"contents": "<span style=\"font-weight: 400;\">Despite their declining numbers, super tuskers – bull elephants with </span><span style=\"font-weight: 400;\">tusks weighing more than 45kg each – are being slaughtered by international sport hunters in the Amboseli ecosystem, which stretches along the Kenya-Tanzania border. </span><span style=\"font-weight: 400;\">This hunting is licensed by Tanzania, despite a 1995 agreement between </span><span style=\"font-weight: 400;\">the two countries prohibiting borderland hunting after four Amboseli </span><span style=\"font-weight: 400;\">elephants were killed in 1994.</span>\r\n\r\n<span style=\"font-weight: 400;\">Fewer than 30 super tuskers remain worldwide, with only 10 left in the </span><span style=\"font-weight: 400;\">Amboseli ecosystem. This means super tuskers are on the brink of </span><span style=\"font-weight: 400;\">extinction both regionally and globally. Their vulnerability to extinction </span><span style=\"font-weight: 400;\">is exacerbated by the fact that they are often killed in their prime </span><span style=\"font-weight: 400;\">reproductive years. Males aged 40-54, known to have the largest tusks, </span><span style=\"font-weight: 400;\">have the highest reproductive success.</span>\r\n\r\n<span style=\"font-weight: 400;\">In March this year, Joseph Ole Lenku, the governor of Kenya’s Kajiado </span><span style=\"font-weight: 400;\">County, raised concerns over three super tuskers killed within the </span><span style=\"font-weight: 400;\">Amboseli ecosystem. Five have also reportedly been killed so far this </span><span style=\"font-weight: 400;\">year in Tanzania’s Enduimet area, about 40km from the Kenya-</span><span style=\"font-weight: 400;\">Tanzania border. The elephants were part of a 2,000-strong herd that </span><span style=\"font-weight: 400;\">traverse Kenya’s Amboseli National Park and Tanzania’s Enduimet </span><span style=\"font-weight: 400;\">Conservation Area.</span>\r\n\r\n<span style=\"font-weight: 400;\">According to Big Life Foundation executive chairperson Richard Bonham and Dr Paula Kahumbu, the chief executive of WildlifeDirect, these borderland jumbos frequently cross the Kenya-Tanzania border to forage for food, exposing them to conflicting conservation jurisdictions.</span>\r\n<h4><b>Clearly outlined regulations</b></h4>\r\n<span style=\"font-weight: 400;\">Trophy hunting in Tanzania is governed by clearly outlined regulations. </span><span style=\"font-weight: 400;\">The Tanzania Wildlife Management Authority specifies that hunting is </span><span style=\"font-weight: 400;\">permitted only between 1 July and 31 December. The regulations also </span><span style=\"font-weight: 400;\">highlight that hunters need to present proof of their kill afterwards, in </span><span style=\"font-weight: 400;\">the form of skin, hooves and other non-edible animal parts. </span><span style=\"font-weight: 400;\">Trophy hunters in Tanzania reportedly pay between US$10,000 and </span><span style=\"font-weight: 400;\">$20,000 (between R174,000 and R349,000) to hunt super tuskers. Although the government issues these permits, many licensed hunters do not adhere to the regulations that control the permits, leading to their misuse.</span>\r\n\r\n<img loading=\"lazy\" class=\"alignnone size-full wp-image-2395576\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/10/Elephant-map.jpg\" alt=\"\" width=\"1024\" height=\"800\" />\r\n\r\n<span style=\"font-weight: 400;\">The most recent super tusker killings show a clear violation of Tanzania’s </span><span style=\"font-weight: 400;\">hunting regulations. Not only were the elephants hunted outside the </span><span style=\"font-weight: 400;\">permitted hunting period, but their carcasses were intentionally burnt </span><span style=\"font-weight: 400;\">beyond identification. These breaches point to non-compliance and </span><span style=\"font-weight: 400;\">inadequate regulation oversight, casting doubt on trophy hunting </span><span style=\"font-weight: 400;\">transparency.</span>\r\n\r\n<span style=\"font-weight: 400;\">Regulations have been flouted since the lifting of a ban on hunting for </span><span style=\"font-weight: 400;\">trophies and bush meat in 2018. The ban was initially imposed in 2015 </span><span style=\"font-weight: 400;\">to halt the abuse of hunting permits. In 2022, Tanzania’s Tourism </span><span style=\"font-weight: 400;\">Minister Damas Ndumbaro travelled to Las Vegas to market the </span><span style=\"font-weight: 400;\">country’s hunting safaris to wealthy American tourists and other trophy-</span><span style=\"font-weight: 400;\">hunting investors. Both actions have allowed for the expansion of trophy </span><span style=\"font-weight: 400;\">hunting in Tanzania, notwithstanding concerns over non-compliance </span><span style=\"font-weight: 400;\">with the regulations.</span>\r\n<h4><b>Resurgence of criminal activity</b></h4>\r\n<span style=\"font-weight: 400;\">The recent incidents have also raised concerns about a resurgence of </span><span style=\"font-weight: 400;\">criminal activity in the trophy-hunting industry. Of particular concern is </span><span style=\"font-weight: 400;\">the potential role of criminal syndicates in the wildlife sector, as was the </span><span style=\"font-weight: 400;\">case in 2018 when Tanzania’s trophy hunting industry was implicated in </span><span style=\"font-weight: 400;\">wildlife trafficking. This mainly involved “pseudo-hunting” – using </span><span style=\"font-weight: 400;\">trophy hunting to cover up illegal activities such as wildlife trafficking or </span><span style=\"font-weight: 400;\">poaching.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the time, trophy hunts served as a ruse for acquiring and exporting </span><span style=\"font-weight: 400;\">valuable parts of protected animals for illegal trade. Former tourism </span><span style=\"font-weight: 400;\">minister Hamisi Kigwangalla accused hunting operators of being </span><span style=\"font-weight: 400;\">involved in poaching, illegally exporting ivory and having ties to the </span><span style=\"font-weight: 400;\">now-arrested “Ivory Queen”, Yang Fenglan. But the involvement of </span><span style=\"font-weight: 400;\">government officials in this illegal trade also highlighted the role of </span><span style=\"font-weight: 400;\">corruption in the wildlife sector.</span>\r\n\r\n<span style=\"font-weight: 400;\">While trophy hunting has economic benefits for Tanzania, pseudo-</span><span style=\"font-weight: 400;\">hunting has many negative consequences. The Tanzanian government </span><span style=\"font-weight: 400;\">and relevant stakeholders must take decisive action to protect the </span><span style=\"font-weight: 400;\">region’s rich biodiversity. This is especially critical given that Tanzania </span><span style=\"font-weight: 400;\">lost 60% of its elephants in just five years leading up to 2014, though </span><span style=\"font-weight: 400;\">their numbers have since partially recovered.</span>\r\n\r\n<span style=\"font-weight: 400;\">Comprehensive reforms are urgently needed to enhance transparency </span><span style=\"font-weight: 400;\">and accountability in wildlife and conservation efforts. Tanzania could </span><span style=\"font-weight: 400;\">draw from the good practices implemented by regional neighbours, </span><span style=\"font-weight: 400;\">South Africa, Kenya and Zimbabwe.</span>\r\n<h4><b>Stringent wildlife protection laws</b></h4>\r\n<span style=\"font-weight: 400;\">Kenya’s stringent wildlife protection laws and its use of monitoring </span><span style=\"font-weight: 400;\">technology demonstrate the importance of a strong legal framework and </span><span style=\"font-weight: 400;\">real-time data access. Zimbabwe’s quota system emphasises the value of </span><span style=\"font-weight: 400;\">scientifically determined quotas and species-specific protections. And </span><span style=\"font-weight: 400;\">South Africa advocates for “sustainable hunting practices” that seek to </span><span style=\"font-weight: 400;\">protect elephants within reproductive ages. </span><span style=\"font-weight: 400;\">Together, these approaches ensure sustainable hunting practices and protect endangered species. </span>\r\n\r\n<span style=\"font-weight: 400;\">The implementation of independent oversight mechanisms is also </span><span style=\"font-weight: 400;\">crucial. Zimbabwe’s Parks and Wildlife Management Authority and the </span><span style=\"font-weight: 400;\">Kenya Wildlife Service provide effective models for monitoring and </span><span style=\"font-weight: 400;\">enforcing regulations. By adopting such approaches, countries can </span><span style=\"font-weight: 400;\">ensure that conservation efforts are transparent and effective, leading to </span><span style=\"font-weight: 400;\">better wildlife protection and more sustainable management of hunting </span><span style=\"font-weight: 400;\">activities.</span>\r\n\r\n<span style=\"font-weight: 400;\">Curbing wildlife trafficking disguised as trophy hunting also requires </span><span style=\"font-weight: 400;\">cooperation between the countries, including intelligence and resource </span><span style=\"font-weight: 400;\">sharing, to jointly tackle wildlife crime syndicates.
