"contents": "<span style=\"font-weight: 400;\">Total said in a brief statement on Monday that its Brulpadda and Luiperd gas discoveries were not commercially viable to develop.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Following the decision of the partner CNRI to withdraw from Block 11B/12B, TotalEnergies also announces its withdrawal from this block, off the Southern coast of South Africa, in which its affiliate TotalEnergies EP South Africa holds a 45% interest,” the French oil heavyweight said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“TotalEnergies entered into Block 11B/12B in 2013 and made two gas discoveries, Brulpadda and Luiperd, which could however not be turned into a commercial development as it appeared to be too challenging to economically develop and monetise these gas discoveries for the South African market”</span>\r\n<h4><b>Exit</b></h4>\r\n<span style=\"font-weight: 400;\">The company went on to say that it “has also decided to exit from offshore exploration Block 5/6/7 where TotalEnergies EP South Africa currently holds a 40% interest”.</span>\r\n\r\n<span style=\"font-weight: 400;\">This represents a fresh blow to Mineral and Petroleum Resources Minister Gwede Mantashe’s efforts to develop South Africa’s hydrocarbon sector against the backdrop of the green energy transition and the global decarbonisation drive. </span>\r\n\r\n<span style=\"font-weight: 400;\">In the typical fashion of Big Oil, Total was opaque about the challenges to commercial development. </span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa’s oil and gas policy framework is still being fleshed out, so investors still lack clarity around many issues. </span>\r\n\r\n<b>Read more:</b> <a href=\"https://www.dailymaverick.co.za/article/2024-07-07-conservation-imperialism-brings-death-and-destruction-to-poor-communities-in-zambia-and-malawi/\"><span style=\"font-weight: 400;\">How a botched elephant translocation in Malawi unleashed a landscape of fear and loathing</span></a>\r\n\r\n<span style=\"font-weight: 400;\">“What we don’t know and because Total is still interested in West Coast exploration, they will probably be too discreet to tell us, is whether this was because of technical difficulties or difficulties in obtaining an off-take agreements,” James Lorimer, a DA MP and the party's spokesman on Mineral and Petroleum Resources. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The problem seems to be that that discovery is not large enough to build a plant to liquify the gas for export. The way you would have to sell it then is domestically. Those would have to guarantee Total that they had a customer and if not the thing is not viable.”</span>\r\n\r\n<span style=\"font-weight: 400;\">According to Bloomberg, Total has spent $400-million drilling in South Africa's challenging marine conditions. The Brulpadda field, discovered in 2019, is estimated to have at least 1 billion barrels of light liquid hydrocarbons.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Department of Mineral Resources and Energy noted: \"TotalEnergies </span><span style=\"font-weight: 400;\">announcement to exit from offshore blocks 11b/ 12b and 5/6/7. We are confident that </span><span style=\"font-weight: 400;\">a suitable investor will come on board and be able to monetise the gas discoveries.</span>\r\n\r\n<span style=\"font-weight: 400;\">\"Additionally, we are pleased that TotalEnergies is not entirely leaving oil and gas </span><span style=\"font-weight: 400;\">opportunities in South Africa as they still hold exploration rights over Blocks Deep </span><span style=\"font-weight: 400;\">Water Orange Basin and Orange Basin Deep, Outeniqua South, and recent entry in </span><span style=\"font-weight: 400;\">Block 3B/4B east of Deep Water Orange Basin.\"</span>\r\n\r\n<span style=\"font-weight: 400;\">Shell said earlier this year that it was divesting from its downstream operations in South Africa – meaning its retail petrol stations – but remains </span><a href=\"https://www.dailymaverick.co.za/article/2024-05-06-shell-confirms-intention-to-divest-from-south-african-downstream-operations/\"><span style=\"font-weight: 400;\">committed to exploration</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Offshore oil and gas is a hot button topic in South Africa, with environmental groups opposed to such exploration, especially if it involves seismic surveys. The impact of such surveys on marine life is uncertain with the science all over the place, but they </span><a href=\"https://www.dailymaverick.co.za/article/2024-05-20-scientific-jury-still-out-on-effects-of-seismic-surveys/\"><span style=\"font-weight: 400;\">make some greens see red</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">And with global efforts to cut the use of fossil fuels linked to climate change accelerating, oil and gas projects run the risk of becoming stranded assets in a few years time. </span>\r\n\r\n<span style=\"font-weight: 400;\">But South Africa’s economy remains dependent on hydrocarbon imports, it needs foreign investment, and gas shortages loom in a few years time. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
