The ECB reiterated that it can’t commit to a specific course for borrowing costs.\r\n\r\n“We shall remain data-dependent,” ECB President Christine Lagarde told reporters in Frankfurt, adding that Thursday’s decision was unanimous. “That is particularly justified in view of the uncertainty that abounds.”\r\n\r\n“A declining path is not pre-determined,” she said. “Neither in terms of sequence, nor in terms of volume.”\r\n<figure><picture><source srcset=\"https://assets.bwbx.io/images/users/iqjWHBFdfxIU/iAb4pl3RF.IU/v0/piNvaTs1gp8202qz_dewi2PvPDETo3MkHBrbPW_GR81uzDParBy7STNsGox.ps98SbSu48UitGf0c/814x-1.png\" media=\"(min-width: 769px)\" /><source srcset=\"https://assets.bwbx.io/images/users/iqjWHBFdfxIU/iAb4pl3RF.IU/v0/piNvaTs1gp8202qz_dewi2PvPDETo3MkHBrbPW_GR81uzDParBy7STNsGox.ps98SbSu48UitGf0c/300x-1.png\" media=\"(min-width: 600px)\" /><source srcset=\"https://assets.bwbx.io/images/users/iqjWHBFdfxIU/iAb4pl3RF.IU/v0/piNvaTs1gp8202qz_dewi2PvPDETo3MkHBrbPW_GR81uzDParBy7STNsGox.ps98SbSu48UitGf0c/300x-1.png\" /><img loading=\"lazy\" class=\"ri-image\" srcset=\"https://assets.bwbx.io/images/users/iqjWHBFdfxIU/iAb4pl3RF.IU/v0/piNvaTs1gp8202qz_dewi2PvPDETo3MkHBrbPW_GR81uzDParBy7STNsGox.ps98SbSu48UitGf0c/814x-1.png\" alt=\"Central Bank Watch | Change in borrowing costs this year\" /></picture></figure>\r\nTraders dialed back wagers on further easing a touch, now predicting 36 basis points more by year-end. That means an additional quarter-point cut is fully priced and there’s a less than 50% chance of another such move.\r\n\r\nLike its global peers, the ECB is getting more confident that consumer-price growth is returning to target following its historic spike. The euro zone’s 20-nation economy, meanwhile, is losing momentum. <a href=\"https://www.bloomberg.com/news/articles/2024-09-09/ecb-s-economic-hopes-at-risk-as-consumers-put-spending-on-ice\" target=\"_blank\" rel=\"noopener noreferrer\">Households </a>are failing to support the rebound that began earlier in the year and manufacturers remain in the doldrums due to soft demand from outside the single currency area.\r\n\r\nThat weakness prompted the ECB to trim its forecasts for gross domestic product in 2024, 2025 and 2026 — now seeing expansion this year of 0.8% compared with 0.9% in the last round of quarterly projections. The inflation outlook was broadly unchanged.\r\n<figure><picture><source srcset=\"https://assets.bwbx.io/images/users/iqjWHBFdfxIU/iJ94L1Ib8RzU/v0/piNvaTs1gp8202qz_dewi2PvPDETo3MkHBrbPW_GR81uzDParBy7STNsGox.ps98SbSu48UitGf0c/814x-1.png\" media=\"(min-width: 769px)\" /><source srcset=\"https://assets.bwbx.io/images/users/iqjWHBFdfxIU/iJ94L1Ib8RzU/v0/piNvaTs1gp8202qz_dewi2PvPDETo3MkHBrbPW_GR81uzDParBy7STNsGox.ps98SbSu48UitGf0c/300x-1.png\" media=\"(min-width: 600px)\" /><source srcset=\"https://assets.bwbx.io/images/users/iqjWHBFdfxIU/iJ94L1Ib8RzU/v0/piNvaTs1gp8202qz_dewi2PvPDETo3MkHBrbPW_GR81uzDParBy7STNsGox.ps98SbSu48UitGf0c/300x-1.png\" /><img loading=\"lazy\" class=\"ri-image\" srcset=\"https://assets.bwbx.io/images/users/iqjWHBFdfxIU/iJ94L1Ib8RzU/v0/piNvaTs1gp8202qz_dewi2PvPDETo3MkHBrbPW_GR81uzDParBy7STNsGox.ps98SbSu48UitGf0c/814x-1.png\" alt=\"ECB Cuts Growth Forecasts Through 2026 | Inflation estimates largely in line with earlier projections\" /></picture></figure>\r\n“The recovery is facing some headwinds,” Lagarde said, stressing that risks remain tilted to the downside. “The gradually fading effect of restrictive monetary policy should support consumption and investments.”\r\n\r\nOn inflation, she said advances in wages will remain high and volatile, though overall growth in labor costs is moderating.\r\n\r\nAlso Thursday, <a href=\"https://www.bloomberg.com/news/articles/2024-09-10/ecb-rate-cuts-this-week-s-quarter-point-move-will-have-a-60-basis-point-twist\" target=\"_blank\" rel=\"noopener noreferrer\">two other interest rates</a> at which banks can borrow money from the ECB were reduced by 60 basis points each as part of a long-term <a href=\"https://www.bloomberg.com/news/articles/2024-03-13/ecb-unveils-policy-revamp-maintaining-floor-system-for-rates\" target=\"_blank\" rel=\"noopener noreferrer\">strategic shift</a> that will have few immediate consequences.\r\n<div id=\"vjs_video_812\" class=\"video-js vjs-big-play-centered vjs-paused vjs-fluid vjs_video_812-dimensions vjs-workinghover vjs-v7 vjs-user-active vjs-error vjs-controls-disabled\" lang=\"en\" tabindex=\"-1\" role=\"region\" data-vjs-player=\"true\" aria-label=\"Video Player\">\r\n<div class=\"vjs-poster\" tabindex=\"-1\" aria-disabled=\"false\"></div>\r\n<div class=\"vjs-text-track-display\" aria-live=\"off\" aria-atomic=\"true\">\r\n<div></div>\r\n</div>\r\n<div class=\"vjs-error-display vjs-modal-dialog\" tabindex=\"-1\" role=\"dialog\" aria-describedby=\"vjs_video_812_component_1140_description\" aria-hidden=\"false\" aria-label=\"Modal Window\">\r\n<p id=\"vjs_video_812_component_1140_description\" class=\"vjs-modal-dialog-description vjs-control-text\">This is a modal window.</p>\r\n\r\n<div class=\"vjs-modal-dialog-content\" role=\"document\">The media could not be loaded, either because the server or network failed or because the format is not supported.</div>\r\n</div>\r\n</div>\r\nThe ECB’s decisions arrive less than a week before the Federal Reserve is widely tipped to begin loosening US monetary policy. The Bank of England, which has reduced rates once so far, meets a day later.\r\n<ul>\r\n \t<li>Follow Bloomberg’s TLIV blog here</li>\r\n</ul>\r\nThe ECB’s announcement follows a plunge in <a href=\"https://www.bloomberg.com/news/articles/2024-08-30/euro-zone-inflation-slumps-to-3-year-low-boosting-rate-cut-case\" target=\"_blank\" rel=\"noopener noreferrer\">inflation </a>to 2.2% in August and figures showing the rapid wage increases driving price gains — particularly in the services sector — are <a href=\"https://www.bloomberg.com/news/articles/2024-09-06/ecb-s-key-measure-of-wage-growth-slows-before-likely-rate-cut\" target=\"_blank\" rel=\"noopener noreferrer\">slowing</a>. Rises in compensation per employee — a comprehensive measure of workers’ pay — eased to 4.3% in the second quarter from 4.8% in the first.\r\n\r\n“Based on the Governing Council’s updated assessment of the inflation outlook, the dynamics of underlying inflation and the strength of monetary-policy transmission, it is now appropriate to take another step in moderating the degree of monetary-policy restriction,” the ECB said in a <a href=\"https://www.ecb.europa.eu/press/pr/date/2024/html/ecb.mp240912~67cb23badb.en.html\" target=\"_blank\" rel=\"noopener noreferrer\">statement</a>.\r\n\r\nThe danger isn’t over, however: Service-price growth actually quickened to 4.2% in August. While it was probably nudged higher by the Paris Olympics, some officials aren’t ready to declare victory over inflation just yet.\r\n<figure><picture><source srcset=\"https://assets.bwbx.io/images/users/iqjWHBFdfxIU/i_RxU5HIVIUY/v2/piNvaTs1gp8202qz_dewi2PvPDETo3MkHBrbPW_GR81uzDParBy7STNsGox.ps98SbSu48UitGf0c/814x-1.png\" media=\"(min-width: 769px)\" /><source srcset=\"https://assets.bwbx.io/images/users/iqjWHBFdfxIU/i_RxU5HIVIUY/v2/piNvaTs1gp8202qz_dewi2PvPDETo3MkHBrbPW_GR81uzDParBy7STNsGox.ps98SbSu48UitGf0c/300x-1.png\" media=\"(min-width: 600px)\" /><source srcset=\"https://assets.bwbx.io/images/users/iqjWHBFdfxIU/i_RxU5HIVIUY/v2/piNvaTs1gp8202qz_dewi2PvPDETo3MkHBrbPW_GR81uzDParBy7STNsGox.ps98SbSu48UitGf0c/300x-1.png\" /><img loading=\"lazy\" class=\"ri-image\" srcset=\"https://assets.bwbx.io/images/users/iqjWHBFdfxIU/i_RxU5HIVIUY/v2/piNvaTs1gp8202qz_dewi2PvPDETo3MkHBrbPW_GR81uzDParBy7STNsGox.ps98SbSu48UitGf0c/814x-1.png\" alt=\"Euro-Area Inflation Slowed But With Sticky Services Prices\" /></picture></figure>\r\nExecutive Board member Isabel Schnabel said rate cuts can’t be mechanical and must “rest on data and analysis.” Chief Economist Philip Lane said the return to 2% isn’t yet “secured,” though he cautioned that high borrowing costs shouldn’t choke the economy.\r\n\r\nSeveral of his colleagues share that fear. Portugal’s Mario Centeno frets about a return to the pre-Covid days of below-target inflation. One of the last data releases before this week’s meeting saw the increase in second-quarter GDP revised down to 0.2% from 0.3%.\r\n\r\nEurope’s sluggish growth could persist long into the future, former ECB chief Mario Draghi warned this week. In a long-awaited report, he presented a host of remedies, though his costlier recommendations were <a href=\"https://www.bloomberg.com/news/articles/2024-09-09/draghi-s-vision-for-eu-renewal-hits-wall-of-german-opposition\" target=\"_blank\" rel=\"noopener noreferrer\">immediately shot down</a> by Germany.\r\n\r\nFor now, the outlook for interest rates, at least, looks somewhat predictable. Analysts in a Bloomberg poll see cuts each quarter until September 2025. Doubts are creeping in, however, due to the weak economy. Goldman Sachs now forecasts reductions at every meeting next year until the deposit rate reaches 2% in July.\r\n\r\n</article>",
