"contents": "<span style=\"font-weight: 400;\">At least one or more cities or towns in every province of the country have experienced water shedding in the last month, </span><a href=\"https://daily-maverick.typeform.com/report/VioiFF91/HjxEGM5dqDYtVGiV\"><span style=\"font-weight: 400;\">according to results of a reader survey</span></a><span style=\"font-weight: 400;\"> conducted by </span><i><span style=\"font-weight: 400;\">Daily Maverick.</span></i>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick </span></i><span style=\"font-weight: 400;\">conducted the survey to determine how our readers have been impacted by water cuts. The </span><a href=\"https://daily-maverick.typeform.com/to/VioiFF91?typeform-source=www.google.com\"><span style=\"font-weight: 400;\">survey</span></a> <span style=\"font-weight: 400;\">was</span> <span style=\"font-weight: 400;\">responded to by </span><a href=\"https://daily-maverick.typeform.com/report/VioiFF91/HjxEGM5dqDYtVGiV\"><span style=\"font-weight: 400;\">1,041 readers</span></a><span style=\"font-weight: 400;\"> over a period of three weeks. More than half (55.8%) of the respondents said they had been impacted by water cuts in the last month.</span>\r\n<div class=\"flourish-embed flourish-map\" data-src=\"visualisation/11729151\"><script src=\"https://public.flourish.studio/resources/embed.js\"></script></div>\r\n \r\n\r\n<span style=\"font-weight: 400;\">The survey received diverse responses from across South Africa’s nine provinces but most respondents were said to be living in </span><a href=\"https://www.dailymaverick.co.za/article/2022-11-07-waters-back-on-in-gauteng-but-for-how-long-residents-wonder/\"><span style=\"font-weight: 400;\">Gauteng</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Rand Water imposed </span><a href=\"https://www.dailymaverick.co.za/article/2022-10-12-urgent-steps-need-to-be-taken-if-gauteng-is-to-avoid-running-out-of-water-soon/\"><span style=\"font-weight: 400;\">stage 2 water restrictions</span></a><span style=\"font-weight: 400;\"> in the province as a result of power failures at the utility’s wastewater treatment plant in Vereeniging, which had a knock-on effect on water systems and reservoirs. For years, water cuts and extreme shortages have been the norm in many parts of </span><a href=\"https://www.dailymaverick.co.za/article/2022-10-06-makhanda-warned-to-brace-for-further-water-cuts-as-infrastructure-crisis-intensifies/\"><span style=\"font-weight: 400;\">Makhanda</span></a><span style=\"font-weight: 400;\"> (formerly Grahamstown), </span><a href=\"https://www.news24.com/news24/southafrica/news/polokwane-water-woes-municipality-cant-meet-residents-daily-needs-20221013\"><span style=\"font-weight: 400;\">Polokwane</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://www.groundup.org.za/article/water-in-brakpan/\"><span style=\"font-weight: 400;\">Tsakane</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://witbanknews.co.za/180720/emalahleni-city-of-no-water/\"><span style=\"font-weight: 400;\">Emalahleni</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.businesslive.co.za/bd/national/2022-09-04-durban-water-crisis-worsening-and-no-money-allocated-to-deal-with-it/\"><span style=\"font-weight: 400;\">Durban</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">In October 2022, </span><i><span style=\"font-weight: 400;\">SABC</span></i> <a href=\"https://www.youtube.com/watch?v=-frulEcJG4M\"><span style=\"font-weight: 400;\">reported</span></a><span style=\"font-weight: 400;\"> on the continued water woes of Kimberly residents in the Northern Cape. Residents said they have been experiencing an unreliable water supply from Sol Plaatje Municipality since December 2020. They claim water is cut off in the evenings and restored in the mornings. Meanwhile, in Phuthaditjhaba (formerly Qwaqwa) in the Free State, </span><a href=\"https://www.dailymaverick.co.za/article/2021-09-23-water-shortages-in-parts-of-free-state-drastically-affecting-health-services-and-healthcare-workers/\"><span style=\"font-weight: 400;\">residents continue to struggle with dirty water, dry taps, and constant water interruptions</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">According to a </span><a href=\"https://www.researchgate.net/publication/328103790_South_Africa's_water_crisis_-_An_interdisciplinary_approach\"><span style=\"font-weight: 400;\">study</span></a><span style=\"font-weight: 400;\"> by University of </span><a href=\"https://www.researchgate.net/institution/North-West-University\"><span style=\"font-weight: 400;\">North-West</span></a><span style=\"font-weight: 400;\"> scholars </span><a href=\"https://www.researchgate.net/profile/Germarie-Viljoen\"><span style=\"font-weight: 400;\">Germarie Viljoen</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.researchgate.net/profile/Kobus-Van-Der-Walt\"><span style=\"font-weight: 400;\">Kobus van der Walt</span></a><span style=\"font-weight: 400;\">, “Worldwide, an estimated 663 million people do not have access to sufficient and safe water for domestic use, and the demand is on the increase.</span>\r\n\r\n<hr />\r\n\r\n<strong>Visit <a href=\"https://www.dailymaverick.co.za?utm_source=direct&utm_medium=in_article_link&utm_campaign=homepage\"><em>Daily Maverick's</em> home page</a> for more news, analysis and investigations</strong>\r\n\r\n<hr />\r\n\r\n<span style=\"font-weight: 400;\">“It is estimated that the world will have to cope with a 40% water supply shortfall by 2030, which will unavoidably affect the availability of drinking water, sanitation and food production. South Africa faces a particularly gloomy water reality. Following the advent of the constitutional era, a novel legal framework for water resources regulation was developed in South Africa,” the study reads.</span>\r\n<h4><b>What are some impacts of the water crisis?</b></h4>\r\n<span style=\"font-weight: 400;\">Alluding to the impact, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> readers said constant water cuts were disruptive, compromised business and life in general and stymied chances of recovery from the ‘Covid blues’.</span>\r\n\r\n<span style=\"font-weight: 400;\">“In rural Free State, we have been battling water cuts for a very long time. Intermittent supply is the norm. Infrastructure is falling apart, load shedding and municipal ineptitude affect the pumping of water to treatment plants, poor maintenance of pumps....we have it all. Without boreholes and good neighbourliness, most of our town will be without potable water most of the time. We have given up on relying on our municipality a very long time ago,” said one reader.</span>\r\n\r\n<span style=\"font-weight: 400;\">Another reader said; “In Rosebank, Cape Town, endless pipe bursts (old infrastructure) and the City of Cape Town fixing only three metres at a time until the next burst is normal.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Citizens rely on water for food, health and livelihoods. The absence of water or supply of dirty or contaminated water can be hazardous to health and well-being. It also qualifies as a breach of the right to water described in section 27(1) b of the constitution.</span>\r\n<h4><b>Government response to ensure water security</b></h4>\r\n<span style=\"font-weight: 400;\">As of the beginning of 2022, government claimed it was embarked on a process of institutional reform in capacitating the Department of Water and Sanitation and reviewing water boards as far as their mandates are concerned. It was also aiming to ensure that they serve municipalities in terms of the District Development Model (DDM).</span>\r\n\r\n<span style=\"font-weight: 400;\">The department has highlighted the following as its key priorities to support the sustainable provision of water services;</span>\r\n<ul>\r\n \t<li>Establishing a national water resource infrastructure agency;</li>\r\n \t<li>Strengthening regulation in the water sector by reinstating the Blue Drop, Green Drop and No Drop water quality monitoring systems and;</li>\r\n \t<li>Engineering dams and ‘importing’ water through inter-basin transfer schemes.</li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">However, giving progress feedback </span><a href=\"https://www.youtube.com/watch?v=ubodk0kZP08\"><span style=\"font-weight: 400;\">last month</span></a><span style=\"font-weight: 400;\"> to the portfolio committee on the turnaround plans to address Water Trading Entity challenges and its audit outcome, water and sanitation minister Senzo Mchunu said the funds currently available from the fiscus and the Trans Caledon Tunnel Authority are ‘insufficient’, compared to the amount required for water resource infrastructure to meet the country’s economic and social needs. </span>\r\n\r\n<span style=\"font-weight: 400;\">Mchunu said, “R10.2-billion per annum is required for developing national water resource infrastructure, and the refurbishment backlog was estimated to require an estimated R36-billion.” </span><b>DM</b>\r\n\r\n<i><span style=\"font-weight: 400;\">Subscribe to </span></i><span style=\"font-weight: 400;\">Daily Maverick’s</span><i><span style=\"font-weight: 400;\"> Your Questions Answered newsletter</span></i><a href=\"https://daily-maverick.typeform.com/to/S9I1kgzR\"> <i><span style=\"font-weight: 400;\">here</span></i></a><i><span style=\"font-weight: 400;\">.</span></i>",

Following the advent of the constitutional era, a novel legal framework for water resources regulation was developed in South Africa,” the study reads.</span>\r\n<h4><b>What are some impacts of the water crisis?</b></h4>\r\n<span style=\"font-weight: 400;\">Alluding to the impact, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> readers said constant water cuts were disruptive, compromised business and life in general and stymied chances of recovery from the ‘Covid blues’.</span>\r\n\r\n<span style=\"font-weight: 400;\">“In rural Free State, we have been battling water cuts for a very long time. Intermittent supply is the norm. Infrastructure is falling apart, load shedding and municipal ineptitude affect the pumping of water to treatment plants, poor maintenance of pumps....we have it all. Without boreholes and good neighbourliness, most of our town will be without potable water most of the time. We have given up on relying on our municipality a very long time ago,” said one reader.</span>\r\n\r\n<span style=\"font-weight: 400;\">Another reader said; “In Rosebank, Cape Town, endless pipe bursts (old infrastructure) and the City of Cape Town fixing only three metres at a time until the next burst is normal.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Citizens rely on water for food, health and livelihoods. The absence of water or supply of dirty or contaminated water can be hazardous to health and well-being. It also qualifies as a breach of the right to water described in section 27(1) b of the constitution.</span>\r\n<h4><b>Government response to ensure water security</b></h4>\r\n<span style=\"font-weight: 400;\">As of the beginning of 2022, government claimed it was embarked on a process of institutional reform in capacitating the Department of Water and Sanitation and reviewing water boards as far as their mandates are concerned.
