His spokesman, Busisiwe Nongogo, said he did make the claim but was referring to the infection rate among all students in higher education, not just FET colleges.</span></span></span></span></p>\r\n<p><span style=\"font-size: 12pt; font-family: georgia, palatino;\"><span ><span><span>Further education and training (FET) colleges </span></span></span><a href=\"http://africacheck.us9.list-manage1.com/track/click?u=b26525b6a93aad574810535a6&id=425e2f4cc5&e=2afa1d3d9b\" target=\"_blank\"><span ><span><span><span style=\"text-decoration: underline;\"><span style=\"\">provide vocational learning</span></span></span></span></span></a><span ><span><span> in specialised fields for students with a Grade 9 high school qualification. </span></span></span><a href=\"http://africacheck.us9.list-manage1.com/track/click?u=b26525b6a93aad574810535a6&id=614776a45d&e=2afa1d3d9b\" target=\"_blank\"><span ><span><span><span style=\"text-decoration: underline;\"><span style=\"\">In 2013</span></span></span></span></span></a><span ><span><span>, the latest year for which figures are available, nearly 800,000 students were enrolled at FET colleges across South Africa.</span></span></span></span></p>\r\n<p><span style=\"font-size: 12pt; font-family: georgia, palatino;\"><span ><span><span>Nongogo referred us to the country director of the </span></span></span><a href=\"http://africacheck.us9.list-manage.com/track/click?u=b26525b6a93aad574810535a6&id=8a840f698c&e=2afa1d3d9b\" target=\"_blank\"><span ><span><span><span style=\"text-decoration: underline;\"><span style=\"\">Higher Education and Training HIV/Aids programme</span></span></span></span></span></a><span ><span><span> (HEAIDS) as the source of the 41% statistic. But Dr Ramneek Ahluwalia told Africa Check that the New Age’s report was incorrect.</span></span></span></span></p>\r\n<p><span style=\" font-size: 12pt; font-family: georgia, palatino;\">“<span><span>HIV infection rates among students are not that high,” he said. “The figure of 41% refers to the number of students involved in sexual activities with multiple partners.”</span></span></span></p>\r\n<p><span style=\"font-size: 12pt; font-family: georgia, palatino;\"><span ><span><span>This was a finding of a </span></span></span><a href=\"http://africacheck.us9.list-manage.com/track/click?u=b26525b6a93aad574810535a6&id=ee206d45d0&e=2afa1d3d9b\" target=\"_blank\"><span ><span><span><span style=\"text-decoration: underline;\"><span style=\"\">2008/2009 study</span></span></span></span></span></a><span ><span><span> by HEAIDS on sexual behaviour among students in higher education institutions. Sexually active students were asked whether they had more than one sex partner in the last year. To this question, 41% said yes.</span></span></span></span></p>\r\n<h3 class=\"western\" style=\" line-height: 0.43cm;\"><span style=\" font-size: 12pt; font-family: georgia, palatino;\"><span><span><b>What is the HIV prevalence rate among students?</b></span></span></span></h3>\r\n<p><span style=\"font-size: 12pt; font-family: georgia, palatino;\"><span ><span><span>The </span></span></span><a href=\"http://africacheck.us9.list-manage2.com/track/click?u=b26525b6a93aad574810535a6&id=05025b7245&e=2afa1d3d9b\" target=\"_blank\"><span ><span><span><span style=\"text-decoration: underline;\"><span style=\"\">2008-2009 HEAIDS study</span></span></span></span></span></a><span ><span><span> provides the latest data on HIV prevalence among students in the higher education sector, the </span></span></span><a href=\"http://africacheck.us9.list-manage.com/track/click?u=b26525b6a93aad574810535a6&id=b6523362ad&e=2afa1d3d9b\" target=\"_blank\"><span ><span><span><span style=\"text-decoration: underline;\"><span style=\"\">Wits Reproductive Health and HIV Institute</span></span></span></span></span></a><span ><span><span> deputy director, Francois Venter, told Africa Check.</span></span></span></span></p>\r\n<p><span style=\" font-size: 12pt; font-family: georgia, palatino;\"><span><span>The study involved a sample of 17,062 students from 21 of South Africa’s 23 universities. However, the study did not cover FET colleges and other places of vocational training.</span></span></span></p>\r\n<p><span style=\" font-size: 12pt; font-family: georgia, palatino;\"><span><span>It found the mean prevalence of HIV among all students was 3.4%. A prevalence of 3.8% was found among students who were sexually active - who made up two-thirds of the sample.</span></span></span></p>\r\n<p><span style=\" font-size: 12pt; font-family: georgia, palatino;\"><span><span>Venter told Africa Check he views the HEAIDS study as a fair reflection of the HIV prevalence rate among students, although it was much lower than the national estimate of 11.2%.</span></span></span></p>\r\n<p><span style=\" font-size: 12pt; font-family: georgia, palatino;\">“<span><span>It may be that [students] have easier access to condoms, and hence their risk goes down,” he said.</span></span></span></p>\r\n<p><span style=\"font-size: 12pt; font-family: georgia, palatino;\"><a href=\"http://africacheck.us9.list-manage.com/track/click?u=b26525b6a93aad574810535a6&id=5764549b7e&e=2afa1d3d9b\" target=\"_blank\"><span ><span><span><span style=\"text-decoration: underline;\"><span style=\"\">In mid-2015</span></span></span></span></span></a><span ><span><span>, Statistics South Africa estimated that the HIV prevalence rate among all young people between 15 and 24 in South Africa was 5.6%.</span></span></span></span></p>\r\n<h3 class=\"western\" style=\" line-height: 0.43cm;\"><span style=\" font-size: 12pt; font-family: georgia, palatino;\"><span><span><b>Conclusion: At last count, less than 4% of students were HIV positive</b></span></span></span></h3>\r\n<p><span style=\" font-size: 12pt; font-family: georgia, palatino;\"><span><span>The statistic that 41% of FET college students are HIV positive is vastly incorrect.
