"contents": "<span style=\"font-weight: 400;\">On Monday 3 February, Jace Nair, Blind SA CEO, told the media and stakeholders that they are deeply concerned at the alarming state of education for blind learners. He cited instances of the DBE not catering to the textbook needs of blind learners by not producing textbooks and requisite learning materials for visually impaired learners. </span>\r\n\r\n<span style=\"font-weight: 400;\">Often learners had to share braille writing machines between two or three, which hampered and delayed their learning. He also spoke of the unsafe conditions learners faced at school such as classrooms with exposed electrical wires and no fencing.</span>\r\n\r\n<span style=\"font-weight: 400;\">He said Blind SA would be handing over a memorandum to the Minister of Basic Education, Angie Motshekga, highlighting the following:</span>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Lack of early childhood development programmes;</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Lack of Braille and Large Print CAPS textbooks, prescribed books, readers and library books;</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Lack of Braille writing machines</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Dilapidated school building and hostels, and</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Unsafe and insecure conditions at the schools.</span></li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">The memo proposes six points to advocate the Education for All Visually Impaired Persons as adopted by the United Nations Educational, Scientific and Cultural Organisation (UNESCO), World Blind Union and International Council on the Education of the Visually Impaired by:</span>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Presenting a Memorandum to the Minister of Basic Education, the nine Provincial MECs of Education, and the Portfolio Committee on Education at the National Assembly and Provincial Legislatures.</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Campaigning that all parents register their visually impaired children at their local schools and Departments of Education without delay.</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Assist visually impaired students to register for tertiary education at Technical and Vocational Education and Training (TVET) colleges and Universities and with National Student Financial Aid Scheme (NSFAS) for funding of their tuitions and the provision of assistive devices.</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Visually impaired persons who qualify to sit for the Second Chance Matric to be encouraged to register with the Department of Education and for these individuals to have access to accessible formatted learning materials provided by the Department of Education.</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Encourage visually impaired students registered at TVET and universities to apply for the Blind SA study bursary of R8,000 to assist with incidental costs.</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Urge President Cyril Ramaphosa to sign the Copyright Amendment Bill into law and to ratify the Marrakesh Treaty without delay and end the “book famine” for visually impaired persons.</span></li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">This memo was preceded by a memo to the Gauteng MEC of Basic Education in October 2019 regarding the states of </span><a href=\"https://www.iol.co.za/pretoria-news/prinshof-school-for-partially-sighted-and-blind-sets-hope-on-revamp-33243754\"><span style=\"font-weight: 400;\">Prinshof</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.groundup.org.za/article/learners-limpopo-school-blind-stage-protest-block-roads/\"><span style=\"font-weight: 400;\">Rivoni </span></a><span style=\"font-weight: 400;\">schools where unsafe school building conditions remain unchanged. Prinshof had been forced to make do with makeshift classrooms in its hostels after delays from the department to renovate and a </span><a href=\"https://www.iol.co.za/pretoria-news/news/prinshof-school-for-visually-impaired-in-tatters-31804941\"><span style=\"font-weight: 400;\">power surge</span></a><span style=\"font-weight: 400;\"> left electrical wires dangerously exposed. Learners at Rivoni </span><a href=\"http://www.sabcnews.com/sabcnews/rivoni-school-learners-close-road-demand-better-accommodation/\"><span style=\"font-weight: 400;\">took to the streets</span></a><span style=\"font-weight: 400;\"> in 2019 to protest at the treatment they were getting from DBE, saying they were being taught under appalling conditions.</span>\r\n\r\n<span style=\"font-weight: 400;\">The organisation says the department has been unwilling to listen to advice from people with visual impairments, which has now resulted in learners being deprived of their right to quality and safe basic education. They cited cases of learners being abused in hostels because of a shortage of staff, learner drownings and learners not having textbooks and assistive learning materials to complete their tuition.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2015 Blind SA, the South African National Council for the Blind, South African Braille Authority and SECTION27 collaborated to produce a report on the state of education for learners with disabilities, called </span><a href=\"http://section27.org.za/wp-content/uploads/2016/07/S27-left-in-the-dark-2015-accessible.pdf\"><span style=\"font-weight: 400;\">Left in the Dark</span></a><span style=\"font-weight: 400;\">. This report was tabled in Parliament and made several recommendations including the appointment of an expert to adapt the curriculum into braille as well as improved communication between provincial and national departments, which have yet to take effect.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nair highlighted three urgent things that need to be taken into consideration in endeavouring to ensure children with disabilities get the education they deserve:</span>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\"><a href=\"https://www.hrw.org/sites/default/files/wr2015_web.pdf\"><span style=\"font-weight: 400;\">A Human Rights Watch Report of 2015</span></a><span style=\"font-weight: 400;\"> estimates that there are over 500,000 children with disabilities who should be at school who are not at school.</span></li>\r\n \t<li style=\"font-weight: 400;\"><a href=\"https://sustainabledevelopment.un.org/content/documents/21252030%20Agenda%20for%20Sustainable%20Development%20web.pdf\"><span style=\"font-weight: 400;\">The Sustainable Development Goals of 2030</span></a><span style=\"font-weight: 400;\"> (SDG 4) is the education goal. It aims to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”.</span></li>\r\n \t<li style=\"font-weight: 400;\"><a href=\"https://www.un.org/development/desa/disabilities/convention-on-the-rights-of-persons-with-disabilities/convention-on-the-rights-of-persons-with-disabilities-2.html\"><span style=\"font-weight: 400;\">The UN Convention on the Rights of Persons with Disabilities</span></a><span style=\"font-weight: 400;\"> which was ratified by South Africa, Article 24 – Education, States “Parties recognise the right of persons with disabilities to education. With a view to realising this right without discrimination and on the basis of equal opportunity”.</span></li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">Nair further noted that Blind SA would be presenting the memo to the parliamentary basic education portfolio committee which in 2019 received a report of what he said were “half-truths” from the Department of Basic Education and would highlight the real state of inclusive education for learners with disabilities. In 2019 Blind SA wrote to the DBE regarding inaccuracies contained in the Inclusive Education </span><a href=\"https://www.dailymaverick.co.za/article/2019-12-04-civil-society-organisations-challenge-dbe-inclusive-education-update/\"><span style=\"font-weight: 400;\">report</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">What is clear is that the DBE has been sluggish in addressing the needs of learners with disabilities despite constant engagement with Blind SA.
