"contents": "<span style=\"font-weight: 400;\">As reported </span><a href=\"https://www.dailymaverick.co.za/article/2020-08-02-covid-19-and-the-epidemic-of-corrupt-governments-a-heart-wrenching-unscrupulous-and-filthy-feeding-frenzy/?fbclid=IwAR0TyIe77sah4tDnFgIpDk9nZLsjEwNVqqNYj_rtYX6lcQTXgZJxzudOFIU\"><span style=\"font-weight: 400;\">previously</span></a><span style=\"font-weight: 400;\">, from the outset the fight against Covid-19 has been characterised by fraud and bribery, particularly associated with procurement of essential medicines and personal protective equipment (PPE). </span><span style=\"font-weight: 400;\">Contracts to distribute items such as masks, gloves and medical visors have been abused by companies </span><a href=\"https://www.timeslive.co.za/sunday-times/news/2020-07-26-black-business-chief-blasts-covidpreneurs-as-ppe-scandal-grows/\"><span style=\"font-weight: 400;\">allegedly</span></a><span style=\"font-weight: 400;\"> connected with people in power or positions in health departments. </span>\r\n\r\n<span style=\"font-weight: 400;\">The corruption is systematic, </span><a href=\"https://www.dailymaverick.co.za/article/2020-08-02-covid-19-and-the-epidemic-of-corrupt-governments-a-heart-wrenching-unscrupulous-and-filthy-feeding-frenzy/\"><span style=\"font-weight: 400;\">manifesting</span></a><span style=\"font-weight: 400;\"> itself in partisan distribution of </span><span style=\"font-weight: 400;\">cash grants and food parcels to food-insecure communities</span><span style=\"font-weight: 400;\">, kickbacks for tenders and bribes in law enforcement. </span>\r\n\r\n<span style=\"font-weight: 400;\">As a result, existing inequalities have widened, particularly for those who live hand-to-mouth, </span><span style=\"font-weight: 400;\">amid increasing unemployment levels and insufficient social security</span><span style=\"font-weight: 400;\"> in countries such as Angola, the Democratic Republic of Congo (DRC), Eswatini, Lesotho, Malawi, Mozambique, South Africa and Zimbabwe. </span>\r\n\r\n<span style=\"font-weight: 400;\">In the absence of robust oversight and due diligence, the economic cost has also been devastating, </span><a href=\"https://www.openownership.org/blogs/corruption-procurement-and-covid-19-in-africa/\"><span style=\"font-weight: 400;\">resulting</span></a><span style=\"font-weight: 400;\"> in growing systemic socio-economic challenges. </span>\r\n\r\n<span style=\"font-weight: 400;\">While this may be one of the most difficult environments for civil society, it is also a critical moment where its work has never been more important. Since the outbreak of Covid-19, civil society has been faced with having to monitor how governments responded and to advocate for effective responses to the pandemic.</span>\r\n\r\n<span style=\"font-weight: 400;\">Because the international community is preoccupied with the global pandemic, governments have taken the opportunity to get away with theft, thuggery and abuse of power, making it increasingly difficult for civil society organisations (CSOs) to operate freely, including in some cases criminalising its work.</span>\r\n\r\n<span style=\"font-weight: 400;\">Several </span><a href=\"https://mailchi.mp/zgf/covid-19s-impact-on-zambian-civil-society-news-jobs-opportunities-from-zgf?e=684c74cbc0\"><span style=\"font-weight: 400;\">studies</span></a><span style=\"font-weight: 400;\">, including one by the Zambian Governance Foundation (ZGF) and another by </span><a href=\"https://tshikululu.org.za/partner-survey/\"><span style=\"font-weight: 400;\">Tshikululu Social Investments</span></a><span style=\"font-weight: 400;\"> in SA, have shown the extent to which the majority of CSOs have been negatively affected by Covid-19. The most common challenges are the complete loss of funding, bringing operations to a dramatic end; reduced funding, leading to major operational and structural changes; and the inability to implement programme activities on account of governments’ preventive measures against the pandemic.</span>\r\n\r\n<span style=\"font-weight: 400;\">Notwithstanding these challenges, CSOs have managed to continue promoting accountability, holding governments accountable and speaking out against corruption in an effort to ensure resources reached their intended targets, and to prevent the loss of colossal sums of money to corruption. </span>\r\n\r\n<b>How civil society fought back</b>\r\n\r\n<span style=\"font-weight: 400;\">The region’s strongest economy, </span><b>South Africa</b><span style=\"font-weight: 400;\">, has borne the largest brunt of the Covid-19 pandemic, </span><a href=\"https://www.worldometers.info/coronavirus/country/south-africa/\"><span style=\"font-weight: 400;\">recording</span></a> <span style=\"font-weight: 400;\">19,164 deaths from a total of 721,770 cases as of 29 October. As would follow, the more the cases, the more the resources mobilised to fight the plague. </span>\r\n\r\n<span style=\"font-weight: 400;\">Given the fact that corruption has </span><a href=\"https://www.iol.co.za/capetimes/opinion/corruption-rife-in-sa-even-before-anc-took-over-2096992\"><span style=\"font-weight: 400;\">always been rife</span></a> <span style=\"font-weight: 400;\">in South Africa</span><b>, </b><span style=\"font-weight: 400;\">Covid-19 simply resulted in the opening of a new front for well-connected individuals to fatten their bank accounts further. According to the </span><a href=\"https://nation.africa/kenya/news/africa/billions-covid-stolen-corruption-africa-1931990\"><span style=\"font-weight: 400;\">Auditor General</span></a><span style=\"font-weight: 400;\">,</span> <span style=\"font-weight: 400;\">almost</span><a href=\"https://www.corruptionwatch.org.za/cw-welcomes-r500bn-stimulus-cautions-against-corruption/\"> <span style=\"font-weight: 400;\">R500-billion (US$30-billion)</span></a><span style=\"font-weight: 400;\"> of money earmarked for the country’s Covid-19 response has been stolen.</span>\r\n\r\n<span style=\"font-weight: 400;\">In that light, the </span><a href=\"https://c19peoplescoalition.org.za/\"><span style=\"font-weight: 400;\">C-19 People’s Coalition</span></a><span style=\"font-weight: 400;\">, a conglomeration of more than 400 CSOs, was set up to ensure that South Africa’s response to Covid-19 is rooted in social justice and democratic principles. The </span><a href=\"https://budgetjusticesa.org/\"><span style=\"font-weight: 400;\">Budget Justice Coalition</span></a><span style=\"font-weight: 400;\"> has also been </span><a href=\"https://www.corruptionwatch.org.za/govt-drops-ball-on-covid-19-socio-economic-relief-promises-says-bjc/\"><span style=\"font-weight: 400;\">calling for more efficient use and stricter oversight</span></a><span style=\"font-weight: 400;\"> around the use of the funds. </span>\r\n\r\n<a href=\"https://www.corruptionwatch.org.za/covd-19-corruption-pushes-govt-out-of-lethargy/\"><span style=\"font-weight: 400;\">Corruption Watch</span></a><span style=\"font-weight: 400;\"> has also been highly active on national and community radio, in the press, writing to the president, and in association with other organisations, calling for action against corruption. They have also been running a Lockdown Life blog, which documents personal experiences of those struggling with the effects of corruption. </span>\r\n\r\n<span style=\"font-weight: 400;\">In September, the </span><a href=\"https://www.kathradafoundation.org/\"><span style=\"font-weight: 400;\">Ahmed Kathrada Foundation</span></a><span style=\"font-weight: 400;\"> and other CSOs </span><a href=\"https://www.news24.com/news24/southafrica/news/pics-civil-society-protests-covid-19-corruption-we-want-to-see-looters-in-orange-overalls-20200918\"><span style=\"font-weight: 400;\">demonstrated</span></a><span style=\"font-weight: 400;\"> against Covid-19 corruption, chanting “we want to see looters in orange overalls”, and calling for transparency and accountability from the government. </span>\r\n\r\n<span style=\"font-weight: 400;\">In their </span><a href=\"https://www.kathradafoundation.org/2020/10/17/support-for-action-taken-against-corruption/\"><span style=\"font-weight: 400;\">submissions to President Cyril Ramaphosa</span></a><span style=\"font-weight: 400;\">, the group’s demands included naming and shaming the corrupt and supporting and strengthening honest public servants and whistle-blowers; ensuring that all public representatives and political party executive committee members and their immediate families, as well as civil servants, are not allowed to conduct business with the state; that the law-enforcement agencies investigate, recoup the money and prosecute those involved in Covid-19 corruption from both the public and private sector. </span>\r\n\r\n<span style=\"font-weight: 400;\">Like South Africa, </span><b>Malawi </b><span style=\"font-weight: 400;\">was already battling with corruption before the outbreak of Covid-19. The freshly elected President </span><a href=\"https://www.christianitytoday.com/news/2020/july/malawi-lazarus-chakwera-president-assemblies-god-haggai-ted.html\"><span style=\"font-weight: 400;\">Lazarus Chakwera</span></a> <span style=\"font-weight: 400;\">says more than </span><a href=\"https://www.voanews.com/africa/malawi-president-vows-close-corrupt-officials\"><span style=\"font-weight: 400;\">$1-billion was stolen through corruption</span></a><span style=\"font-weight: 400;\"> during former president Peter Mutharika’s administration. Covid-19 has been no exception, implicating former first lady </span><a href=\"https://www.dailymaverick.co.za/article/2020-08-02-covid-19-and-the-epidemic-of-corrupt-governments-a-heart-wrenching-unscrupulous-and-filthy-feeding-frenzy/\"><span style=\"font-weight: 400;\">Gertrude Mutharika</span></a><span style=\"font-weight: 400;\">,</span><a href=\"https://www.nyasatimes.com/alliance-demand-explanation-over-beautify-malawi-k1bn-donation-from-covd-19-fund/\"> <span style=\"font-weight: 400;\">cabinet ministers</span></a><span style=\"font-weight: 400;\"> and</span><a href=\"https://www.kulinji.com/article/news/2020/hrdc-set-meet-ministers-covid-19-allowance-saga\"> <span style=\"font-weight: 400;\">members of Parliament</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">In response, CSOs operating under the banner Anti-Corruption Alliance </span><a href=\"https://www.nyasatimes.com/alliance-demand-explanation-over-beautify-malawi-k1bn-donation-from-covid-19-fund/\"><span style=\"font-weight: 400;\">expressed concern </span></a><span style=\"font-weight: 400;\">over the lack of transparency and accountability on how the pandemic funds were being handled. The Human Rights Defenders Coalition (HRDC) called for the </span><a href=\"https://allafrica.com/stories/202005010279.html\"><span style=\"font-weight: 400;\">immediate resignation</span></a><span style=\"font-weight: 400;\"> of cabinet ministers and more specifically Minister of Information Mark Botomani and Minister of Health Jappie Mhango for abuse of Covid-19 funds. </span>\r\n\r\n<span style=\"font-weight: 400;\">In </span><b>Zimbabwe</b><span style=\"font-weight: 400;\">, the African Development Bank approved a </span><a href=\"https://www.afdb.org/en/news-and-events/press-releases/zimbabwe-african-development-bank-approves-137-million-strengthen-health-system-boost-anti-covid-19-efforts-35675\"><span style=\"font-weight: 400;\">$13.7-million grant</span></a><span style=\"font-weight: 400;\"> to finance the Covid-19 response in the country while the World Bank </span><a href=\"https://www.businesslive.co.za/bd/world/africa/2020-05-06-world-bank-lends-7m-to-ailing-zimbabwe-to-fight-covid-19/\"><span style=\"font-weight: 400;\">granted</span></a><span style=\"font-weight: 400;\"> it $7-million. The European Union</span><a href=\"https://www.devere-zimbabwe.co.zw/news/EU-rolls-out-75m-USD-Covid-19-aid-package-to-support-Zimbabwe\"> <span style=\"font-weight: 400;\">released</span></a><span style=\"font-weight: 400;\"> a $75-million package. In July, the United Nations World Food Program (WPF) appealed for an additional $250-million in emergency aid to </span><a href=\"https://www.voanews.com/africa/wfp-appeals-250m-ease-zimbabwes-dire-situation-food-crisis\"><span style=\"font-weight: 400;\">help more than eight million people</span></a><span style=\"font-weight: 400;\"> that were at risk of starvation even before the pandemic. </span>\r\n\r\n<a href=\"https://www.transparency.org/en/blog/zimbabwes-deadly-duo-covid-19-and-corruption\"><span style=\"font-weight: 400;\">Transparency International</span></a> <span style=\"font-weight: 400;\">has been monitoring how these funds are being used and has expressed concern that although the government received donations for PPE, ventilators and other medical equipment from NGOs and other countries, there has been no transparency or accountability and no information released on the distribution. </span>\r\n\r\n<span style=\"font-weight: 400;\">Organisations such as the Zimbabwe Coalition on Debt and Development (</span><a href=\"https://sivioinstitute.org/thinktanks/profile/zimcodd/\"><span style=\"font-weight: 400;\">ZIMCODD</span></a><span style=\"font-weight: 400;\">) have initiated civil society-coordinated efforts to track all resources pledged, received and used by the government. </span><a href=\"https://www.dailymaverick.co.za/article/2020-09-03-what-can-we-learn-from-covid-19-and-anti-corruption-strategies-in-africa/\"><span style=\"font-weight: 400;\">According</span></a><span style=\"font-weight: 400;\"> to Janet Zhou, the ZIMCODD executive director, the tool tracks cash and in-kind resources mobilised domestically and internationally. Publishing weekly updates, ZIMCODD’s </span><a href=\"http://zimcodd.org/wp-content/uploads/2020/08/Tracker-Issue-20.pdf\"><span style=\"font-weight: 400;\">Tracker</span></a><span style=\"font-weight: 400;\"> provides information about resources directly or indirectly received by the government. </span>\r\n\r\n<span style=\"font-weight: 400;\">In Zimbabwe and elsewhere, the media has also played a critical role in demanding transparency and accountability. The major highlight was the bombshell report by investigative journalist Hopewell Chin’ono that the then Health minister Obadiah Moyo had awarded a $60-million Covid-19 tender to a shell company called Drax International, without going to tender. Drax is allegedly </span><a href=\"https://www.newzimbabwe.com/mnangagwa-links-to-drax-international-emerge-president-begged-for-60m-from-dodgy-firm/\"><span style=\"font-weight: 400;\">linked</span></a> <span style=\"font-weight: 400;\">to Mnangagwa’s twin sons and his wife.</span>\r\n\r\n<b>Civil society at risk: targeted for exposing corruption</b>\r\n\r\n<span style=\"font-weight: 400;\">The ability to mitigate the devastating impact of Covid-19 graft relies heavily on the ability of civil society to maintain its role and give voice to affected communities. However, </span><a href=\"https://www.hrw.org/news/2020/03/19/human-rights-dimensions-covid-19-response#_Toc35446580\"><span style=\"font-weight: 400;\">closing civic space, constraints on movement</span></a><span style=\"font-weight: 400;\">, attacks on the media and </span><a href=\"https://www.hrw.org/news/2020/04/03/how-authoritarians-are-exploiting-covid-19-crisis-grab-power\"><span style=\"font-weight: 400;\">increasingly authoritarian</span><span style=\"font-weight: 400;\"> policies</span></a> <span style=\"font-weight: 400;\">in many countries have made the environment for advocacy and accountability an extremely difficult one to work in.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<b>Zambia</b><span style=\"font-weight: 400;\">, for instance, was already suffering from the effects of a local currency that was rapidly losing value against major convertible currencies, as well as a debt crisis that shows no signs of abating. This had a </span><a href=\"https://www.transparency.org/en/blog/covid-19-has-many-lessons-for-african-civil-society-organisations\"><span style=\"font-weight: 400;\">negative impact on many CSO budgets</span></a><span style=\"font-weight: 400;\">, undermining the critical work they do.</span>\r\n\r\n<span style=\"font-weight: 400;\">In </span><b>Mozambique</b><span style=\"font-weight: 400;\">, a group of arsonists </span><a href=\"https://www.transparency.org/en/news/as-southern-africa-grapples-with-corruption-and-covid-19-journalists-and-civil-society-suffer-retalisation-for-exposing-corruption\"><span style=\"font-weight: 400;\">reportedly</span></a><span style=\"font-weight: 400;\"> broke into the offices of </span><a href=\"https://canal.co.mz/\"><i><span style=\"font-weight: 400;\">Canal de Moçambique</span></i></a><span style=\"font-weight: 400;\">, a leading weekly newspaper with a reputation for exposing corruption. The group poured fuel over office equipment and ignited it with a Molotov cocktail. According to an </span><a href=\"https://www.amnesty.org/en/latest/news/2020/08/mozambique-unprecedented-arson-attack-on-canal-media/\"><span style=\"font-weight: 400;\">Amnesty International</span></a><span style=\"font-weight: 400;\"> report, “the attack came four days after the newspaper published an investigative story alleging unethical procurement by politically connected individuals and senior government officials at the Ministry of Mineral Resources and Energy.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Earlier in the year, </span><i><span style=\"font-weight: 400;\">Canal de Moçambique</span></i><span style=\"font-weight: 400;\"> had reported on an alleged secret deal between government ministries and a gas company that appears to have earned kickbacks for the minister of defence. </span>\r\n\r\n<span style=\"font-weight: 400;\">In </span><b>Zimbabwe</b><span style=\"font-weight: 400;\">, following the arrest and immediate release on bail, and the subsequent sacking of Health Minister Obadiah Moyo for “inappropriate conduct” over the $60-million medicines supply scandal, Zimbabwean authorities immediately targeted anti-corruption whistle-blowers instead of the corrupt elements. </span>\r\n\r\n<span style=\"font-weight: 400;\">Hopewell Chin’ono was arrested and spent 45 days in jail for unearthing this high-level scam. His cameras were confiscated and he was banned from using Facebook and his Twitter account and now, using Instagram. </span><span style=\"font-weight: 400;\">Political activists Jacob Ngarivhume, Job Sikhala, Joana Mamombe, Cecilia Chimbiri and Netsai Marova, who organised mass protests against official corruption and general economic decay were also imprisoned without trial and </span><a href=\"https://www.reuters.com/article/us-zimbabwe-protests-idUSKBN25H1IQ\"><span style=\"font-weight: 400;\">denied</span></a><span style=\"font-weight: 400;\"> bail for long periods.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">The government of </span><b>Zimbabwe</b><span style=\"font-weight: 400;\"> is also pushing for a new Cyber Security Law that would mandate five years in prison for sharing “false” information online. In a country where journalists like Chin’ono and whistle-blowers have brought corruption to light through social media, </span><a href=\"https://www.transparency.org/en/news/as-southern-africa-grapples-with-corruption-and-covid-19-journalists-and-civil-society-suffer-retaliation-for-exposing-corruption\"><span style=\"font-weight: 400;\">Transparency International</span></a><span style=\"font-weight: 400;\"> believes this is an unacceptable deterrent that would stop wrongdoing being brought to light. </span>\r\n\r\n<span style=\"font-weight: 400;\">On 27 October, Zimbabwe Information Minister Monica Mutsvangwa </span><a href=\"https://www.thezimbabwemail.com/main/zimbabwe-cabinet-approves-law-to-prosecute-citizens-calling-for-sanctions/\"><span style=\"font-weight: 400;\">announced</span></a><span style=\"font-weight: 400;\"> that Zimbabwe’s cabinet wants to bar its citizens from holding “unauthorised” communication and negotiations with hostile governments. The logic behind this is that “such communication or negotiation has a direct or indirect implication on Zimbabwe’s foreign relations and policy”. </span>\r\n\r\n<span style=\"font-weight: 400;\">This latest cabinet move may result in amendment of the Criminal Code to legislate and criminalise most of the work that civil society organisations of all stripes do as part of normal advocacy to highlight human rights violations and lobby for other states to hold Zimbabwe accountable under international human rights law. </span>\r\n\r\n<span style=\"font-weight: 400;\">In short, civic space is being closed offline and online, and human rights activism as we know it is being criminalised. </span>\r\n\r\n<b>What is the solution?</b>\r\n\r\n<span style=\"font-weight: 400;\">Nearly 100 civil society organisations from across the world </span><a href=\"https://www.hrw.org/news/2020/05/04/letter-imf-managing-director-re-anti-corruption-and-role-civil-society-monitoring\"><span style=\"font-weight: 400;\">wrote</span></a><span style=\"font-weight: 400;\"> to the International Monetary Fund (IMF) in May, urging the IMF to include anti-corruption measures in emergency funding given to governments and</span><span style=\"font-weight: 400;\"> to ensure that the funds released are actually used to safeguard public health, save lives and support livelihoods. </span>\r\n\r\n<span style=\"font-weight: 400;\">Th</span><span style=\"font-weight: 400;\">e</span><a href=\"https://www.cabri-sbo.org/en/pages/about-us\"> <span style=\"font-weight: 400;\">Collaborative Africa Budget Reform Initiative (CABRI) </span><span style=\"font-weight: 400;\">Public Finance Response Monitor</span></a><span style=\"font-weight: 400;\"> has developed an important starting point for systematic accountability necessary to break the cycle of impunity for corruption by seeking and publishing </span>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Covid-19 procurement contracts; </span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">names of companies awarded contracts; </span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">beneficial ownership information of companies receiving contracts; and</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">validation of delivery of products and services.</span></li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">They have also been campaigning for more frequent internal audits; specific Covid-19 external audits; audit findings to be made publicly available; more frequent reporting of Covid-19 expenditure; publishing expenditure reports and specific budget lines for Covid-19 reporting.</span>\r\n\r\n<span style=\"font-weight: 400;\">In addition, the US Agency for International Development (USAID), has also devised a</span><a href=\"https://www.usaid.gov/democracy/documents/covid-19-democracy-human-rights-and-governance-issues-and-potential-usaid-responses\"> <span style=\"font-weight: 400;\">strategy</span></a><span style=\"font-weight: 400;\"> for supplemental funding to prevent, prepare for and respond to the pandemic in an effort to promote citizen responsive governance amid the Covid-19 crisis. In a paper on Covid-19 and Corruption, USAID sets out “Key Issues and</span><a href=\"https://www.usaid.gov/sites/default/files/documents/1866/Corruption-and-COVID-19-One-Pager_Final.pdf\"> <span style=\"font-weight: 400;\">Approaches</span></a><span style=\"font-weight: 400;\">” to addressing corruption in this context which are focused on systemic and holistic interventions that bolster the ability of countries to detect, prevent, investigate and sanction corruption across the Covid-19 response.</span>\r\n\r\n<span style=\"font-weight: 400;\">While acknowledging that some of the unprecedented emergency spending against Covid-19 has occurred without adhering to regular procurement procedures, checks and balances, the IMF has since </span><a href=\"https://www.imf.org/en/Publications/SPROLLs/covid19-special-notes\"><span style=\"font-weight: 400;\">cautioned</span></a><span style=\"font-weight: 400;\"> that as governments “do what it takes” to support people and firms during the global pandemic and economic downturn, they should endeavour to “keep the receipts”.</span>\r\n\r\n<b>Conclusion</b>\r\n\r\n<span style=\"font-weight: 400;\">It may be impossible to</span><a href=\"https://allafrica.com/stories/202009070230.html\"> <span style=\"font-weight: 400;\">quantify</span></a><span style=\"font-weight: 400;\"> how much has been lost to corruption related to Covid-19. For some, the past six months have been a period </span><span style=\"font-weight: 400;\">of sustained, shameless quick wealth accumulation even if it meant over dead bodies, literally. </span>\r\n\r\n<span style=\"font-weight: 400;\">The WHO director-general called it</span><a href=\"https://ewn.co.za/2020/08/21/who-chief-brands-virus-protection-gear-graft-murder\"><span style=\"font-weight: 400;\"> akin to “murder</span></a><span style=\"font-weight: 400;\">”:</span>\r\n\r\n<span style=\"font-weight: 400;\">“Because if health workers work without PPE, we’re risking their lives. And that also risks the lives of the people they serve. So it’s criminal and it’s murder and it has to stop.”</span>\r\n\r\n<span style=\"font-weight: 400;\">But while scandals related to Covid-19 have cost health officials in Botswana their jobs and have implicated cabinet ministers in Malawi, Mozambique, South Africa, Zimbabwe and the Democratic Republic of Congo (DRC),</span> <span style=\"font-weight: 400;\">among others, the record of accountability is worryingly insi</span><span style=\"font-weight: 400;\">gnificant. </span>\r\n\r\n<span style=\"font-weight: 400;\">Corruption is still a way of life. It is needlessly tolerated across the region. It is rewarding. There is impunity for it. Corruption begets corruption. Impunity breeds impunity. </span>\r\n\r\n<span style=\"font-weight: 400;\">Despite all the lip-service, authorities have not created conditions for it to fall.
