"contents": "<span style=\"font-weight: 400;\">The DA says it is considering lobbying for the ANC’s support in passing legislation that could enhance the state of coalition governments at local, provincial and national level. </span>\r\n\r\n<span style=\"font-weight: 400;\">The DA’s three proposed Bills will require amendments to the country’s Constitution, meaning it would need a two-thirds majority – which can only be achieved by twisting the ANC’s arm into partnering with them.</span>\r\n\r\n<span style=\"font-weight: 400;\">The ANC holds the </span><a href=\"https://www.parliament.gov.za/national-assembly\"><span style=\"font-weight: 400;\">majority in Parliament with 230 seats</span></a><span style=\"font-weight: 400;\">, which with the DA’s 84 seats will be enough to ensure that the legislation will be passed.</span>\r\n\r\n<span style=\"font-weight: 400;\">Speaking to </span><i><span style=\"font-weight: 400;\">Daily Maverick </span></i><span style=\"font-weight: 400;\">on Tuesday, </span><a href=\"https://www.da.org.za/2023/02/when-parliament-works-south-africa-will-work\"><span style=\"font-weight: 400;\">DA Chief Whip Siviwe Gwarube </span></a><span style=\"font-weight: 400;\">said the first piece of legislation is centred on </span><span style=\"font-weight: 400;\">limiting the number and circumstances under which motions of no confidence in a mayor, premier or the president can be moved. The other two cover extending the deadline by which governments must be formed and increasing electoral thresholds at a local government level. </span>\r\n\r\n<span style=\"font-weight: 400;\">The DA first announced its intention to introduce these Bills in October 2022. </span><span style=\"font-weight: 400;\">The</span><a href=\"https://www.da.org.za/2023/04/das-stable-coalition-bills-proceed-to-the-next-level-introduced-in-parliament\"><span style=\"font-weight: 400;\"> two Bills ready for deliberation in Parliament </span></a><span style=\"font-weight: 400;\">are the Constitution Nineteenth Amendment Bill and the Local Government: Municipal Structures Amendment Bill.</span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/article/2019-11-19-face-to-face-with-shadow-health-minister-siviwe-gwarube/mc-siviwe-gwarube/\" rel=\"attachment wp-att-502090\"><img loading=\"lazy\" class=\"size-full wp-image-502090\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/MC-Siviwe-Gwarube.jpg\" alt=\"\" width=\"720\" height=\"375\" /></a> <em>DA Chief Whip Siviwe Gwarube. We are wanting to have a very open discussion with the ANC leadership. It has nothing to do with whether they want to work with us; it is just a pragmatic way of saying, here is a piece of legislation and we are all going to need it. We do not think that any single party is going to have a majority next year. So, we are very dispassionate about saying, take on the Bill if you want, but we need this kind of legal framework,” Gwarube said. </span>\r\n\r\n<span style=\"font-weight: 400;\">The</span><a href=\"https://www.dailymaverick.co.za/article/2023-04-04-coalitions-or-the-das-art-of-the-impossible-ahead-of-2024-elections/\"><span style=\"font-weight: 400;\"> state of coalitions</span></a><span style=\"font-weight: 400;\"> at local level have been a major concern with constant motions of no confidence launched against Mayors and Speakers. In the </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-03-city-of-joburgs-attempt-to-elect-mayor-stalls-again-after-anc-caucus-throws-spanner-in-the-works/\"><span style=\"font-weight: 400;\">City of Johannesburg, infighting between political parties</span></a><span style=\"font-weight: 400;\">, has seen council elect its fifth mayor since the 2021 local elections. </span>\r\n\r\n<span style=\"font-weight: 400;\">The instability can partially be blamed for the poor service delivery that residents have had to endure. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We have seen the instability at a local level and we are of the view that if that was replicated at a national level, we will soon become a joke.
