"contents": "<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Amid rolling blackouts that oscillate between Stage 2 and Stage 6 on a daily basis, the City of Cape Town has made its stance firmly known: let municipalities buy cleaner energy from Independent Power Producers (IPPs) and skip Eskom entirely in an attempt to provide residents with power.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Neilson challenged Energy and Mineral Resources Minister Gwede Mantashe to act immediately and put the well-being of South African citizens and the country’s economy first.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">According to Section 34 of the Energy Regulation Act of 2006, the minister, in consultation with National Energy Regulator of South Africa (Nersa), has the power to determine that new generation capacity is necessary to ensure that South African citizens receive a continuous, uninterrupted supply of power. In doing so the minister can also decide the type of energy source, how much energy is to be supplied and how it is sold.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In 2015, the City asked Tina Joemat-Pettersson, then-Minister of Energy, for a Section 34 determination that would allow the city to procure 150MW of solar energy and 280MW of wind energy from IPPs.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In 2017, the City launched legal proceedings against the Department of Energy and Nersa, requesting that a Section 34 determination of the Energy Regulations Act not be needed in order for an IPP to create new capacity for the generation of electricity and to sell energy to the City of Cape Town.</span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">The City further requested that, if a court decides that a Section 34 determination is necessary, the section itself be declared unconstitutional and invalid.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Now, more than two years after the original court application, the City and the department of energy are still at loggerheads. The case was set to be heard in the high court in May 2020, but, following the implementation of load shedding this week, Neilson and the City had requested the case be expedited.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">When asked for comment, the department said it could not comment “in any way” in light of the legal case brought against both the department and Nersa by the DA.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">According to energy expert Chris Yelland, if the City wins the court case it will set a precedent that will open the floodgates for distributed energy generation.</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“</span><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">It would almost be an energy revolution,” Yelland told </span><span style=\"color: #000000;\"><i>Daily Maverick</i></span><span style=\"color: #000000;\">.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The current model, wherein Eskom generates or buys electricity and then resells it via the electrical grid, is problematic, according to Yelland. If the City wins its case, IPPs, businesses and even municipal residents could potentially both consume and produce power.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In its </span></span></span><a href=\"https://www.gov.za/speeches/mineral-resources-and-energy-measures-ensure-energy-supply-country-10-dec-2019-0000\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>Tuesday statement</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">, </span></span></span><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">the department said it would publish a Request for Information (RFI), which Yelland sees as evidence of its failure to assess the energy crisis. A RFI is, essentially, the department trying to find out what their available options are, and if anyone can meet their emergency needs.</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“</span><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">How can it be that we have to wait until there is load shedding and a crisis before we even know what options are available on the market?” Yelland asked.</span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">Speaking to </span><span style=\"color: #000000;\"><i>Daily Maverick</i></span> <span style=\"color: #000000;\">on Wednesday, Neilson explained that load shedding costs the City about R50-million a day per stage, meaning that Stage 4 costs R200-million a day.</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“</span><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">We just cannot afford load shedding,” Neilson said. “We are not going to resolve the electricity supply system by fixing Eskom. Eskom is unfixable, and a policy of continuing to try and provide electricity through a centralised system from the 1950s is just not going to work anymore.”</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">But the Democratic Alliance’s call to purchase power from IPPs is not supported by all political parties. Taking to Twitter, EFF deputy president Floyd Shivambu said:</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The DA is part of the lobbyists for the irrational IPPs which have no capacity to collectively even produce 5% of the electricity needed.”</span></span></span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">Steenhuissen shallow like that and he will continue to embarrass himself. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
