"contents": "<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">When Australian mining house Mineral Resources Commodities (MRC) produced an August 2018 report on its current and future activities for investors, it devoted a full page to a forthcoming South African project.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The Xolobeni Mineral Sands Project, it explained, was “a world-class mineral sand deposit geographically located near Richards Bay”.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The report stated: “Mining right under application”, and added: “Future development and divestment options under consideration”.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">It also specified: “New South African government leadership is pro development of project.”</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">While those words may have been music to the ears of investors, they were interpreted by the Amadiba Crisis Committee (ACC) as confirmation of its worst suspicions.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The ACC is a group of community activists in Xolobeni which has been fighting the granting of mining rights in the area for a full decade. And though the replacement of tainted former Mining Minister Mosebenzi Zwane with Gwede Mantashe may have appeared to offer the potential for renewed engagement with government, the group now says it is clear that Mantashe is even more keen than his predecessor on pushing through the controversial Wild Coast mining development.</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">We have reliable information that Gwede [Mantashe] committed to grant the mining licence when he secretly visited Bizana in June,” the ACC claimed in a recent statement.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The group cited the MRC report to shareholders as evidence of the government’s determination to proceed with mining in the area.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">It was against this tense backdrop that matters exploded at a meeting held in Xolobeni on 22 September. Billed in advance by the Department of Mineral Resources as a chance for Mantashe “to engage with communities in the area on community conflicts which occurred as a result of a prospecting right application”, the event was dismissed by the ACC as a “propaganda meeting for mining”.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The group claims that the speakers’ list for the meeting was stacked with pro-mining figures and did not accurately represent the views of the community. When ACC members began to protest during the meeting, they were forcibly removed by riot police in a way that Amnesty International subsequently condemned for its heavy-handedness.</span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">Yet, interviewed by </span><span style=\"color: #000000;\"><i>702</i></span><span style=\"color: #000000;\"> this week, Mantashe expressed no regret about this turn of events.</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">I went to Xolobeni because I wanted to have a sense, feel what is happening there. What is the big deal?” Mantashe said. </span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">People in that community were silenced by a group of young people working with those lawyers who were terrorising people into silence.”</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Mantashe claimed that the engagement revealed that the community was overwhelmingly in favour of the granting of mining rights in Xolobeni.</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Nine villages who were represented spoke for themselves,” he said. “Eight said we want this mine, we are starving, we are dependent on social grants, we must improve our lives.”</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The position of the ACC, meanwhile, is that “anyone who is suspected to be against or doubtful about mining in Xolobeni” is excluded from government engagements.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">When the ACC approached the courts in April 2018 to argue that the government could not issue a mining licence in Xolobeni without the community’s consent, they also presented a petition of over 4,000 signatures from those opposed to the mining plans.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Judgment in that matter has not yet been delivered, but Mantashe’s predecessor, Zwane, imposed a moratorium on the granting of licences in the area, which is due to expire in December.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In August, Mantashe gazetted a proposed two-year extension to the moratorium on the grounds of the “significant social disintegration and highly volatile nature of the current situation in the area”. Published in the <i>Government Gazette</i>, the notice called on stakeholders to give notice on the proposal within 21 days.</span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">Yet the ACC says there has been no visible movement on this proposal, and Mantashe made no mention of it in his </span><span style=\"color: #000000;\"><i>702</i></span><span style=\"color: #000000;\"> interview this week. Indeed, he seemed to suggest that the only factor currently delaying the granting of mineral rights was the finalisation of the April court case.</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">I’m not going to sleep at home waiting for them,” Mantashe said. “I’ll continue doing my work so that when the outcome of that case is pronounced, I must be ready to move, one direction or the other.”</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">That phrasing suggests that if the ACC loses its court bid, the government will press ahead with mining in the area – but the Department of Mineral Resources is adamant that this is not necessarily the case.</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">[Mantashe] was referring to continuing engagement,” department spokesperson Nathi Shabangu told </span></span><span style=\"font-family: Georgia, serif;\"><i>Daily Maverick</i> on Thursday.</span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">No mining right has been granted.”</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">But was MRC correct to write in its shareholder report that government is favourably inclined towards the project?</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">We are continuing with engagements with all stakeholders on this matter,” was all Shabangu would respond to that question.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Mantashe has made it clear, however, that he believes that the economic opportunities offered by the Xolobeni Mineral Sands project hold the potential to lift the area out of poverty.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The ACC has argued in response that MRC’s track record in South Africa does not inspire confidence. At the MRC’s holding in Vredendal, Tormin Mineral Sands, there have been reports of environmental breaches and a failure to fulfil agreed-upon obligations to the community.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The ACC also says that the government should be focusing on economic development in the area without recourse to mining.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Meanwhile, the stakes in the conflict have been steadily rising. The disruption of Mantashe’s September meeting with the Xolobeni community saw well-known lawyer Richard Spoor arrested. ACC chairman Bazooka Rhadebe was murdered two-and-a-half years ago in what the ACC claims was an assassination linked to his anti-mining activism, with no arrests yet made.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">On Thursday, activist group Abahlali released a statement saying that some Eastern Cape activists are currently in hiding due to threats received because they support “the struggle to keep the land in the hands of the people”.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Abahlali further claims that the death of Mpondoland chief Thulani Mjanyelwa in August, seemingly as a result of a mob attack, was also motivated by the mining conflict.</span></span></span>\r\n\r\n<span style=\"color: #1a1a1a;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">There is bitter division in the area between those, many linked to the ANC, who support the international mining companies, and those who want the land to be held and managed by the people,” the group stated.</span></span></span>\r\n\r\n<span style=\"color: #1a1a1a;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Inkosi Mjanyelwa was clearly against those who want to give the land to the mining companies. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
