"contents": "<p><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">Dames’ resignation also comes five months after the early departure of Eskom’s former finance director, Paul O’Flaherty. The two were closely linked as the drivers of the utility’s massive R350-billion new-build programme – the Medupi and Kusile coal-fired power stations, the Ingula pumped-storage scheme, the return-to-service of the Grootvlei, Komati and Camden power stations, and the associated strengthening of the transmission grid.</span></span></span></p>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">Despite official denials of any such linkage, the moves by Dames and O’Flaherty came after they announced on 8 July 2013 a further six to twelve month delay for first power from Medupi to mid/end 2014. The minister of public enterprises, Malusi Gigaba, had publicly warned on 11 April 2013 that “heads will roll” if first power from Medupi were delayed beyond the end of December 2013.</span></span></span></p>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">The early departure of Eskom leaders no doubt reflects some frustration at the lack of a clear policy direction, understanding and common purpose between the ruling party, government (cabinet, department of energy and department of public enterprises) and Eskom, and the absence of an effective broader electricity supply industry leadership with a clear, consistent and inspiring vision. </span></span></span></p>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Calibri;\"><span style=\"font-size: 10px;\"><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">So, the question arises now - who should be appointed to replace Brian Dames? What we surely don’t need at this juncture is simply a good manager of a large monolithic state-owned enterprise under the current status quo. </span></span></span></span></span></p>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">While the economic, social and business environment of South Africa, the region, and indeed the world, has undergone dramatic changes over the last fifty years, the organisation of Eskom as a vertically integrated state-owned monopoly remains essentially unchanged, and is quite inappropriate for the new order. </span></span></span></p>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">Both the chairman and CEO of Eskom have acknowledged the need to revisit the business model of Eskom – but does their vision extend far enough? Clearly there are major structural, financial and sustainability issues facing both Eskom and the whole electricity supply industry, including:</span></span></span></p>\r\n<ul>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">the \tdiversification of the primary energy mix, to include nuclear, gas, \timported hydro and renewable energy; </span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">business and \tenvironmental sustainability, including issues surrounding coal, \twater and air pollution; </span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">financing of \tEskom through increased shareholder equity; </span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">unbundling \tof Eskom Generation; </span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">establishment \tof an independent system and market operator from Eskom \tTransmission; </span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">introduction \tof independent power producers and competition into the generation \tsector; </span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">establishment \tof a wholesale electricity market; </span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">restructuring \tand rationalisation of the electricity distribution industry; and</span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">introduction \tof retail electricity price competition.</span></span></span></p>\r\n</li>\r\n</ul>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">In the first instance we surely need an inspiring industry leadership with a vision:</span></span></span></p>\r\n<ul>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">that extends \twell beyond just managing the current business of Eskom – a vision \tthat encompasses the whole electricity supply industry of South and \tSouthern Africa;</span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">that \tunderstands and accepts the need to move away from the current \tcentral planning, command and control model, which is failing, to a \tmore customer focussed and market-driven approach;</span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">that sees \tEskom as just one of several players on level playing fields in a \twider and growing circle of diverse electricity companies, spanning \tthe generation, transmission, distribution and retail sectors in \tSouth Africa and the region; and</span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">that \tappreciates the need to unbundle and restructure Eskom to increase \tequity (state, local and foreign), diversity (ownership and primary \tenergy sources), competition, and grid and market access, in order \tto manage risks, increase responsiveness and flexibility, and unlock \tand access new capital, business potential, technology, skills, \texperience and efficiency.</span></span></span></p>\r\n</li>\r\n</ul>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">It is further obvious that the leadership should:</span></span></span></p>\r\n<ul>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">have a broad \tunderstanding of the South African economy, the National Development \tPlan, the role and importance of energy and electricity for economic \tand social development, and the industrial, municipal, agricultural \tand domestic electricity needs of South Africa;</span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">be well \tversed in international, national and corporate finance; </span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">have \texperience in the workings of government and state-owned \tenterprises, with significant leadership and large organisation \tmanagement skills;</span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">have strong \tpolitical connections and influence, and the respect of both \tgovernment and business, with the necessary stature and ability to \tinspire political structures, government, senior and middle Eskom \tmanagement, and labour of the need for change and restructuring; and</span></span></span></p>\r\n</li>\r\n<li>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">have the \tability to build and inspire a like-minded, dedicated, loyal and \tcommitted executive management team around him.</span></span></span></p>\r\n</li>\r\n</ul>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">In the words of an old industry hand: “In asking who should be the next CEO of Eskom, I am afraid it is the usual situation of asking a simple question in the expectation of a simple answer, and then getting a load of complex questions in response”. He suggests the first question to be answered, which government and Eskom have studiously avoided: “Is Eskom as currently structured still a manageable business?” He says you can’t keep sacrificing people by having them bash their heads against a brick wall. You need to do something about the wall.</span></span></span></p>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Calibri;\"><span style=\"font-size: 10px;\"><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">The last great leader of Eskom had as his mission to guide the Eskom ship unscathed and in one piece through the rough seas of political change during the 1990s. Dr Ian McRae succeeded in this task with a vision of “electricity for all”, which mobilised and united Eskom, and convinced the new ruling party and government to keep Eskom intact. </span></span></span></span></span></p>\r\n<p lang=\"en-ZA\"><span ><span style=\"font-family: Georgia;\"><span style=\"font-size: 14px;\">The new leadership at Eskom will have its work cut out with a new and quite different mission – to unbundle and restructure both Eskom and the wider electricity supply industry, in order to meet the new needs of South Africa, raise capital, manage risks, increase diversity and maximise flexibility. Not an easy task. Intelligence reports obtained by Daily Maverick linked two unnamed senior members of President Cyril Ramaphosa’s Cabinet to four criminal cartels operating inside Eskom. The intelligence links the cartels to the sabotage of Eskom’s power stations and to a programme of political destabilisation which has contributed to the current power crisis.",
