"contents": "<span style=\"font-weight: 400;\">National Police Commissioner Lieutenant General Fannie Masemola has assured South Africans the service is prepared to crack down on crime this festive season — and he has announced critical cop appointments.</span>\r\n\r\n<span style=\"font-weight: 400;\">During a press conference on Friday about festive season safety plans, Masemola introduced Lieutenant General Edith Mavundla as the head of the police’s Technology Management Service.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mavundla, who took up the position on 1 December, joined the South African Police Service (SAPS) in 1987.</span>\r\n\r\n<span style=\"font-weight: 400;\">“She has vast experience in the Information Technology environment having served in a variety of senior roles including that of Component Head: Technology Governance,” Masemola said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“She holds a National Diploma in Public Management and Administration and a B-tech degree in Business Information Systems.”</span>\r\n<h4><b>‘Rejuvenating Crime Intelligence’</b></h4>\r\n<span style=\"font-weight: 400;\">Masemola also announced another more critical appointment — Lieutenant General Dumisani Khumalo as the new head of Crime Intelligence, a division of SAPS that has been without a permanent boss for about two years.</span>\r\n\r\n<span style=\"font-weight: 400;\">This came into effect on 1 December.</span>\r\n\r\nhttps://youtu.be/9jMqUQhWQVU\r\n\r\n<span style=\"font-weight: 400;\">Masemola said Khumalo joined the SAPS as a student constable in 1991 and for 26 years was involved in operational response services and the Crime Intelligence environment.</span>\r\n\r\n<span style=\"font-weight: 400;\">“From 2006 to 2018 he served as a Component Head for National Operational Coordination where he was responsible for the integrated deployment of resources to crime hotspot areas throughout the country,” Masemola said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Due to his meticulous information gathering and analysis skills, the officer was assigned to lead intelligence-driven investigations in KwaZulu-Natal from 2018 to date.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Based on a </span><a href=\"https://m.facebook.com/SAPoliceService/photos/senior-operational-manager-of-the-year-13-15-brigadier-sd-khumalo-brigadier-khum/2154203174606613/\"><span style=\"font-weight: 400;\">SAPS post</span></a><span style=\"font-weight: 400;\"> on Facebook from January 2018, Khumalo was once named “senior operational manager of the year.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The post said he reviewed “existing plans related to the combating of wildlife trafficking crimes” and this “led to the reduction of rhino poaching for the first time in a decade.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Masemola on Friday said there was a perception that “the whole of Crime Intelligence is corrupt” but that this was not accurate and there were decent officers in the unit.</span>\r\n\r\n<span style=\"font-weight: 400;\">He said Khumalo would be supported, and he was “looking forward for him to rejuvenate that environment.”</span>\r\n<h4><b>‘SA not a fugitives’ playground’</b></h4>\r\n<span style=\"font-weight: 400;\">During </span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=43765\"><span style=\"font-weight: 400;\">the press conference</span></a><span style=\"font-weight: 400;\">, Masemola outlined several police operations planned for the festive season and highlighted some successes.</span>\r\n\r\n<span style=\"font-weight: 400;\">He referred to international cases, saying: “The continuous arrest of wanted fugitives in the country should send a stern warning to all, that South Africa is not a playground and hiding place for criminals, either they hand themselves in or we fetch them.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Masemola detailed a case involving suspected </span><a href=\"https://www.dailymaverick.co.za/article/2021-12-04-global-online-student-cult-cybercrime-syndicate-busted-in-cape-town/\"><span style=\"font-weight: 400;\">Black Axe</span></a><span style=\"font-weight: 400;\"> members “accused of swindling multiple individuals and companies in the USA of millions of dollars.</span>\r\n\r\n<span style=\"font-weight: 400;\">“A total of 10 Nigerian nationals have been arrested in multiple raids across Johannesburg and Cape Town since April this year,” he said.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i> <a href=\"https://www.dailymaverick.co.za/article/2022-10-23-axe-vs-air-lords-investigations-point-to-international-rival-cybercrime-cults-making-their-home-in-sa/\"><span style=\"font-weight: 400;\">previously reported</span></a><span style=\"font-weight: 400;\"> that some authorities view Black Axe, which originated in Nigeria and is also known as the Neo Black Movement of Africa, as a cult.</span>\r\n\r\n<span style=\"font-weight: 400;\">Masemola on Friday also referred to last month’s arrest of </span><a href=\"https://www.dailymaverick.co.za/article/2022-11-21-under-wraps-media-and-public-barred-from-most-wanted-israeli-crime-kingpin-court-case-in-johannesburg/\"><span style=\"font-weight: 400;\">alleged Israeli crime kingpin Yaniv Yossi Ben Simon</span></a><span style=\"font-weight: 400;\">, who he said was known as “the world’s most wanted Israeli.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Simon was taken into custody with seven other men in Gauteng.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Amongst the items seized from this scene include 19 firearms of which two were AK47s, a mini-Ruger with a silencer,” Masemola said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Eight vehicles including a sniper truck, frequency jamming devices, four drones and money counting machines and $40,000 gives us an indication that we have broken the back of a syndicate that is most likely linked to criminal underworld activities.”</span>\r\n<h4><b>Tackling cop corruption</b></h4>\r\n<span style=\"font-weight: 400;\">Masemola addressed corruption in the SAPS.</span>\r\n\r\n<span style=\"font-weight: 400;\">He said six police officers were recently arrested in Limpopo for allegedly creating “a safe passage for smugglers to enter the country illegally in possession of illicit cigarettes in exchange for gratifications and bribes.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In response to a recent Western Cape high court judgment that </span><a href=\"https://www.dailymaverick.co.za/article/2022-10-26-28s-gang-capture-top-western-cape-cops-prosecutors-lives-at-risk-judge-sounds-corruption-alarm/\"><span style=\"font-weight: 400;\">cops were colluding with gangsters</span></a><span style=\"font-weight: 400;\">, Masemola said a senior officer was appointed to investigate the allegations.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has reported extensively on the judgment that was also the subject of a Western Cape police ombud investigation that found </span><a href=\"https://www.dailymaverick.co.za/article/2022-12-05-dangerous-forces-are-at-play-western-cape-premier-alan-winde-on-findings-that-gangsters-infiltrated-cops/\"><span style=\"font-weight: 400;\">the allegations were probably true</span></a><span style=\"font-weight: 400;\"> and indicative of a much broader problem.</span>\r\n\r\n<hr />\r\n\r\n<strong>Visit <a investigations</strong>\r\n\r\n<hr />\r\n\r\n<span style=\"font-weight: 400;\">Masemola warned: “The SAPS management once again reiterates its stance to a zero tolerance approach towards corruption and other forms of criminality within its ranks.”</span>\r\n\r\n<span style=\"font-weight: 400;\">This warning in turn links to Khumalo’s new job as Crime Intelligence boss because the division has come under fire for various reasons including allegations that officers within it plundered secret accounts.</span>\r\n\r\n<span style=\"font-weight: 400;\">In September former acting national police commissioner Kgomotso Phahlane, who already faced corruption charges in another case, was also </span><a href=\"https://www.dailymaverick.co.za/article/2022-09-24-spree-of-arrests-of-top-cops-exposes-the-depth-of-the-rot-alleged-in-sapss-crime-intelligence/\"><span style=\"font-weight: 400;\">arrested, along with three serving Crime Intelligence officers</span></a><span style=\"font-weight: 400;\"> and two businessmen.</span>\r\n\r\n<span style=\"font-weight: 400;\">They faced fraud, corruption, theft and contravening the Public Finance Management Act charges related to two police tenders issued in December 2016, worth about R54-million and linked to mobile communication encryption.</span>\r\n\r\n<span style=\"font-weight: 400;\">Allegations included that certain cops procured software that would make it impossible for investigators to get their phone call records — at a time when senior officers were under investigation for irregular procurement.</span>\r\n<h4><b>Security structure strengthening</b></h4>\r\n<span style=\"font-weight: 400;\">President Cyril Ramaphosa, during his </span><a href=\"https://www.gov.za/speeches/president-cyril-ramaphosa-2022-state-nation-address-10-feb-2022-0000\"><span style=\"font-weight: 400;\">State of the Nation Address</span></a><span style=\"font-weight: 400;\"> back in February, announced South Africa’s security arena was in for an overhaul.</span>\r\n\r\n<span style=\"font-weight: 400;\">“We will begin immediately by filling critical vacancies and addressing positions affected by suspensions in the State Security Agency and Crime Intelligence,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">This has now — 10 months down the line — happened in terms of Crime Intelligence and Khumalo’s appointment.</span>\r\n\r\n<span style=\"font-weight: 400;\">Khumalo has his work cut out for him because controversy has consistently rocked the division.</span>\r\n<h4><b>Continuous controversies</b></h4>\r\n<span style=\"font-weight: 400;\">In May the police committee in Parliament discussed what was happening at Crime Intelligence, with minutes from that meeting stating: “</span><span style=\"font-weight: 400;\">The committee expressed significant concern about the ongoing instability in the Crime Intelligence Division which remains without a Divisional Commissioner.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The following month, June, Parliament heard that the previous police commissioner, Khehla Sitole, had received </span><a href=\"about:blank\"><span style=\"font-weight: 400;\">no Crime Intelligence reports</span></a><span style=\"font-weight: 400;\"> ahead of the </span><a href=\"https://www.dailymaverick.co.za/article/2021-07-16-this-attempted-insurrection-has-failed-president-cyril-ramaphosa/\"><span style=\"font-weight: 400;\">attempted insurrection</span></a><span style=\"font-weight: 400;\"> of July 2021 that devastated parts of KwaZulu-Natal and Gauteng.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sitole, meanwhile, faced several problems and accusations.</span>\r\n\r\n<span style=\"font-weight: 400;\">Earlier this year he became the subject of two </span><a href=\"https://www.dailymaverick.co.za/article/2022-01-27-police-boss-khehla-sitole-lashes-out-after-ipid-seeks-ministerial-intervention-and-lays-criminal-charges/\"><span style=\"font-weight: 400;\">criminal complaints lodged by the Independent Police Investigative Directorate (Ipid)</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">This was due to allegations, which he denied, that he did not cooperate with its investigation into why a police officer, </span><a href=\"https://www.dailymaverick.co.za/article/2022-09-18-heads-are-yet-to-roll-in-murder-of-top-cop-charl-kinnear/\"><span style=\"font-weight: 400;\">Charl Kinnear</span></a><span style=\"font-weight: 400;\">, who was assassinated in Cape Town in 2020, was not under state protection at the time.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sitole stepped down from the national police commissioner post in March this year in a move the Presidency described as “</span><a href=\"https://www.thepresidency.gov.za/press-statements/statement-departure-saps-national-commissioner\"><span style=\"font-weight: 400;\">in the best interests of the country</span></a><span style=\"font-weight: 400;\">.”</span>\r\n\r\n<span style=\"font-weight: 400;\">While Sitole was national police commissioner, Crime Intelligence became central to several controversies that highlighted divisions in the SAPS.</span>\r\n<h4><b>Suspension and looting claims</b></h4>\r\n<a href=\"https://www.dailymaverick.co.za/article/2018-03-29-who-is-major-general-peter-jacobs-new-head-of-criminal-intelligence/\"><span style=\"font-weight: 400;\">Lieutenant General Peter Jacobs</span></a><span style=\"font-weight: 400;\"> was previously the national head of Crime Intelligence, having been appointed to the post in 2018.</span>\r\n\r\n<span style=\"font-weight: 400;\">But this resulted in several scandals.</span>\r\n\r\n<span style=\"font-weight: 400;\">Jacobs was handed </span><a href=\"https://www.dailymaverick.co.za/article/2021-02-08-crime-intelligence-head-peter-jacobs-is-told-he-can-return-to-work-after-months-of-fighting-suspension/\"><span style=\"font-weight: 400;\">a suspension notice</span></a><span style=\"font-weight: 400;\"> on 30 November 2020.</span>\r\n\r\n<span style=\"font-weight: 400;\">This related to allegations of personal protective equipment procurement irregularities involving the secret service account.</span>\r\n\r\n<span style=\"font-weight: 400;\">For his part, Jacobs believed the allegations were bogus and previously countered that there was evidence suggesting that police officers, including Crime Intelligence colleagues, had abused the account.</span>\r\n<h4><b>‘Sidelined’</b></h4>\r\n<span style=\"font-weight: 400;\">His suspension ended in March 2021 but instead of being allowed to return as Crime Intelligence head, </span><a href=\"https://www.dailymaverick.co.za/article/2021-03-03-deja-vu-as-peter-jacobs-transferred-out-of-crime-intelligence-suspension-lifted/\"><span style=\"font-weight: 400;\">he was placed at the police’s Inspectorate division</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Some within the SAPS believed he was sidelined.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, Lieutenant-General Yolisa Mokgabudi was appointed acting Crime Intelligence boss.</span>\r\n\r\n<span style=\"font-weight: 400;\">This did not last long and she </span><a href=\"https://www.news24.com/news24/investigations/rudderless-crime-intelligence-top-cop-spook-yolisa-mokgabudi-resigns-after-seven-month-stint-20210909\"><span style=\"font-weight: 400;\">reportedly resigned in September 2021</span></a><span style=\"font-weight: 400;\"> after just seven months in the job.</span>\r\n\r\n<span style=\"font-weight: 400;\">At some subsequent point, </span><span style=\"font-weight: 400;\">Major General Philani Lushaba was appointed acting Crime Intelligence head.</span>\r\n<h4><b>Crime Intelligence boss to convict</b></h4>\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> previously reported on the </span><a href=\"https://www.dailymaverick.co.za/article/2020-09-29-richard-mdluli-gets-jail-time-but-intends-to-appeal/\"><span style=\"font-weight: 400;\">deeper history of Crime Intelligence</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Back in July 2009, two months after Jacob Zuma was inaugurated as president marking what became known as the State Capture years, Richard Mdluli was appointed to head the division.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2011 Mdluli went on to be arrested and faced 18 charges, including murder, kidnapping, intimidation and defeating the ends of justice relating to a 1999 killing.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mdluli was also suspended in 2011 and faced further charges linked to fraud and corruption — this related to </span><a href=\"https://www.dailymaverick.co.za/article/2021-02-09-criminal-intelligence-indictment-exposes-richard-mdlulis-charmed-life/\"><span style=\"font-weight: 400;\">looting of the secret service account</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">In September 2020 he was sentenced to </span><a href=\"https://www.dailymaverick.co.za/article/2022-07-05-ex-spy-boss-richard-mdluli-gets-parole-now-for-the-long-delayed-slush-fund-abuse-case/\"><span style=\"font-weight: 400;\">five years in jail for kidnapping, assault and assault with intent to cause grievous bodily harm</span></a><span style=\"font-weight: 400;\"> in relation to his initial arrest.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mdluli served roughly two years of that sentence but still faces corruption charges relating to secret service account looting.</span>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/article/2022-10-11-former-crime-intelligence-boss-richard-mdlulis-corruption-pre-trial-set-for-february-2023/\"><span style=\"font-weight: 400;\">That case</span></a><span style=\"font-weight: 400;\"> is set to reach the pre-trial stage in February.</span>\r\n\r\n<span style=\"font-weight: 400;\">This all means that Khumalo takes over a police division still set to be in focus because of alleged criminality within. </span><b>DM</b>",
