"contents": "<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Richard Le Roux, Bosasa’s former Head of Special Operations, has detailed hundreds of thousands of rands in security installations at the homes of among others, senior ANC politicians, Nomvula Mokonyane and Gwede Mantashe as well as former South African Airways chairperson, Dudu Myeni.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Le Roux, a current employee of the rebranded Bosasa, was entrusted with running its VIP special projects operation for security systems at their homes for several years until 2017.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Testifying under subpoena, Le Roux revealed how up to R350,000 was coughed up by Bosasa – allegedly at the instruction of CEO, Gavin Watson, former COO, Angelo Agrizzi and other directors – at the homes of politicians and others. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In one instance, he was interrogated by “an investigator” over an alleged burglary at the Richards Bay home of Myeni that took place on the very day he visited along with Bosasa director, Trevor Mathenjwa, for an initial needs assessment.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In addition to Myeni, Mantashe and Mokonyane, Le Roux also named ANC MP Vincent Smith, former Correctional Services Commissioner, Linda Mti, and the current deputy minister of justice and constitutional development, Thabang Makwetla among the beneficiaries. </span></span></p>\r\n<p align=\"LEFT\"><a name=\"_GoBack\"></a><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Their homes, he said, were kitted out with, among other things, electric fencing, perimeter lighting and CCTV camera systems that allowed for off-site monitoring courtesy of Bosasa through the use of cryptic code names like “Bramley” or Blouberg. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">All orders for material bought by Bosasa, Le Roux said, were strictly cash.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Le Roux, whose official title is regional technical coordinator, actually had a day job, but was given the task of personally overseeing the clandestine system of looking after the personal home security needs of a select group.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Though done by staff employed by what was then called Sondolo IT, a Bosasa subsidiary, Le Roux said he and the team of technicians had “strict” instructions to use unmarked cars and never to wear their work uniform when out on site for these projects.</span></span></p>\r\n<p align=\"LEFT\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">We were not allowed to wear uniform, only civilian clothes so that nothing could be traced back to the company,” he said.</span></span></p>\r\n\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-107744\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/merten-nomvula-mokonyane-e1539296571220.jpg\" alt=\"\" width=\"2042\" height=\"1146\" /> Then Communications Minister Nomvula Mokonyane briefs the media on the outcomes of a Cabinet Meeting, dated 19 September 2018. (Photos: GCIS)</p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">He told the Commission that they did extensive installations at the home of Mokonyane and maintenance for several years at a Noordheuwel, Krugersdorp property.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Dubbed “Project Blouberg”, this property belonged to Mokonyane, he said.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">He realised this well after he was first called out to meet Watson and Agrizzi for instructions at the property in 2013. Maintenance carried on until around 2017, Le Roux testified.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Until then, he had never been to the house before and was not aware back then what position Mokonyane held in government.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Le Roux said, “Watson instructed me to look at the electric fence, the CCTV system, the generator and distribution board and pool pump and tend to a once-off garden clean up.” </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">He told the Commission that Watson allegedly told him to make sure Mokonyane got everything she needed.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Once the initial work was done, Le Roux said he and his team returned to the property several times over a number of years for routine maintenance. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">At times, he said, Watson would call him to say Mokonyane had complained about something that needed to be tended to as soon as possible or her PA, someone called Sandy, would send him requests via WhatsApp.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Le Roux says he knows the house well, knows how to get there and has already taken investigators to all the various properties they had worked on. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Costs incurred in the course of the work at Mokonyane’s house were always paid for by Bosasa in cash. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">He testified to a similar project undertaken at three properties belonging to former ANC Secretary General, Gwede Mantashe. These, at the instruction of Bosasa director, Papa Leshabane, were done at Mantashe’s homes in Boksburg and two properties in the Eastern Cape, including a farm in Elliot.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The approximate cost of the projects on Mantashe’s properties was around R300,000, Le Roux said. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Justice Zondo asked how he arrived at the value of the work and Le Roux said it was based on his recollection of invoices that he had given to Agrizzi at the time. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">At the Richards Bay home of Dudu Myeni Le Roux got slightly more than he bargained for when he suddenly found himself being interrogated by “an investigator” because there had been an alleged burglary on the very night he accompanied Bosasa director, Trevor Mathenjwa, there for an initial site inspection and needs assessment.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">He said they flew to Durban and drove to the Richards Bay property – he described the gates and a koi fish pond – to check out the site first.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Due to the alleged burglary, the job had to be done immediately so once he arrived in Johannesburg the following day, he and his team had to return the same day to get started.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The work at Myeni’s house took around three or four weeks and Le Roux put the costs in excess of R200,000.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">On one occasion, during the main installation, Le Roux said that he provided Myeni with feedback during the installation period, in her kitchen.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In addition to these security systems, Le Roux said he was also tasked by Bosasa’s Gavin Watson to manage security camera footage at the company’s premises. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">He was responsible for the maintenance of those systems but had to make sure all that all footage relating to the VIP visits to the company were immediately deleted once the high-profile visitors were gone. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">He said he didn’t normally have the time to study the footage before deleting it. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Once though, he testified, he saw footage of a visit by former President Jacob Zuma, police minister Bheki Cele and Dudu Myeni.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">This was a visit to the Bosasa office park. “I had to wait until the visit was over and then had to delete the footage immediately.” </span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u><b>DM</b></u></span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><b>SIDEBAR: Vincent Smith says he received <span style=\"color: #000000;\"><i>‘</i></span>illegible’ invoices from Zondo inquiry</b></span></span></p>\r\n\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-89803\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Gregland-VincentSmith-e1530138845731.jpg\" alt=\"\" width=\"3597\" height=\"1789\" /> Archive Photo: ANC MP Vincent Smith, (Greg Nicolson)</p>\r\n<p align=\"LEFT\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">ANC MP Vincent Smith says that the Zondo Commission of Inquiry has given “illegible” invoices and documents to his lawyers who have asked for these following allegations that he was gifted an expensive security system by Bosasa, now trading as African Global Operations. </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Smith told <i>Daily Maverick </i>that he had engaged a legal team to assess the testimony about him before the inquiry. He said that he could not read the invoices sent to him. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",

Maintenance carried on until around 2017, Le Roux testified.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Until then, he had never been to the house before and was not aware back then what position Mokonyane held in government.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Le Roux said, “Watson instructed me to look at the electric fence, the CCTV system, the generator and distribution board and pool pump and tend to a once-off garden clean up.” </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">He told the Commission that Watson allegedly told him to make sure Mokonyane got everything she needed.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Once the initial work was done, Le Roux said he and his team returned to the property several times over a number of years for routine maintenance. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">At times, he said, Watson would call him to say Mokonyane had complained about something that needed to be tended to as soon as possible or her PA, someone called Sandy, would send him requests via WhatsApp.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Le Roux says he knows the house well, knows how to get there and has already taken investigators to all the various properties they had worked on. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Costs incurred in the course of the work at Mokonyane’s house were always paid for by Bosasa in cash. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">He testified to a similar project undertaken at three properties belonging to former ANC Secretary General, Gwede Mantashe. These, at the instruction of Bosasa director, Papa Leshabane, were done at Mantashe’s homes in Boksburg and two properties in the Eastern Cape, including a farm in Elliot.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The approximate cost of the projects on Mantashe’s properties was around R300,000, Le Roux said. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Justice Zondo asked how he arrived at the value of the work and Le Roux said it was based on his recollection of invoices that he had given to Agrizzi at the time. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">At the Richards Bay home of Dudu Myeni Le Roux got slightly more than he bargained for when he suddenly found himself being interrogated by “an investigator” because there had been an alleged burglary on the very night he accompanied Bosasa director, Trevor Mathenjwa, there for an initial site inspection and needs assessment.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">He said they flew to Durban and drove to the Richards Bay property – he described the gates and a koi fish pond – to check out the site first.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Due to the alleged burglary, the job had to be done immediately so once he arrived in Johannesburg the following day, he and his team had to return the same day to get started.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The work at Myeni’s house took around three or four weeks and Le Roux put the costs in excess of R200,000.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">On one occasion, during the main installation, Le Roux said that he provided Myeni with feedback during the installation period, in her kitchen.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In addition to these security systems, Le Roux said he was also tasked by Bosasa’s Gavin Watson to manage security camera footage at the company’s premises. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">He was responsible for the maintenance of those systems but had to make sure all that all footage relating to the VIP visits to the company were immediately deleted once the high-profile visitors were gone. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">He said he didn’t normally have the time to study the footage before deleting it. </span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Once though, he testified, he saw footage of a visit by former President Jacob Zuma, police minister Bheki Cele and Dudu Myeni.</span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">This was a visit to the Bosasa office park. “I had to wait until the visit was over and then had to delete the footage immediately.” </span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u><b>DM</b></u></span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><b>SIDEBAR: Vincent Smith says he received <span style=\"color: #000000;\"><i>‘</i></span>illegible’ invoices from Zondo inquiry</b></span></span></p>\r\n\r\n\r\n[caption id=\"attachment_89803\" align=\"alignnone\" width=\"3597\"]<img class=\"size-full wp-image-89803\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/Gregland-VincentSmith-e1530138845731.jpg\" alt=\"\" width=\"3597\" height=\"1789\" /> Archive Photo: ANC MP Vincent Smith, (Greg Nicolson)[/caption]\r\n<p align=\"LEFT\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">ANC MP Vincent Smith says that the Zondo Commission of Inquiry has given “illegible” invoices and documents to his lawyers who have asked for these following allegations that he was gifted an expensive security system by Bosasa, now trading as African Global Operations. </span></span></span></p>\r\n<p align=\"LEFT\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Smith told <i>Daily Maverick </i>that he had engaged a legal team to assess the testimony about him before the inquiry.
