"contents": "<span style=\"font-weight: 400;\">Within 10 weeks,</span> <span style=\"font-weight: 400;\">the Russian invasion of Ukraine has provided numerous parallels with Hitler’s </span><a href=\"https://www.voanews.com/a/is-putin-the-new-hitler-/6476408.html\"><span style=\"font-weight: 400;\">atrocities</span></a><span style=\"font-weight: 400;\"> during World War 2, among them the use of </span><a href=\"https://www.axios.com/2022/04/17/un-ukraine-food-weapon-war-russia\"><span style=\"font-weight: 400;\">food as a weapon</span></a><span style=\"font-weight: 400;\">. However, Ukrainians on the edge of starvation recall </span><a href=\"https://www.washingtonpost.com/history/2022/03/12/holodomor-famine-ukraine-stalin/\"><span style=\"font-weight: 400;\">the Holodomor</span></a><span style=\"font-weight: 400;\">, a human-made famine inflicted by the Soviet dictator Joseph Stalin. </span>\r\n\r\n<span style=\"font-weight: 400;\">About four million Ukrainians perished from starvation during the Holodomor of 1932-33. Dead, swollen bodies were lying everywhere in the countryside and in cities. Food taken away from starving peasants was used to industrialise the cities that Russian bombs are now destroying. </span>\r\n\r\n<span style=\"font-weight: 400;\">Now, nearly 90 years after the Holodomor, Russian President Vladimir Putin is again using hunger as a tool to erase Ukrainian identity, along with </span><a href=\"https://www.theguardian.com/world/2022/apr/03/all-wars-are-like-this-used-as-a-weapon-of-war-in-ukraine\"><span style=\"font-weight: 400;\">other inhumane war tactics</span></a><span style=\"font-weight: 400;\">. However, many more people are likely to be affected. </span>\r\n\r\n<span style=\"font-weight: 400;\">Mass starvation during the Holodomor happened because Soviet authorities forcibly expropriated food from the countryside and reallocated it elsewhere. Troops – hundreds of city-dwellers – were sent to villages to accelerate grain requisitions. They were instructed to search for food everywhere and take away even the last bits of it. </span>\r\n\r\n<span style=\"font-weight: 400;\">Survivors of the Russian occupation in Ukrainian towns and villages have experienced similar </span><a href=\"https://www.wsj.com/articles/russian-forces-kill-civilians-loot-for-supplies-in-occupied-ukraine-residents-say-11647267560https:/www.wsj.com/articles/russian-forces-kill-civilians-loot-for-supplies-in-occupied-ukraine-residents-say-11647267560\"><span style=\"font-weight: 400;\">food searches</span></a><span style=\"font-weight: 400;\"> by the Russian military during the past few months. In places where Russian convoys stop for the night, they </span><a href=\"https://gordonua.com/news/war/vryvayutsya-v-chelovecheskie-doma-vygonyayut-lyudey-na-ulicy-i-zabirayut-edu-glava-sumskoy-oga-rasskazal-o-fashistskom-povedenii-okkupantov-1600324.html\"><span style=\"font-weight: 400;\">forcibly take food and slaughter cattle</span></a><span style=\"font-weight: 400;\">. Russian occupiers </span><a href=\"https://www.facebook.com/100069143831787/posts/301464245501701\"><span style=\"font-weight: 400;\">seized more than 100,000 tonnes of grain</span></a><span style=\"font-weight: 400;\"> from Ukrainian farmers that were set aside until the future harvest. They also </span><a href=\"https://www.facebook.com/100069143831787/posts/301464245501701\"><span style=\"font-weight: 400;\">claimed ownership of agricultural enterprises</span></a><span style=\"font-weight: 400;\"> in the Kherson region, where more than 10% of Ukraine’s grain is produced, and demanded that farmers </span><a href=\"https://en.lb.ua/news/2022/04/24/13670_russia_trying_cause_famine.html\"><span style=\"font-weight: 400;\">give them the harvest</span></a><span style=\"font-weight: 400;\"> from the current sowing campaign for free. </span>\r\n\r\n<span style=\"font-weight: 400;\">Using similar language as in the 1930s, the local administration in the Krasnoyarsk region of Russia has announced a plan to reduce the local food shortages through the </span><a href=\"https://web.archive.org/web/20220427212115/https:/www.sobranie.info/newsinfo.php?UID=69969\"><span style=\"font-weight: 400;\">expropriation of “food surpluses”</span></a><span style=\"font-weight: 400;\"> from Kherson and possibly other southern regions of Ukraine. Similar policies heavily undermined agricultural productivity and exacerbated the famine in Ukraine 90 years ago.</span>\r\n\r\n<span style=\"font-weight: 400;\">People who rely on stores to get crucial supplies are struck most by the war-induced food shortages. There are two main problems. </span>\r\n\r\n<span style=\"font-weight: 400;\">First, Russian soldiers </span><a href=\"https://www.youtube.com/watch?v=OoM5yx1IVFY&ab_channel=RadioFreeEurope%2FRadioLiberty\"><span style=\"font-weight: 400;\">rob grocery stores</span></a><span style=\"font-weight: 400;\">, leaving scant provisions for those who live in the besieged cities. </span>\r\n\r\n<span style=\"font-weight: 400;\">Second, they block deliveries of aid by </span><a href=\"https://www.businessinsider.com/ukraine-russias-humanitarian-corridors-come-from-syria-playbook-2022-3\"><span style=\"font-weight: 400;\">shelling humanitarian corridors</span></a><span style=\"font-weight: 400;\">. This has caused crises in multiple cities where people are stuck without basic supplies and unable to evacuate.</span>\r\n\r\n<span style=\"font-weight: 400;\">Today, Mariupol is the city with the most </span><a href=\"https://news.un.org/en/story/2022/03/1114692\"><span style=\"font-weight: 400;\">severe humanitarian crisis</span></a><span style=\"font-weight: 400;\"> in Ukraine, with more than 100,000 residents living under constant shelling since the end of February. People there are in desperate need of food, water and basic supplies. Humanitarian convoys are </span><a href=\"https://news.un.org/en/story/2022/03/1115252\"><span style=\"font-weight: 400;\">blocked from the city</span></a><span style=\"font-weight: 400;\">. Those who managed to flee Mariupol recall spending days and nights in basements together with the dead bodies of neighbours and family members whom they could not bury safely. Just as in 1933, people eat anything they can find, including dog food and even </span><a href=\"https://www.mirror.co.uk/news/world-news/ukrainian-survivors-forced-kill-stray-26541919\"><span style=\"font-weight: 400;\">stray dogs</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">In addition to terrorising the population, Putin is making concrete steps to undermine world food security. The Russian military is destroying </span><a href=\"https://en.interfax.com.ua/news/general/813372.html\"><span style=\"font-weight: 400;\">agricultural equipment</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.businessinsider.com/russian-forces-targeting-grain-storage-to-cause-famine-ukraine-alleges-2022-5\"><span style=\"font-weight: 400;\">food stocks</span></a><span style=\"font-weight: 400;\">, planting explosives in the fields and cutting off access to critical infrastructure. </span>\r\n\r\n<span style=\"font-weight: 400;\">The war has caused </span><a href=\"https://www.spglobal.com/commodityinsights/en/market-insights/latest-news/agriculture/031822-russian-troops-seize-agricultural-assets-in-ukraine-could-risk-global-food-security\"><span style=\"font-weight: 400;\">disruptions in spring sowing and harvest collection</span></a><span style=\"font-weight: 400;\"> for winter crops. Since 2014, farmers in the temporarily occupied territories of the Donetsk and Luhansk regions were reluctant to cultivate land because of mines that had exploded in their fields. Now the danger is spreading to other parts of Ukraine. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Ukrainian Deminers Association </span><a href=\"https://www.facebook.com/Ukrainiansappers/photos/p.1754738814734636/1754738814734636?type=3\"><span style=\"font-weight: 400;\">reports explosive ordinance</span></a><span style=\"font-weight: 400;\"> on 14% of Ukraine’s territory</span><span style=\"font-weight: 400;\">. This means that pretty much all the parts of Ukraine with a Russian military presence need to be cleared of explosives before the spring sowing can be conducted safely. Many of them are in southern Ukraine, one of the country’s most fertile regions. In addition, farmers are </span><a href=\"https://www.wsj.com/articles/ukraine-war-farming-food-supplies-grain-russia-11647796055\"><span style=\"font-weight: 400;\">unable to access warehouses near battle zones</span></a><span style=\"font-weight: 400;\"> or deliver fertiliser to the fields. The </span><a href=\"https://feedplanetmagazine.com/blog/ukraine-declares-sowing-campaign-1775\"><span style=\"font-weight: 400;\">area sown in Ukraine may decline by 30%</span></a><span style=\"font-weight: 400;\"> due to the war. </span>\r\n\r\n<span style=\"font-weight: 400;\">Given that Ukraine is among the top exporters of major food produce, the war-induced disruptions threaten </span><a href=\"https://www.npr.org/2022/04/14/1092904518/as-the-war-in-ukraine-continues-so-does-the-threat-to-a-global-food-crisis\"><span style=\"font-weight: 400;\">hunger far beyond Ukraine’s borders</span></a><span style=\"font-weight: 400;\">, especially in north Africa and the Middle East. </span>\r\n\r\n<span style=\"font-weight: 400;\">Russia is </span><a href=\"https://www.reuters.com/world/europe/ukraine-says-grain-ships-blocked-black-sea-ports-may-deteriorate-2022-04-15/\"><span style=\"font-weight: 400;\">blocking Ukrainian grain exports</span></a><span style=\"font-weight: 400;\"> via the sea – the main trade channel. Because 50% of the grain bought by the UN World Food Programme originates from Ukraine, </span><a href=\"https://www.reuters.com/world/europe/with-ukraine-farmers-frontlines-un-food-chief-warns-devastation-2022-03-29/\"><span style=\"font-weight: 400;\">125 million people globally will be in danger of hunger</span></a><span style=\"font-weight: 400;\">. Those cynical actions are even worse, as hunger will affect the most vulnerable groups worldwide. The Kremlin’s propaganda is likely to </span><a href=\"https://foreignpolicy.com/2022/04/25/hunger-food-crisis-un-us-russia-fao/\"><span style=\"font-weight: 400;\">blame anyone but Russia</span></a><span style=\"font-weight: 400;\"> – the EU, Nato, Ukraine, or even local governments of starving countries who “are killing themselves on their own”.</span>\r\n\r\n<span style=\"font-weight: 400;\">There is evidence of Russia’s attempts to </span><a href=\"https://westobserver.com/news/europe/russia-tried-to-sell-grain-stolen-from-ukraine-to-egypt/\"><span style=\"font-weight: 400;\">sell grain stolen</span></a><span style=\"font-weight: 400;\"> from Ukraine. One may believe that it will help to mitigate the problem of food shortages because it doesn’t matter </span><i><span style=\"font-weight: 400;\">who</span></i><span style=\"font-weight: 400;\"> exports Ukrainian grain. But this position is very shortsighted. The disruptions in Ukraine’s agriculture today will exacerbate hunger in the future.</span>\r\n\r\n<span style=\"font-weight: 400;\">Stalin pursued famine-inducing policies for several years. Among them was the seizure of seed stock when the harvest was not sufficient to provide enough grain to the state. Despite the government’s attempts to mitigate the shortages through the provision of seed loans during the sowing season, the seizure of seed stock severely undermined peasants’ morale and future harvests. Although repressions peaked in 1932, the death toll only peaked the next year. In 1933, </span><a href=\"https://holodomor.ca/wp-content/uploads/2020/04/Levchuketal_TranslatedArticle.pdf\"><span style=\"font-weight: 400;\">3.5 million people in Soviet Ukraine perished from starvation</span></a><span style=\"font-weight: 400;\">. This corresponds to 12 deaths per 100 population. The mortality remained elevated throughout 1934. </span>\r\n\r\n<span style=\"font-weight: 400;\">Almost 11 million people died of the famine in the Soviet Union in the early 1930s. Ukraine was disproportionately affected by the famine: </span><a href=\"https://www.nber.org/digest-202110/disproportionate-death-ukrainians-soviet-great-famine\"><span style=\"font-weight: 400;\">empirical evidence</span></a><span style=\"font-weight: 400;\"> shows that Soviet policies leading to mass starvation were explicitly targeting Ukrainians both within and outside of Ukraine’s border.</span>\r\n\r\n<span style=\"font-weight: 400;\">The motivation for using food as a weapon is similar for both Stalin and Putin. Historians argue that the famine-inducing policies in the 1930s were caused by the fear that the national spirit of Ukrainians, the largest ethnic minority of the Soviet Union, posed a threat to the Soviet regime. In a similar way, the Ukrainian democratic movement since 2013 is seen as a threat to Putin’s regime. </span>\r\n\r\n<span style=\"font-weight: 400;\">However, Stalin’s intention was not to destroy Ukraine entirely but to make it more submissive. Putin’s goal is more “ambitious”. Moreover, the global economy today is much more interconnected than 90 years ago. Many countries are already experiencing the toll of war – in the form of food shortages, disruptions of food supplies and skyrocketing food prices. The situation will deteriorate until the Russian army is driven out of Ukraine. </span>\r\n\r\n<span style=\"font-weight: 400;\">In the pursuit of his imperial ideas, Putin is willing to starve hundreds of millions of people.
