"contents": "<span style=\"font-weight: 400;\">Cape Town Mayor Geordin Hill-Lewis has appointed Councillor Carl Pophaim as the Mayoral Committee Member for Human Settlements. </span>\r\n\r\n<span style=\"font-weight: 400;\">Pophaim replaces DA councillor Malusi Booi, who was </span><a href=\"https://www.dailymaverick.co.za/article/2023-03-16-cape-town-mayco-member-malusi-booi-suspended-after-police-raid/\"><span style=\"font-weight: 400;\">suspended</span></a><span style=\"font-weight: 400;\"> following a police raid at his office in March this year. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> reported that in a police statement on 15 March — the day Booi’s office was raided — it was alleged that he “received gratification in the form of cash” and that “these cash payments are paid by notorious individuals in the criminal underworld … to facilitate the provision of information regarding the City’s tenders in the Human Settlements Directorate”.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2023-04-16-saps-investigating-allegations-cape-town-mayco-member-malusi-booi-took-cash-from-gangsters/\"><span style=\"font-weight: 400;\">SAPS investigating allegations Cape Town mayco member Malusi Booi ‘took cash from gangsters’</span></a>\r\n\r\n<span style=\"font-weight: 400;\">A week later, Hill-Lewis decided to </span><a href=\"https://www.dailymaverick.co.za/article/2023-03-23-cape-town-mayor-fires-malusi-booi-from-mayoral-committee-after-update-from-saps/\"><span style=\"font-weight: 400;\">fire Booi</span></a><span style=\"font-weight: 400;\"> from his mayoral committee citing the seriousness of the investigation into Booi. </span>\r\n\r\n<span style=\"font-weight: 400;\">Pophaim became a councillor at the age of 20 in 2018 and has been serving on the City’s Portfolio Committee for Human Settlements for close to five years, also sitting on the Planning Appeals Advisory Panel among others.</span>\r\n\r\n<span style=\"font-weight: 400;\">He has been in the good books of the mayor. I am excited about the value he will bring to this portfolio — especially the important work we are doing to enable micro-developers and to release City-owned land to deliver much more affordable housing across the city.
