"contents": "<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> visited Beaufort West ahead of the celebrations on Friday of Central Karoo District Municipality Mayor Gayton McKenzie’s 100 days in office. The district municipality covers Beaufort West, Laingsburg and Prince Albert, with its official seat in Beaufort West’s Donkin Street. </span>\r\n\r\n<span style=\"font-weight: 400;\">Beaufort West’s centre is small, with a number of shops, a few hotels and some churches. The townsfolk are friendly amid the influx of media and members of the Patriotic Alliance (PA) who are here for Friday’s celebration. (McKenzie is the president of the Patriotic Alliance.) </span>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/central-karoo-district-muni/\"><img loading=\"lazy\" class=\"alignnone size-full wp-image-1332854\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/07/Central-Karoo-District-Muni.jpg\" alt=\"\" width=\"720\" height=\"772\" /></a>\r\n\r\n<span style=\"font-weight: 400;\">But for the people who live on the outskirts, it’s a different story. The suburbs where the poorest of the poor reside look as if they have been trapped in a time capsule since the dawn of democratic South Africa in 1994. </span>\r\n\r\n<span style=\"font-weight: 400;\">One such suburb is Nieuveld Park. Here, there are deep trenches in the gravel roads that are littered with large rocks that can cause serious damage to vehicles.</span>\r\n\r\n<span style=\"font-weight: 400;\">Residents were loath to speak about the political situation but spoke freely about service delivery issues.</span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/beaufort-west-resident-james-louw-said-people-with-disabilities/\"><img loading=\"lazy\" class=\"size-full wp-image-1333187\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/07/sune-vincent-BW-james-louw.jpg\" alt=\"\" width=\"720\" height=\"454\" /></a> Beaufort West resident James Louw said people with disabilities, such as those who make use of wheelchairs, have difficulties in accessing streets because they are not tarred or have potholes. (Photo: Suné Payne / Daily Maverick)</p>\r\n\r\n<span style=\"font-weight: 400;\">After growing up in Beaufort West and moving to Cape Town, James Louw decided to move back three years ago. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Nothing has been done; time stood still here while we watched on TV how development took place in other parts of the country,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">Another problem, Louw said, is that the Beaufort West municipality places too much weight on developing the town and too little focus on the wellbeing of residents. For as long as this situation persists, the impoverished communities in Beaufort West will remain marginalised, he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">On a lighter note, Louw said: “Nieuveld Park is known as a place where rocks are born. Massive rocks can be seen lying around every house and in the area … massive rocks are born after every heavy winter downpour. When we wake the next morning, we find new rocks lying next to our fences.” </span>\r\n\r\n<span style=\"font-weight: 400;\">For Michael Jacobs (31), who struggles with severe back pain after an accident which forced him to walk with a crutch, the bumpy gravel roads pose great danger.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Just walking to the shop places a lot of strain on my back. I will be paralysed if I should lose my balance because of the largest stones piercing through the gravel,” said Jacobs. </span>\r\n\r\n<span style=\"font-weight: 400;\">Louw has been volunteering with an organisation that assists people living with disabilities. He said he was worried about physically disabled people such as Jacobs and how they have to navigate untarred roads and potholes to move around their community. In Mandlenkosi, where the town’s African population lived under apartheid, there was rubbish everywhere and the roads were untarred. The Gamka River flows through Mandlenkosi, but its water has turned green with algae in some places. </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> saw two horses drinking from the river, oblivious to the rubbish in and around it. </span>\r\n\r\n<span style=\"font-weight: 400;\">Central Karoo District Municipality Speaker Lizel Paulse (ANC), who lives in Beaufort West said: “The municipality refuse trucks were broken — at that stage we couldn’t meet the standards of effective service delivery.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Newly elected mayor Thersia Prince (PA) sat down with </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">.
