The sale was concluded after owners Tiso Blackstar announced that it was planning to shut down the </span><span style=\"color: #222222;\">Sunday World</span><span style=\"color: #222222;\">.</span></span></span></span></p>\r\n<p class=\"western\"><a name=\"m_-8172948190517737621docs-internal-guid-3d102b84-7fff-847c-a381-2d29056c8b52\"></a> <span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">For nearly three years Raymond Joseph, a freelance reporter, has been investigating corruption and incompetence with National Lotteries Commission (NLC) contracts, for which he and Anton van Zyl, editor of the <i>Limpopo Mirror</i>, recently won an award for investigative journalism. The NLC has responded by launching personal attacks on Joseph. (Yet not once has the NLC rebutted any of the findings we’ve published.)</span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Usually, when publications break corruption scandals, others try to catch up, find new angles and help shed more light on the situation. Not so the <i>Sunday World.</i></span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In August the </span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><i>Sunday World </i></span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">ran this </span></span></span><a href=\"https://www.sowetanlive.co.za/sundayworld/news/2019-08-27-lotteries-body-at-odds-with-journo/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">report</span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> by Boitumelo Kgobotlo repeating an absurd NLC allegation that Joseph was “writing scathing stories about them after it stopped funding an NGO of which he was once a director”. For the record, Joseph was a founding member and former editor of </span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><i>The Big Issue</i></span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> decades ago. He was an unpaid board member from 1997 until 2016 when he resigned. </span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><i>The Big Issue</i></span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> is a non-profit magazine sold by homeless people. To suggest a link between this and stories Joseph has been publishing since early 2018 is ridiculous. Even if this was Joseph’s motivation, which it isn’t, it offers no explanation for the NLC’s squandering of public money.</span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">And when GroundUp revealed how </span></span></span><a href=\"https://www.groundup.org.za/article/lawyer-lottery-and-millions-dodgy-grants/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">controversial lawyer</span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> Lesley Ramulifho had used millions of rand meant to build a drug rehabilitation centre </span></span></span><a href=\"https://www.groundup.org.za/article/how-buy-your-dream-house-using-public-money/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">to help pay for his new luxury home</span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">, </span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><i>Sunday World</i></span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> published </span></span></span><a href=\"https://www.sundayworld.co.za/news/my-mansion-was-not-funded-by-lotto-ramulifho/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">his denial</span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> that included a personal attack on Joseph, with no right of reply sought. The article was written by Aubrey Mothombeni.</span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Earlier, after GroundUp reported how a </span></span></span><a href=\"https://www.groundup.org.za/article/how-hijacked-npos-scored-millions-lottery/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">hijacked NPO</span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> had been used to get millions of rand from the Lottery, </span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><i>Sunday World</i></span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> </span></span></span><a href=\"https://www.sowetanlive.co.za/sundayworld/news/2018-12-04-battle-over-lotto-millions-for-rehab/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">ran a story</span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> containing serious allegations against Ado Krige, the owner of the funded rehab. The story was based on court papers. Krige, who denied the allegations and is defending the court action, was not contacted by </span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><i>Sunday World</i></span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> for comment.</span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">But the most disturbing example of the <i>Sunday World</i>’s kowtowing to power is this: Joseph emailed questions to Sidwell Medupe, the spokesperson for the Minister of Trade and Industry Ebrahim Patel. Those questions — never answered by the way — ended up with Kgobotlo, the <i>Sunday World</i> journalist, who then wrote the following gem to Joseph:</span></span></span></p>\r\n\r\n<blockquote class=\"western\"><span style=\"color: #222222;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">I am writing an article about the letters of complaints from organisations which protect the National Lotteries Commission’s beneficiaries.</span></span></span></blockquote>\r\n<blockquote class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The story will be based on the information that you have been putting [to] the Department of Trade and Industry spokesperson Sidwell Medupe under pressure to solicit the details of the beneficiaries for publication, though it is against the law to do so.</span></span></span></blockquote>\r\n<blockquote class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Questions:</span></span></span></blockquote>\r\n<ul>\r\n \t<li>\r\n<blockquote class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Can you confirm or deny that you have been mounting pressure on Medupe and the NLC to send you the details of the beneficiaries?</span></span></span></blockquote>\r\n</li>\r\n \t<li>\r\n<blockquote class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Are you aware that it is against the law to do so?</span></span></span></blockquote>\r\n</li>\r\n \t<li>\r\n<blockquote class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Kindly explain why you need the details.</span></span></span></blockquote>\r\n</li>\r\n \t<li>\r\n<blockquote class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Should you get the details of the beneficiaries, are you going to publish them?</span></span></span></blockquote>\r\n</li>\r\n \t<li>\r\n<blockquote class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">If yes, should legal action be taken against you, how will you defend yourself?</span></span></span></blockquote>\r\n</li>\r\n \t<li>\r\n<blockquote class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Any other comment?</span></span></span>\r\n\r\n<span style=\"font-size: large; font-family: Georgia, serif; color: #222222;\">Your immediate response will be appreciated.”</span></blockquote>\r\n</li>\r\n</ul>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Joseph’s response was short:</span></span></span></p>\r\n\r\n<blockquote class=\"western\"><span style=\"color: #222222;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Section 23 of the South African Constitution gives all of us the right to request information held by the state and its organs. Whatever information I have requested about Lottery beneficiaries is in line with this constitutional right. It is entirely legal to do so. Only in a fascist state would it be illegal to ask for such information. What I do with it will be this: report news in the public interest.”</span></span></span></blockquote>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Kgobotlo has yet to publish an article following the above exchange.</span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Medupe, Patel’s spokesperson, denied that he forwarded Joseph’s questions for the minister to <i>Sunday World</i>. “I don’t know how they got the questions. They also sent me questions saying I’m putting NLC under pressure,” he said in a WhatsApp message.</span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">NLC spokesman Ndivuhuho Mafela ignored questions about whether he or anyone else at the NLC had sent Joseph’s email to Medupe to <i>Sunday World.</i></span></span></span></p>\r\n<p class=\"western\"><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><i>Sunday World</i> editor Makhudu Sefara didn’t respond to emails from Joseph or me.</span></span></span></p>\r\n<span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Why is</span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><i> Sunday World </i></span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">engaging in this obfuscating and disingenuous conduct? What is the relationship between the newspaper and the NLC? </span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><i>Sunday World</i></span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> has been </span></span></span><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><a href=\"http://www.capetalk.co.za/articles/365192/sunday-world-probing-claims-mantashe-paid-journos-to-bury-sex-scandal-story\" target=\"_blank\" rel=\"noopener noreferrer\">embroiled</a> </span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">in scandal recently.
