"contents": "<span style=\"font-weight: 400;\">South African economist Thabi Leoka, who has been exposed for </span><a href=\"https://www.businesslive.co.za/bd/national/2024-01-16-mystery-of-former-remgro-director-thabi-leokas-elusive-phd/\"><span style=\"font-weight: 400;\">allegedly not holding a PhD in economics</span></a><span style=\"font-weight: 400;\"> from the London School of Economics (LSE) as she claims, previously testified under oath before the Commission of Inquiry into Higher Education and Training that she had a PhD from the institution.</span>\r\n\r\nhttps://www.youtube.com/watch?v=_Et-yLYoHow\r\n\r\n<span style=\"font-weight: 400;\">A </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> investigation could find no evidence that Leoka has been awarded a PhD from the LSE. </span>\r\n\r\n<span style=\"font-weight: 400;\">For weeks, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has sought answers from Leoka, requesting copies of her alleged PhD certificate and thesis. Her undertaking to provide evidence has come to nothing. </span>\r\n\r\n<span style=\"font-weight: 400;\">The LSE and the University of London have confirmed to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that they have no record of Leoka being awarded a PhD from either body.</span>\r\n\r\n<span style=\"font-weight: 400;\">Yet, following the publication of a </span><i><span style=\"font-weight: 400;\">Business Day</span></i><span style=\"font-weight: 400;\"> article on Tuesday exposing Leoka as an alleged degree fraudster, the economist has doubled down — falsely claiming on air that </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> had cleared her of the charge and threatening legal action.</span>\r\n<h4><b>Under oath</b></h4>\r\n<span style=\"font-weight: 400;\">Leoka provided expert testimony on 6 February 2017, in Pretoria, before the commission founded by former President Jacob Zuma after the #FeesMustFall protests that roiled South African university campuses in 2015.</span>\r\n\r\n<span style=\"font-weight: 400;\">“What are your full names please, Miss Leoka?” asked the chair of the commission, Judge Jonathan Heher, </span><a href=\"https://www.justice.gov.za/commissions/feeshet/hearings/set6/Transcript-Set6-Day1-06-02-2017.pdf\"><span style=\"font-weight: 400;\">according to a transcript</span></a><span style=\"font-weight: 400;\"> of the hearing. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Thabi Leoka,” she responded.</span>\r\n\r\n<span style=\"font-weight: 400;\">Heher asked: “Do you swear that the evidence that you will give will be the truth, the whole truth and nothing but the truth?”</span>\r\n\r\n<span style=\"font-weight: 400;\">“I do.” </span>\r\n\r\n<span style=\"font-weight: 400;\">“If you do, raise your right hand and say, ‘So help me God’,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“So help me God.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The discussion then turned to Leoka’s qualifications. She said she had five degrees: BA, honours and master’s degrees all from the University of the Witwatersrand.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Then I did an MSC in economics and looking [sic] at economics and economic history and then a PhD in international economics at … the last two … University of London, LSE,” Leoka told the commission.</span>\r\n\r\n<span style=\"font-weight: 400;\">Heher asked: “And when did you get your latest degree?”</span>\r\n\r\n<span style=\"font-weight: 400;\">“In 2008,” Leoka replied.</span>\r\n\r\n<iframe id=\"doc_79167\" class=\"scribd_iframe_embed\" title=\"Transcript-Set6-Day1-06-02-2017\" src=\"https://www.scribd.com/embeds/699278292/content?start_page=1&view_mode=scroll&access_key=key-XOx3GCH49hjG5rGklOUf\" width=\"100%\" height=\"600\" frameborder=\"0\" scrolling=\"no\" data-auto-height=\"false\" data-aspect-ratio=\"0.7729220222793488\"></iframe>\r\n\r\n<span style=\"font-weight: 400;\">In the years since appearing before the commission, Leoka has held numerous directorships as well as high-profile advisory positions to President Cyril Ramaphosa and former finance minister Nhlanhla Nene. Her use of the honorific “Dr” appears in nearly every biography of her available online, and in media interviews, she is frequently introduced as “Dr” Thabi Leoka.</span>\r\n\r\n<iframe title=\"YouTube video player\" src=\"https://www.youtube.com/embed/zUu8pXkrlNk?si=oq1R2HY0DEnbXt2w\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"></iframe>\r\n\r\n<span style=\"font-weight: 400;\">In 2018, “Dr” Leoka was among a panel of researchers </span><a href=\"https://www.treasury.gov.za/comm_media/press/2018/2018042501%20Terms%20of%20Reference%20-%20VAT%20Zero%20Rating%20Panel.pdf\"><span style=\"font-weight: 400;\">appointed</span></a><span style=\"font-weight: 400;\"> by Nene to review a list of VAT zero-rated items and terms of reference. In 2019, “Dr” Leoka was </span><a href=\"https://www.gov.za/news/media-statements/president-cyril-ramaphosa-appoints-economic-advisory-council-27-sep-2019\"><span style=\"font-weight: 400;\">appointed</span></a><span style=\"font-weight: 400;\"> by Ramaphosa to the </span><a href=\"https://www.peac.org.za/members-of-the-advisory-council/dr-thabi-leoka\"><span style=\"font-weight: 400;\">Presidential Economic Advisory Council (PEAC)</span></a><span style=\"font-weight: 400;\">, to “advise the President and government more broadly, facilitating the development and implementation of economic policies that spur inclusive growth”.</span>\r\n\r\n<span style=\"font-weight: 400;\">She remains on the PEAC as an adviser.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-2016055\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/01/Screenshot-2023-12-04-at-14.55.55.png\" alt=\"\" width=\"720\" height=\"411\" /> <em>Screenshot of Thabi Leoka’s bio on the Presidential Economic Advisory Council</em></p>\r\n\r\n<span style=\"font-weight: 400;\">References to her alleged PhD are also dotted all over the internet. There’s a</span><a href=\"https://www.stcyprians.co.za\"> <span style=\"font-weight: 400;\">photo of Leoka</span></a><span style=\"font-weight: 400;\"> on the website of her high school, St Cyprian’s High School. Below it is the year she matriculated — 1996. Then, “PhD, Economist”. </span>\r\n\r\n<span style=\"font-weight: 400;\">She serves on the boards of several companies including </span><a href=\"https://www.angloamericanplatinum.com/about-us/leadership-team-platinum#\"><span style=\"font-weight: 400;\">Anglo American Platinum</span></a><span style=\"font-weight: 400;\">, the </span><a href=\"https://www.smallbusinessinstitute.co.za/about-us/our-board-of-directors/\"><span style=\"font-weight: 400;\">Small Business Institute</span></a><span style=\"font-weight: 400;\"> and the Senegal-based consulting group </span><a href=\"https://act-afrique.com/en/thabi-leoka-eng/\"><span style=\"font-weight: 400;\">Act-Afrique</span></a><span style=\"font-weight: 400;\">. She is also a board member of MTN SA, and in </span><a href=\"https://www.mtn.com/wp-content/uploads/2022/11/MTN-DMTN-Update-MTN-Risk-Factors-and-Other-Disclosures-Schedule.pdf\"><span style=\"font-weight: 400;\">company documents</span></a><span style=\"font-weight: 400;\">, her official bio says she holds a PhD in economics from the University of London.</span>\r\n\r\n<span style=\"font-weight: 400;\">Additionally, “Dr” Leoka serves on the </span><a href=\"https://council.statssa.gov.za\"><span style=\"font-weight: 400;\">Statistics South Africa Council</span></a><span style=\"font-weight: 400;\"> where she chairs the Economic Statistics Committee. She is also a former </span><a href=\"https://www.corruptionwatch.org.za/wp-content/uploads/2021/05/Corruption-Watch-AR-2020-DBL-PG-20210324.pdf\"><span style=\"font-weight: 400;\">Corruption Watch</span></a><span style=\"font-weight: 400;\"> board member.</span>\r\n\r\n<span style=\"font-weight: 400;\">Until recently, Leoka was also an independent, non-executive director at Remgro. Despite holding high-profile positions in the public and private sectors, Leoka told </span><i><span style=\"font-weight: 400;\">Daily Maverick </span></i><span style=\"font-weight: 400;\">that as she believed she was not a public figure, the queries relating to her qualifications were unjustified.</span>\r\n<h4><b>Unfulfilled promises</b></h4>\r\n<span style=\"font-weight: 400;\">When first contacted by </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> on 4 December, Leoka said in a phone call that she had a PhD degree from the University of London.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Yes, it’s given by the University of London,” she said. </span>\r\n\r\n<span style=\"font-weight: 400;\">In the call, she promised to provide </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> with copies of her PhD thesis and certificate from the institution, saying, “I’ll send you everything” — but failed to do so.</span>\r\n\r\n<span style=\"font-weight: 400;\">When </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> again requested proof of her alleged degree via a WhatsApp message, she replied: “I’m in meetings all day and this week is quite busy. I’m also not based in SA full time.”</span>\r\n\r\n<span style=\"font-weight: 400;\">A spokesperson from the London School of Economics (LSE) confirmed to </span><i><span style=\"font-weight: 400;\">Daily Maverick </span></i><span style=\"font-weight: 400;\">on 20 December: “</span><span style=\"font-weight: 400;\">We have checked our files and can find no record of Thabi Leoka being awarded a PhD from LSE.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The University of London (UoL) told</span><i><span style=\"font-weight: 400;\"> Daily Maverick</span></i><span style=\"font-weight: 400;\">, “LSE is a member of the University of London federation so a student might study with LSE directly but can also correctly say that they studied with the University of London.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The University of London itself does not offer a PhD in Economics, so Leoka could not have received a degree from the university. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We have looked into this query and the University of London does not oversee a PhD in economics, ” the university said in response to questions.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">After further requests by </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> to explain the responses of the LSE and the University of London and provide proof of her certificate, Leoka said: “As mentioned earlier, I’m not based in SA full time. Since we spoke, I have been at the Miami Bascom Palmer Eye Hospital as I have glaucoma and have since lost sight in my right eye. This is why I didn’t stand for Remgro nominations. I also mentioned that my degree is from the University of London and my MSc is from LSE. You also don’t have my names as reflected on my degrees. I have damaged optical nerves and shouldn’t be on the phone because of the light.”</span>\r\n<h4><b>Leoka doubles down in 702 interview</b></h4>\r\n<span style=\"font-weight: 400;\">In an </span><a href=\"https://www.primediaplus.com/economist-thabi-leoka-says-reports-about-qualifications-untrue-video/\"><span style=\"font-weight: 400;\">interview</span></a><span style=\"font-weight: 400;\"> with </span><i><span style=\"font-weight: 400;\">702</span></i><span style=\"font-weight: 400;\">’s Clement Manyathela</span><span style=\"font-weight: 400;\"> on Tuesday morning after </span><i><span style=\"font-weight: 400;\">Business Day</span></i><span style=\"font-weight: 400;\"> broke the story, Leoka stated:</span>\r\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">“What happened is that a journalist from — initially this started in December — a journalist from the </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> who was approached by someone who obviously seems to have a personal vendetta contacted me with various questions including on my qualifications. After I sent them information and they conducted their own investigation, they then ended up not writing the article. I thought that was it, the story is dead.” </span></p>\r\n<span style=\"font-weight: 400;\">The claims that Leoka sent </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> information and on this basis we abandoned the story are false. In fact, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> was finalising its investigation and was due to publish a story immin</span><span style=\"font-weight: 400;\">ently.</span>\r\n\r\n<span style=\"font-weight: 400;\">Leoka claimed that the time difference between South Africa and New York, where she is currently based, as well as her ongoing health issues, meant that she did not have time to respond to </span><i><span style=\"font-weight: 400;\">Business Day</span></i><span style=\"font-weight: 400;\">’s questions.</span>\r\n\r\n<span style=\"font-weight: 400;\">Asked directly by Manyathela if she held a PhD from the LSE, she replied: “Absolutely.” </span>\r\n\r\n<span style=\"font-weight: 400;\">She claimed that she had since changed her name, and this was why neither the LSE nor the University of London had any record of her degree. (</span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> requested that LSE search for Leoka under her ID number, which would not be affected by her name change, and this too failed to yield results for the PhD.)</span>\r\n\r\n<span style=\"font-weight: 400;\">Leoka further claimed </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> had successfully located the record of her PhD, which is false. </span>\r\n\r\n<span style=\"font-weight: 400;\">She told Manyathela that proof of her degree would be provided in the course of the legal action she intends to take against </span><i><span style=\"font-weight: 400;\">Business Day</span></i><span style=\"font-weight: 400;\">. She added that the boards of all the relevant companies on which she sits had carried out vetting of her academic qualifications without issue.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick </span></i><span style=\"font-weight: 400;\">has established from three bodies with which Leoka was involved — Corruption Watch, the Presidency, and the Stats SA Council — that she was, in fact, never vetted for her qualifications as this was either not felt necessary or not a requirement. Anglo American has claimed to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that she was vetted.</span>\r\n\r\n<span style=\"font-weight: 400;\">Presidency spokesperson Vincent Magwenya told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> on Tuesday: “The Presidential Advisory Council is a non-statutory body, therefore, formal vetting is not a requirement. The members volunteer their time, and they are not employed by the Presidency, nor are they remunerated by the state. In the interest of transparency, the Presidency has requested Ms Leoka to expeditiously address the matter of her qualifications.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Remgro’s Lwanda Zingitwa said, “Remgro is aware of the unconfirmed allegations that have been raised in the media against Thabi Leoka. Thabi Leoka was appointed as an independent non-executive director of Remgro, effective 22 March 2023 subject to shareholder approval at an AGM.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The appointment was, however, not ratified at the Remgro AGM on 4 December 2023 as she advised the board that she opted to no longer stand for election as an independent non-executive director of the company due to personal reasons, at which point her tenure as a director of Remgro ended.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Remgro did not respond to</span><i><span style=\"font-weight: 400;\"> Daily Maverick</span></i><span style=\"font-weight: 400;\">’s question on whether it vetted Leoka’s qualifications when she joined Remgro.</span>\r\n\r\n<span style=\"font-weight: 400;\">There has been a rise in the number of fake qualification scandals over the years with the Protection of Personal Information Act (Popia), which came into effect in 2021, making it increasingly difficult for journalists to confirm whether prominent figures hold the degree they claim from South African universities. </span><a href=\"https://www.dailymaverick.co.za/article/2023-09-05-how-sas-popia-privacy-law-is-protecting-governments-academic-degree-fraudsters/\"><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has previously drawn attention</span></a><span style=\"font-weight: 400;\"> to the difficulty in exposing degree fraudsters due to privacy laws in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the wake of the </span><i><span style=\"font-weight: 400;\">Business Day</span></i><span style=\"font-weight: 400;\"> report on Tuesday, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> once again asked Leoka to furnish us with proof of her degree. Her undertaking to provide evidence has come to nothing. </span>\r\n\r\n<span style=\"font-weight: 400;\">The LSE and the University of London have confirmed to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that they have no record of Leoka being awarded a PhD from either body.</span>\r\n\r\n<span style=\"font-weight: 400;\">Yet, following the publication of a </span><i><span style=\"font-weight: 400;\">Business Day</span></i><span style=\"font-weight: 400;\"> article on Tuesday exposing Leoka as an alleged degree fraudster, the economist has doubled down — falsely claiming on air that </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> had cleared her of the charge and threatening legal action.</span>\r\n<h4><b>Under oath</b></h4>\r\n<span style=\"font-weight: 400;\">Leoka provided expert testimony on 6 February 2017, in Pretoria, before the commission founded by former President Jacob Zuma after the #FeesMustFall protests that roiled South African university campuses in 2015.</span>\r\n\r\n<span style=\"font-weight: 400;\">“What are your full names please, Miss Leoka?” asked the chair of the commission, Judge Jonathan Heher, </span><a href=\"https://www.justice.gov.za/commissions/feeshet/hearings/set6/Transcript-Set6-Day1-06-02-2017.pdf\"><span style=\"font-weight: 400;\">according to a transcript</span></a><span style=\"font-weight: 400;\"> of the hearing. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Thabi Leoka,” she responded.</span>\r\n\r\n<span style=\"font-weight: 400;\">Heher asked: “Do you swear that the evidence that you will give will be the truth, the whole truth and nothing but the truth?”</span>\r\n\r\n<span style=\"font-weight: 400;\">“I do.” </span>\r\n\r\n<span style=\"font-weight: 400;\">“If you do, raise your right hand and say, ‘So help me God’,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">“So help me God.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The discussion then turned to Leoka’s qualifications. She said she had five degrees: BA, honours and master’s degrees all from the University of the Witwatersrand.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Then I did an MSC in economics and looking [sic] at economics and economic history and then a PhD in international economics at … the last two … University of London, LSE,” Leoka told the commission.</span>\r\n\r\n<span style=\"font-weight: 400;\">Heher asked: “And when did you get your latest degree?”</span>\r\n\r\n<span style=\"font-weight: 400;\">“In 2008,” Leoka replied.</span>\r\n\r\n<iframe id=\"doc_79167\" class=\"scribd_iframe_embed\" title=\"Transcript-Set6-Day1-06-02-2017\" src=\"https://www.scribd.com/embeds/699278292/content?start_page=1&view_mode=scroll&access_key=key-XOx3GCH49hjG5rGklOUf\" width=\"100%\" height=\"600\" frameborder=\"0\" scrolling=\"no\" data-auto-height=\"false\" data-aspect-ratio=\"0.7729220222793488\"></iframe>\r\n\r\n<span style=\"font-weight: 400;\">In the years since appearing before the commission, Leoka has held numerous directorships as well as high-profile advisory positions to President Cyril Ramaphosa and former finance minister Nhlanhla Nene. Her use of the honorific “Dr” appears in nearly every biography of her available online, and in media interviews, she is frequently introduced as “Dr” Thabi Leoka.</span>\r\n\r\n<iframe title=\"YouTube video player\" src=\"https://www.youtube.com/embed/zUu8pXkrlNk?si=oq1R2HY0DEnbXt2w\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"></iframe>\r\n\r\n<span style=\"font-weight: 400;\">In 2018, “Dr” Leoka was among a panel of researchers </span><a href=\"https://www.treasury.gov.za/comm_media/press/2018/2018042501%20Terms%20of%20Reference%20-%20VAT%20Zero%20Rating%20Panel.pdf\"><span style=\"font-weight: 400;\">appointed</span></a><span style=\"font-weight: 400;\"> by Nene to review a list of VAT zero-rated items and terms of reference. In 2019, “Dr” Leoka was </span><a href=\"https://www.gov.za/news/media-statements/president-cyril-ramaphosa-appoints-economic-advisory-council-27-sep-2019\"><span style=\"font-weight: 400;\">appointed</span></a><span style=\"font-weight: 400;\"> by Ramaphosa to the </span><a href=\"https://www.peac.org.za/members-of-the-advisory-council/dr-thabi-leoka\"><span style=\"font-weight: 400;\">Presidential Economic Advisory Council (PEAC)</span></a><span style=\"font-weight: 400;\">, to “advise the President and government more broadly, facilitating the development and implementation of economic policies that spur inclusive growth”.</span>\r\n\r\n<span style=\"font-weight: 400;\">She remains on the PEAC as an adviser.</span>\r\n\r\n[caption id=\"attachment_2016055\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-2016055\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/01/Screenshot-2023-12-04-at-14.55.55.png\" alt=\"\" width=\"720\" height=\"411\" /> <em>Screenshot of Thabi Leoka’s bio on the Presidential Economic Advisory Council</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">References to her alleged PhD are also dotted all over the internet. There’s a</span><a href=\"https://www.stcyprians.co.za\"> <span style=\"font-weight: 400;\">photo of Leoka</span></a><span style=\"font-weight: 400;\"> on the website of her high school, St Cyprian’s High School. Below it is the year she matriculated — 1996. Then, “PhD, Economist”. </span>\r\n\r\n<span style=\"font-weight: 400;\">She serves on the boards of several companies including </span><a href=\"https://www.angloamericanplatinum.com/about-us/leadership-team-platinum#\"><span style=\"font-weight: 400;\">Anglo American Platinum</span></a><span style=\"font-weight: 400;\">, the </span><a href=\"https://www.smallbusinessinstitute.co.za/about-us/our-board-of-directors/\"><span style=\"font-weight: 400;\">Small Business Institute</span></a><span style=\"font-weight: 400;\"> and the Senegal-based consulting group </span><a href=\"https://act-afrique.com/en/thabi-leoka-eng/\"><span style=\"font-weight: 400;\">Act-Afrique</span></a><span style=\"font-weight: 400;\">. She is also a board member of MTN SA, and in </span><a href=\"https://www.mtn.com/wp-content/uploads/2022/11/MTN-DMTN-Update-MTN-Risk-Factors-and-Other-Disclosures-Schedule.pdf\"><span style=\"font-weight: 400;\">company documents</span></a><span style=\"font-weight: 400;\">, her official bio says she holds a PhD in economics from the University of London.</span>\r\n\r\n<span style=\"font-weight: 400;\">Additionally, “Dr” Leoka serves on the </span><a href=\"https://council.statssa.gov.za\"><span style=\"font-weight: 400;\">Statistics South Africa Council</span></a><span style=\"font-weight: 400;\"> where she chairs the Economic Statistics Committee. She is also a former </span><a href=\"https://www.corruptionwatch.org.za/wp-content/uploads/2021/05/Corruption-Watch-AR-2020-DBL-PG-20210324.pdf\"><span style=\"font-weight: 400;\">Corruption Watch</span></a><span style=\"font-weight: 400;\"> board member.</span>\r\n\r\n<span style=\"font-weight: 400;\">Until recently, Leoka was also an independent, non-executive director at Remgro. Despite holding high-profile positions in the public and private sectors, Leoka told </span><i><span style=\"font-weight: 400;\">Daily Maverick </span></i><span style=\"font-weight: 400;\">that as she believed she was not a public figure, the queries relating to her qualifications were unjustified.</span>\r\n<h4><b>Unfulfilled promises</b></h4>\r\n<span style=\"font-weight: 400;\">When first contacted by </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> on 4 December, Leoka said in a phone call that she had a PhD degree from the University of London.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Yes, it’s given by the University of London,” she said. </span>\r\n\r\n<span style=\"font-weight: 400;\">In the call, she promised to provide </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> with copies of her PhD thesis and certificate from the institution, saying, “I’ll send you everything” — but failed to do so.</span>\r\n\r\n<span style=\"font-weight: 400;\">When </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> again requested proof of her alleged degree via a WhatsApp message, she replied: “I’m in meetings all day and this week is quite busy. I’m also not based in SA full time.”</span>\r\n\r\n<span style=\"font-weight: 400;\">A spokesperson from the London School of Economics (LSE) confirmed to </span><i><span style=\"font-weight: 400;\">Daily Maverick </span></i><span style=\"font-weight: 400;\">on 20 December: “</span><span style=\"font-weight: 400;\">We have checked our files and can find no record of Thabi Leoka being awarded a PhD from LSE.” </span>\r\n\r\n<span style=\"font-weight: 400;\">The University of London (UoL) told</span><i><span style=\"font-weight: 400;\"> Daily Maverick</span></i><span style=\"font-weight: 400;\">, “LSE is a member of the University of London federation so a student might study with LSE directly but can also correctly say that they studied with the University of London.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The University of London itself does not offer a PhD in Economics, so Leoka could not have received a degree from the university. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We have looked into this query and the University of London does not oversee a PhD in economics, ” the university said in response to questions.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">After further requests by </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> to explain the responses of the LSE and the University of London and provide proof of her certificate, Leoka said: “As mentioned earlier, I’m not based in SA full time. Since we spoke, I have been at the Miami Bascom Palmer Eye Hospital as I have glaucoma and have since lost sight in my right eye. This is why I didn’t stand for Remgro nominations. I also mentioned that my degree is from the University of London and my MSc is from LSE. You also don’t have my names as reflected on my degrees. I have damaged optical nerves and shouldn’t be on the phone because of the light.”</span>\r\n<h4><b>Leoka doubles down in 702 interview</b></h4>\r\n<span style=\"font-weight: 400;\">In an </span><a href=\"https://www.primediaplus.com/economist-thabi-leoka-says-reports-about-qualifications-untrue-video/\"><span style=\"font-weight: 400;\">interview</span></a><span style=\"font-weight: 400;\"> with </span><i><span style=\"font-weight: 400;\">702</span></i><span style=\"font-weight: 400;\">’s Clement Manyathela</span><span style=\"font-weight: 400;\"> on Tuesday morning after </span><i><span style=\"font-weight: 400;\">Business Day</span></i><span style=\"font-weight: 400;\"> broke the story, Leoka stated:</span>\r\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">“What happened is that a journalist from — initially this started in December — a journalist from the </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> who was approached by someone who obviously seems to have a personal vendetta contacted me with various questions including on my qualifications. After I sent them information and they conducted their own investigation, they then ended up not writing the article. I thought that was it, the story is dead.” </span></p>\r\n<span style=\"font-weight: 400;\">The claims that Leoka sent </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> information and on this basis we abandoned the story are false. In fact, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> was finalising its investigation and was due to publish a story immin</span><span style=\"font-weight: 400;\">ently.</span>\r\n\r\n<span style=\"font-weight: 400;\">Leoka claimed that the time difference between South Africa and New York, where she is currently based, as well as her ongoing health issues, meant that she did not have time to respond to </span><i><span style=\"font-weight: 400;\">Business Day</span></i><span style=\"font-weight: 400;\">’s questions.</span>\r\n\r\n<span style=\"font-weight: 400;\">Asked directly by Manyathela if she held a PhD from the LSE, she replied: “Absolutely.” </span>\r\n\r\n<span style=\"font-weight: 400;\">She claimed that she had since changed her name, and this was why neither the LSE nor the University of London had any record of her degree. (</span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> requested that LSE search for Leoka under her ID number, which would not be affected by her name change, and this too failed to yield results for the PhD.)</span>\r\n\r\n<span style=\"font-weight: 400;\">Leoka further claimed </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> had successfully located the record of her PhD, which is false. </span>\r\n\r\n<span style=\"font-weight: 400;\">She told Manyathela that proof of her degree would be provided in the course of the legal action she intends to take against </span><i><span style=\"font-weight: 400;\">Business Day</span></i><span style=\"font-weight: 400;\">. She added that the boards of all the relevant companies on which she sits had carried out vetting of her academic qualifications without issue.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick </span></i><span style=\"font-weight: 400;\">has established from three bodies with which Leoka was involved — Corruption Watch, the Presidency, and the Stats SA Council — that she was, in fact, never vetted for her qualifications as this was either not felt necessary or not a requirement. Anglo American has claimed to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that she was vetted.</span>\r\n\r\n<span style=\"font-weight: 400;\">Presidency spokesperson Vincent Magwenya told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> on Tuesday: “The Presidential Advisory Council is a non-statutory body, therefore, formal vetting is not a requirement. The members volunteer their time, and they are not employed by the Presidency, nor are they remunerated by the state. In the interest of transparency, the Presidency has requested Ms Leoka to expeditiously address the matter of her qualifications.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Remgro’s Lwanda Zingitwa said, “Remgro is aware of the unconfirmed allegations that have been raised in the media against Thabi Leoka. Thabi Leoka was appointed as an independent non-executive director of Remgro, effective 22 March 2023 subject to shareholder approval at an AGM.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The appointment was, however, not ratified at the Remgro AGM on 4 December 2023 as she advised the board that she opted to no longer stand for election as an independent non-executive director of the company due to personal reasons, at which point her tenure as a director of Remgro ended.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Remgro did not respond to</span><i><span style=\"font-weight: 400;\"> Daily Maverick</span></i><span style=\"font-weight: 400;\">’s question on whether it vetted Leoka’s qualifications when she joined Remgro.</span>\r\n\r\n<span style=\"font-weight: 400;\">There has been a rise in the number of fake qualification scandals over the years with the Protection of Personal Information Act (Popia), which came into effect in 2021, making it increasingly difficult for journalists to confirm whether prominent figures hold the degree they claim from South African universities. </span><a href=\"https://www.dailymaverick.co.za/article/2023-09-05-how-sas-popia-privacy-law-is-protecting-governments-academic-degree-fraudsters/\"><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has previously drawn attention</span></a><span style=\"font-weight: 400;\"> to the difficulty in exposing degree fraudsters due to privacy laws in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the wake of the </span><i><span style=\"font-weight: 400;\">Business Day</span></i><span style=\"font-weight: 400;\"> report on Tuesday, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> once again asked Leoka to furnish us with proof of her degree.
