"contents": "<span style=\"font-weight: 400;\">With national elections approaching in 2024, South Africa’s ruling party, the African National Congress (ANC), is keen to promote its record. It recently launched a </span><a href=\"https://www.anc1912.org.za/anc-to-officially-launch-2019-elections-manifesto-review/\"><span style=\"font-weight: 400;\">review</span></a><span style=\"font-weight: 400;\"> of the promises made in its </span><a href=\"https://www.anc1912.org.za/wp-content/uploads/2022/01/ANC-National-Elections-Manifesto-2019.pdf\"><span style=\"font-weight: 400;\">2019 manifesto</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">On 4 September 2023, the day of the ANC’s review rally, secretary general </span><a href=\"https://www.anc1912.org.za/officials/\"><span style=\"font-weight: 400;\">Fikile Mbalula</span></a> <a href=\"https://twitter.com/MbalulaFikile/status/1698594576804569174\"><span style=\"font-weight: 400;\">posted</span></a><span style=\"font-weight: 400;\"> a graphic to X (formerly Twitter) claiming that under the party’s rule, unemployment had decreased “for seven consecutive quarters since 2021”. When some of our readers </span><a href=\"https://twitter.com/Dino_Patsalos/status/1698683534645289377\"><span style=\"font-weight: 400;\">asked</span></a> <a href=\"https://twitter.com/tim_meh87/status/1699191062932193400\"><span style=\"font-weight: 400;\">us</span></a><span style=\"font-weight: 400;\"> to look into the claim, we pulled up the figures.</span>\r\n<h4><b>Measuring unemployment in South Africa </b></h4>\r\n<span style=\"font-weight: 400;\">There are several ways to </span><a href=\"https://www.researchgate.net/publication/264678196_Job_Search_and_the_Measurement_of_Unemployment_in_South_Africa\"><span style=\"font-weight: 400;\">measure unemployment</span></a><span style=\"font-weight: 400;\">, including looking at the number of unemployed people, the official rate of unemployment, and an expanded version of the unemployment rate.</span>\r\n\r\n<a href=\"https://www.researchgate.net/profile/Bianca-Chigbu\"><span style=\"font-weight: 400;\">Dr Bianca Chigbu</span></a><span style=\"font-weight: 400;\"> researches labour and employment in South Africa and lectures sociology at the </span><a href=\"https://www.ufh.ac.za/\"><span style=\"font-weight: 400;\">University of Fort Hare</span></a><span style=\"font-weight: 400;\"> in the Eastern Cape province. She told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> that while the number of unemployed people can be useful, this indicator doesn’t account for changes in the size of the labour force. </span><a href=\"https://data.oecd.org/unemp/unemployment-rate.htm\"><span style=\"font-weight: 400;\">Unemployment rates</span></a><span style=\"font-weight: 400;\">, which show the percentage of the labour force that is unemployed, give a more accurate picture of trends over time, Chigbu said. </span>\r\n\r\n<span style=\"font-weight: 400;\">ANC head of policy </span><a href=\"https://twitter.com/FebePotgieter\"><span style=\"font-weight: 400;\">Fébé Potgieter</span></a><span style=\"font-weight: 400;\"> told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> the claim was based on the expanded definition of unemployment. This includes unemployed people who are not actively looking for work (“</span><a href=\"https://africacheck.org/fact-checks/factsheets/factsheet-unemployment-statistics-south-africa-explained\"><span style=\"font-weight: 400;\">discouraged job-seekers</span></a><span style=\"font-weight: 400;\">”, and people not looking for other reasons, like living too far away from potential jobs). </span>\r\n\r\n<strong>Read more in Daily Maverick:</strong> <a href=\"https://www.dailymaverick.co.za/article/2023-08-15-sa-jobless-rate-dips-slightly-in-q2-but-is-still-sky-high-at-32-6/\">SA jobless rate dips slightly in Q2, but is still sky-high at 32.6%</a>\r\n\r\n<span style=\"font-weight: 400;\">Although some researchers have argued that the expanded definition of unemployment may </span><a href=\"https://www.researchgate.net/publication/264678196_Job_Search_and_the_Measurement_of_Unemployment_in_South_Africa\"><span style=\"font-weight: 400;\">introduce subjectivity</span></a><span style=\"font-weight: 400;\"> in measurement, it is considered an important and possibly </span><a href=\"https://africacheck.org/fact-checks/factsheets/factsheet-unemployment-statistics-south-africa-explained\"><span style=\"font-weight: 400;\">more stable</span></a><span style=\"font-weight: 400;\"> indicator. </span>\r\n\r\n<span style=\"font-weight: 400;\">By this measure, the claim is correct. The expanded unemployment rate decreased across seven consecutive quarters, from </span><a href=\"https://www.statssa.gov.za/publications/P0211/P02113rdQuarter2021.pdf#page=18\"><span style=\"font-weight: 400;\">46.6%</span></a><span style=\"font-weight: 400;\"> in the third quarter of 2021 to </span><a href=\"https://www.statssa.gov.za/publications/P0211/P02112ndQuarter2023.pdf#page=13\"><span style=\"font-weight: 400;\">42.1%</span></a><span style=\"font-weight: 400;\"> in the second quarter of 2023.</span>\r\n\r\n<iframe id=\"datawrapper-chart-Lt3YG\" style=\"width: 0; min-width: 100% !important; border: none;\" title=\"Unemployment in South Africa, 2021-2023\" src=\"https://datawrapper.dwcdn.net/Lt3YG/1/\" height=\"382\" frameborder=\"0\" scrolling=\"no\" aria-label=\"Table\" data-external=\"1\"></iframe><script type=\"text/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();</script>\r\n<h4><b>Labour market variables</b></h4>\r\n<span style=\"font-weight: 400;\">Unemployment rates are useful measures of unemployment, especially over time, Chigbu told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\">, but “numerous labour market variables must be considered for a thorough understanding of employment dynamics”. </span>\r\n\r\n<span style=\"font-weight: 400;\">For example, according to </span><a href=\"https://www.statssa.gov.za/\"><span style=\"font-weight: 400;\">Statistics South Africa</span></a><span style=\"font-weight: 400;\">, the country’s data agency, </span><a href=\"https://www.anc1912.org.za/wp-content/uploads/2022/01/ANC-National-Elections-Manifesto-2019.pdf\"><span style=\"font-weight: 400;\">underemployment</span></a><span style=\"font-weight: 400;\"> is also a significant challenge. This is where people are counted as employed, but for fewer than the typical working hours in a week, and want to increase their time in employment.</span>\r\n\r\n<span style=\"font-weight: 400;\">StatsSA also reports the number of young people </span><a href=\"https://www.statssa.gov.za/publications/P0211/P02112ndQuarter2023.pdf#page=14\"><span style=\"font-weight: 400;\">not in employment, education or training</span></a><span style=\"font-weight: 400;\"> (Neet). </span><a href=\"https://www.saldru.uct.ac.za/2022/06/30/profile-of-young-neets-in-south-africa/\"><span style=\"font-weight: 400;\">According to</span></a><span style=\"font-weight: 400;\"> the </span><a href=\"https://www.saldru.uct.ac.za/\"><span style=\"font-weight: 400;\">South Africa Labour and Development Research Unit</span></a><span style=\"font-weight: 400;\">, “young people who are Neet are arguably the most vulnerable group in the labour market”. StatsSA reported that in the second quarter of 2023, </span><a href=\"https://www.statssa.gov.za/publications/P0211/P02112ndQuarter2023.pdf#page=14\"><span style=\"font-weight: 400;\">43.4%</span></a><span style=\"font-weight: 400;\"> of young people aged 15 to 34 were classified as Neet.</span>\r\n<h4><b>The trouble with quarters</b></h4>\r\n<span style=\"font-weight: 400;\">Despite the claim being correct, there is more nuance to the story. </span>\r\n\r\n<span style=\"font-weight: 400;\">One issue is that the claim compares quarters within the same year to one another. This “can be deceptive because economic conditions vary seasonally” due to factors like “holidays, disruptions such as Covid, or industry-specific patterns”, Chigbu told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\">. For example, some industries hire more people during particular quarters or see layoffs. </span>\r\n\r\n<span style=\"font-weight: 400;\">Comparing rates over multiple years is more accurate and informative, Chigbu said. “It is usual practice to compare the same quarter over different years to provide a more accurate assessment” because it allows us to understand long-term trends. </span>\r\n<h4><b>Zooming out — a general decline?</b></h4>\r\n<span style=\"font-weight: 400;\">When looking at the last seven quarters, there has been a general downward trend in unemployment rates. But if we zoom out to look at overall trends across multiple years, we see that unemployment rates before this had largely been on the rise. </span>\r\n\r\n<span style=\"font-weight: 400;\">One exception was a sharp dip in the official rate when the Covid-19 pandemic started. But </span><a href=\"https://www.resbank.co.za/content/dam/sarb/publications/quarterly-bulletins/boxes/2020/december-2020/Box%202%20Why%20did%20South%20Africa%27s%20unemployment%20rate%20decline%20sharply%20in%20the%20second%20quarter%20of%202020.pdf\"><span style=\"font-weight: 400;\">according</span></a><span style=\"font-weight: 400;\"> to the World Bank, this was a temporary trend, the result of people not being able to actively look for work and data collection issues.</span>\r\n\r\n<iframe id=\"datawrapper-chart-XCFE6\" style=\"width: 0; min-width: 100% !important; border: none;\" title=\"Unemployment rates in South Africa\" src=\"https://datawrapper.dwcdn.net/XCFE6/3/\" height=\"341\" frameborder=\"0\" scrolling=\"no\" aria-label=\"Interactive line chart\" data-external=\"1\"></iframe><script type=\"text/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();</script>\r\n\r\n<span style=\"font-weight: 400;\">Longer-term trends show that the seven consecutive quarter decrease came after a historic peak in unemployment rates in 2021, which saw the highest expanded unemployment rate (</span><a href=\"https://www.statssa.gov.za/publications/P0211/P02113rdQuarter2021.pdf#page=18\"><span style=\"font-weight: 400;\">46.6%</span></a><span style=\"font-weight: 400;\"> in quarter three) and official unemployment rate (</span><a href=\"https://www.statssa.gov.za/publications/P0211/P02114thQuarter2021.pdf#page=7\"><span style=\"font-weight: 400;\">35.3%</span></a><span style=\"font-weight: 400;\"> in quarter four) since StatsSA started collecting this data in 2008.</span>\r\n\r\n<span style=\"font-weight: 400;\">We asked Chigbu about these trends. Although the recent decline in unemployment rates was a “welcome development”, the high unemployment rates before this period put this brief decline into perspective, she said. </span>\r\n\r\n<span style=\"font-weight: 400;\">When talking about unemployment in South Africa, the country’s “history of high unemployment and the specific factors causing these changes” should be taken into account, Chigbu said. “Addressing the underlying causes of unemployment remains a critical task for policymakers in order to achieve long-term labour market reforms.”</span>\r\n<h4><b>Conclusion: Correct that unemployment rate decreased over seven consecutive quarters, but doesn’t show full picture of joblessness</b></h4>\r\n<span style=\"font-weight: 400;\">In a graphic shared to social media, ANC secretary general Fikile Mbalula claimed unemployment in South Africa had decreased for seven consecutive quarters. </span>\r\n\r\n<span style=\"font-weight: 400;\">Based on the expanded definition of unemployment, which includes discouraged work seekers, the claim is correct. </span>\r\n\r\n<span style=\"font-weight: 400;\">However, an expert warned that comparing results from consecutive quarters can be misleading.
