Converting loans into bursaries will be considered based on the academic performance of the student.</span>\r\n\r\n<span style=\"font-weight: 400;\">The DA plans to collaborate with the private sector to enhance access to student funding from bank loans and sponsored scholarships.</span>\r\n<h4><b>Heher recommendations</b></h4>\r\n<span style=\"font-weight: 400;\">In 2017, the </span><a href=\"https://www.justice.gov.za/commissions/feeshet/FeesCommissionReport-Full-20171113.pdf\"><span style=\"font-weight: 400;\">Heher Commission</span></a><span style=\"font-weight: 400;\"> recommended that NSFAS be scrapped at universities and be replaced with a cost-sharing model of government-guaranteed income-contingency loans (ICL) from commercial banks or a similar model that was proposed by the Ministerial Task Team on Funding for Poor, Working Class and Missing Middle Students. </span>\r\n\r\n<span style=\"font-weight: 400;\">It was only at technical vocational education and training colleges that NSFAS could be retained to administer student fees, said Heher.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2017-11-13-zuma-releases-fees-commission-report/\"><span style=\"font-weight: 400;\">Zuma releases Fees Commission report</span></a>\r\n\r\n<span style=\"font-weight: 400;\">But former president Jacob Zuma took a different approach and announced that the government would subsidise free education for the poor and working class with a combined annual household income of R350,000.</span>\r\n\r\n<span style=\"font-weight: 400;\">Prior to his decision, NSFAS was accessible to students coming from households with annual incomes up to R120,000 in the form of a loan.</span>\r\n\r\n<span style=\"font-weight: 400;\">Under the new system, students from families earning up to R600,000 – including the “missing middle” – were funded through bursaries.</span>\r\n<h4><b>DA funding criteria</b></h4>\r\n<span style=\"font-weight: 400;\">In a banded system, the DA’s proposal stated it would offer loans for:</span>\r\n<ul>\r\n \t<li>Full cost of study for those with annual household income up to R180,000;</li>\r\n \t<li>66% cost of study for students from households with an income of R180,000 to R350,000; and</li>\r\n \t<li>33% cost of study for students from households earning R350,000 to R600,000.</li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">“This way, we will ensure that loans cover the full cost of study of some eligible students rather than a portion of the costs for a larger group,” the party’s proposal read.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1830126\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/08/ED_452481.jpg\" alt=\"DA NSFAS\" width=\"720\" height=\"417\" /> <em>Students march to the National Student Financial Aid Scheme's head office in Cape Town on 24 May 2023, accusing the scheme of ignoring their plight and criticising its new payment methods. The DA is particularly popular among white and middle-class voters.</p>\r\n<p data-sourcepos=\"7:1-7:387\">Other opposition parties include the Economic Freedom Fighters (EFF), the Freedom Front Plus (FF+), and the Inkatha Freedom Party (IFP).
