"contents": "<span style=\"font-weight: 400;\">The government has not “done much” to ensure all South Africans have internet access, says Communications, Telecommunications and Postal Services Minister Stella Ndabeni-Abrahams.</span>\r\n\r\n<span style=\"font-weight: 400;\">Speaking at a webinar on narrowing the digital divide hosted by Nedbank, the </span><a href=\"http://r20.rs6.net/tn.jsp?f=001yrtrhSTOfHZabttA6Q44-Sl5QkIRdlozP6_lrV7d_SMFD7XKvVopSNwgIH1JFGi8TtcTf2QtnhxHreuiDqA-HJnxRgGGqsjrsnaJ-Znd_UinCGLJoG5aFZyI_iHUuV3F18Og-4-sjScSNMTPEsxEHw==&c=twc4AKY3MVkv5bV26-rgv04avLKF-ZVyYUV1HTFgDTn1EB7MGKB72Q==&ch=eFSfue2qPwfi3r8DIV81ZJv_nqApCwpI_6uojEgB53O9vA-O2DF74Q==\"><span style=\"font-weight: 400;\">Joburg Centre for Software Engineering (JCSE)</span></a><span style=\"font-weight: 400;\"> at Wits, and EE Business Intelligence, Ndabeni-Abrahams said phase two of the government’s SA Connect project would broaden its scope of target areas for broadband infrastructure.</span>\r\n\r\n<span style=\"font-weight: 400;\">“We have not done much. Covid has really exposed us to that reality, but we believe that working together we can do more in order to make sure that we connect the 20 million unconnected people of South Africa,” said Ndabeni-Abrahams.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The first phase of the project prioritised connectivity of the 970 government facilities (namely) healthcare centres and schools in the underserviced areas of the eight identified district municipalities. Government is currently conducting a feasibility study for funding SA Connect phase two, which will cover the rest of the country.” </span>\r\n\r\n<span style=\"font-weight: 400;\">She acknowledged that the digital divide was mainly the split between the “haves” in metropolitan areas and the “have nots” in rural settings. </span>\r\n\r\n<a href=\"https://www.dtps.gov.za/index.php?option=com_phocadownload&view=category&download=90:broadband-policy-gg37119&id=21:broadband&Itemid=333\"><span style=\"font-weight: 400;\">SA Connect</span></a><span style=\"font-weight: 400;\"> is the government’s project aimed at delivering broadband access to 90% of the country’s population by 2020, and universal access by 2030. R19.4-million had been spent to provide internet access to 313 facilities by March 2019. This was from a R110-million budget for the 2018/19 financial year.</span>\r\n\r\n<span style=\"font-weight: 400;\">R1-billion has been provisionally allocated for SA Connect’s implementation for the 2021/22 financial year. </span>\r\n\r\n<span style=\"font-weight: 400;\">Pitfalls in the first-phase rollout showed that because of lockdown measures, people couldn’t leave home to gain access to government facilities or schools, leaving them in the lurch.</span>\r\n\r\n<span style=\"font-weight: 400;\">“It becomes crucial that we take services to where people are at, that is why the second phase will be looking at bringing connectivity to where people are: if it means the home, let it be brought home,” Ndabeni-Abrahams said. </span>\r\n\r\n<span style=\"font-weight: 400;\">Though the majority of South Africans are mobile-first in terms of communication and internet usage, high data costs are a barrier to access. </span>\r\n\r\n<span style=\"font-weight: 400;\">According to an </span><a href=\"https://www.icasa.org.za/legislation-and-regulations/state-of-the-ict-sector-in-south-africa-2020-report\"><span style=\"font-weight: 400;\">Icasa report</span></a><span style=\"font-weight: 400;\"> on the State of the ICT sector in South Africa in 2020, smartphone penetration rose from 81.7% in 2018 to 91.2% in 2019.</span>\r\n\r\n<span style=\"font-weight: 400;\">In December 2019, the Competition Commission </span><a href=\"https://www.dailymaverick.co.za/article/2019-12-02-vodacom-and-mtn-ordered-to-reduce-anti-poor-data-prices/\"><span style=\"font-weight: 400;\">published a report</span></a><span style=\"font-weight: 400;\"> on its Data Services Market Inquiry which found that Vodacom and MTN prepaid data prices were anti-poor and recommended they be reduced by 30% to 50% or the two companies would face prosecution.</span>\r\n\r\n<span style=\"font-weight: 400;\">MTN dropped its monthly data costs by 33% in April 2020 and Vodacom by up to 40%. The price drops were unrelated to Covid-19. </span>\r\n\r\n<span style=\"font-weight: 400;\">Arthur Goldstuck, managing director of World Wide Worx, explained on the webinar that there are several types of digital divides made evident by the pandemic: </span>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The entertainment divide where those without access to fibre or true 4G cannot stream video;</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The business divide where barriers to accessing cloud-based services mean small businesses struggle to compete in markets;</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The worker divide where the employed (and the unemployed) without adequate internet struggle to continue working or find jobs when faced with a crisis such as a lockdown; and</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The digital transformation divide where organisations have digitised their processes and are prepared for many futures like the Fourth Industrial Revolution. </span></li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">Ndabeni-Abrahams said the private sector would drive the rollout of phase two of SA Connect. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Our authority, Icasa, is also in the process of licensing spectrum which will also assist in bridging that digital divide.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The issue of </span><a href=\"https://www.dailymaverick.co.za/article/2020-08-20-round-and-round-they-go-groundhog-day-for-telecoms/\"><span style=\"font-weight: 400;\">spectrum licensing has been ongoing</span></a><span style=\"font-weight: 400;\"> for about two years. The licensing process is meant to be concluded by the end of 2020, but as a </span><a href=\"https://www.dailymaverick.co.za/article/2020-09-18-the-winding-and-long-winded-road-sas-political-economy-further-fragments-and-by-elections-loom/\"><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> article</span></a><span style=\"font-weight: 400;\"> indicates, “</span><span style=\"font-weight: 400;\">The Nedlac Economic Recovery Action Plan now talks about (this happening) in March 2021 (and) the licensing of high-demand spectrum for industry via auction before the end of 2020.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The licensing of spectrum suitable for rolling out 4G and next-generation 5G networks could significantly reduce data costs for consumers. </span><b>DM</b>",
