"contents": "<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Arson attacks are an “act of sabotage”, Prasa board chair Khanyisile Kweyama said at Parliament on Tuesday. </span></span></p>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">About midway into a portfolio committee on transport meeting addressed by Prasa, it was announced that there had been another train fire at the Cape Town station, bringing the number of train fires in two weeks to four.</span></span></p>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">A total of 1,496 Prasa coaches had been vandalised nationally in the 2017/2018 financial year, Prasa the committee heard.</span></span></p>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Prasa management was appearing before the committee to address the arson attacks at stations. Since August 2018, 61 coaches had been vandalised nationally — 15 in the Western Cape. The province now has only 48 train sets available out of a required 88. </span></span></p>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Train fires have cost Prasa nearly R636-million over the past three-and-a-half years — this excludes the R150-million damages to Cape Town station since October 2015, according to Prasa figures.</span></span></p>\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">Committee chairperson Dikiledi Magadzi </span></span></span><a href=\"https://www.dailymaverick.co.za/article/2018-10-09-as-prasa-meets-over-arson-theres-another-fire-at-cape-town-station/\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"><u>stopped</u></span></span></span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> Tuesday’s meeting to announce there </span></span></span><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">was another fire at the nearby Cape Town station.</span></span></span></span><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> Prasa Western Cape regional head Richard Walker left the meeting to assess the situation. </span></span></span>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Confirming the incident, which led to the closure of platforms 17 and 18 so the damage could be assessed, </span></span><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Metrorail spokesperson Riana Scott said:</span></span></p>\r\n<p lang=\"en-ZA\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">It is not yet possible to accurately calculate the damage in monetary terms. As soon as the carriages are removed, Prasa’s loss adjusters will be able to assess the damage and determine a cost of repair/replacement.”</span></span></p>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Platforms 17 and 18 are on the Central Line, which was shut down for an extended period earlier this year due to vandalism. </span></span></p>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">During the meeting however,</span></span><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> CEO Sibusiso </span></span><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Sithole said:</span></span></p>\r\n<p lang=\"en-ZA\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">We’ve identified key issues that need to be fixed.” </span></span></p>\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\">This includes plans for the Central Line, which sees up to 120,000 commuters using its services (see previous </span></span></span><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"><i>Daily Maverick</i></span></span></span><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> article </span></span></span><a href=\"https://www.dailymaverick.co.za/article/2018-02-07-parliament-prasa-boards-no-show-derails-committee-meeting/\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"><u>here</u></span></span></span></span></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span lang=\"en-ZA\"> about this figure). </span></span></span>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Sithole said Prasa had plans to increase the current train sets from 177 to 258 by 2018/2019 and reduce train cancellations from the present 13% to 8%. </span></span></p>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Prasa plans to do the following to restore the Central Line:</span></span></p>\r\n\r\n<ul>\r\n \t<li>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Replace damaged and stolen cables on the Khayelitsha line;</span></span></p>\r\n</li>\r\n \t<li>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Rebuild the Bonteheuwel substation; </span></span></p>\r\n</li>\r\n \t<li>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Construct a concrete wall to protect the Bonteheuwel corridor — which in Prasa documents is described as “problematic”.</span></span></p>\r\n</li>\r\n</ul>\r\n<p lang=\"en-ZA\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Some MPs were not impressed by Prasa’s plans.
