"contents": "<span style=\"font-weight: 400;\">Mineral Resources and Energy Minister Gwede Mantashe, speaking on Radio 702, contradicted what he told Parliament in December when he said that none of the mining rights and related applications received in the 2023/24 financial year had been finalised.</span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2024-01-14-exclusive-over-2500-sa-mining-applications-not-one-finalised/\r\n\r\n<span style=\"font-weight: 400;\">That is beyond dispute and </span><a href=\"https://pmg.org.za/committee-question/24346/\"><span style=\"font-weight: 400;\">a matter of public record</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">But the DMRE and the minister have since been changing their story, which raises questions about the narrative they are now trying to spin. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We have received 2,525 applications,” Mantashe told 702. He then proceeded to break the applications down as follows: 75 mining rights, 1,596 prospecting rights and 854 mining permits – for a total of 2,525.</span>\r\n\r\n<span style=\"font-weight: 400;\">“We’ve processed and finalised 674 of those,” the minister said. “Six hundred and seventy-four is not nil.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe said these were approved in the third quarter of the current financial year.</span>\r\n\r\n<span style=\"font-weight: 400;\">This immediately raises some questions. </span>\r\n\r\n<span style=\"font-weight: 400;\">If it’s “not nil”, then why did the minister say in December that none of the applications had been finalised? Were they processed after 8 December, when his remarks were made, but before Christmas?</span>\r\n\r\n<span style=\"font-weight: 400;\">Or did he mislead Parliament? If so – why would you lie to make it look as if you are doing an even worse job? </span>\r\n\r\n<span style=\"font-weight: 400;\">Perhaps the information Mantashe was given in December was incorrect. If so, surely heads should roll in the DMRE?</span>\r\n\r\n<span style=\"font-weight: 400;\">This is all speculation, of course. But when a minister and his department keep changing their story in this way, it simply invites all manner of questions. Rather than clearing things up, Mantashe and the DMRE keep muddying the waters.</span>\r\n<h4><strong>Muddled numbers</strong></h4>\r\n<span style=\"font-weight: 400;\">The minister also contradicted what Deputy Director General Tseliso Maqubela said earlier in the week on 702:</span>\r\n\r\n<span style=\"font-weight: 400;\">“At that time (8 December 2023), none of those applications were finalised,” Maqubela acknowledged.</span>\r\n\r\n<span style=\"font-weight: 400;\">“So for those applications which had submitted their environmental authorisations, which would have been from the year before, we actually finalised for the same period — nine months — 2,041 applications,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">The DMRE also said in a statement this week that it had “finalised 2,041 applications in the current financial year”.</span>\r\n\r\n<span style=\"font-weight: 400;\">That’s the same number the deputy director general mentioned, but he said they all related to the previous financial year. Now Mantashe has said there are 674</span> <span style=\"font-weight: 400;\">finalised from this financial year. Is that out of the 2,041, and was the deputy director general incorrect?</span>\r\n\r\nIf you are paying attention to the DMRE’s story, you will see how it keeps shape-shifting:\r\n<ol>\r\n \t<li>First, there are 2,525 mining applications of various stripes received this financial year up until December, and the minister tells Parliament that none – or “nil” – of those has been finalised.</li>\r\n \t<li>The deputy director general then says – in response to our reporting – that 2,041 applications have been finalised, but that they are from the previous financial year.</li>\r\n \t<li>The DMRE then says that, yes, 2,041 applications have been finalised this financial year.</li>\r\n \t<li>The minister says, no, 674 of the 2,525 received this financial year were finalised in Q3.</li>\r\n</ol>\r\nIf you haven’t done your homework, you need to keep your story straight. But this one is as twisted as a pretzel, and it’s all as clear as a lump of coal.\r\n\r\n<span style=\"font-weight: 400;\">It leaves the impression that the DMRE is making stuff up as it goes along.</span>\r\n\r\n<span style=\"font-weight: 400;\">As this correspondent has pointed out before, it highlights just how bad the DMRE is at communications and transparency, not to mention the basics of its job.</span>\r\n\r\n<span style=\"font-weight: 400;\">On that front, Mantashe said on 702 on Thursday that the backlog of applications – which was more than 5,000 three years ago – now stood at around 3,000. And that he aimed to have it cleared by the end of this year.</span>\r\n\r\n<span style=\"font-weight: 400;\">And it will be cleared because – drumroll, please – the long-awaited cadastral system will soon be announced!</span>\r\n\r\n<span style=\"font-weight: 400;\">A cadastral system is </span><a href=\"https://www.dailymaverick.co.za/article/2023-04-10-explainer-a-mining-cadastre-and-public-transparency/\"><span style=\"font-weight: 400;\">an online map portal that displays a country’s mineral wealth in a way that is easily accessible to the public.</span></a><span style=\"font-weight: 400;\"> It also shows the state of play of mining and exploration rights and allows applications for such rights to easily be made.</span>\r\n\r\n<span style=\"font-weight: 400;\">In August last year, the DMRE said it had selected the preferred bidder to replace its useless Samrad system for processing applications, and an announcement was expected in October. This was being audited for final approval by the state IT agency, Sita.</span>\r\n\r\n<span style=\"font-weight: 400;\">That process, according to Mantashe, has now been finalised.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Sita tried to impose a number of conditions on that… after six months, they’ve ultimately agreed that we must go ahead. So very soon we are going to be announcing the service provider for cadastral (sic). That will accelerate the pace of processing rights,” Mantashe said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“To check a functional cadastral system, we had to go to Botswana, for example, and Namibia, and see how they use their cadastral system.”</span>\r\n\r\n<span style=\"font-weight: 400;\">That would be the Trimble/Spatial Dimensions product used by those countries, which is the preferred choice of the mining industry. It remains to be seen what the DMRE has chosen. </span>\r\n\r\n<span style=\"font-weight: 400;\">But then, perhaps this story will also change in the coming days. With the DMRE, you never know what will be put on the record next. </span><b>DM</b>",

"description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
