"contents": "<ul>\r\n \t<li><span style=\"font-weight: 400;\">This is the third time the UK authorities have sought to silence the independent media outlet. It follows two cases of blacklisting, one of which resulted in an apology from the Ministry of Defence. </span></li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">The British embassy in La Paz, the capital of Bolivia, released a </span><a href=\"https://twitter.com/UKinBolivia/status/1369775818075934725\"><span style=\"font-weight: 400;\">statement</span></a><span style=\"font-weight: 400;\"> on Wednesday claiming investigative journalism outlet </span><i><span style=\"font-weight: 400;\">Declassified UK</span></i><span style=\"font-weight: 400;\"> was engaged in a “campaign of disinformation”. </span>\r\n\r\n<span style=\"font-weight: 400;\">The accusation came two days after </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> published an </span><a href=\"https://www.dailymaverick.co.za/article/2021-03-08-revealed-the-uk-supported-the-coup-in-bolivia-to-gain-access-to-its-white-gold/\"><span style=\"font-weight: 400;\">exclusive article</span></a><span style=\"font-weight: 400;\"> about UK support for the Bolivian regime that took power in a coup in November 2019 and forced democratically elected President Evo Morales to flee to Mexico.</span>\r\n\r\n<span style=\"font-weight: 400;\">Disinformation is </span><a href=\"https://publications.parliament.uk/pa/cm201719/cmselect/cmcumeds/1630/1630.pdf\"><span style=\"font-weight: 400;\">defined</span></a><span style=\"font-weight: 400;\"> by the British government as “</span><span style=\"font-weight: 400;\">the deliberate creation and sharing of false and/or manipulated information that is intended to deceive and mislead audiences, either for the purposes of causing harm, or for political, personal or financial gain</span><span style=\"font-weight: 400;\">”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite the seriousness of the claim, the embassy’s statement offered no evidence that </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> had used false or manipulated information. </span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-863018\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/DISINFO-2-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1707\" /> Foreign Secretary Dominic Raab leaves 10 Downing Street on April 9, 2020 in London, UK. (Photo: Peter Summers/Getty Images)</p>\r\n\r\n<span style=\"font-weight: 400;\">In fact, the article was based entirely on open-source information and documents released to </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> by the Foreign Office itself, under the UK’s freedom of information laws. </span>\r\n\r\n<span style=\"font-weight: 400;\">The use of the term “disinformation” is alarming for UK journalists, as it can lead to action being </span><a href=\"https://www.gov.uk/government/publications/the-orchestration-of-military-strategic-effects-guide\"><span style=\"font-weight: 400;\">taken</span></a><span style=\"font-weight: 400;\"> against them by the military and intelligence agencies.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> has urgently asked the British Embassy to retract its statement and issue an apology.</span>\r\n\r\n<span style=\"font-weight: 400;\">The UK ambassador to Bolivia, Jeff Glekin, who </span><a href=\"https://twitter.com/jeffglekin/status/1194618925411192833?s=20\"><span style=\"font-weight: 400;\">publicly backed</span></a><span style=\"font-weight: 400;\"> the 2019 coup, was summoned for a meeting by Bolivia’s minister for foreign affairs, Rogelio Mayta, on Wednesday following the publication of </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">’s investigation.</span>\r\n\r\n<span style=\"font-weight: 400;\">After their meeting Mayta </span><a href=\"https://www.la-razon.com/nacional/2021/03/10/cancilleria-pide-a-la-embajada-del-reino-unido-un-informe-sobre-supuesta-injerencia-de-ese-gobierno-en-la-crisis-de-2019/\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\"> that the British ambassador had “corroborated some of the sources”, adding: “We are following the thread of some other elements that this journalistic note has left us.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Glekin, meanwhile, told reporters: “We have not had any involvement in any situation against democracy in Bolivia. We deny all these accusations of the article that we have seen.”</span>\r\n<p style=\"margin: 12px auto 6px auto; font-family: Helvetica,Arial,Sans-serif; font-style: normal; font-variant: normal; font-weight: normal; font-size: 14px; line-height: normal; font-size-adjust: none; font-stretch: normal; -x-system-font: none; display: block;\"><a style=\"text-decoration: underline;\" title=\"View Bolivia Documents on Scribd\" href=\"https://www.scribd.com/document/498459505/Bolivia-Documents#from_embed\">Bolivia Documents</a></p>\r\n<iframe id=\"doc_55541\" class=\"scribd_iframe_embed\" title=\"Bolivia Documents\" src=\"https://www.scribd.com/embeds/498459505/content?start_page=1&view_mode=scroll&access_key=key-2BZmB1PZzDAJ8aA5U57R\" width=\"100%\" height=\"600\" frameborder=\"0\" scrolling=\"no\" data-auto-height=\"false\" data-aspect-ratio=\"0.7068965517241379\"></iframe>\r\n\r\n<em><span style=\"font-weight: 400;\">Documents released to </span><span style=\"font-weight: 400;\">Declassified</span><span style=\"font-weight: 400;\"> by the Foreign Office under the UK’s freedom of information laws, covering some of its programmes in Bolivia from 2015-20, and upon which it based its article.</span></em>\r\n\r\n<strong>Media Freedom</strong>\r\n\r\n<span style=\"font-weight: 400;\">The challenge to </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> comes as the UK government is promoting a global “</span><a href=\"https://www.gov.uk/government/publications/global-pledge-on-media-freedom\"><span style=\"font-weight: 400;\">media freedom</span></a><span style=\"font-weight: 400;\">” campaign which states that “a</span><span style=\"font-weight: 400;\">ttacks on media freedom are attacks on human rights”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, the government has been </span><a href=\"https://www.opendemocracy.net/en/boris-johnson-and-his-government-are-attacking-press-freedom-we-must-not-let-them-win/\"><span style=\"font-weight: 400;\">criticised</span></a><span style=\"font-weight: 400;\"> in the UK for arresting and verbally attacking independent journalists. </span>\r\n\r\n<span style=\"font-weight: 400;\">Both the Ministry of Defence (MOD) and the UK’s largest intelligence agency, GCHQ, have previously blacklisted </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">. The MOD subsequently </span><a href=\"https://www.leighday.co.uk/latest-updates/news/2020-news/declassified-uk-receives-apology-from-ministry-of-defence-after-blacklisting-incident/\"><span style=\"font-weight: 400;\">issued</span></a><span style=\"font-weight: 400;\"> an unprecedented public apology to the media organisation for failing to uphold civil service guidelines on dealing with journalists. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">’s article on Bolivia contained evidence that the UK not only welcomed the coup regime but also saw it as an opportunity to open up Bolivia’s lithium deposits to UK firms.</span>\r\n\r\n<span style=\"font-weight: 400;\">Bolivia has the world’s</span><a href=\"https://www.bloomberg.com/news/features/2018-12-03/bolivia-s-almost-impossible-lithium-dream\"> <span style=\"font-weight: 400;\">second-largest</span></a><span style=\"font-weight: 400;\"> reserves of lithium, a metal that is used to make batteries and which has become increasingly important due to the burgeoning electric car industry.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-863020\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/DISINFO-3-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1707\" /> A relative mourns one of the four farmers killed in a clash with the police in Sacaba during a vigil held in the streets on November 15, 2019 in Cochabamba, Bolivia. (Photo: David Flores/APG/Getty Images)</p>\r\n\r\n<span style=\"font-weight: 400;\">In response to our article, the British Embassy issued a communiqu</span><span style=\"font-weight: 400;\">é</span><span style=\"font-weight: 400;\"> in Spanish stating: “We condemn this lamentable campaign of disinformation.”</span>\r\n\r\n<span style=\"font-weight: 400;\">It offered no justification for this claim, stating that information about the embassy projects referred to in the article “has always been in the public domain”. </span>\r\n\r\n<span style=\"font-weight: 400;\">The embassy further stated: “The vast majority of the projects mentioned in [</span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">’s article] began during the previous MAS government, and were developed in coordination with the highest authorities.” </span>\r\n\r\n<span style=\"font-weight: 400;\">This was never in dispute and is documented in the </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> article, which has a section outlining the long-standing links between Evo Morales’s MAS government and the UK Embassy on the issue of lithium. </span>\r\n\r\n<b>Supporting the regime</b>\r\n\r\n<span style=\"font-weight: 400;\">The documents we published show that the UK Embassy in La Paz cosied up to the military-backed regime after it had given security forces immunity for taking action to defend “public order”. The regime went on to kill 18 protesters in November 2019. </span>\r\n\r\n<span style=\"font-weight: 400;\">In March 2020, four months after Morales was overthrown, the new regime organised a series of new initiatives “with the UK as a strategic partner”, the documents note.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the same month, British diplomats partnered with the coup regime’s Ministry of Mining to organise an “international seminar” for more than 300 officials from the global extractives sector.</span>\r\n\r\n<span style=\"font-weight: 400;\">A UK firm founded by a British Army veteran was “now in line to offer its services” to mining companies, the Foreign Office noted after the event.</span>\r\n\r\n<span style=\"font-weight: 400;\">Prior to publishing our original article, </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> followed up with a number of queries to the government department, which went unanswered. </span>\r\n\r\n<span style=\"font-weight: 400;\">Britain’s Foreign Office is known to have publicly supported the coup in Bolivia, releasing a statement soon after saying: “The United Kingdom congratulates Jeanine Áñez on taking on her new responsibilities as interim President of Bolivia.” </span>\r\n\r\n<span style=\"font-weight: 400;\">It added: “We welcome Ms Áñez’ appointment and her declared intention to hold elections soon.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Foreign secretary Dominic Raab</span><a href=\"https://twitter.com/dominicraab/status/1193844958274498561?lang=en\"> <span style=\"font-weight: 400;\">stated</span></a><span style=\"font-weight: 400;\">: “We hope that the current crisis in Bolivia can now be resolved swiftly, peacefully and in a democratic way. The Bolivian people deserve to have the opportunity to vote in free and fair elections.”</span>\r\n\r\n<span style=\"font-weight: 400;\">But Raab and the Foreign Office made no further comments as the new regime’s forces carried out two massacres the following week.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-863021\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/DISINFO-4.jpg\" alt=\"\" width=\"426\" height=\"466\" /> Bolivia’s ‘interim president’ Jeanine Áñez (above) in conversation with UK ambassador Jeff Glekin on July 21 2020. (Photo: Jeanine Áñez/Facebook)</p>\r\n\r\n<span style=\"font-weight: 400;\">The UK ambassador at the time, Glekin, who remains in post, </span><a href=\"https://twitter.com/jeffglekin/status/1200054411843821573?s=20\"><span style=\"font-weight: 400;\">wrote</span></a><span style=\"font-weight: 400;\"> on his Twitter account two weeks after the coup: “Hello #pititatwittera I’m the British ambassador in #Bolivia. Follow me please”. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Pititas</span></i><span style=\"font-weight: 400;\"> is what protesters opposed to Evo Morales </span><a href=\"https://elpais.com/internacional/2020-10-13/los-pititas-el-movimiento-contra-evo-morales-que-llega-a-las-elecciones-de-bolivia-partido-en-dos.html\"><span style=\"font-weight: 400;\">called</span></a><span style=\"font-weight: 400;\"> themselves before the coup of November 2019. </span><i><span style=\"font-weight: 400;\">Pita</span></i><span style=\"font-weight: 400;\"> means “string” or “washing line” and the protesters’ signature tactic was to block roads with washing lines during their protests.</span>\r\n\r\n<span style=\"font-weight: 400;\">Glekin’s tweet about </span><i><span style=\"font-weight: 400;\">pititas </span></i><span style=\"font-weight: 400;\">was sent on 28 November, exactly a week after regime forces killed</span><a href=\"https://www.oas.org/en/iachr/media_center/PReleases/2019/321.asp\"> <span style=\"font-weight: 400;\">10 protesters</span></a><span style=\"font-weight: 400;\"> in the neighbourhood of Senkata just outside La Paz.</span>\r\n\r\n<span style=\"font-weight: 400;\">Glekin later told </span><a href=\"https://eju.tv/2020/03/jeff-glekin-el-gobierno-anterior-no-estaba-a-favor-de-la-inversion-extranjera/\"><span style=\"font-weight: 400;\">local media</span></a><span style=\"font-weight: 400;\">: “The previous government was not very in favour of foreign investment. So, with the changes that we are going to see, it will be easier to enter the market and do business.” </span>\r\n\r\n<span style=\"font-weight: 400;\">He added: “The demand for lithium is growing and Bolivia must take advantage of that opportunity.”</span>\r\n\r\n<b>Action by the military?</b>\r\n\r\n<span style=\"font-weight: 400;\">The attack on </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">’s journalism comes days after Boris Johnson launched an action plan to protect UK journalists from intimidation.</span>\r\n\r\n<span style=\"font-weight: 400;\">This week the prime minister </span><a href=\"https://www.pressgazette.co.uk/journalist-safety-action-plan-uk/\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\">: “Freedom of speech and a free press are at the very core of our democracy, and journalists must be able to go about their work without being threatened.</span>\r\n\r\n<span style=\"font-weight: 400;\">“This action plan is just the start of our work to protect those keeping the public informed, and defend those holding the government to account.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Yet there are potentially more sinister implications of the embassy’s accusation against </span><i><span style=\"font-weight: 400;\">Declassified. </span></i><span style=\"font-weight: 400;\">It is known that the UK authorities can allow action to be taken by its military and intelligence agencies against those deemed as promoting disinformation. </span>\r\n\r\n<span style=\"font-weight: 400;\">In January the Ministry of Defence published a </span><a href=\"https://www.gov.uk/government/publications/the-orchestration-of-military-strategic-effects-guide\"><span style=\"font-weight: 400;\">strategy document</span></a><span style=\"font-weight: 400;\"> called “The Orchestration of Military Strategic Effects”. It states that Britain’s armed forces have a role to play in “countering disinformation…as part of a proactive, preventative approach” to prevent “instability”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The document praises the Bellingcat website for exposing the role of Russian intelligence in the 2018 Salisbury poisonings in the UK. </span>\r\n\r\n<span style=\"font-weight: 400;\">It says the website “wrested the initiative from the Russian authorities, highlighting both the ineptitude of the operation and the Russian state’s efforts to mask their clandestine activities”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The UK military said this was “an example of information advantage”.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, similar investigations by </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> into the UK government’s own covert actions have been treated differently. Last July a British army officer </span><a href=\"https://www.gov.uk/government/publications/review-of-the-defence-communications-directorates-response-to-declassified-uk/review-of-the-defence-communications-directorates-response-to-declassified-uk\"><span style=\"font-weight: 400;\">designated</span></a> <i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> as a “hostile website”, according to an independent review. </span>\r\n\r\n<span style=\"font-weight: 400;\">Defence secretary Ben Wallace later apologised for the incident, but refused to say which unit the army officer came from, </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2020-12-14/129124\"><span style=\"font-weight: 400;\">claiming</span></a><span style=\"font-weight: 400;\"> the soldier had done nothing wrong.</span>\r\n\r\n<span style=\"font-weight: 400;\">Some British army units, such as the secretive 77th Brigade, are dedicated to conducting “information warfare” against targets and are </span><a href=\"https://www.dailymaverick.co.za/article/2020-09-30-uk-information-operations-in-the-time-of-coronavirus/\"><span style=\"font-weight: 400;\">involved</span></a><span style=\"font-weight: 400;\"> in “counter disinformation” operations in the UK – a fact the UK government has conceded.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-863024\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/DISINFO-5.jpg\" alt=\"\" width=\"800\" height=\"608\" /> General Sir Nick Carter, UK chief of the defence staff, speaks at a government press briefing during the coronavirus crisis, 22 April 2020. "description": "<ul>\r\n \t<li><span style=\"font-weight: 400;\">This is the third time the UK authorities have sought to silence the independent media outlet. It follows two cases of blacklisting, one of which resulted in an apology from the Ministry of Defence. </span></li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">The British embassy in La Paz, the capital of Bolivia, released a </span><a href=\"https://twitter.com/UKinBolivia/status/1369775818075934725\"><span style=\"font-weight: 400;\">statement</span></a><span style=\"font-weight: 400;\"> on Wednesday claiming investigative journalism outlet </span><i><span style=\"font-weight: 400;\">Declassified UK</span></i><span style=\"font-weight: 400;\"> was engaged in a “campaign of disinformation”. </span>\r\n\r\n<span style=\"font-weight: 400;\">The accusation came two days after </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> published an </span><a href=\"https://www.dailymaverick.co.za/article/2021-03-08-revealed-the-uk-supported-the-coup-in-bolivia-to-gain-access-to-its-white-gold/\"><span style=\"font-weight: 400;\">exclusive article</span></a><span style=\"font-weight: 400;\"> about UK support for the Bolivian regime that took power in a coup in November 2019 and forced democratically elected President Evo Morales to flee to Mexico.</span>\r\n\r\n<span style=\"font-weight: 400;\">Disinformation is </span><a href=\"https://publications.parliament.uk/pa/cm201719/cmselect/cmcumeds/1630/1630.pdf\"><span style=\"font-weight: 400;\">defined</span></a><span style=\"font-weight: 400;\"> by the British government as “</span><span style=\"font-weight: 400;\">the deliberate creation and sharing of false and/or manipulated information that is intended to deceive and mislead audiences, either for the purposes of causing harm, or for political, personal or financial gain</span><span style=\"font-weight: 400;\">”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite the seriousness of the claim, the embassy’s statement offered no evidence that </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> had used false or manipulated information. </span>\r\n\r\n[caption id=\"attachment_863018\" align=\"alignnone\" width=\"2560\"]<img class=\"size-full wp-image-863018\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/DISINFO-2-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1707\" /> Foreign Secretary Dominic Raab leaves 10 Downing Street on April 9, 2020 in London, UK. (Photo: Peter Summers/Getty Images)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">In fact, the article was based entirely on open-source information and documents released to </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> by the Foreign Office itself, under the UK’s freedom of information laws. </span>\r\n\r\n<span style=\"font-weight: 400;\">The use of the term “disinformation” is alarming for UK journalists, as it can lead to action being </span><a href=\"https://www.gov.uk/government/publications/the-orchestration-of-military-strategic-effects-guide\"><span style=\"font-weight: 400;\">taken</span></a><span style=\"font-weight: 400;\"> against them by the military and intelligence agencies.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> has urgently asked the British Embassy to retract its statement and issue an apology.</span>\r\n\r\n<span style=\"font-weight: 400;\">The UK ambassador to Bolivia, Jeff Glekin, who </span><a href=\"https://twitter.com/jeffglekin/status/1194618925411192833?s=20\"><span style=\"font-weight: 400;\">publicly backed</span></a><span style=\"font-weight: 400;\"> the 2019 coup, was summoned for a meeting by Bolivia’s minister for foreign affairs, Rogelio Mayta, on Wednesday following the publication of </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">’s investigation.</span>\r\n\r\n<span style=\"font-weight: 400;\">After their meeting Mayta </span><a href=\"https://www.la-razon.com/nacional/2021/03/10/cancilleria-pide-a-la-embajada-del-reino-unido-un-informe-sobre-supuesta-injerencia-de-ese-gobierno-en-la-crisis-de-2019/\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\"> that the British ambassador had “corroborated some of the sources”, adding: “We are following the thread of some other elements that this journalistic note has left us.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Glekin, meanwhile, told reporters: “We have not had any involvement in any situation against democracy in Bolivia. We deny all these accusations of the article that we have seen.”</span>\r\n<p style=\"margin: 12px auto 6px auto; font-family: Helvetica,Arial,Sans-serif; font-style: normal; font-variant: normal; font-weight: normal; font-size: 14px; line-height: normal; font-size-adjust: none; font-stretch: normal; -x-system-font: none; display: block;\"><a style=\"text-decoration: underline;\" title=\"View Bolivia Documents on Scribd\" href=\"https://www.scribd.com/document/498459505/Bolivia-Documents#from_embed\">Bolivia Documents</a></p>\r\n<iframe id=\"doc_55541\" class=\"scribd_iframe_embed\" title=\"Bolivia Documents\" src=\"https://www.scribd.com/embeds/498459505/content?start_page=1&view_mode=scroll&access_key=key-2BZmB1PZzDAJ8aA5U57R\" width=\"100%\" height=\"600\" frameborder=\"0\" scrolling=\"no\" data-auto-height=\"false\" data-aspect-ratio=\"0.7068965517241379\"></iframe>\r\n\r\n<em><span style=\"font-weight: 400;\">Documents released to </span><span style=\"font-weight: 400;\">Declassified</span><span style=\"font-weight: 400;\"> by the Foreign Office under the UK’s freedom of information laws, covering some of its programmes in Bolivia from 2015-20, and upon which it based its article.</span></em>\r\n\r\n<strong>Media Freedom</strong>\r\n\r\n<span style=\"font-weight: 400;\">The challenge to </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> comes as the UK government is promoting a global “</span><a href=\"https://www.gov.uk/government/publications/global-pledge-on-media-freedom\"><span style=\"font-weight: 400;\">media freedom</span></a><span style=\"font-weight: 400;\">” campaign which states that “a</span><span style=\"font-weight: 400;\">ttacks on media freedom are attacks on human rights”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, the government has been </span><a href=\"https://www.opendemocracy.net/en/boris-johnson-and-his-government-are-attacking-press-freedom-we-must-not-let-them-win/\"><span style=\"font-weight: 400;\">criticised</span></a><span style=\"font-weight: 400;\"> in the UK for arresting and verbally attacking independent journalists. </span>\r\n\r\n<span style=\"font-weight: 400;\">Both the Ministry of Defence (MOD) and the UK’s largest intelligence agency, GCHQ, have previously blacklisted </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">. The MOD subsequently </span><a href=\"https://www.leighday.co.uk/latest-updates/news/2020-news/declassified-uk-receives-apology-from-ministry-of-defence-after-blacklisting-incident/\"><span style=\"font-weight: 400;\">issued</span></a><span style=\"font-weight: 400;\"> an unprecedented public apology to the media organisation for failing to uphold civil service guidelines on dealing with journalists. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">’s article on Bolivia contained evidence that the UK not only welcomed the coup regime but also saw it as an opportunity to open up Bolivia’s lithium deposits to UK firms.</span>\r\n\r\n<span style=\"font-weight: 400;\">Bolivia has the world’s</span><a href=\"https://www.bloomberg.com/news/features/2018-12-03/bolivia-s-almost-impossible-lithium-dream\"> <span style=\"font-weight: 400;\">second-largest</span></a><span style=\"font-weight: 400;\"> reserves of lithium, a metal that is used to make batteries and which has become increasingly important due to the burgeoning electric car industry.</span>\r\n\r\n[caption id=\"attachment_863020\" align=\"alignnone\" width=\"2560\"]<img class=\"size-full wp-image-863020\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/DISINFO-3-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1707\" /> A relative mourns one of the four farmers killed in a clash with the police in Sacaba during a vigil held in the streets on November 15, 2019 in Cochabamba, Bolivia. (Photo: David Flores/APG/Getty Images)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">In response to our article, the British Embassy issued a communiqu</span><span style=\"font-weight: 400;\">é</span><span style=\"font-weight: 400;\"> in Spanish stating: “We condemn this lamentable campaign of disinformation.”</span>\r\n\r\n<span style=\"font-weight: 400;\">It offered no justification for this claim, stating that information about the embassy projects referred to in the article “has always been in the public domain”. </span>\r\n\r\n<span style=\"font-weight: 400;\">The embassy further stated: “The vast majority of the projects mentioned in [</span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">’s article] began during the previous MAS government, and were developed in coordination with the highest authorities.” </span>\r\n\r\n<span style=\"font-weight: 400;\">This was never in dispute and is documented in the </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> article, which has a section outlining the long-standing links between Evo Morales’s MAS government and the UK Embassy on the issue of lithium. </span>\r\n\r\n<b>Supporting the regime</b>\r\n\r\n<span style=\"font-weight: 400;\">The documents we published show that the UK Embassy in La Paz cosied up to the military-backed regime after it had given security forces immunity for taking action to defend “public order”. The regime went on to kill 18 protesters in November 2019. </span>\r\n\r\n<span style=\"font-weight: 400;\">In March 2020, four months after Morales was overthrown, the new regime organised a series of new initiatives “with the UK as a strategic partner”, the documents note.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the same month, British diplomats partnered with the coup regime’s Ministry of Mining to organise an “international seminar” for more than 300 officials from the global extractives sector.</span>\r\n\r\n<span style=\"font-weight: 400;\">A UK firm founded by a British Army veteran was “now in line to offer its services” to mining companies, the Foreign Office noted after the event.</span>\r\n\r\n<span style=\"font-weight: 400;\">Prior to publishing our original article, </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> followed up with a number of queries to the government department, which went unanswered. </span>\r\n\r\n<span style=\"font-weight: 400;\">Britain’s Foreign Office is known to have publicly supported the coup in Bolivia, releasing a statement soon after saying: “The United Kingdom congratulates Jeanine Áñez on taking on her new responsibilities as interim President of Bolivia.” </span>\r\n\r\n<span style=\"font-weight: 400;\">It added: “We welcome Ms Áñez’ appointment and her declared intention to hold elections soon.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Foreign secretary Dominic Raab</span><a href=\"https://twitter.com/dominicraab/status/1193844958274498561?lang=en\"> <span style=\"font-weight: 400;\">stated</span></a><span style=\"font-weight: 400;\">: “We hope that the current crisis in Bolivia can now be resolved swiftly, peacefully and in a democratic way. The Bolivian people deserve to have the opportunity to vote in free and fair elections.”</span>\r\n\r\n<span style=\"font-weight: 400;\">But Raab and the Foreign Office made no further comments as the new regime’s forces carried out two massacres the following week.</span>\r\n\r\n[caption id=\"attachment_863021\" align=\"alignleft\" width=\"426\"]<img class=\"size-full wp-image-863021\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/DISINFO-4.jpg\" alt=\"\" width=\"426\" height=\"466\" /> Bolivia’s ‘interim president’ Jeanine Áñez (above) in conversation with UK ambassador Jeff Glekin on July 21 2020. (Photo: Jeanine Áñez/Facebook)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">The UK ambassador at the time, Glekin, who remains in post, </span><a href=\"https://twitter.com/jeffglekin/status/1200054411843821573?s=20\"><span style=\"font-weight: 400;\">wrote</span></a><span style=\"font-weight: 400;\"> on his Twitter account two weeks after the coup: “Hello #pititatwittera I’m the British ambassador in #Bolivia. Follow me please”. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Pititas</span></i><span style=\"font-weight: 400;\"> is what protesters opposed to Evo Morales </span><a href=\"https://elpais.com/internacional/2020-10-13/los-pititas-el-movimiento-contra-evo-morales-que-llega-a-las-elecciones-de-bolivia-partido-en-dos.html\"><span style=\"font-weight: 400;\">called</span></a><span style=\"font-weight: 400;\"> themselves before the coup of November 2019. </span><i><span style=\"font-weight: 400;\">Pita</span></i><span style=\"font-weight: 400;\"> means “string” or “washing line” and the protesters’ signature tactic was to block roads with washing lines during their protests.</span>\r\n\r\n<span style=\"font-weight: 400;\">Glekin’s tweet about </span><i><span style=\"font-weight: 400;\">pititas </span></i><span style=\"font-weight: 400;\">was sent on 28 November, exactly a week after regime forces killed</span><a href=\"https://www.oas.org/en/iachr/media_center/PReleases/2019/321.asp\"> <span style=\"font-weight: 400;\">10 protesters</span></a><span style=\"font-weight: 400;\"> in the neighbourhood of Senkata just outside La Paz.</span>\r\n\r\n<span style=\"font-weight: 400;\">Glekin later told </span><a href=\"https://eju.tv/2020/03/jeff-glekin-el-gobierno-anterior-no-estaba-a-favor-de-la-inversion-extranjera/\"><span style=\"font-weight: 400;\">local media</span></a><span style=\"font-weight: 400;\">: “The previous government was not very in favour of foreign investment. So, with the changes that we are going to see, it will be easier to enter the market and do business.” </span>\r\n\r\n<span style=\"font-weight: 400;\">He added: “The demand for lithium is growing and Bolivia must take advantage of that opportunity.”</span>\r\n\r\n<b>Action by the military?</b>\r\n\r\n<span style=\"font-weight: 400;\">The attack on </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\">’s journalism comes days after Boris Johnson launched an action plan to protect UK journalists from intimidation.</span>\r\n\r\n<span style=\"font-weight: 400;\">This week the prime minister </span><a href=\"https://www.pressgazette.co.uk/journalist-safety-action-plan-uk/\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\">: “Freedom of speech and a free press are at the very core of our democracy, and journalists must be able to go about their work without being threatened.</span>\r\n\r\n<span style=\"font-weight: 400;\">“This action plan is just the start of our work to protect those keeping the public informed, and defend those holding the government to account.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Yet there are potentially more sinister implications of the embassy’s accusation against </span><i><span style=\"font-weight: 400;\">Declassified. </span></i><span style=\"font-weight: 400;\">It is known that the UK authorities can allow action to be taken by its military and intelligence agencies against those deemed as promoting disinformation. </span>\r\n\r\n<span style=\"font-weight: 400;\">In January the Ministry of Defence published a </span><a href=\"https://www.gov.uk/government/publications/the-orchestration-of-military-strategic-effects-guide\"><span style=\"font-weight: 400;\">strategy document</span></a><span style=\"font-weight: 400;\"> called “The Orchestration of Military Strategic Effects”. It states that Britain’s armed forces have a role to play in “countering disinformation…as part of a proactive, preventative approach” to prevent “instability”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The document praises the Bellingcat website for exposing the role of Russian intelligence in the 2018 Salisbury poisonings in the UK. </span>\r\n\r\n<span style=\"font-weight: 400;\">It says the website “wrested the initiative from the Russian authorities, highlighting both the ineptitude of the operation and the Russian state’s efforts to mask their clandestine activities”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The UK military said this was “an example of information advantage”.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, similar investigations by </span><i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> into the UK government’s own covert actions have been treated differently. Last July a British army officer </span><a href=\"https://www.gov.uk/government/publications/review-of-the-defence-communications-directorates-response-to-declassified-uk/review-of-the-defence-communications-directorates-response-to-declassified-uk\"><span style=\"font-weight: 400;\">designated</span></a> <i><span style=\"font-weight: 400;\">Declassified</span></i><span style=\"font-weight: 400;\"> as a “hostile website”, according to an independent review. </span>\r\n\r\n<span style=\"font-weight: 400;\">Defence secretary Ben Wallace later apologised for the incident, but refused to say which unit the army officer came from, </span><a href=\"https://questions-statements.parliament.uk/written-questions/detail/2020-12-14/129124\"><span style=\"font-weight: 400;\">claiming</span></a><span style=\"font-weight: 400;\"> the soldier had done nothing wrong.</span>\r\n\r\n<span style=\"font-weight: 400;\">Some British army units, such as the secretive 77th Brigade, are dedicated to conducting “information warfare” against targets and are </span><a href=\"https://www.dailymaverick.co.za/article/2020-09-30-uk-information-operations-in-the-time-of-coronavirus/\"><span style=\"font-weight: 400;\">involved</span></a><span style=\"font-weight: 400;\"> in “counter disinformation” operations in the UK – a fact the UK government has conceded.</span>\r\n\r\n[caption id=\"attachment_863024\" align=\"alignnone\" width=\"800\"]<img class=\"size-full wp-image-863024\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/DISINFO-5.jpg\" alt=\"\" width=\"800\" height=\"608\" /> General Sir Nick Carter, UK chief of the defence staff, speaks at a government press briefing during the coronavirus crisis, 22 April 2020.
