\r\n<span style=\"font-weight: 400;\">This could well start a process that leads to the personalities in parties becoming more important than they are now, and thus the weakening of parties with centralised leadership systems.</span>\r\n\r\n<span style=\"font-weight: 400;\">While this would be a very long process, taking perhaps a generation, it could signal the beginning of the end of the era of the all-important political parties as a whole.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the shorter term, Mantashe’s comment about Magashule being “Samson” suggests that there is more turmoil to come in the ANC, and that the governing party is still almost paralysed by division. </span><b>DM</b>",

"description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
