income R180,000-R350,000: 66% bursary; income R350,000-R600,000: 33% bursary.</li>\r\n</ul>\r\n<h4><b>Food</b></h4>\r\n<ul>\r\n \t<li>Expand zero-rated food to include bone-in chicken, beef, tinned beans, wheat flour, margarine, peanut butter, baby food, tea, coffee and soup powder.</li>\r\n</ul>\r\n<h4><b>Governance</b></h4>\r\n<ul>\r\n \t<li>Reduce the number of ministers, deputy ministers and ministerial offices;</li>\r\n \t<li>Focus on infrastructure;</li>\r\n \t<li>End water shedding; get private companies involved in water infrastructure projects;</li>\r\n \t<li>Encourage water-sensitive cities and citizens – based on Cape Town’s experience and planning;</li>\r\n \t<li>Create a grant for water infrastructure maintenance;</li>\r\n \t<li>Abolish and outlaw cadre deployment;</li>\r\n \t<li>Remove BBBEE from all state procurement.</li>\r\n</ul>\r\n<h4><span style=\"font-weight: 400;\"> </span><b>Health</b></h4>\r\n<ul>\r\n \t<li>Increase competition and lower private health costs;</li>\r\n \t<li>Introduce social reinsurance for medical schemes;</li>\r\n \t<li>Risk equalisation strategy for medical schemes – treat all plans as if they are one large fund;</li>\r\n \t<li>Subsidise post-retirement medical aid;</li>\r\n \t<li>Oppose the NHI Bill, seen as the death knell for the current private medical system;</li>\r\n \t<li>Establish a private-public partnership model.</li>\r\n</ul>\r\n<h4><b>Jobs</b></h4>\r\n<ul>\r\n \t<li>Deregulate the labour market to create jobs;</li>\r\n \t<li>Make artisanship a category of skills development;</li>\r\n \t<li>Exempt small and medium businesses from bargaining councils.</li>\r\n</ul>\r\n<h4><b>Land</b></h4>\r\n<ul>\r\n \t<li>Protect property rights as enshrined in the Constitution, and expand land ownership;</li>\r\n \t<li>Prioritise government-owned land for distribution to housing, farming and land access;</li>\r\n \t<li>Post-settlement support for beneficiary farmers.</li>\r\n</ul>\r\n<h4><b>Energy</b></h4>\r\n<ul>\r\n \t<li>Break up Eskom’s monopoly, and move the utility away from energy generation;</li>\r\n \t<li>Promote self-generation and devolve energy decisions to municipalities;</li>\r\n \t<li>Allow homes and businesses to sell to the grid.</li>\r\n</ul>\r\n<h4><b>Civil service</b></h4>\r\n<ul>\r\n \t<li>Rebuild the Public Service Commission to make it independent;</li>\r\n \t<li>Replace the Public Service Act and make public service functions separate from the state;</li>\r\n \t<li>Make all appointments merit-based by removing politicians from each level of recruitment;</li>\r\n \t<li>Regular lifestyle audits for politicians and officials;</li>\r\n \t<li>Introduce mandatory entrance exams;</li>\r\n \t<li>Provide high-quality training for public servants.</li>\r\n</ul>\r\n<h4><b>Reality check</b></h4>\r\n<ul>\r\n \t<li>Except for the racial blindness on BEE, it is an excellent manifesto. The ANC's popularity has declined in recent years due to corruption, economic mismanagement, and high unemployment.</p>\r\n<p data-sourcepos=\"5:1-5:207\">The main opposition party is the Democratic Alliance (DA). The DA is particularly popular among white and middle-class voters.</p>\r\n<p data-sourcepos=\"7:1-7:387\">Other opposition parties include the Economic Freedom Fighters (EFF), the Freedom Front Plus (FF+), and the Inkatha Freedom Party (IFP). The EFF is a left-wing populist party that is popular among young black voters. The FF+ is a right-wing party that represents the interests of white Afrikaans-speaking voters.
