"contents": "<span style=\"font-weight: 400;\">Three years ago, a gunman walked up to Charl Kinnear and shot him in the head.</span>\r\n\r\n<span style=\"font-weight: 400;\">The detective, who should have been under state protection at the time, died as he sat in his car outside his home in the Cape Town suburb of Bishop Lavis.</span>\r\n\r\n<span style=\"font-weight: 400;\">His murder exposed </span><a href=\"https://www.dailymaverick.co.za/article/2021-11-12-saps-threw-charl-kinnear-to-the-wolves/\"><span style=\"font-weight: 400;\">deep distrust</span></a><span style=\"font-weight: 400;\">, and critical problems, in the South African Police Service (SAPS).</span>\r\n\r\n<span style=\"font-weight: 400;\">The month of Kinnear’s murder – September – is when the SAPS usually pays annual tribute to officers who have died.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\"><a href=\"https://twitter.com/hashtag/sapsHQ?src=hash&ref_src=twsrc%5Etfw\">#sapsHQ</a> The President of the Republic of South Africa, His Excellency, Mr Cyril Ramaphosa, flanked by Police Minister Bheki Cele and the National Commissioner of the SAPS, General Fannie Masemola, at the annual <a href=\"https://twitter.com/hashtag/SAPS?src=hash&ref_src=twsrc%5Etfw\">#SAPS</a> National Commemoration Day, which is also attended by <a href=\"https://twitter.com/hashtag/JCPS?src=hash&ref_src=twsrc%5Etfw\">#JCPS</a>… <a href=\"https://t.co/grzmsIHjGi\">pic.twitter.com/grzmsIHjGi</a></p>\r\n— SA Police Service ?? (@SAPoliceService) <a href=\"https://twitter.com/SAPoliceService/status/1698264908712820976?ref_src=twsrc%5Etfw\">September 3, 2023</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">This year the national commemoration was held on 3 September and 34 officers were honoured.</span>\r\n<h4><b>158 years jail for nine cop killers</b></h4>\r\n<span style=\"font-weight: 400;\">President Cyril Ramaphosa called for justice for the families of cops who have been killed.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The hard work of the Directorate for Priority Crime Investigations, known as the Hawks, has resulted in the arrest of 76 suspected police murderers over the past year,” he added.</span>\r\n\r\n<span style=\"font-weight: 400;\">“A total of 488 suspects have been arrested for deaths of police officers since 2018. Through diligent investigative work, nine convicted police killers were handed down nine life sentences, a sum total of 158 years’ imprisonment.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The Kinnear case, and unresolved aspects linked to it, underpins these statements.</span>\r\n\r\n<span style=\"font-weight: 400;\">Over the three years since his murder, it has become the centre of various controversies, and his family is still awaiting justice.</span>\r\n<h4><b>‘One of the good guys’</b></h4>\r\n<span style=\"font-weight: 400;\">A day after Kinnear’s assassination, on 19 September 2020, Police Minister Bheki Cele said: “</span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=28401\"><span style=\"font-weight: 400;\">This officer was one of the good guys</span></a><span style=\"font-weight: 400;\"> but was taken away by ruthless criminals that [were] feeling the heat through his investigations…</span>\r\n\r\n<span style=\"font-weight: 400;\">“From the report I have received, this officer has been under threat for some time. He was provided with police protection but that was withdrawn at some point, now I want to know what informed that decision. </span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1399027\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/09/Caryn-Two-years-after-Kinnear-death.jpg\" alt=\"Charl Kinnear killing\" width=\"720\" height=\"532\" /> <em>Monday, 18 September 2023 marked three years since Charl Kinnear was murdered.</em></p>\r\n\r\n<span style=\"font-weight: 400;\">“This family deserves to know whether their father was failed, and if so, heads must roll.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Heads were identified, but they are yet to “roll”.</span>\r\n<h4><b>Gunman unaccounted for</b></h4>\r\n<span style=\"font-weight: 400;\">While suspects, including alleged organised crime kingpin </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-01-murder-extortion-and-corruption-nafiz-modack-and-co-accused-back-in-court-on-friday/\"><span style=\"font-weight: 400;\">Nafiz Modack</span></a><span style=\"font-weight: 400;\">, were arrested and are set to go on trial in connection with Kinnear’s killing, the fate of the gunman who pulled the trigger remains unclear.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nothing has been made public in terms of the gunman being detained.</span>\r\n\r\n<span style=\"font-weight: 400;\">There were some suspicions in policing circles that the gunman himself had been killed, but this was never proven as fact.</span>\r\n\r\n<span style=\"font-weight: 400;\">More details relating to the gunman are likely to be aired in the Western Cape High Court as the Kinnear murder case develops further.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, the Independent Police Investigative Directorate (Ipid) launched investigations into why Kinnear was not under state protection at the time of his murder, when it was clear that threats were directed at him.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> previously reported that Ipid’s findings on the Kinnear security situation, contained in a May 2022 report, highlighted critical shortcomings in the police service.</span>\r\n<h4><b>Findings against cops</b></h4>\r\n<span style=\"font-weight: 400;\">Ipid’s findings included that two </span><a href=\"https://www.dailymaverick.co.za/article/2022-06-24-pinging-kinnear-hawks-head-godfrey-lebeya-failed-to-protect-national-security-and-the-top-detective/\"><span style=\"font-weight: 400;\">Hawks officers should be criminally charged</span></a><span style=\"font-weight: 400;\"> for failing to act when Kinnear’s cellphone was being monitored in the run-up to his assassination.</span>\r\n\r\n<span style=\"font-weight: 400;\">It was also alleged that Hawks’ head, Lieutenant-General Godfrey Lebeya, “failed to ensure that the [Hawks] members implicated investigated the threat against the state and therefore failed to protect the national interest or security of the state.”</span>\r\n\r\n<iframe id=\"doc_26862\" class=\"scribd_iframe_embed\" title=\"221109 FinaL Report on Kinnear Presentation to PCP 09 November 2022\" src=\"https://www.scribd.com/embeds/671997075/content?start_page=1&view_mode=scroll&access_key=key-E7Ktaq9klDi2hgU3FCav\" width=\"100%\" height=\"600\" frameborder=\"0\" scrolling=\"no\" data-auto-height=\"false\" data-aspect-ratio=\"1.3323485967503692\"></iframe>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/article/2022-06-27-kinnear-case-officer-went-over-and-above-duties-hawks-head-godfrey-lebeya-hits-back/\"><span style=\"font-weight: 400;\">Lebeya hit back</span></a><span style=\"font-weight: 400;\">, saying a Hawks officer had gone beyond their duty to alert colleagues about the threat to Kinnear’s life and that there was some “ignorance” about how the Hawks conducted the investigation.</span>\r\n\r\n<span style=\"font-weight: 400;\">In December 2018, Kinnear complained to his bosses about certain police officers linked to Crime Intelligence in the Western Cape who he alleged were using state resources against him.</span>\r\n\r\n<span style=\"font-weight: 400;\">In its May 2022 findings, Ipid said a “rogue” style cop unit had indeed existed and “created further animosity amongst leadership, sowing division” in the Western Cape police service.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a underworld syndicates and figures such as Nafiz Modack to infiltrate SAPS to monitor the movement of key role players,” Ipid said.</span>\r\n<h4><b>Fraudulent firearm licences</b></h4>\r\n<span style=\"font-weight: 400;\">It had also found that Kinnear’s assassination could result in the collapse of cop corruption cases relating to fraudulent firearm licences.</span>\r\n\r\n<b>Read more in licence application to individuals who are not fit to possess firearms,” Ipid’s May 2022 report said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The investigations gave rise to the arrest of the suspects and for SAPS to institute disciplinary actions against involved members. However, his death has led to the effective collapse of these cases.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1856044\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/09/Charl-Kinnear.jpg\" alt=\"Charl Kinnear killing\" width=\"720\" height=\"414\" /> <em>The coffin of slain detective Charl Kinnear leaves the church after the funeral service in Cape Town on 3 October 2020. (Photo: Gallo Images / Brenton Geach)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">“There are a number of reasons that can be attributed to the effective collapse of the investigations, some of the reasons noted by the task team is that Lieutenant-Colonel Kinnear was the only person who had intimate knowledge of the cases.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Modack was among a group of suspects, including police officers in Gauteng, who were </span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=26240\"><span style=\"font-weight: 400;\">arrested in 2020 in a fraudulent firearm licence case</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the related </span><a href=\"https://www.news24.com/news24/southafrica/news/modack-gun-licence-racketeering-case-withdrawn-in-gauteng-20230503\"><span style=\"font-weight: 400;\">charges were provisionally withdrawn</span></a><span style=\"font-weight: 400;\"> against the group at the end of April 2023.</span>\r\n<h4><b>‘Slow progress’</b></h4>\r\n<span style=\"font-weight: 400;\">In November 2022, Parliament’s police committee “criticised the slow progress in implementing the recommendations” that Ipid had made in its May 2022 report.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The committee considers the tardiness in implementing both the recommendations and in instituting further internal SAPS investigations undermines the assurance given to the Kinnear family that justice will be done,” the committee said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“It is also worrying that despite clear recommendations from Ipid, SAPS decided to appoint a member to investigate allegations of misconduct, which subsequently absolved SAPS members of any wrongdoing.”</span>\r\n<h4><b>‘Secret’ report</b></h4>\r\n<span style=\"font-weight: 400;\">The Ipid report itself became controversial.</span>\r\n\r\n<span style=\"font-weight: 400;\">It was widely leaked.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a href=\"https://www.dailymaverick.co.za/article/2022-06-24-no-one-had-kinnears-back-ipid-calls-for-criminal-charges-against-superiors-and-members-of-wc-rogue-unit/\"><span style=\"font-weight: 400;\">several articles about its contents</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">But it later emerged that the report was classified as Top Secret, meaning only those with special clearance were allowed to access it. </span>\r\n\r\n<span style=\"font-weight: 400;\">Parliament had heard, though, that proper processes had not been followed when the report was initially classified.</span>\r\n<h4><b>Top(pled) cop</b></h4>\r\n<span style=\"font-weight: 400;\">At the time of Kinnear’s assassination, Khehla Sitole was South Africa’s national police commissioner.</span>\r\n\r\n<span style=\"font-weight: 400;\">In January 2022, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> reported that in the previous </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-26-ipid-registers-criminal-case-against-national-commissioner-sitole-for-dodging-questions-on-kinnear-assassination/\"><span style=\"font-weight: 400;\">month Ipid lodged a criminal complaint against him</span></a><span style=\"font-weight: 400;\">, alleging that he failed to cooperate with its investigation into matters surrounding Kinnear.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sitole </span><a href=\"https://www.sanews.gov.za/south-africa/sitole-denies-not-cooperating-ipid-kinnear-murder-investigation\"><span style=\"font-weight: 400;\">denied the allegations</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">But a month later, in February 2022, it emerged that Sitole would step down as national commissioner ahead of schedule, because this was, according to a Presidency statement, “</span><a href=\"https://www.thepresidency.gov.za/press-statements/statement-departure-saps-national-commissioner\"><span style=\"font-weight: 400;\">in the best interests of the country</span></a><span style=\"font-weight: 400;\">”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Lieutenant-General </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-31-fannie-masemola-to-carry-the-weight-of-the-nations-expectation-as-sas-new-police-boss/\"><span style=\"font-weight: 400;\">Fannie Masemola became the country’s cop boss</span></a><span style=\"font-weight: 400;\">, inheriting the policing problems picked up during investigations into Kinnear’s lack of security.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is yet to be seen whether those problems will be properly tackled – and whether certain police officers will be held to account over the Kinnear matter – under Masemola’s leadership. </span><b>DM</b>",

(@SAPoliceService) <a href=\"https://twitter.com/SAPoliceService/status/1698264908712820976?ref_src=twsrc%5Etfw\">September 3, 2023</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">This year the national commemoration was held on 3 September and 34 officers were honoured.</span>\r\n<h4><b>158 years jail for nine cop killers</b></h4>\r\n<span style=\"font-weight: 400;\">President Cyril Ramaphosa called for justice for the families of cops who have been killed.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The hard work of the Directorate for Priority Crime Investigations, known as the Hawks, has resulted in the arrest of 76 suspected police murderers over the past year,” he added.</span>\r\n\r\n<span style=\"font-weight: 400;\">“A total of 488 suspects have been arrested for deaths of police officers since 2018. Through diligent investigative work, nine convicted police killers were handed down nine life sentences, a sum total of 158 years’ imprisonment.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The Kinnear case, and unresolved aspects linked to it, underpins these statements.</span>\r\n\r\n<span style=\"font-weight: 400;\">Over the three years since his murder, it has become the centre of various controversies, and his family is still awaiting justice.</span>\r\n<h4><b>‘One of the good guys’</b></h4>\r\n<span style=\"font-weight: 400;\">A day after Kinnear’s assassination, on 19 September 2020, Police Minister Bheki Cele said: “</span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=28401\"><span style=\"font-weight: 400;\">This officer was one of the good guys</span></a><span style=\"font-weight: 400;\"> but was taken away by ruthless criminals that [were] feeling the heat through his investigations…</span>\r\n\r\n<span style=\"font-weight: 400;\">“From the report I have received, this officer has been under threat for some time. He was provided with police protection but that was withdrawn at some point, now I want to know what informed that decision. </span>\r\n\r\n[caption id=\"attachment_1399027\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1399027\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/09/Caryn-Two-years-after-Kinnear-death.jpg\" alt=\"Charl Kinnear killing\" width=\"720\" height=\"532\" /> <em>Monday, 18 September 2023 marked three years since Charl Kinnear was murdered.</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">“This family deserves to know whether their father was failed, and if so, heads must roll.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Heads were identified, but they are yet to “roll”.</span>\r\n<h4><b>Gunman unaccounted for</b></h4>\r\n<span style=\"font-weight: 400;\">While suspects, including alleged organised crime kingpin </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-01-murder-extortion-and-corruption-nafiz-modack-and-co-accused-back-in-court-on-friday/\"><span style=\"font-weight: 400;\">Nafiz Modack</span></a><span style=\"font-weight: 400;\">, were arrested and are set to go on trial in connection with Kinnear’s killing, the fate of the gunman who pulled the trigger remains unclear.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nothing has been made public in terms of the gunman being detained.</span>\r\n\r\n<span style=\"font-weight: 400;\">There were some suspicions in policing circles that the gunman himself had been killed, but this was never proven as fact.</span>\r\n\r\n<span style=\"font-weight: 400;\">More details relating to the gunman are likely to be aired in the Western Cape High Court as the Kinnear murder case develops further.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, the Independent Police Investigative Directorate (Ipid) launched investigations into why Kinnear was not under state protection at the time of his murder, when it was clear that threats were directed at him.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> previously reported that Ipid’s findings on the Kinnear security situation, contained in a May 2022 report, highlighted critical shortcomings in the police service.</span>\r\n<h4><b>Findings against cops</b></h4>\r\n<span style=\"font-weight: 400;\">Ipid’s findings included that two </span><a href=\"https://www.dailymaverick.co.za/article/2022-06-24-pinging-kinnear-hawks-head-godfrey-lebeya-failed-to-protect-national-security-and-the-top-detective/\"><span style=\"font-weight: 400;\">Hawks officers should be criminally charged</span></a><span style=\"font-weight: 400;\"> for failing to act when Kinnear’s cellphone was being monitored in the run-up to his assassination.</span>\r\n\r\n<span style=\"font-weight: 400;\">It was also alleged that Hawks’ head, Lieutenant-General Godfrey Lebeya, “failed to ensure that the [Hawks] members implicated investigated the threat against the state and therefore failed to protect the national interest or security of the state.”</span>\r\n\r\n<iframe id=\"doc_26862\" class=\"scribd_iframe_embed\" title=\"221109 FinaL Report on Kinnear Presentation to PCP 09 November 2022\" src=\"https://www.scribd.com/embeds/671997075/content?start_page=1&view_mode=scroll&access_key=key-E7Ktaq9klDi2hgU3FCav\" width=\"100%\" height=\"600\" frameborder=\"0\" scrolling=\"no\" data-auto-height=\"false\" data-aspect-ratio=\"1.3323485967503692\"></iframe>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/article/2022-06-27-kinnear-case-officer-went-over-and-above-duties-hawks-head-godfrey-lebeya-hits-back/\"><span style=\"font-weight: 400;\">Lebeya hit back</span></a><span style=\"font-weight: 400;\">, saying a Hawks officer had gone beyond their duty to alert colleagues about the threat to Kinnear’s life and that there was some “ignorance” about how the Hawks conducted the investigation.</span>\r\n\r\n<span style=\"font-weight: 400;\">In December 2018, Kinnear complained to his bosses about certain police officers linked to Crime Intelligence in the Western Cape who he alleged were using state resources against him.</span>\r\n\r\n<span style=\"font-weight: 400;\">In its May 2022 findings, Ipid said a “rogue” style cop unit had indeed existed and “created further animosity amongst leadership, sowing division” in the Western Cape police service.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a underworld syndicates and figures such as Nafiz Modack to infiltrate SAPS to monitor the movement of key role players,” Ipid said.</span>\r\n<h4><b>Fraudulent firearm licences</b></h4>\r\n<span style=\"font-weight: 400;\">It had also found that Kinnear’s assassination could result in the collapse of cop corruption cases relating to fraudulent firearm licences.</span>\r\n\r\n<b>Read more in licence application to individuals who are not fit to possess firearms,” Ipid’s May 2022 report said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The investigations gave rise to the arrest of the suspects and for SAPS to institute disciplinary actions against involved members. some of the reasons noted by the task team is that Lieutenant-Colonel Kinnear was the only person who had intimate knowledge of the cases.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Modack was among a group of suspects, including police officers in Gauteng, who were </span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=26240\"><span style=\"font-weight: 400;\">arrested in 2020 in a fraudulent firearm licence case</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the related </span><a href=\"https://www.news24.com/news24/southafrica/news/modack-gun-licence-racketeering-case-withdrawn-in-gauteng-20230503\"><span style=\"font-weight: 400;\">charges were provisionally withdrawn</span></a><span style=\"font-weight: 400;\"> against the group at the end of April 2023.</span>\r\n<h4><b>‘Slow progress’</b></h4>\r\n<span style=\"font-weight: 400;\">In November 2022, Parliament’s police committee “criticised the slow progress in implementing the recommendations” that Ipid had made in its May 2022 report.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The committee considers the tardiness in implementing both the recommendations and in instituting further internal SAPS investigations undermines the assurance given to the Kinnear family that justice will be done,” the committee said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“It is also worrying that despite clear recommendations from Ipid, SAPS decided to appoint a member to investigate allegations of misconduct, which subsequently absolved SAPS members of any wrongdoing.”</span>\r\n<h4><b>‘Secret’ report</b></h4>\r\n<span style=\"font-weight: 400;\">The Ipid report itself became controversial.</span>\r\n\r\n<span style=\"font-weight: 400;\">It was widely leaked.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a 400;\">several articles about its contents</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">But it later emerged that the report was classified as Top Secret, meaning only those with special clearance were allowed to access it. </span>\r\n\r\n<span style=\"font-weight: 400;\">Parliament had heard, though, that proper processes had not been followed when the report was initially classified.</span>\r\n<h4><b>Top(pled) cop</b></h4>\r\n<span style=\"font-weight: 400;\">At the time of Kinnear’s assassination, Khehla Sitole was South Africa’s national police commissioner.</span>\r\n\r\n<span style=\"font-weight: 400;\">In January 2022, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> reported that in the previous </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-26-ipid-registers-criminal-case-against-national-commissioner-sitole-for-dodging-questions-on-kinnear-assassination/\"><span style=\"font-weight: 400;\">month Ipid lodged a criminal complaint against him</span></a><span style=\"font-weight: 400;\">, alleging that he failed to cooperate with its investigation into matters surrounding Kinnear.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sitole </span><a href=\"https://www.sanews.gov.za/south-africa/sitole-denies-not-cooperating-ipid-kinnear-murder-investigation\"><span style=\"font-weight: 400;\">denied the allegations</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">But a month later, in February 2022, it emerged that Sitole would step down as national commissioner ahead of schedule, because this was, according to a Presidency statement, “</span><a href=\"https://www.thepresidency.gov.za/press-statements/statement-departure-saps-national-commissioner\"><span style=\"font-weight: 400;\">in the best interests of the country</span></a><span style=\"font-weight: 400;\">”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Lieutenant-General </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-31-fannie-masemola-to-carry-the-weight-of-the-nations-expectation-as-sas-new-police-boss/\"><span style=\"font-weight: 400;\">Fannie Masemola became the country’s cop boss</span></a><span style=\"font-weight: 400;\">, inheriting the policing problems picked up during investigations into Kinnear’s lack of security.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is yet to be seen whether those problems will be properly tackled – and whether certain police officers will be held to account over the Kinnear matter – under Masemola’s leadership. </span><b>DM</b>",
