"contents": "<span style=\"font-weight: 400;\">President Cyril Ramaphosa has suspended Deputy Minister of Small Business Development Dipuo Peters for one month.</span>\r\n\r\n<span style=\"font-weight: 400;\">In a </span><a href=\"https://www.thepresidency.gov.za/president-suspends-deputy-minister-dipuo-peters\"><span style=\"font-weight: 400;\">statement</span></a><span style=\"font-weight: 400;\"> on Friday, the Presidency said the decision followed a sanction adopted by Parliament’s Joint Committee on Ethics and Members’ Interests against Peters.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2023, rail activist organisation #UniteBehind lodged complaints with Parliament about the conduct of Peters, who is a member of the ANC and was transport minister from 2013 to 2017. </span>\r\n\r\n<span style=\"font-weight: 400;\">Peters was accused of State Capture breaches at the Passenger Rail Agency of South Africa (Prasa) while she was transport minister, including dismissing the board headed by Popo Molefe after it uncovered R14-billion in irregular expenditure, using Prasa buses for ANC events without ensuring payment and failing to appoint a CEO when required.</span>\r\n\r\n<span style=\"font-weight: 400;\">In October 2023, Parliament’s Joint Committee on Ethics and Members’ Interests found that Peters had </span><a href=\"https://www.parliament.gov.za/press-releases/media-statement-ethics-committee-concludes-consideration-complaint-against-mp-dipuo-peters\"><span style=\"font-weight: 400;\">breached the Code of Conduct</span></a><span style=\"font-weight: 400;\"> while she was transport minister. She was sanctioned and suspended for one term.</span>\r\n\r\n<span style=\"font-weight: 400;\">She challenged this decision by filing an urgent application in the Western Cape High Court in January. Peters </span><a href=\"https://groundup.org.za/article/dipuo-peters-takes-parliament-to-court/\"><span style=\"font-weight: 400;\">denied wrongdoing</span></a><span style=\"font-weight: 400;\"> and argued that the decision to suspend her from Parliament was irrational and unconstitutional. Her application was </span><a href=\"https://groundup.org.za/article/dipuo-peters-fails-in-urgent-high-court-bid-to-stop-her-suspension/\"><span style=\"font-weight: 400;\">dismissed with costs</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">In February, #UniteBehind also sent an </span><a href=\"https://groundup.org.za/article/fire-minister-dipuo-peters-rail-activists-demand/\"><span style=\"font-weight: 400;\">urgent letter</span></a><span style=\"font-weight: 400;\"> to Ramaphosa requesting he axe Peters because of her alleged role in enabling looting at Prasa while she was transport minister.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The committee found that Ms Peters had breached the Code of Ethical Conduct in her former portfolio as Minister of Transport.
