"contents": "<span style=\"font-weight: 400;\">The DA’s draft Economic Justice Policy, released in Cape Town on Friday, aims to improve economic inclusion in the country by scrapping race-based quotas.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The policy follows an approach which is based on need and advantage as opposed to race,” said Democratic Alliance Policy Head, Gwen Ngwenya.</span>\r\n\r\n<span style=\"font-weight: 400;\">This is the second document released for discussion ahead of the DA’s policy conference on 4 and 5 April.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ngwenya addressed the media alongside Ivan Meyer (Federal chairperson) and Deputy Federal chairpersons Mike Waters and Refiloe Nt’sekhe (who is also the national spokesperson).</span>\r\n\r\n<span style=\"font-weight: 400;\">The policy will rival the BEE programme. </span>\r\n\r\n<span style=\"font-weight: 400;\">“No political party has ever put before the public a policy which would address the legacy of economic exclusion while simultaneously freeing South Africans from apartheid race classification,” the policy document read. </span>\r\n\r\n<span style=\"font-weight: 400;\">The United Nations Sustainable Development Goals (SDGs) were proposed as a model to address inequality.</span>\r\n\r\n<span style=\"font-weight: 400;\">This includes: building a lean democratic state, increasing employment, pursuing world-class economic outcomes, reducing wealth inequality, address the breakdown of families, ensure access to quality healthcare for all, eradicate childhood growth-stunting, minimise spatial inequality and push land reparations and provide a zero-tolerance approach to discrimination.</span>\r\n\r\n<span style=\"font-weight: 400;\">The plan will work closely with the government and the private sector and will expect corporates to make a positive socio-economic impact based on the SDGs. The government should then award tenders to companies that meet the SDG criteria. </span>\r\n\r\n<span style=\"font-weight: 400;\">Ngwenya said BEE has allowed race-based quotas to benefit people who are not in need at the expense of those who are.</span>\r\n\r\n<span style=\"font-weight: 400;\">“BEE focuses on the wealthy, politically connected, or tenderpreneurs,” she said.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the past, the DA has flip-flopped on its position on race quotas. Ngwenya said the party has previously critiqued BEE and proposed minor tweaks to the model.</span>\r\n\r\n<span style=\"font-weight: 400;\">Addressing the </span><a href=\"https://www.dailymaverick.co.za/article/2020-02-10-gwen-ngwenya-race-is-important-but-doesnt-need-to-suck-all-the-air-out-the-room/\"><span style=\"font-weight: 400;\">Cape Town Press Club</span></a><span style=\"font-weight: 400;\"> this month on the first of the three DA policy documents, Ngwenya said race was important, but was over-emphasised.</span>\r\n\r\n<span style=\"font-weight: 400;\">“</span><span style=\"font-weight: 400;\">It doesn’t need to suck all the air out of the room,” she said. </span>\r\n\r\n<span style=\"font-weight: 400;\">The first document deals with evidence-based decision-making, accountability, redress and non-racialism.</span>\r\n\r\n<span style=\"font-weight: 400;\">She came under fire for leaking contents of the document to the public before distributing it internally in the DA for comment.</span>\r\n\r\n<span style=\"font-weight: 400;\">The floor on Friday was opened for queries, but Mike Waters asked that the media refrain from asking questions about the DA’s internal election.</span>\r\n\r\n<span style=\"font-weight: 400;\">Following Mmusi Maimane’s resignation as party leader in October 2019, John Steenhuisen (interim party leader), former DA Youth Leader</span><a href=\"https://www.dailymaverick.co.za/article/2020-02-05-mbali-ntuli-throws-hat-in-the-ring-for-leader-of-a-democratic-alliance-in-deep-crisis/\"> <span style=\"font-weight: 400;\">Mbali Ntuli</span></a><span style=\"font-weight: 400;\"> and DA Gauteng leader John Moodey are gunning for the top spot ahead of the DA’s 2020 Federal Congress on 30-31 May.</span>\r\n\r\n<span style=\"font-weight: 400;\">But things aren’t looking rosy for the DA.
