"contents": "<span style=\"font-weight: 400;\">On Tuesday, 23 March, in Parliament, Minister of Higher Education, Science and Technology Blade Nzimande said student protests, which have become an annual issue, were “like a soapie now – it’s like the </span><i><span style=\"font-weight: 400;\">Bold and the Beautiful</span></i><span style=\"font-weight: 400;\">”. This was as protests on campuses continued for a second week across South Africa. </span>\r\n\r\n<span style=\"font-weight: 400;\">Nzimande, his deputy, Buti Manamela, the South African Union of Students (Saus), Universities South Africa (USAf) and representatives from Wits University briefed Parliament’s higher education oversight committee about the protests.</span>\r\n\r\n<span style=\"font-weight: 400;\">The meeting was </span><a href=\"https://www.dailymaverick.co.za/article/2021-03-18-wits-src-wants-parliament-to-call-police-to-order/\"><span style=\"font-weight: 400;\">postponed</span></a><span style=\"font-weight: 400;\"> last week when Nzimande, Manamela and Professor Ahmed Bawa from USAf had to leave at different times due to pre-arranged meetings. </span>\r\n\r\n<span style=\"font-weight: 400;\">On Tuesday, Nzimande said the heart of the issue was that “NSFAS [National Student Financial Aid Scheme] students were catered [for]”, but the problem was with students who fell into the </span><a href=\"https://www.dailymaverick.co.za/article/2021-03-16-explainer-the-university-debt-and-students-protest-trap/\"><span style=\"font-weight: 400;\">missing middle category.</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Nzimande said his department was engaging with universities, who then engaged with student structures to determine who needed financial support. He said a funding model for universities, including for missing middle students, needed to be given to the Cabinet in June. </span>\r\n\r\n<span style=\"font-weight: 400;\">Saus spokesperson Thabo Shingange came out with guns blazing against Nzimande, who failed to pitch up at a scheduled meeting between himself and the union on Sunday 21 March in Tshwane. This was yet another meeting that Nzimande failed to attend, following missing a meeting with Saus in </span><a href=\"https://www.dailymaverick.co.za/article/2021-03-20-protest-politics-education-students-ongoing-battle-for-access/\"><span style=\"font-weight: 400;\">November</span></a><span style=\"font-weight: 400;\"> last year to discuss the 2021 academic year. Shingange said Nzimande’s absence from key meetings “reaffirmed the need for shutdown”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Saus called for a nationwide university shutdown following an </span><a href=\"https://www.dailymaverick.co.za/article/2021-03-12-nationwide-university-shutdown-looms-more-campuses-join-protests/\"><span style=\"font-weight: 400;\">impasse</span></a><span style=\"font-weight: 400;\"> with Nzimande over issues of student debt, access to laptops and a delayed start to the 2021 academic year. </span>\r\n\r\n<span style=\"font-weight: 400;\">In response to the committee, Nzimande said he had been “chased by the very same issues” which had been raised. Some issues raised by the committee included student debt, funding for missing middle students and the implementation of the </span><a href=\"https://www.dailymaverick.co.za/article/2017-11-14-reality-check-heher-commission-report-reminds-us-of-harsh-truths-on-student-fees/\"><span style=\"font-weight: 400;\">Heher Commission report</span></a><span style=\"font-weight: 400;\"> into student funding.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nzimande addressed Shingange directly and said he was “anxious that the shutdown must stop” because the 2021 academic year was short and South Africa was likely to head into a third wave of Covid-19 infections. </span>\r\n\r\n<span style=\"font-weight: 400;\">He was then released from the meeting as he had another meeting. </span>\r\n\r\n<span style=\"font-weight: 400;\">A lasting solution about student funding needed to be found, said USAf’s Bawa. This was so the sector did not end up with “the same situation every year”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Bawa suggested a rethink of student funding should occur: it should be viewed as an “investment” rather than an “expenditure”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Some MPs made recommendations about the next steps. One such suggestion was from #FeesMustFall activist turned MP, Nompendulo Mkhatshwa, who suggested the different stakeholders undergo conflict resolution training with the Department of International Relations and Cooperation. </span>\r\n\r\n<span style=\"font-weight: 400;\">Committee chairperson Philly Mapulane said he is holding discussions with police committee chairperson Tina Joemat-Pettersson about a joint parliamentary meeting to discuss police action against students during protests.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nzimande and his department are scheduled to meet again with Saus to discuss student demands and the national shutdown. </span>\r\n\r\n<span style=\"font-weight: 400;\">About the upcoming meeting between Saus and Nzimande later this week, Mapulane said, “Hopefully, we can get a good outcome so that the shutdown can be lifted.” </span><b>DM</b>",
