By chance, this coincided with the release of an explosive report, </span></span></span><a href=\"http://emsfoundation.org.za/wp-content/uploads/THE-EXTINCTION-BUSINESS-South-Africas-lion-bone-trade.pdf\"><span style=\"color: #0000ff;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><i><u>The Extinction Business</u></i></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">, about the lion bone trade by the EMS Foundation and Ban Animal Trading. </span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">South Africa is already the largest exporter of lion bones to mainly Vietnam, Lao PDR and Thailand, </span><span style=\"color: #000000;\">countries</span><span style=\"color: #000000;\"> which are at </span><span style=\"color: #000000;\">the</span> <span style=\"color: #000000;\">nexus</span><span style=\"color: #000000;\"> of the</span> <span style=\"color: #000000;\">illegal</span> <span style=\"color: #000000;\">wildlife</span> <span style=\"color: #000000;\">trade. The bones</span><span style=\"color: #000000;\"> are mainly used for fake tiger bone wine, which is a bogus health drink. </span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">In a letter announcing the quota, the DEA says the decision is based on findings from a survey (in year one of a three-year scientific research process) by the South African National Biodiversity Institute (SANBI). The survey – </span><span style=\"color: #000000;\"><i>Interim Report 1: South African Lion Bone Trade</i></span><span style=\"color: #000000;\"> – mentions only the 800 quota. One of the study’s key researchers seemed startled by the 1,500 claim: </span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The wording of that quota letter … is a bit unclear concerning our involvement. All decisions were made by the Scientific Authority and DEA and we provided no input on what the quota should, or should not, be. We correctly excluded ourselves from this process, and we'll clarify that soon. Since DEA weren't obliged to keep us informed about the decision on making the quota, it might surprise you to know that I didn’t hear about it until yesterday afternoon.”</span></span></span>\r\n\r\n<p><img loading=\"lazy\" class=\"wp-image-93015\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/don-jabula.jpg\" width=\"853\" height=\"1516\" /> Jabula who waited in this small cage for days before being killed for his bones. EMS Foundation pic_1</p>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The implication is that the “scientific” reasons given for the new quota by the DEA are untrue. Confirmation of this came from the answer by DEA’s Mpho Tjlane to a question from journalist Adam Cruise about why the quota was upped. He replied that it was increased “because they have surplus stockpiles of lion bones and they want to get rid of them”.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Very little science in that.</span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">There’s a large issue hiding behind the word “they”. International distaste for canned lion hunting saw </span><span style=\"color: #000000;\">membership</span><span style=\"color: #000000;\"> of South Africa’s main hunting associations’ (PHASA and </span><span style=\"color: #000000;\">CHASA) to the European hunting community</span><span style=\"color: #000000;\"> revoked </span><span style=\"color: #000000;\">and “canned” trophies can no longer be registered with Safari Club International in the US. The resulting drop in foreign hunters has forced the industry to refocus and amplify the bone trade. </span></span></span>\r\n<p align=\"JUSTIFY\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><b>Benefits for the few</b></span></span></span></p>\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">According to the </span><span style=\"color: #000000;\"><i>Extinction Business</i></span><span style=\"color: #000000;\"> report, that refocus seems to be benefiting very few people. A number of importers the report found to be dodgy. </span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Although </span></span><span style=\"font-family: Georgia, serif;\">the official CITES export permits contain a name and address of the supposed exporter and importer,” says the report, “many of the destination addressees and addresses could not be satisfactorily verified, have little or no public profile and in some cases may be linked to illegal activities. </span></span>\r\n\r\n<span style=\"color: #000000;\">“</span><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">Moreover,</span> <span style=\"color: #000000;\">there are no</span> <span style=\"color: #000000;\">telephone numbers or</span> <span style=\"color: #000000;\">identification</span> <span style=\"color: #000000;\">or</span> <span style=\"color: #000000;\">passport</span> <span style=\"color: #000000;\">numbers on the permits</span> <span style=\"color: #000000;\">which </span><span style=\"color: #000000;\">makes</span> <span style=\"color: #000000;\">them</span><span style=\"color: #000000;\"> even harder</span> <span style=\"color: #000000;\">to authenticate or</span> <span style=\"color: #000000;\">validate.”</span></span></span>\r\n\r\n<p><img loading=\"lazy\" class=\"wp-image-93010\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/don-frikkie.jpg\" width=\"853\" height=\"1137\" /> Frikkie Jacobs of Shigalana with dead lion. from his Facebook page</p>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">However, u</span><span style=\"color: #000000;\">sing Facebook trawls, the report’s researcher in Asia linked a number of recipients on the permits to poaching and black market trading. </span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">According to the report:</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The</span></span><span style=\"font-family: Georgia, serif;\"> fact that South Africa was issuing CITES export permits to criminal syndicates and questionable destinations <i>after </i>they had knowledge of the Keosavang Network<i> </i>speaks to gaping loopholes in CITES permitting mechanisms.”</span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">One of the key problems with the global trafficking of wild animals and their body parts is that the key players often diversify, own mainstream businesses and have powerful and complicit connections in government. </span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">In Lao PDR three legal companies have been publicly identified as being big players in the illegal wildlife trade and breaking international and Lao law: Xeosavang Trading Company (run by Vixay Keosavang), Vinasakhone and Vannaseng Trading Company.</span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">Despite this, </span><span style=\"color: #000000;\"><i>The Guardian </i></span><span style=\"color: #000000;\">newspaper found that each of them has been supported by deals with the Lao government. Despite Keosavang’s clear involvement in wildlife slaughter and trafficking cases in Kenya, Mozambique and South Africa, he has never been arrested. </span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The Laotian government has ignored international pressure and has authorized similar agreements with other companies with a track record of wildlife crime, such as Vinasakhone and Vannaseng.</span></span></span>\r\n<p align=\"JUSTIFY\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><b>Industrial-scale killing</b></span></span></span></p>\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">When the original quota was legalised in South Africa, the DEA claimed the bone industry was </span><span style=\"color: #000000;\">merely</span><span style=\"color: #000000;\"> a</span> <span style=\"color: #000000;\">by-product</span> <span style=\"color: #000000;\">of the</span> <span style=\"color: #000000;\">trophy </span><span style=\"color: #000000;\">hunting</span> <span style=\"color: #000000;\">industry. If so, the </span><span style=\"color: #000000;\">skull,</span><span style=\"color: #000000;\"> jaw</span> <span style=\"color: #000000;\">and </span><span style=\"color: #000000;\">clavicles</span> <span style=\"color: #000000;\">would</span> <span style=\"color: #000000;\">be </span><span style=\"color: #000000;\">absent</span> <span style=\"color: #000000;\">from</span> <span style=\"color: #000000;\">the skeleton </span><span style=\"color: #000000;\">exports because they’re required to mount a trophy. However, </span><span style=\"color: #000000;\"><i>Extinction Business</i></span><span style=\"color: #000000;\"> researchers found that </span><span style=\"color: #000000;\">91%</span> <span style=\"color: #000000;\">of the </span><span style=\"color: #000000;\">skeletons</span> <span style=\"color: #000000;\">that</span><span style=\"color: #000000;\"> went out</span> <span style=\"color: #000000;\">in</span> <span style=\"color: #000000;\">2017</span> <span style=\"color: #000000;\">included </span><span style=\"color: #000000;\">skulls:</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">It can </span></span><span style=\"font-family: Georgia, serif;\">therefore be concluded, contrary to claims from government, that South Africa’s lion bone trade is not simply a by-product of the canned trophy hunting industry. Earlier this year</span> <span style=\"color: #000000;\">a</span> <span style=\"color: #000000;\">whistle-blower –</span> <span style=\"color: #000000;\">Armand</span> <span style=\"color: #000000;\">Gerber,</span><span style=\"color: #000000;\"> a</span> <span style=\"color: #000000;\">manager</span> <span style=\"color: #000000;\">at</span> <span style=\"color: #000000;\"><i>Predator’s</i></span><i> </i><span style=\"color: #000000;\"><i>Pride</i></span><span style=\"color: #000000;\"> –</span> <span style=\"color: #000000;\">disclosed </span><span style=\"color: #000000;\">the</span> <span style=\"color: #000000;\">existence of</span> <span style=\"color: #000000;\">a</span> <span style=\"color: #000000;\">lion </span><span style=\"color: #000000;\">slaughterhouse</span> <span style=\"color: #000000;\">in</span> <span style=\"color: #000000;\">the</span> <span style=\"color: #000000;\">Free</span> <span style=\"color: #000000;\">State</span> <span style=\"color: #000000;\">established</span><span style=\"color: #000000;\"> to kill</span> <span style=\"color: #000000;\">lions </span><span style=\"color: #000000;\">for</span> <span style=\"color: #000000;\">their</span><span style=\"color: #000000;\"> skeletons. It is situated </span><span style=\"color: #000000;\">on</span><span style=\"color: #000000;\"> the </span><span style=\"color: #000000;\">farm</span> <span style=\"color: #000000;\"><i>Wag</i></span><span style=\"color: #000000;\"><i> ’n </i></span><span style=\"color: #000000;\"><i>Bietjie</i></span><i> </i><span style=\"color: #000000;\">in</span><span style=\"color: #000000;\"> the </span><span style=\"color: #000000;\">Glen</span><span style=\"color: #000000;\"> district</span> <span style=\"color: #000000;\">outside</span> <span style=\"color: #000000;\">Bloemfontein</span><span style=\"color: #000000;\"> and</span> <span style=\"color: #000000;\">owned</span><span style=\"color: #000000;\"> by </span><span style=\"color: #000000;\">Andre</span> <span style=\"color: #000000;\">Steyn</span><span style=\"color: #000000;\">.</span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">Lion</span> <span style=\"color: #000000;\">farmers</span><span style=\"color: #000000;\"> told </span><span style=\"color: #000000;\"><i>Beeld</i></span> <span style=\"color: #000000;\">journalist</span> <span style=\"color: #000000;\">Marietjie</span> <span style=\"color: #000000;\">Gericke</span> <span style=\"color: #000000;\">in</span> <span style=\"color: #000000;\">that</span> <span style=\"color: #000000;\">there</span> <span style=\"color: #000000;\">were</span> <span style=\"color: #000000;\">more</span><span style=\"color: #000000;\"> lion </span><span style=\"color: #000000;\">slaughterhouses</span> <span style=\"color: #000000;\">in</span><span style=\"color: #000000;\"> the</span> <span style=\"color: #000000;\">Free</span> <span style=\"color: #000000;\">State</span> <span style=\"color: #000000;\">–</span> <span style=\"color: #000000;\">including</span> <span style=\"color: #000000;\">one</span> <span style=\"color: #000000;\">in</span> <span style=\"color: #000000;\">the</span> <span style=\"color: #000000;\">Winburg district</span> <span style=\"color: #000000;\">– </span><span style=\"color: #000000;\">and</span><span style=\"color: #000000;\"> that</span> <span style=\"color: #000000;\">at</span> <span style=\"color: #000000;\">least </span><span style=\"color: #000000;\">400</span> <span style=\"color: #000000;\">lions</span> <span style=\"color: #000000;\">had </span><span style=\"color: #000000;\">been</span> <span style=\"color: #000000;\">killed</span> <span style=\"color: #000000;\">there in the past year.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">There is also evidence, says the report, that some of the local traders are cheating.</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Given</span></span><span style=\"font-family: Georgia, serif;\"> that the mean average of a full lion skeleton is nine kilograms, our examination of a sample of 10 skeleton consignments exported in 2017 indicates that the individual skeletons actually exported on average weighed between 11 and 30 kilograms, indicating multiple skeletons per consignment.” </span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">This means exporters are exceeding the quota – unchecked by CITES.</span></span></span>\r\n<p align=\"JUSTIFY\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><b>Serious concerns</b></span></span></span></p>\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">There are now serious concerns by some politicians and civil society environmental organisations about the DEA’s understanding and, more important, its intentions in dealing with the canned trophy hunting industry and how so few people can seemingly hold the country to ransom over such questionable trade.</span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">These concerns appear to have reached the Parliamentary Portfolio Committee on Environmental Affairs. On August 21/22 it will be hosting a colloquium on the issue entitled </span><span style=\"color: #000000;\"><i>Lion breeding for hunting in South Africa; destroying or promoting the conservation image of the country?</i></span> </span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">Responding to the bone quota, IFP</span> <span style=\"color: #000000;\">Chief</span><span style=\"color: #000000;\"> Parliamentary </span><span style=\"color: #000000;\">Whip</span> <span style=\"color: #000000;\">in Parliament, Narend</span> <span style=\"color: #000000;\">Singh, said “these appalling</span> <span style=\"color: #000000;\">policy</span> <span style=\"color: #000000;\">initiatives by government, which </span><span style=\"color: #000000;\">fly</span> <span style=\"color: #000000;\">directly</span> <span style=\"color: #000000;\">in</span> <span style=\"color: #000000;\">the </span><span style=\"color: #000000;\">face</span><span style=\"color: #000000;\"> of</span> <span style=\"color: #000000;\">international</span> <span style=\"color: #000000;\">best conservation practice, </span><span style=\"color: #000000;\">beggar</span> <span style=\"color: #000000;\">all</span> <span style=\"color: #000000;\">belief</span> <span style=\"color: #000000;\">and raise serious questions</span> <span style=\"color: #000000;\">as to the motivations that</span> <span style=\"color: #000000;\">inform</span> <span style=\"color: #000000;\">them. </span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The</span></span><span style=\"font-family: Georgia, serif;\"> practice is nothing more than a commodification of an apex African predator for the pecuniary benefit of a small handful of people, at great and distressing expense to Brand South Africa.”</span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">The </span><span style=\"color: #000000;\"><i>Extinction Business</i></span><span style=\"color: #000000;\"> report echoes his concern.</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">DEA’s peculiar (and many would argue incomprehensible) interpretation of ‘sustainable use’ means the industry is </span></span><span style=\"font-family: Georgia, serif;\"><i>de facto</i> fully supported by the State, despite widespread opposition to the practice which is considered extremely cruel, linked to international criminal networks, a threat to Africa’s wild animals population and run by a small monopoly of operators purely for financial gain.”</span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">In the</span> <span style=\"color: #000000;\">light of </span><span style=\"color: #000000;\">the</span><span style=\"color: #000000;\"> involvement of organised</span> <span style=\"color: #000000;\">criminals</span> <span style=\"color: #000000;\">in</span> <span style=\"color: #000000;\">the</span><span style=\"color: #000000;\"> ongoing</span> <span style=\"color: #000000;\">poaching of</span> <span style=\"color: #000000;\">rhino</span> <span style=\"color: #000000;\">and</span> <span style=\"color: #000000;\">the difficulties</span> <span style=\"color: #000000;\">in</span> <span style=\"color: #000000;\">controlling this</span> <span style=\"color: #000000;\">activity, asks the report, how will,</span> <span style=\"color: #000000;\">South</span> <span style=\"color: #000000;\">Africa prevent</span> <span style=\"color: #000000;\">laundering</span> <span style=\"color: #000000;\">and</span><span style=\"color: #000000;\"> other</span> <span style=\"color: #000000;\">illegal</span> <span style=\"color: #000000;\">activities with regard</span> <span style=\"color: #000000;\">to </span><span style=\"color: #000000;\">the</span> <span style=\"color: #000000;\">lion </span><span style=\"color: #000000;\">bone trade?</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">When asked about the welfare of lions bred for the lion bone trade, DEA spokesperson, Albi Modise, </span></span></span><a href=\"https://conservationaction.co.za/media-articles/opinion-how-our-lions-are-cruelly-slaughtered-with-government-consent/\"><span style=\"color: #0000ff;\"><span style=\"font-family: Georgia, By chance, this coincided with the release of an explosive report, </span></span></span><a href=\"http://emsfoundation.org.za/wp-content/uploads/THE-EXTINCTION-BUSINESS-South-Africas-lion-bone-trade.pdf\"><span style=\"color: #0000ff;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><i><u>The Extinction Business</u></i></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">, about the lion bone trade by the EMS Foundation and Ban Animal Trading. </span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">South Africa is already the largest exporter of lion bones to mainly Vietnam, Lao PDR and Thailand, </span><span style=\"color: #000000;\">countries</span><span style=\"color: #000000;\"> which are at </span><span style=\"color: #000000;\">the</span> <span style=\"color: #000000;\">nexus</span><span style=\"color: #000000;\"> of the</span> <span style=\"color: #000000;\">illegal</span> <span style=\"color: #000000;\">wildlife</span> <span style=\"color: #000000;\">trade. The bones</span><span style=\"color: #000000;\"> are mainly used for fake tiger bone wine, which is a bogus health drink. </span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">In a letter announcing the quota, the DEA says the decision is based on findings from a survey (in year one of a three-year scientific research process) by the South African National Biodiversity Institute (SANBI). The survey – </span><span style=\"color: #000000;\"><i>Interim Report 1: South African Lion Bone Trade</i></span><span style=\"color: #000000;\"> – mentions only the 800 quota. One of the study’s key researchers seemed startled by the 1,500 claim: </span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The wording of that quota letter … is a bit unclear concerning our involvement. All decisions were made by the Scientific Authority and DEA and we provided no input on what the quota should, or should not, be. We correctly excluded ourselves from this process, and we'll clarify that soon. Since DEA weren't obliged to keep us informed about the decision on making the quota, it might surprise you to know that I didn’t hear about it until yesterday afternoon.”</span></span></span>\r\n\r\n[caption id=\"attachment_93015\" align=\"alignnone\" width=\"853\"]<img class=\"wp-image-93015\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/don-jabula.jpg\" width=\"853\" height=\"1516\" /> Jabula who waited in this small cage for days before being killed for his bones. Confirmation of this came from the answer by DEA’s Mpho Tjlane to a question from journalist Adam Cruise about why the quota was upped. He replied that it was increased “because they have surplus stockpiles of lion bones and they want to get rid of them”.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Very little science in that.</span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">There’s a large issue hiding behind the word “they”. International distaste for canned lion hunting saw </span><span style=\"color: #000000;\">membership</span><span style=\"color: #000000;\"> of South Africa’s main hunting associations’ (PHASA and </span><span style=\"color: #000000;\">CHASA) to the European hunting community</span><span style=\"color: #000000;\"> revoked </span><span style=\"color: #000000;\">and “canned” trophies can no longer be registered with Safari Club International in the US. The resulting drop in foreign hunters has forced the industry to refocus and amplify the bone trade. </span></span></span>\r\n<p align=\"JUSTIFY\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><b>Benefits for the few</b></span></span></span></p>\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">According to the </span><span style=\"color: #000000;\"><i>Extinction Business</i></span><span style=\"color: #000000;\"> report, that refocus seems to be benefiting very few people. A number of importers the report found to be dodgy. </span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Although </span></span><span style=\"font-family: Georgia, serif;\">the official CITES export permits contain a name and address of the supposed exporter and importer,” says the report, “many of the destination addressees and addresses could not be satisfactorily verified, have little or no public profile and in some cases may be linked to illegal activities. </span></span>\r\n\r\n<span style=\"color: #000000;\">“</span><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">Moreover,</span> <span style=\"color: #000000;\">there are no</span> <span style=\"color: #000000;\">telephone numbers or</span> <span style=\"color: #000000;\">identification</span> <span style=\"color: #000000;\">or</span> <span style=\"color: #000000;\">passport</span> <span style=\"color: #000000;\">numbers on the permits</span> <span style=\"color: #000000;\">which </span><span style=\"color: #000000;\">makes</span> <span style=\"color: #000000;\">them</span><span style=\"color: #000000;\"> even harder</span> <span style=\"color: #000000;\">to authenticate or</span> <span style=\"color: #000000;\">validate.”</span></span></span>\r\n\r\n[caption id=\"attachment_93010\" align=\"alignnone\" width=\"853\"]<img class=\"wp-image-93010\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/don-frikkie.jpg\" width=\"853\" height=\"1137\" /> Frikkie Jacobs of Shigalana with dead lion. from his Facebook page[/caption]\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">However, u</span><span style=\"color: #000000;\">sing Facebook trawls, the report’s researcher in Asia linked a number of recipients on the permits to poaching and black market trading. </span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">According to the report:</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The</span></span><span style=\"font-family: Georgia, serif;\"> fact that South Africa was issuing CITES export permits to criminal syndicates and questionable destinations <i>after </i>they had knowledge of the Keosavang Network<i> </i>speaks to gaping loopholes in CITES permitting mechanisms.”</span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">One of the key problems with the global trafficking of wild animals and their body parts is that the key players often diversify, own mainstream businesses and have powerful and complicit connections in government. </span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">In Lao PDR three legal companies have been publicly identified as being big players in the illegal wildlife trade and breaking international and Lao law: Xeosavang Trading Company (run by Vixay Keosavang), Vinasakhone and Vannaseng Trading Company.</span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">Despite this, </span><span style=\"color: #000000;\"><i>The Guardian </i></span><span style=\"color: #000000;\">newspaper found that each of them has been supported by deals with the Lao government. Despite Keosavang’s clear involvement in wildlife slaughter and trafficking cases in Kenya, Mozambique and South Africa, he has never been arrested. </span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The Laotian government has ignored international pressure and has authorized similar agreements with other companies with a track record of wildlife crime, such as Vinasakhone and Vannaseng.</span></span></span>\r\n<p align=\"JUSTIFY\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><b>Industrial-scale killing</b></span></span></span></p>\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">When the original quota was legalised in South Africa, the DEA claimed the bone industry was </span><span style=\"color: #000000;\">merely</span><span style=\"color: #000000;\"> a</span> <span style=\"color: #000000;\">by-product</span> <span style=\"color: #000000;\">of the</span> <span style=\"color: #000000;\">trophy </span><span style=\"color: #000000;\">hunting</span> <span style=\"color: #000000;\">industry. If so, the </span><span style=\"color: #000000;\">skull,</span><span style=\"color: #000000;\"> jaw</span> <span style=\"color: #000000;\">and </span><span style=\"color: #000000;\">clavicles</span> <span style=\"color: #000000;\">would</span> <span style=\"color: #000000;\">be </span><span style=\"color: #000000;\">absent</span> <span style=\"color: #000000;\">from</span> <span style=\"color: #000000;\">the skeleton </span><span style=\"color: #000000;\">exports because they’re required to mount a trophy. However, </span><span style=\"color: #000000;\"><i>Extinction Business</i></span><span style=\"color: #000000;\"> researchers found that </span><span style=\"color: #000000;\">91%</span> <span style=\"color: #000000;\">of the </span><span style=\"color: #000000;\">skeletons</span> <span style=\"color: #000000;\">that</span><span style=\"color: #000000;\"> went out</span> <span style=\"color: #000000;\">in</span> <span style=\"color: #000000;\">2017</span> <span style=\"color: #000000;\">included </span><span style=\"color: #000000;\">skulls:</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">It can </span></span><span style=\"font-family: Georgia, serif;\">therefore be concluded, contrary to claims from government, that South Africa’s lion bone trade is not simply a by-product of the canned trophy hunting industry. It is situated </span><span style=\"color: #000000;\">on</span><span style=\"color: #000000;\"> the </span><span style=\"color: #000000;\">farm</span> <span style=\"color: #000000;\"><i>Wag</i></span><span style=\"color: #000000;\"><i> ’n </i></span><span style=\"color: #000000;\"><i>Bietjie</i></span><i> </i><span style=\"color: #000000;\">in</span><span style=\"color: #000000;\"> the </span><span style=\"color: #000000;\">Glen</span><span style=\"color: #000000;\"> district</span> <span style=\"color: #000000;\">outside</span> <span style=\"color: #000000;\">Bloemfontein</span><span style=\"color: #000000;\"> and</span> <span style=\"color: #000000;\">owned</span><span style=\"color: #000000;\"> by </span><span style=\"color: #000000;\">Andre</span> <span style=\"color: #000000;\">Steyn</span><span style=\"color: #000000;\">.</span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">Lion</span> <span style=\"color: #000000;\">farmers</span><span style=\"color: #000000;\"> told </span><span style=\"color: #000000;\"><i>Beeld</i></span> <span style=\"color: #000000;\">journalist</span> <span style=\"color: #000000;\">Marietjie</span> <span style=\"color: #000000;\">Gericke</span> <span style=\"color: #000000;\">in</span> <span style=\"color: #000000;\">that</span> <span style=\"color: #000000;\">there</span> <span style=\"color: #000000;\">were</span> <span style=\"color: #000000;\">more</span><span style=\"color: #000000;\"> lion </span><span style=\"color: #000000;\">slaughterhouses</span> <span style=\"color: #000000;\">in</span><span style=\"color: #000000;\"> the</span> <span style=\"color: #000000;\">Free</span> <span style=\"color: #000000;\">State</span> <span style=\"color: #000000;\">–</span> <span style=\"color: #000000;\">including</span> <span style=\"color: #000000;\">one</span> <span style=\"color: #000000;\">in</span> <span style=\"color: #000000;\">the</span> <span style=\"color: #000000;\">Winburg district</span> <span style=\"color: #000000;\">– </span><span style=\"color: #000000;\">and</span><span style=\"color: #000000;\"> that</span> <span style=\"color: #000000;\">at</span> <span style=\"color: #000000;\">least </span><span style=\"color: #000000;\">400</span> <span style=\"color: #000000;\">lions</span> <span style=\"color: #000000;\">had </span><span style=\"color: #000000;\">been</span> <span style=\"color: #000000;\">killed</span> <span style=\"color: #000000;\">there in the past year.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">There is also evidence, says the report, that some of the local traders are cheating.</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Given</span></span><span style=\"font-family: Georgia, serif;\"> that the mean average of a full lion skeleton is nine kilograms, our examination of a sample of 10 skeleton consignments exported in 2017 indicates that the individual skeletons actually exported on average weighed between 11 and 30 kilograms, indicating multiple skeletons per consignment.” </span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">This means exporters are exceeding the quota – unchecked by CITES.</span></span></span>\r\n<p align=\"JUSTIFY\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><b>Serious concerns</b></span></span></span></p>\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">There are now serious concerns by some politicians and civil society environmental organisations about the DEA’s understanding and, more important, its intentions in dealing with the canned trophy hunting industry and how so few people can seemingly hold the country to ransom over such questionable trade.</span></span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">These concerns appear to have reached the Parliamentary Portfolio Committee on Environmental Affairs. On August 21/22 it will be hosting a colloquium on the issue entitled </span><span style=\"color: #000000;\"><i>Lion breeding for hunting in South Africa; destroying or promoting the conservation image of the country?</i></span> </span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">Responding to the bone quota, IFP</span> <span style=\"color: #000000;\">Chief</span><span style=\"color: #000000;\"> Parliamentary </span><span style=\"color: #000000;\">Whip</span> <span style=\"color: #000000;\">in Parliament, Narend</span> <span style=\"color: #000000;\">Singh, said “these appalling</span> <span style=\"color: #000000;\">policy</span> <span style=\"color: #000000;\">initiatives by government, which </span><span style=\"color: #000000;\">fly</span> <span style=\"color: #000000;\">directly</span> <span style=\"color: #000000;\">in</span> <span style=\"color: #000000;\">the </span><span style=\"color: #000000;\">face</span><span style=\"color: #000000;\"> of</span> <span style=\"color: #000000;\">international</span> <span style=\"color: #000000;\">best conservation practice, </span><span style=\"color: #000000;\">beggar</span> <span style=\"color: #000000;\">all</span> <span style=\"color: #000000;\">belief</span> <span style=\"color: #000000;\">and raise serious questions</span> <span style=\"color: #000000;\">as to the motivations that</span> <span style=\"color: #000000;\">inform</span> <span style=\"color: #000000;\">them. </span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The</span></span><span style=\"font-family: Georgia, serif;\"> practice is nothing more than a commodification of an apex African predator for the pecuniary benefit of a small handful of people, at great and distressing expense to Brand South Africa.”</span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">The </span><span style=\"color: #000000;\"><i>Extinction Business</i></span><span style=\"color: #000000;\"> report echoes his concern.</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">DEA’s peculiar (and many would argue incomprehensible) interpretation of ‘sustainable use’ means the industry is </span></span><span style=\"font-family: Georgia, serif;\"><i>de facto</i> fully supported by the State, despite widespread opposition to the practice which is considered extremely cruel, linked to international criminal networks, a threat to Africa’s wild animals population and run by a small monopoly of operators purely for financial gain.”</span></span>\r\n\r\n<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">In the</span> <span style=\"color: #000000;\">light of </span><span style=\"color: #000000;\">the</span><span style=\"color: #000000;\"> involvement of organised</span> <span style=\"color: #000000;\">criminals</span> <span style=\"color: #000000;\">in</span> <span style=\"color: #000000;\">the</span><span style=\"color: #000000;\"> ongoing</span> <span style=\"color: #000000;\">poaching of</span> <span style=\"color: #000000;\">rhino</span> <span style=\"color: #000000;\">and</span> <span style=\"color: #000000;\">the difficulties</span> <span style=\"color: #000000;\">in</span> <span style=\"color: #000000;\">controlling this</span> <span style=\"color: #000000;\">activity, asks the report, how will,</span> <span style=\"color: #000000;\">South</span> <span style=\"color: #000000;\">Africa prevent</span> <span style=\"color: #000000;\">laundering</span> <span style=\"color: #000000;\">and</span><span style=\"color: #000000;\"> other</span> <span style=\"color: #000000;\">illegal</span> <span style=\"color: #000000;\">activities with regard</span> <span style=\"color: #000000;\">to </span><span style=\"color: #000000;\">the</span> <span style=\"color: #000000;\">lion </span><span style=\"color: #000000;\">bone trade?</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">When asked about the welfare of lions bred for the lion bone trade, DEA spokesperson, Albi Modise, </span></span></span><a
