"contents": "<span style=\"font-weight: 400;\">South Africa’s poultry industry has barely recovered from the ravages of the bird flu outbreak, rolling blackouts, collapsing infrastructure, access to clean water and depressed consumer demand. </span>\r\n\r\n<span style=\"font-weight: 400;\">Three of the country’s major poultry producers — Astral Foods, Quantum and RCL reported losses for the year, caused by the outbreaks of bird flu and the costs associated with culling, plus rolling blackouts.</span>\r\n\r\n<span style=\"font-weight: 400;\">Now, the Competition Commission has stepped in to deal what could be the death blow to the foundering sector, by announcing that it will embark on a </span><a href=\"https://www.compcom.co.za/wp-content/uploads/2024/02/PoultryMarket-Inquiry_Draft-TOR_Jan24_gazette-6-Feb-24.pdf\"><span style=\"font-weight: 400;\">market inquiry</span></a><span style=\"font-weight: 400;\"> targeting the poultry industry value chain.</span>\r\n\r\n<span style=\"font-weight: 400;\">This comes weeks after </span><a href=\"https://www.xagta.com/temporary-rebate-created-for-imported-chicken/\"><span style=\"font-weight: 400;\">temporary rebates</span></a><span style=\"font-weight: 400;\"> on the import duties of chicken were introduced and at the worst time for the poultry sector. Last year, Astral Foods posted its first losses in 23 years, due to the impact of the power crisis and bird flu. It also spent more than R2.1-billion in the 2023 financial year on water, culling and alleviating the impact of rolling blackouts.</span>\r\n\r\n<span style=\"font-weight: 400;\">Egg producer Quantum Foods reported a R35-million loss in the year to end-September, while RCL Foods issued an update in October, stating that profits were likely to be a thing of the past, as most of its inland sites had been </span><a href=\"https://www.dailymaverick.co.za/article/2023-10-02-chicken-crisis-just-got-a-lot-worse/\"><span style=\"font-weight: 400;\">affected by avian flu</span></a><span style=\"font-weight: 400;\">, forcing it to cull about 410,000 birds, which cost it R115-million.</span>\r\n\r\n<span style=\"font-weight: 400;\">Last month, producers appeared to be slightly more hopeful. On 31 January, </span><a href=\"https://www.dailymaverick.co.za/article/2024-01-31-sa-company-results-the-latest/\"><span style=\"font-weight: 400;\">Astral</span></a><span style=\"font-weight: 400;\"> said it expected to return to profitability in the first quarter of the financial year ending 30 September, after it had made good headway in addressing some of its recent issues.</span>\r\n\r\n<span style=\"font-weight: 400;\">It had maintained emergency backup generator capacity at all its operations; benefited from lower stages of rolling blackouts, which helped reduce diesel costs; put uninterrupted water supply systems in place to reduce downtime; kept feeding costs low; and normalised the poultry sales mix, which was previously affected by heavy promotional discounting.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the commission is convinced that the poultry industry is uncompetitive. Its chief economist, James Hodge, said that its market inquiry was aimed at improving the competitiveness of the industry to the benefit of consumers and smaller participants — particularly previously disadvantaged producers.</span>\r\n\r\n<span style=\"font-weight: 400;\">The poultry industry supplies 65% of all animal protein consumed in South Africa. It is also the largest contributor to the agricultural sector, with a total annual gross value of production of almost R72-billion in 2022, which accounted for 17.1% of total agricultural gross value and 40.3% of total animal product gross value. </span>\r\n\r\n<span style=\"font-weight: 400;\">The SA poultry industry is dominated by a few, large companies that meet most of the demand for eggs and chickens, feed and day-old chicks.</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa’s Poultry Sector Master Plan has been in place since November 2019 — it is designed to promote the development and transformation of the sector, but the commission said because it was a negotiated agreement between the public sector and the industry, it cannot address the structure, outcomes and conduct that are likely to adversely affect competition, so it is complementary to a market inquiry. </span><b>DM </b>",

"description": "Avian flu, also known as bird flu, stems from the infection caused by avian (bird) influenza (flu) Type A viruses. These viruses naturally spread among wild aquatic birds worldwide and have the potential to infect domestic poultry and other bird and animal species. Generally, bird flu viruses do not harm humans, but there have been rare cases of human infections with bird flu viruses.\r\n\r\nAccording to Prof Cheryl Cohen from the National Institute for Communicable Diseases, human infections are exceptionally rare and typically occur in individuals who have very close contact with infected birds, such as workers on poultry farms. In the unlikely event of a human infection, the virus lacks the ability to transmit efficiently between people, resulting in an extremely low risk of transmission from an infected person.\r\n\r\nInfected birds release the bird flu virus through their saliva, mucous, and feces. Human infections can happen when the virus enters the eyes, nose, or mouth or is inhaled. This transmission occurs through airborne droplets or potentially through dust particles carrying the virus, which can be breathed in by individuals. Additionally, there is a possibility of infection when a person touches a contaminated surface and subsequently touches their mouth, eyes, or nose.\r\n\r\nIn South Africa, there have been multiple outbreaks of avian flu in recent years. The Department of Agriculture, Land Reform, and Rural Development officially recognised the most recent outbreak of Highly Pathogenic Avian Influenza (HPAI) at five farms in the Western Cape. The initial detection of this outbreak occurred in April 2023 within the Swartland region.",
