"contents": "<span style=\"font-weight: 400;\">From “smart” containers that detect when a door is opened, to focusing on the identities of drivers who move containers around at harbours, certain sectors of the shipping industry are tightening controls to try to disrupt drug trafficking.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> recently reported that on 16 March, the United Nations Office on Drugs and Crime released its</span><a href=\"https://www.unodc.org/unodc/frontpage/2023/March/cocaine-trafficking-diversifying-through-new-hubs-and-groups--with-global-supply-at-record-levels--says-new-report-from-the-united-nations-office-on-drugs-and-crime.html\"><span style=\"font-weight: 400;\"> Global Report on Cocaine 2023</span></a><span style=\"font-weight: 400;\"> in which</span><a href=\"https://www.dailymaverick.co.za/article/2023-03-27-cocaine-traffickers-use-maritime-routes-through-south-africa/\"><span style=\"font-weight: 400;\"> South Africa featured prominently</span></a><span style=\"font-weight: 400;\">.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">Among its findings in relation to this country, the report said: “In South Africa, the authorities reported traffickers were increasingly using maritime routes since the pandemic.”</span><span style=\"font-weight: 400;\"> </span>\r\n<h4><b>Piggybacking</b></h4>\r\n<span style=\"font-weight: 400;\">Traffickers have for long used shipping containers to transport illicit cargo.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The most popular method in recent years is to ‘piggyback’ on a </span><span style=\"font-weight: 400;\">legitimate shipment without the shipper’s knowledge,” the report said.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“Moving large quantities of cocaine in this way requires a </span><span style=\"font-weight: 400;\">network of collaborators – port workers, transport companies, drivers or customs officials.”</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">The report also detailed how traffickers were getting more creative when trying to conceal drugs.</span><span style=\"font-weight: 400;\"> </span>\r\n<h4><b>Cocaine in beeswax and charcoal</b><span style=\"font-weight: 400;\"> </span></h4>\r\n<span style=\"font-weight: 400;\">“Cocaine has been detected recently in beeswax, plastics, herbs, charcoal </span><span style=\"font-weight: 400;\">and various liquids,” it said.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“In Europe in particular, these methods are making the drug hard to detect. However, this method requires a complex process of </span><span style=\"font-weight: 400;\">chemical extraction to separate the cocaine from other substances.”</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">Extraction laboratories involving chemical experts were discovered, suggesting such methods of drug smuggling were becoming more widespread.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/900ms2029-4/\"><img loading=\"lazy\" class=\"size-full wp-image-1638440\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/04/7-Port-Durban.jpg\" alt=\"\" width=\"720\" height=\"373\" /></a> <em>‘Hi-tech’ security fencing, which is being installed around Durban’s port boundaries, is intended to curb crimes such as theft and vandalism. (Photo: Gallo Images)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">In South Africa, global drug cartels use the</span><a href=\"https://www.dailymaverick.co.za/article/2023-01-22-busted-a-global-super-cartel-encrypted-message-crackdown-and-cocaine-trails-to-durban/\"><span style=\"font-weight: 400;\"> Port of Durban</span></a><span style=\"font-weight: 400;\">, where massive consignments of cocaine have previously been intercepted.</span>\r\n\r\n<span style=\"font-weight: 400;\">Transnet did not respond to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> questions sent to it in January about plans to act against drug trafficking.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> previously reported that</span><a href=\"https://www.dailymaverick.co.za/article/2023-03-06-smuggling-rings-and-other-security-breaches-plague-durban-harbour-with-cross-country-crime-on-the-rise/\"><span style=\"font-weight: 400;\"> a hi-tech fence</span></a><span style=\"font-weight: 400;\"> was being erected at the Port of Durban to try to prevent trespassers from accessing the harbour.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">But that security measure does not address what is happening on ships.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> therefore put questions to the</span><a href=\"https://www.msc.com/\"><span style=\"font-weight: 400;\"> Mediterranean Shipping Company (MSC)</span></a><span style=\"font-weight: 400;\"> as well as the company</span><a href=\"https://www.maersk.com/\"><span style=\"font-weight: 400;\"> Maersk</span></a><span style=\"font-weight: 400;\"> about measures in place on their sides to try to clamp down on drug smuggling.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">Maersk did not respond to two requests for comment.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/7-msc-1/\"><img loading=\"lazy\" class=\"wp-image-1638441 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/04/7.-MSC-1.jpg\" alt=\"\" width=\"5074\" height=\"2718\" /></a> <em>Cocaine worth more than $1-billion was discovered on the MSC Gayane.</em></p>\r\n<h4><b>50 detection techniques</b><span style=\"font-weight: 400;\"> </span></h4>\r\n<span style=\"font-weight: 400;\">MSC explained that it had several plans in place to try to disrupt trafficking.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">The company has before been flagged in terms of cocaine smuggling – in one of three busts involving MSC ships in the US in 2019, cocaine worth more than $1-billion was discovered on the</span><a href=\"https://www.cbp.gov/newsroom/local-media-release/us-customs-and-border-protection-seizes-msc-gayane-following-record\"><span style=\"font-weight: 400;\"> MSC Gayane</span></a><span style=\"font-weight: 400;\"> at the Port of Philadelphia.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">In related legal action, several MSC crew members from Montenegro were</span><a href=\"https://www.justice.gov/usao-edpa/pr/two-msc-gayane-crew-members-sentenced-conspiracy-smuggle-1-billion-worth-cocaine-united\"><span style=\"font-weight: 400;\"> arrested and jailed</span></a><span style=\"font-weight: 400;\">.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">The Gayane case suggests members of a drug cartel infiltrated the company.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">In its response to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> questions about what it was to bolster security, MSC said: “[This company] spent $100m in 2022 alone on cargo security, including measures to help minimise and disrupt drug trafficking.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“Today we have more than 50 ways to detect and disrupt container drug trafficking. We cannot reveal them all as this could compromise our security efforts, as well as those of customs and law enforcement bodies with which we collaborate.”</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/msc-gayane-photoflickr/\"><img loading=\"lazy\" class=\"size-full wp-image-1618547\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/03/Caryn-Cocaine-report1.jpg\" alt=\"cocaine maritime routes\" width=\"720\" height=\"361\" /></a> <em>The MSC Gayane. (Photo: Flickr)</em></p>\r\n<h4><b>New technology</b><span style=\"font-weight: 400;\"> </span></h4>\r\n<span style=\"font-weight: 400;\">MSC was also pioneering new technology involving containers at a terminal in Antwerp in Belgium and this would possibly also be rolled out in Rotterdam in the Netherlands – shipments of cocaine were a problem in</span><a href=\"https://www.euronews.com/2023/01/10/antwerp-takes-over-from-rotterdam-as-europes-leading-port-for-cocaine-seizures\"><span style=\"font-weight: 400;\"> Antwerp and Rotterdam</span></a><span style=\"font-weight: 400;\"> - and other ports thereafter.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">The technology involved drivers collecting MSC containers at a terminal and instead of a PIN code, details linked to the drivers - including digital identifications, biometric data and a specific code called the Truck Appointment Reference code – were scanned at a gate.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“This combined approach makes the pick-up process more secure and efficient,” MSC’s response said.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“Mediterranean Shipping Company is the first shipping company in the world to launch ID-based container pick-up.”</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/7-msc-3/\"><img loading=\"lazy\" class=\"size-full wp-image-1638443\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/04/7.-MSC-3.jpg\" alt=\"\" width=\"720\" height=\"479\" /></a> <em>US Customs and Border Protection and Homeland Security investigations led a multi-agency inspection of the MSC Gayane that resulted in the seizure of about 35,000 pounds of cocaine discovered in seven shipping containers, 17 June 2019. (Photo: Steve Sapp, CBP Office of Public Affairs)</em></p>\r\n<h4><b>‘Smart containers’</b><span style=\"font-weight: 400;\"> </span></h4>\r\n<span style=\"font-weight: 400;\">In many countries, including South Africa, the rip on/rip off smuggling method was used in terms of shipments of cocaine.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">It involved corrupt workers at harbours tampering with cargo seals to secretly load drugs into containers at a departure port and retrieve it at a destination port without the ship authorities, or those involved in importing or exporting the cargo, knowing.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">In relation to this, MSC said: “[This company] also addresses seals security and includes smart containers that detect door openings in near real time and other security infringements among the measures we deploy.”</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">A Maersk document from 2006 said it had a “container seal policy”, illustrating how it was trying to deal with the smuggling of illicit goods back then already.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“Maersk Line advocates and requires the use of high-security bolt container seals … as an integral part of supply chain security,” the document said.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“The objective in using this type seal is to minimise the risk of unauthorised access into the container, thereby reducing the risk of cargo pilferage and the introduction of contraband.”</span><span style=\"font-weight: 400;\"> </span>\r\n<h4><b>Unpredictable ‘human factor’</b><span style=\"font-weight: 400;\"> </span></h4>\r\n<span style=\"font-weight: 400;\">Meanwhile, the Global Report on Cocaine 2023 said traffickers relied on “service providers and brokers” to move drugs.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“These service providers have become increasingly specialised in areas such as transportation, money laundering, corruption of state agents,” it said.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">In South Africa, some police officers have been arrested in terms of cocaine interceptions and there are widespread suspicions in cop circles that cartels have forged ties with corrupt workers at harbours and on ships.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">MSC said contractors who worked with it went through a vetting process.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“Unfortunately, there will always be individuals who can be corrupted by drug traffickers – or, even more difficult to predict, decent people who will succumb to violent threats by dangerous criminals against them and their families,” it said in its response to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“This is a human factor which is impossible for individual companies to control entirely.” </span><b>DM168</b>\r\n\r\n<em>Caryn Dolley has spent years tracing the footprints of drug kingpins from across the world. "description": "<span style=\"font-weight: 400;\">From “smart” containers that detect when a door is opened, to focusing on the identities of drivers who move containers around at harbours, certain sectors of the shipping industry are tightening controls to try to disrupt drug trafficking.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> recently reported that on 16 March, the United Nations Office on Drugs and Crime released its</span><a href=\"https://www.unodc.org/unodc/frontpage/2023/March/cocaine-trafficking-diversifying-through-new-hubs-and-groups--with-global-supply-at-record-levels--says-new-report-from-the-united-nations-office-on-drugs-and-crime.html\"><span style=\"font-weight: 400;\"> Global Report on Cocaine 2023</span></a><span style=\"font-weight: 400;\"> in which</span><a href=\"https://www.dailymaverick.co.za/article/2023-03-27-cocaine-traffickers-use-maritime-routes-through-south-africa/\"><span style=\"font-weight: 400;\"> South Africa featured prominently</span></a><span style=\"font-weight: 400;\">.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">Among its findings in relation to this country, the report said: “In South Africa, the authorities reported traffickers were increasingly using maritime routes since the pandemic.”</span><span style=\"font-weight: 400;\"> </span>\r\n<h4><b>Piggybacking</b></h4>\r\n<span style=\"font-weight: 400;\">Traffickers have for long used shipping containers to transport illicit cargo.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The most popular method in recent years is to ‘piggyback’ on a </span><span style=\"font-weight: 400;\">legitimate shipment without the shipper’s knowledge,” the report said.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“Moving large quantities of cocaine in this way requires a </span><span style=\"font-weight: 400;\">network of collaborators – port workers, transport companies, drivers or customs officials.”</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">The report also detailed how traffickers were getting more creative when trying to conceal drugs.</span><span style=\"font-weight: 400;\"> </span>\r\n<h4><b>Cocaine in beeswax and charcoal</b><span style=\"font-weight: 400;\"> </span></h4>\r\n<span style=\"font-weight: 400;\">“Cocaine has been detected recently in beeswax, plastics, herbs, charcoal </span><span style=\"font-weight: 400;\">and various liquids,” it said.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“In Europe in particular, these methods are making the drug hard to detect. However, this method requires a complex process of </span><span style=\"font-weight: 400;\">chemical extraction to separate the cocaine from other substances.”</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">Extraction laboratories involving chemical experts were discovered, suggesting such methods of drug smuggling were becoming more widespread.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n[caption id=\"attachment_1638440\" align=\"alignnone\" width=\"720\"]<a href=\"https://www.dailymaverick.co.za/900ms2029-4/\"><img class=\"size-full wp-image-1638440\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/04/7-Port-Durban.jpg\" alt=\"\" width=\"720\" height=\"373\" /></a> <em>‘Hi-tech’ security fencing, which is being installed around Durban’s port boundaries, is intended to curb crimes such as theft and vandalism. (Photo: Gallo Images)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">In South Africa, global drug cartels use the</span><a href=\"https://www.dailymaverick.co.za/article/2023-01-22-busted-a-global-super-cartel-encrypted-message-crackdown-and-cocaine-trails-to-durban/\"><span style=\"font-weight: 400;\"> Port of Durban</span></a><span style=\"font-weight: 400;\">, where massive consignments of cocaine have previously been intercepted.</span>\r\n\r\n<span style=\"font-weight: 400;\">Transnet did not respond to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> questions sent to it in January about plans to act against drug trafficking.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> previously reported that</span><a href=\"https://www.dailymaverick.co.za/article/2023-03-06-smuggling-rings-and-other-security-breaches-plague-durban-harbour-with-cross-country-crime-on-the-rise/\"><span style=\"font-weight: 400;\"> a hi-tech fence</span></a><span style=\"font-weight: 400;\"> was being erected at the Port of Durban to try to prevent trespassers from accessing the harbour.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">But that security measure does not address what is happening on ships.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> therefore put questions to the</span><a href=\"https://www.msc.com/\"><span style=\"font-weight: 400;\"> Mediterranean Shipping Company (MSC)</span></a><span style=\"font-weight: 400;\"> as well as the company</span><a href=\"https://www.maersk.com/\"><span style=\"font-weight: 400;\"> Maersk</span></a><span style=\"font-weight: 400;\"> about measures in place on their sides to try to clamp down on drug smuggling.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">Maersk did not respond to two requests for comment.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n[caption id=\"attachment_1638441\" align=\"alignnone\" width=\"5074\"]<a href=\"https://www.dailymaverick.co.za/7-msc-1/\"><img class=\"wp-image-1638441 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/04/7.-MSC-1.jpg\" alt=\"\" width=\"5074\" height=\"2718\" /></a> <em>Cocaine worth more than $1-billion was discovered on the MSC Gayane.</em>[/caption]\r\n<h4><b>50 detection techniques</b><span style=\"font-weight: 400;\"> </span></h4>\r\n<span style=\"font-weight: 400;\">MSC explained that it had several plans in place to try to disrupt trafficking.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">The company has before been flagged in terms of cocaine smuggling – in one of three busts involving MSC ships in the US in 2019, cocaine worth more than $1-billion was discovered on the</span><a href=\"https://www.cbp.gov/newsroom/local-media-release/us-customs-and-border-protection-seizes-msc-gayane-following-record\"><span style=\"font-weight: 400;\"> MSC Gayane</span></a><span style=\"font-weight: 400;\"> at the Port of Philadelphia.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">In related legal action, several MSC crew members from Montenegro were</span><a href=\"https://www.justice.gov/usao-edpa/pr/two-msc-gayane-crew-members-sentenced-conspiracy-smuggle-1-billion-worth-cocaine-united\"><span style=\"font-weight: 400;\"> arrested and jailed</span></a><span style=\"font-weight: 400;\">.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">The Gayane case suggests members of a drug cartel infiltrated the company.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">In its response to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> questions about what it was to bolster security, MSC said: “[This company] spent $100m in 2022 alone on cargo security, including measures to help minimise and disrupt drug trafficking.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“Today we have more than 50 ways to detect and disrupt container drug trafficking. We cannot reveal them all as this could compromise our security efforts, as well as those of customs and law enforcement bodies with which we collaborate.”</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n[caption id=\"attachment_1618547\" align=\"alignnone\" width=\"720\"]<a href=\"https://www.dailymaverick.co.za/msc-gayane-photoflickr/\"><img class=\"size-full wp-image-1618547\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/03/Caryn-Cocaine-report1.jpg\" alt=\"cocaine maritime routes\" width=\"720\" height=\"361\" /></a> <em>The MSC Gayane. (Photo: Flickr)</em>[/caption]\r\n<h4><b>New technology</b><span style=\"font-weight: 400;\"> </span></h4>\r\n<span style=\"font-weight: 400;\">MSC was also pioneering new technology involving containers at a terminal in Antwerp in Belgium and this would possibly also be rolled out in Rotterdam in the Netherlands – shipments of cocaine were a problem in</span><a href=\"https://www.euronews.com/2023/01/10/antwerp-takes-over-from-rotterdam-as-europes-leading-port-for-cocaine-seizures\"><span style=\"font-weight: 400;\"> Antwerp and Rotterdam</span></a><span style=\"font-weight: 400;\"> - and other ports thereafter.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">The technology involved drivers collecting MSC containers at a terminal and instead of a PIN code, details linked to the drivers - including digital identifications, biometric data and a specific code called the Truck Appointment Reference code – were scanned at a gate.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“This combined approach makes the pick-up process more secure and efficient,” MSC’s response said.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“Mediterranean Shipping Company is the first shipping company in the world to launch ID-based container pick-up.”</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n[caption id=\"attachment_1638443\" align=\"alignnone\" width=\"720\"]<a href=\"https://www.dailymaverick.co.za/7-msc-3/\"><img class=\"size-full wp-image-1638443\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/04/7.-MSC-3.jpg\" alt=\"\" width=\"720\" height=\"479\" /></a> <em>US Customs and Border Protection and Homeland Security investigations led a multi-agency inspection of the MSC Gayane that resulted in the seizure of about 35,000 pounds of cocaine discovered in seven shipping containers, 17 June 2019. (Photo: Steve Sapp, CBP Office of Public Affairs)</em>[/caption]\r\n<h4><b>‘Smart containers’</b><span style=\"font-weight: 400;\"> </span></h4>\r\n<span style=\"font-weight: 400;\">In many countries, including South Africa, the rip on/rip off smuggling method was used in terms of shipments of cocaine.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">It involved corrupt workers at harbours tampering with cargo seals to secretly load drugs into containers at a departure port and retrieve it at a destination port without the ship authorities, or those involved in importing or exporting the cargo, knowing.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">In relation to this, MSC said: “[This company] also addresses seals security and includes smart containers that detect door openings in near real time and other security infringements among the measures we deploy.”</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">A Maersk document from 2006 said it had a “container seal policy”, illustrating how it was trying to deal with the smuggling of illicit goods back then already.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“Maersk Line advocates and requires the use of high-security bolt container seals … as an integral part of supply chain security,” the document said.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“The objective in using this type seal is to minimise the risk of unauthorised access into the container, thereby reducing the risk of cargo pilferage and the introduction of contraband.”</span><span style=\"font-weight: 400;\"> </span>\r\n<h4><b>Unpredictable ‘human factor’</b><span style=\"font-weight: 400;\"> </span></h4>\r\n<span style=\"font-weight: 400;\">Meanwhile, the Global Report on Cocaine 2023 said traffickers relied on “service providers and brokers” to move drugs.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“These service providers have become increasingly specialised in areas such as transportation, money laundering, corruption of state agents,” it said.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">In South Africa, some police officers have been arrested in terms of cocaine interceptions and there are widespread suspicions in cop circles that cartels have forged ties with corrupt workers at harbours and on ships.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">MSC said contractors who worked with it went through a vetting process.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“Unfortunately, there will always be individuals who can be corrupted by drug traffickers – or, even more difficult to predict, decent people who will succumb to violent threats by dangerous criminals against them and their families,” it said in its response to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“This is a human factor which is impossible for individual companies to control entirely.” </span><b>DM168</b>\r\n\r\n<em>Caryn Dolley has spent years tracing the footprints of drug kingpins from across the world.
