The trip was postponed after Hurricane Milton struck Florida’s west coast this week, and a new date hasn’t been set.</span>\r\n\r\n<span style=\"font-weight: 400;\">This would have been Biden’s only visit to Africa during his presidency, </span><span style=\"font-weight: 400;\">the first by a US president to Angola, and the first presidential visit to Africa since Barack Obama in 2015. Unlike typical African tours encompassing several countries, why the focus on Angola?</span>\r\n\r\n<span style=\"font-weight: 400;\">In March, Angolan President João Lourenço’s state visit to China </span><span style=\"font-weight: 400;\">elevated the two countries’ relations to a “comprehensive strategic </span><span style=\"font-weight: 400;\">cooperative partnership”. Alongside Russian Foreign Minister Sergey </span><span style=\"font-weight: 400;\">Lavrov’s visits to Angola in 2018 and 2023, these meetings signal a </span><span style=\"font-weight: 400;\">changing geopolitical landscape that the US is eager to re-enter. US </span><span style=\"font-weight: 400;\">Secretary of State Antony Blinken’s January visit and Biden’s planned </span><span style=\"font-weight: 400;\">trip marked important high-level engagements.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite Angola’s historical connections with Russia, including Soviet </span><span style=\"font-weight: 400;\">support for the People’s Movement for the Liberation of Angola during </span><span style=\"font-weight: 400;\">its civil war, and strong economic ties with China, recent actions suggest </span><span style=\"font-weight: 400;\">a shift. Angola’s United Nations abstention on the Russia-Ukraine war </span><span style=\"font-weight: 400;\">and subsequent vote against Russia reflect a growing foreign policy </span><span style=\"font-weight: 400;\">agency and potential alignment with US efforts to counter Russian </span><span style=\"font-weight: 400;\">influence.</span>\r\n\r\n<span style=\"font-weight: 400;\">Economically, the focus of Biden’s visit was the multibillion-dollar </span><span style=\"font-weight: 400;\">Lobito Corridor project. The venture aims to rehabilitate a 1,300km </span><span style=\"font-weight: 400;\">railway connecting the mineral-rich Central African Copperbelt </span><span style=\"font-weight: 400;\">— spanning Zambia and the Democratic Republic of the Congo (DRC) — </span><span style=\"font-weight: 400;\">to Angola’s Lobito port.</span>\r\n\r\n<b>Lobito Corridor and Tazara railways lines</b>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-2405444\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/10/ISS-US-Angola.png\" alt=\"\" width=\"2362\" height=\"2362\" /> <em>Tazara railway 48 years ago, linking Zambia to Dar es Salaam’s port. The project could significantly enhance the region’s </span><span style=\"font-weight: 400;\">ability to meet rising global demands for critical resources, particularly </span><span style=\"font-weight: 400;\">copper and cobalt, driven by the semiconductor industry and the </span><span style=\"font-weight: 400;\">growing artificial intelligence sector.</span>\r\n\r\n<span style=\"font-weight: 400;\">Biden’s announcement followed US Vice-President Kamala Harris’ </span><span style=\"font-weight: 400;\">March 2023 visit to Zambia, the starting point of the Lobito Corridor, </span><span style=\"font-weight: 400;\">highlighting the increasing attention these often-overlooked countries </span><span style=\"font-weight: 400;\">are receiving.</span>\r\n\r\n<span style=\"font-weight: 400;\">While the corridor promises long-term economic benefits, its immediate </span><span style=\"font-weight: 400;\">impact on the livelihoods of ordinary Angolans – one out of three of </span><span style=\"font-weight: 400;\">whom live in severe poverty – is uncertain. Florindo Chivucute, </span><span style=\"font-weight: 400;\">the Executive Director of Friends of Angola, told ISS Today there is hope </span><span style=\"font-weight: 400;\">that the corridor will create more jobs, but “time will tell”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Security considerations have also elevated US-Angola relations. The </span><span style=\"font-weight: 400;\">withdrawal of two US military bases in Niger coincides with a growing </span><span style=\"font-weight: 400;\">presence in the Sahel of Russia’s Africa Corps and concerns about </span><span style=\"font-weight: 400;\">China’s Global Security Initiative. General Michael Langley of US Africa </span><span style=\"font-weight: 400;\">Command has stressed the need for partnerships to “ensure strategic </span><span style=\"font-weight: 400;\">access” and counter disinformation campaigns from rivals like Russia.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2020, Russia and China were the largest arms suppliers to Angola. </span><span style=\"font-weight: 400;\">Against this backdrop, visits from Langley to Angola in November 2022 </span><span style=\"font-weight: 400;\">and Defense Secretary Lloyd Austin in September 2023 indicate that </span><span style=\"font-weight: 400;\">Angola is an emerging US security ally on the continent. The US’ shift to </span><span style=\"font-weight: 400;\">southern and eastern African partners aligns with recent engagements in </span><span style=\"font-weight: 400;\">Kenya, which was elevated to major non-Nato ally status.</span>\r\n\r\n<span style=\"font-weight: 400;\">Although starting from a low base, the US is increasing military </span><span style=\"font-weight: 400;\">assistance to Angola. From 2020-23, military aid obligations exceeded </span><span style=\"font-weight: 400;\">US$21-million, although only US$4.28-million was disbursed. Support </span><span style=\"font-weight: 400;\">for military training, maritime security, humanitarian demining, </span><span style=\"font-weight: 400;\">peacekeeping and cybersecurity capacity is also expected to grow, </span><span style=\"font-weight: 400;\">particularly as Angola’s role in eastern DRC expands.</span>\r\n\r\n<img loading=\"lazy\" class=\"alignnone size-full wp-image-2405543\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/10/ISStoday-Algeria0US-graph.png\" alt=\"\" width=\"834\" height=\"538\" />\r\n\r\n<span style=\"font-weight: 400;\">China’s ongoing regional influence is also a factor in growing US-Angola </span><span style=\"font-weight: 400;\">ties. An agreement to rehabilitate the Tanzania Zambia Railway </span><span style=\"font-weight: 400;\">Authority was signed at the September 2024 Forum on </span><span style=\"font-weight: 400;\">China-Africa Cooperation.</span>\r\n\r\n<span style=\"font-weight: 400;\">Shortly after the Forum on China-Africa Cooperation, Blinken countered with the announcement that Tanzania had joined discussions on the Lobito Corridor. How an overlap between US efforts and the Tanzania Zambia Railway Authority will be avoided is uncertain, underscoring the rivalry between the two powers.</span>\r\n\r\n<span style=\"font-weight: 400;\">Although Angola is the fourth largest African exporter of crude oil to the </span><span style=\"font-weight: 400;\">US, only 1.9% of its crude goes to the US, while 54% is exported to China. </span><span style=\"font-weight: 400;\">China’s influence remains significant, including its stake in one of the </span><span style=\"font-weight: 400;\">Lobito Corridor firms, Mota-Engil. Nevertheless, Angola’s energy and </span><span style=\"font-weight: 400;\">mineral resources are crucial to the US, as underscored by Assistant </span><span style=\"font-weight: 400;\">Secretary for Energy Resources Geoffrey Pyatt’s participation in the June </span><span style=\"font-weight: 400;\">US-Angola Energy Security Dialogue.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Lobito Corridor is part of the US’ Partnership for Global </span><span style=\"font-weight: 400;\">Infrastructure and Investment, viewed as a direct response to China’s </span><span style=\"font-weight: 400;\">Belt and Road Initiative. The corridor and Tanzania Zambia Railway </span><span style=\"font-weight: 400;\">Authority’s rehabilitation are a means to connect Africa from east to west, but they also reflect competition between the US and China for influence and access to Africa’s mineral wealth.</span>\r\n\r\n<span style=\"font-weight: 400;\">Angola’s increasing engagement with the US reflects Lourenço’s goal to </span><span style=\"font-weight: 400;\">diversify international partnerships, especially considering the country’s </span><span style=\"font-weight: 400;\">significant debt to China. However, this diversification is primarily </span><span style=\"font-weight: 400;\">driven by economics and may not be a genuine commitment to combat </span><span style=\"font-weight: 400;\">corruption or promote democracy, says Chivucute. He cites growing </span><span style=\"font-weight: 400;\">concerns over legislation limiting democratic space, like the Vandalism </span><span style=\"font-weight: 400;\">Bill.</span>\r\n<h4><strong>Key African player</strong></h4>\r\n<span style=\"font-weight: 400;\">Regionally, the US has supported Angola’s emergence as a key African </span><span style=\"font-weight: 400;\">player, particularly as the leader of the Luanda process to address </span><span style=\"font-weight: 400;\">tensions between Rwanda and the DRC.</span>\r\n\r\n<span style=\"font-weight: 400;\">Biden’s planned visit signifies a strategic advancement of US-Angola </span><span style=\"font-weight: 400;\">relations, offering substantial benefits for both countries. However, the </span><span style=\"font-weight: 400;\">US is clearly pursuing major geopolitical interests aimed at challenging </span><span style=\"font-weight: 400;\">Chinese and Russian dominance in southern Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">While the economic prospects for Angolans seem promising, there is </span><span style=\"font-weight: 400;\">concern that the US shouldn’t compromise its advocacy for Angolan civil </span><span style=\"font-weight: 400;\">liberties and human rights in its bid to outcompete China. Lourenço has an opportunity to leverage these competing powers’ interests to benefit Angola. The corridor and Tanzania Zambia Railway </span><span style=\"font-weight: 400;\">Authority’s rehabilitation are a means to connect Africa from east to west, but they also reflect competition between the US and China for influence and access to Africa’s mineral wealth.</span>\r\n\r\n<span style=\"font-weight: 400;\">Angola’s increasing engagement with the US reflects Lourenço’s goal to </span><span style=\"font-weight: 400;\">diversify international partnerships, especially considering the country’s </span><span style=\"font-weight: 400;\">significant debt to China. However, the </span><span style=\"font-weight: 400;\">US is clearly pursuing major geopolitical interests aimed at challenging </span><span style=\"font-weight: 400;\">Chinese and Russian dominance in southern Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">While the economic prospects for Angolans seem promising, there is </span><span style=\"font-weight: 400;\">concern that the US shouldn’t compromise its advocacy for Angolan civil </span><span style=\"font-weight: 400;\">liberties and human rights in its bid to outcompete China.
