"contents": "<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Learners from five of the country’s nine provinces marched to the Department of Basic Education in Pretoria on Tuesday, June 18<b> </b>under the banner of Equal Education (EE). Their aim was to highlight poor infrastructure and increasing violence at schools.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">During the march, learners role-played being Basic Education Minister Angie Motshekga and President Cyril Ramaphosa. </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Taking her oath of office during the march, “Basic Education Minister Angie Motshekga”, Pretty Nkosi, promised accountability and commitment to addressing problems faced by learners. Nkosi also took the opportunity to express concern about problems at her own school, Thaba Jabula Secondary.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">You have girls stabbing one another at our school. Toilets are dysfunctional, while other pupils have also experienced rape,” said Nkosi.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">All we want is for the minister and the department’s officials to be there for us.” </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Speaking at the march, “President Cyril Ramaphosa”, Luyanda Magugu, committed to holding his education minister to account. </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Several pupils spoke about conditions at their schools</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">It is bad, at my school pupils fight daily and they also carry knives and marijuana to class. We need help before we start losing some of our colleagues to lawlessness and violence,” a 15-year-old pupil from Soweto said.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">She added, “School is no longer fun as it used to be. We are being terrorised daily to and from school because there is no school transport.”</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Equal Education has identified a number of failures in the school system. These include infrastructure backlogs at schools in Gauteng, inconsistent and contradictory reports data, and a failure to effectively deal with violence.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In 2018 the department of basic education conducted an audit of sanitation conditions across the country. It found that 1,598 schools had plain pit latrines or other unacceptable sanitation facilities. A couple of months later the Eastern Cape Department of Education’s 2018 progress report indicates that the figure is actually 2,158. One can only conclude that neither the Eastern Cape Department of Education nor the department of basic education has a good sense of the real infrastructure faced by schools in the Eastern Cape,” read Equal Education’s report.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The organisation noted discrepancies in the Eastern Cape department’s 2017 and 2018 reports, which it said excluded hundreds of schools from the infrastructure backlog list on the pretext that these would be rationalised. The Eastern Cape department of education is closing down and merging some schools in a process called rationalisation.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Pupils at Tuesday’s march said their biggest concern was school violence and infrastructure backlogs, which are not new problems. In 2014 pupil Michael Komape died after falling into a pit toilet at the Limpopo school he attended.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #262626;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">We have the right to easy access to education and infrastructure. Our struggle is real. We are seeing very little change while far too many learners struggle for the most basic education needs,” said Equal Education national junior organiser Tebogo Tsesane.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #262626;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Equal Education’s deputy general secretary, Tracey Malawana, said she expected their issues to immediately get the minister’s attention as learners could not wait any longer.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #262626;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">We won’t wait for another 10 years for speedy infrastructure development and upkeep, we won’t wait for another five or 10 years for safe schools, we won’t wait another 10 years for safe and reliable scholar transport,” said Malawana. </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #262626;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Officials should be accountable. We will make this place our home if the department fails to comply.” </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">Motshekga did not arrive to accept the memorandum, and officials from her office said she had other commitments. </span><span style=\"color: #262626;\">Paul Sehlabelo, the minister’s chief of staff, received and signed the memorandum of demands. </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #262626;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Among the demands contained in the memorandum were calls for the department to:</span></span></span></p>\r\n\r\n<ul>\r\n \t<li>\r\n<p align=\"LEFT\"><span style=\"color: #262626;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Comply with the 2016 norms and standards for public school infrastructure;</span></span></span></p>\r\n</li>\r\n \t<li>\r\n<p align=\"LEFT\"><span style=\"color: #262626;\"> <span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Provide scholar transport;</span></span></span></p>\r\n</li>\r\n \t<li>\r\n<p align=\"LEFT\"><span style=\"color: #262626;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Improve school safety; </span></span></span></p>\r\n</li>\r\n \t<li>\r\n<p align=\"LEFT\"><span style=\"color: #262626;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Improve early grade reading, </span></span></span></p>\r\n</li>\r\n \t<li>\r\n<p align=\"LEFT\"><span style=\"color: #262626;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Engage substantively with civil society; and </span></span></span></p>\r\n</li>\r\n \t<li>\r\n<p align=\"LEFT\"><span style=\"color: #262626;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Comply with the 2020 deadline for norms and standards.</span></span></span></p>\r\n</li>\r\n</ul>\r\n<p align=\"LEFT\"><span style=\"color: #262626;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The deadlines set for the implementation of all the demands range from immediate to the minister’s first 100 days in office to next year.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #262626;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">We are very happy that you are here,” said Sehlabelo. “The minister has not snubbed you, she expressed her hardship in coming here. The director-general, deputy minister and minister unfortunately had other commitments. It is not a fact that the minister does not see eye to eye with Equal Education.</span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #262626;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">We will soon get back to Equal Education and engage around the time frames and what is possible and what is not.” </span></span><span style=\"font-family: Georgia, serif;\"><u><b>DM</b></u></span></span></p>",
