"contents": "<span style=\"font-weight: 400;\">Activists calling for political reforms in Eswatini have urged the Southern African Development Community (SADC) to take decisive action to deal with the deteriorating situation in the kingdom, ahead of the </span><a href=\"https://www.dailymaverick.co.za/article/2024-08-08-mnangagwa-cleans-up-and-cracks-down-to-ensure-good-looking-sadc-summit/\"><span style=\"font-weight: 400;\">44th SADC Summit in Harare, Zimbabwe</span></a><span style=\"font-weight: 400;\">, this week. </span>\r\n\r\n<b>Read more:</b> <a href=\"https://www.dailymaverick.co.za/article/2024-08-02-condemnation-and-calls-for-action-as-zimbabwean-activists-detained-and-allegedly-tortured/\"><span style=\"font-weight: 400;\">Condemnation and calls for action as Zimbabwean activists detained and allegedly tortured</span></a>\r\n\r\n<span style=\"font-weight: 400;\">In a 1 August letter addressed to the SADC Secretariat and its member states, the Multi-Stakeholder Forum (MSF) – a coalition of political parties and civil society pro-democracy organisations – called on the regional bloc to “intensify its engagement with the Eswatini government” and apply “pressure to ensure that the recommendations previously made by SADC are fully implemented”.</span>\r\n\r\n<span style=\"font-weight: 400;\">“As the 44th SADC Summit approaches, we implore you, the Heads of State and Government, to take decisive action to address the deteriorating situation in Eswatini. The MSF has, for years, called for an “internationally mediated dialogue” with the primary aim of reforming the current political system in the country and ushering in a new constitution that guarantees multiparty democracy.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-2286360\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/07/ED_512517.jpg\" alt=\"Eswatini\" width=\"1805\" height=\"1112\" /> <em>President Cyril Ramaphosa on 13 July 2024. (Photo: Gallo Images / Lefty Shivambu)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">After Eswatini was convulsed by </span><a href=\"https://www.dailymaverick.co.za/article/2022-07-01-the-eswatini-massacre-one-year-on-lest-we-forget/\"><span style=\"font-weight: 400;\">unprecedented violent protests</span></a><span style=\"font-weight: 400;\"> in June 2021, then chair of SADC’s security organ, South African President Cyril Ramaphosa, </span><a href=\"https://thepresidency.gov.za/statement-chair-sadc-organ-troika-engagement-his-majesty-king-mswati-iii-eswatini\"><span style=\"font-weight: 400;\">had met</span></a><span style=\"font-weight: 400;\"> King Mswati III and persuaded him to institute a national dialogue on democratic reform. However, efforts to institute a genuine, inclusive national dialogue have so far come to nothing. </span>\r\n\r\n<b>Read more:</b> <a href=\"https://www.dailymaverick.co.za/article/2024-04-05-eswatini-democratic-reform-process-hangs-by-thread-as-absolute-monarchy-reigns/\"><span style=\"font-weight: 400;\">Eswatini democratic reform process hangs by thread as absolute monarchy reigns</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://www.dailymaverick.co.za/article/2022-09-04-king-mswati-accused-of-delaying-eswatini-national-dialogue/\"><span style=\"font-weight: 400;\">Eswatini government has been stalling</span></a><span style=\"font-weight: 400;\">, partly by insisting that the national dialogue should take place in the form of a Sibaya, the traditional engagement of the king and his people, Daily Maverick has reported. The MSF has previously </span><a href=\"https://www.dailymaverick.co.za/article/2023-10-23-eswatini-activists-reject-sibaya-dialogue-chaired-by-mswati/\"><span style=\"font-weight: 400;\">rejected a Sibaya</span></a><span style=\"font-weight: 400;\"> as a means for inclusive dialogue. The forum had pressed for a national dialogue to take place before the September 2023 parliamentary elections, but was unsuccessful. </span>\r\n\r\n<span style=\"font-weight: 400;\">In its </span><a href=\"https://www.dailymaverick.co.za/article/2023-10-23-eswatini-activists-reject-sibaya-dialogue-chaired-by-mswati/\"><span style=\"font-weight: 400;\">preliminary report</span></a><span style=\"font-weight: 400;\"> after the 29 September polls – which are </span><a href=\"https://issafrica.org/iss-today/eswatini-conducts-a-competent-caricature-of-democracy\"><span style=\"font-weight: 400;\">essentially meaningless</span></a><span style=\"font-weight: 400;\"> since parliament has no power in Africa’s last absolute monarchy – the SADC electoral observer mission again recommended that Eswatini hold an all-inclusive national dialogue “to give the people of Eswatini an opportunity to explore options for their political system”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa passed on the chair of the security organ to the </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-05-namibia-loses-a-champion-of-human-rights-in-president-geingob-but-solace-is-a-smooth-succession-plan/\"><span style=\"font-weight: 400;\">late Namibian president Hage Geingob</span></a><span style=\"font-weight: 400;\">, who in his </span><a href=\"https://www.sadc.int/sites/default/files/2023-08/Statement%20by%20President%20Hage%20G.%20Geingob%2C%20Chairperson%20of%20the%20SADC%20Organ%20on%20Politics%2C%20Defense%20and%20Security%20Cooperation%20on%20the%20occasion%20of%20the%2043rd%20SADC%20Ordinary%20Summit%2C%2017%20August%202023%2C%20Luanda%2C%20Angola.pdf\"><span style=\"font-weight: 400;\">valedictory address</span></a><span style=\"font-weight: 400;\"> to the 43rd SADC Summit last August, said SADC should “endeavour to complete… the initiation of national dialogue in the Kingdom of Eswatini”.</span>\r\n\r\n<strong>Read more in Daily Maverick here</strong>: <a href=\"https://www.dailymaverick.co.za/article/2024-08-12-pretoria-rebuffs-das-call-for-sadc-summit-to-be-moved-from-zimbabwe/\">Pretoria rebuffs DA's call for SADC summit to be moved from Zimbabwe </a>\r\n\r\n<span style=\"font-weight: 400;\">In a media briefing on Monday, South African Department of International Relations and Cooperation (Dirco) spokesperson Clayson Monyela said that the upcoming SADC Summit in Harare is expected to receive a report from the organ about how far the engagements with roleplayers in Eswatini have gone, and what progress has been made. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The summit will then reflect on that report and pronounce on what becomes the way forward,” said Monyela. </span>\r\n\r\n<span style=\"font-weight: 400;\">He added that South Africa would participate in those discussions, but maintained that the organ “must be given the space to engage with the internal roleplayers” in Eswatini.</span>\r\n\r\n<span style=\"font-weight: 400;\">The current chair of the security organ is Zambian President Hakainde Hichilema, and a SADC Organ Troika Summit is scheduled to take place on 16 August. When Daily Maverick sent questions to the Zambian Department of Foreign Affairs about the upcoming summit it was referred to the SADC Secretariat for comment.</span>\r\n\r\n<span style=\"font-weight: 400;\">To date no response from the SADC has been received to the MSF’s letter. The SADC did not respond to Daily Maverick’s questions last week.</span>\r\n<h4><b>Crackdown on dissent</b></h4>\r\n<span style=\"font-weight: 400;\">Secretary-general of the MSF Sikelela Dlamini said the group was concerned about the lack of action from the SADC on the ongoing crisis in Eswatini. The MSF was appealing “to the conscience of the leaders of SADC, to say that if they have been democratically elected in their own countries, they must be fair and courageous enough to also push for other nations, within the region, to also democratise”.</span>\r\n\r\n<span style=\"font-weight: 400;\">“We can safely say that people from afar, they think the situation has reached some normalcy because they are no longer hearing people on the streets or demonstrations,” Dlamini told Daily Maverick. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The truth of the matter is there is no peace, but there is quietness. Quietness that has been forced by the regime, down the throats of the people.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The civic space, the political space, the civil rights and liberties of the people are infringed upon by the regime,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">Last month, an </span><a href=\"https://www.dailymaverick.co.za/article/2024-07-28-a-call-for-african-solidarity-as-human-rights-in-eswatini-continue-to-worsen/\"><span style=\"font-weight: 400;\">Eswatini court sentenced former members of parliament</span></a><span style=\"font-weight: 400;\">, Mduduzi Bacede Mabuza and Mthandeni Dube, to a combined 43 years behind bars after convicting them on bogus terrorism and murder charges. Both men were initially arrested in 2021 for supporting the pro-democracy protests. </span>\r\n\r\n<b>Read more: </b><a href=\"https://www.dailymaverick.co.za/article/2024-07-28-a-call-for-african-solidarity-as-human-rights-in-eswatini-continue-to-worsen/\"><span style=\"font-weight: 400;\">A call for African solidarity as human rights in Eswatini continue to worsen</span></a>\r\n\r\n<span style=\"font-weight: 400;\">In a </span><a href=\"https://www.amnesty.org/en/latest/news/2024/07/eswatini-authorities-must-quash-convictions-and-sentences-of-former-mps/\"><span style=\"font-weight: 400;\">statement</span></a><span style=\"font-weight: 400;\">, Amnesty International’s deputy regional director for east and southern Africa, Vongai Chikwanda, called for Eswatini authorities to “immediately quash the unjust and baseless convictions and sentences” of Mabuza and Dube. Trade union federation Cosatu – an alliance partner of the ANC – </span><a href=\"https://mediadon.co.za/2024/07/17/cosatu-calls-for-sanctions-against-eswatini-for-sentencing-mps-calling-for-democracy-to-68-years-in-prison/\"><span style=\"font-weight: 400;\">called for sanctions against Eswatini</span></a><span style=\"font-weight: 400;\">, adding that it was “alarmed by the shameful silence, tacit condonation and total paralysis of SADC and the international community in the face of Mswati’s unapologetic war against his own people”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The MSF, in its letter, described Mabuza and Dube’s sentencing as a “travesty of justice”.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1591607\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/03/Untitled-1.jpg\" alt=\"Eswatini Thulani Maseko\" width=\"2000\" height=\"1000\" /> <em>Murdered human rights defender and lawyer Thulani Maseko. (Screenshot: YouTube)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">“Their </span><a href=\"https://www.amnesty.org/en/latest/news/2024/07/eswatini-imprisoned-mp-mduduzi-bacede-mabuza-at-serious-risk-after-prison-guards-deny-food-rations/\"><span style=\"font-weight: 400;\">brutal treatment in prison</span></a><span style=\"font-weight: 400;\"> and the daily victimisation of activists are clear violations of human rights. Yet, SADC’s response has been alarmingly silent and lacking in transparency,” it said.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, not one southern African government voiced concern over Mabuza and Dube’s sentences, </span><a href=\"https://www.dailymaverick.co.za/article/2024-07-28-a-call-for-african-solidarity-as-human-rights-in-eswatini-continue-to-worsen/\"><span style=\"font-weight: 400;\">Daily Maverick reported</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Dirco’s Monyela, on Monday, fudged the question about why the South African government has not issued a statement on the recent reports of human rights violations in Eswatini, saying: “South Africa is concerned about developments that will infringe on human rights of anybody, in any country, including in Eswatini. The deafening silence from Eswatini and SADC about a serious investigation</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The MSF, in its letter, added that calls for an independent investigation into the </span><a href=\"https://www.dailymaverick.co.za/article/2023-01-24-who-killed-swazi-human-rights-lawyer-thulani-maseko/\"><span style=\"font-weight: 400;\">brutal killing</span></a><span style=\"font-weight: 400;\"> of political activist and human rights lawyer Thulani Maseko, were “falling on deaf ears”. Maseko, who then chaired the MSF, was </span><a href=\"https://www.dailymaverick.co.za/article/2023-01-22-leading-swazi-activist-thulani-maseko-shot-dead-at-his-home/\"><span style=\"font-weight: 400;\">shot dead in his home in the Manzini region</span></a><span style=\"font-weight: 400;\">, in January 2023. </span>\r\n\r\n<span style=\"font-weight: 400;\">His murder, which remains unsolved more than 18 months later, ignited an avalanche of condemnation and calls for the SADC to launch an independent investigation. </span><b>DM</b>",

(Photo: Gallo Images / Lefty Shivambu)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">After Eswatini was convulsed by </span><a href=\"https://www.dailymaverick.co.za/article/2022-07-01-the-eswatini-massacre-one-year-on-lest-we-forget/\"><span style=\"font-weight: 400;\">unprecedented violent protests</span></a><span style=\"font-weight: 400;\"> in June 2021, then chair of SADC’s security organ, South African President Cyril Ramaphosa, </span><a href=\"https://thepresidency.gov.za/statement-chair-sadc-organ-troika-engagement-his-majesty-king-mswati-iii-eswatini\"><span style=\"font-weight: 400;\">had met</span></a><span style=\"font-weight: 400;\"> King Mswati III and persuaded him to institute a national dialogue on democratic reform. However, efforts to institute a genuine, inclusive national dialogue have so far come to nothing. </span>\r\n\r\n<b>Read more:</b> <a href=\"https://www.dailymaverick.co.za/article/2024-04-05-eswatini-democratic-reform-process-hangs-by-thread-as-absolute-monarchy-reigns/\"><span style=\"font-weight: 400;\">Eswatini democratic reform process hangs by thread as absolute monarchy reigns</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://www.dailymaverick.co.za/article/2022-09-04-king-mswati-accused-of-delaying-eswatini-national-dialogue/\"><span style=\"font-weight: 400;\">Eswatini government has been stalling</span></a><span style=\"font-weight: 400;\">, partly by insisting that the national dialogue should take place in the form of a Sibaya, the traditional engagement of the king and his people, Daily Maverick has reported. The MSF has previously </span><a href=\"https://www.dailymaverick.co.za/article/2023-10-23-eswatini-activists-reject-sibaya-dialogue-chaired-by-mswati/\"><span style=\"font-weight: 400;\">rejected a Sibaya</span></a><span style=\"font-weight: 400;\"> as a means for inclusive dialogue. The forum had pressed for a national dialogue to take place before the September 2023 parliamentary elections, but was unsuccessful. </span>\r\n\r\n<span style=\"font-weight: 400;\">In its </span><a href=\"https://www.dailymaverick.co.za/article/2023-10-23-eswatini-activists-reject-sibaya-dialogue-chaired-by-mswati/\"><span style=\"font-weight: 400;\">preliminary report</span></a><span style=\"font-weight: 400;\"> after the 29 September polls – which are </span><a href=\"https://issafrica.org/iss-today/eswatini-conducts-a-competent-caricature-of-democracy\"><span style=\"font-weight: 400;\">essentially meaningless</span></a><span style=\"font-weight: 400;\"> since parliament has no power in Africa’s last absolute monarchy – the SADC electoral observer mission again recommended that Eswatini hold an all-inclusive national dialogue “to give the people of Eswatini an opportunity to explore options for their political system”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa passed on the chair of the security organ to the </span><a href=\"https://www.dailymaverick.co.za/article/2024-02-05-namibia-loses-a-champion-of-human-rights-in-president-geingob-but-solace-is-a-smooth-succession-plan/\"><span style=\"font-weight: 400;\">late Namibian president Hage Geingob</span></a><span style=\"font-weight: 400;\">, who in his </span><a href=\"https://www.sadc.int/sites/default/files/2023-08/Statement%20by%20President%20Hage%20G.%20Geingob%2C%20Chairperson%20of%20the%20SADC%20Organ%20on%20Politics%2C%20Defense%20and%20Security%20Cooperation%20on%20the%20occasion%20of%20the%2043rd%20SADC%20Ordinary%20Summit%2C%2017%20August%202023%2C%20Luanda%2C%20Angola.pdf\"><span style=\"font-weight: 400;\">valedictory address</span></a><span style=\"font-weight: 400;\"> to the 43rd SADC Summit last August, said SADC should “endeavour to complete… the initiation of national dialogue in the Kingdom of Eswatini”.</span>\r\n\r\n<strong>Read more in Daily Maverick here</strong>: <a href=\"https://www.dailymaverick.co.za/article/2024-08-12-pretoria-rebuffs-das-call-for-sadc-summit-to-be-moved-from-zimbabwe/\">Pretoria rebuffs DA's call for SADC summit to be moved from Zimbabwe </a>\r\n\r\n<span style=\"font-weight: 400;\">In a media briefing on Monday, South African Department of International Relations and Cooperation (Dirco) spokesperson Clayson Monyela said that the upcoming SADC Summit in Harare is expected to receive a report from the organ about how far the engagements with roleplayers in Eswatini have gone, and what progress has been made. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The summit will then reflect on that report and pronounce on what becomes the way forward,” said Monyela. </span>\r\n\r\n<span style=\"font-weight: 400;\">He added that South Africa would participate in those discussions, but maintained that the organ “must be given the space to engage with the internal roleplayers” in Eswatini.</span>\r\n\r\n<span style=\"font-weight: 400;\">The current chair of the security organ is Zambian President Hakainde Hichilema, and a SADC Organ Troika Summit is scheduled to take place on 16 August. When Daily Maverick sent questions to the Zambian Department of Foreign Affairs about the upcoming summit it was referred to the SADC Secretariat for comment.</span>\r\n\r\n<span style=\"font-weight: 400;\">To date no response from the SADC has been received to the MSF’s letter. The SADC did not respond to Daily Maverick’s questions last week.</span>\r\n<h4><b>Crackdown on dissent</b></h4>\r\n<span style=\"font-weight: 400;\">Secretary-general of the MSF Sikelela Dlamini said the group was concerned about the lack of action from the SADC on the ongoing crisis in Eswatini. The MSF was appealing “to the conscience of the leaders of SADC, to say that if they have been democratically elected in their own countries, they must be fair and courageous enough to also push for other nations, within the region, to also democratise”.</span>\r\n\r\n<span style=\"font-weight: 400;\">“We can safely say that people from afar, they think the situation has reached some normalcy because they are no longer hearing people on the streets or demonstrations,” Dlamini told Daily Maverick. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The truth of the matter is there is no peace, but there is quietness. Quietness that has been forced by the regime, down the throats of the people.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The civic space, the political space, the civil rights and liberties of the people are infringed upon by the regime,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">Last month, an </span><a href=\"https://www.dailymaverick.co.za/article/2024-07-28-a-call-for-african-solidarity-as-human-rights-in-eswatini-continue-to-worsen/\"><span style=\"font-weight: 400;\">Eswatini court sentenced former members of parliament</span></a><span style=\"font-weight: 400;\">, Mduduzi Bacede Mabuza and Mthandeni Dube, to a combined 43 years behind bars after convicting them on bogus terrorism and murder charges. Both men were initially arrested in 2021 for supporting the pro-democracy protests. </span>\r\n\r\n<b>Read more: </b><a href=\"https://www.dailymaverick.co.za/article/2024-07-28-a-call-for-african-solidarity-as-human-rights-in-eswatini-continue-to-worsen/\"><span style=\"font-weight: 400;\">A call for African solidarity as human rights in Eswatini continue to worsen</span></a>\r\n\r\n<span style=\"font-weight: 400;\">In a </span><a href=\"https://www.amnesty.org/en/latest/news/2024/07/eswatini-authorities-must-quash-convictions-and-sentences-of-former-mps/\"><span style=\"font-weight: 400;\">statement</span></a><span style=\"font-weight: 400;\">, Amnesty International’s deputy regional director for east and southern Africa, Vongai Chikwanda, called for Eswatini authorities to “immediately quash the unjust and baseless convictions and sentences” of Mabuza and Dube. Trade union federation Cosatu – an alliance partner of the ANC – </span><a href=\"https://mediadon.co.za/2024/07/17/cosatu-calls-for-sanctions-against-eswatini-for-sentencing-mps-calling-for-democracy-to-68-years-in-prison/\"><span style=\"font-weight: 400;\">called for sanctions against Eswatini</span></a><span style=\"font-weight: 400;\">, adding that it was “alarmed by the shameful silence, tacit condonation and total paralysis of SADC and the international community in the face of Mswati’s unapologetic war against his own people”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The MSF, in its letter, described Mabuza and Dube’s sentencing as a “travesty of justice”.</span>\r\n\r\n[caption id=\"attachment_1591607\" align=\"alignnone\" width=\"2000\"]<img class=\"size-full wp-image-1591607\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/03/Untitled-1.jpg\" alt=\"Eswatini Thulani Maseko\" width=\"2000\" height=\"1000\" /> <em>Murdered human rights defender and lawyer Thulani Maseko. (Screenshot: YouTube)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">“Their </span><a href=\"https://www.amnesty.org/en/latest/news/2024/07/eswatini-imprisoned-mp-mduduzi-bacede-mabuza-at-serious-risk-after-prison-guards-deny-food-rations/\"><span style=\"font-weight: 400;\">brutal treatment in prison</span></a><span style=\"font-weight: 400;\"> and the daily victimisation of activists are clear violations of human rights. Yet, SADC’s response has been alarmingly silent and lacking in transparency,” it said.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, not one southern African government voiced concern over Mabuza and Dube’s sentences, </span><a href=\"https://www.dailymaverick.co.za/article/2024-07-28-a-call-for-african-solidarity-as-human-rights-in-eswatini-continue-to-worsen/\"><span style=\"font-weight: 400;\">Daily Maverick reported</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Dirco’s Monyela, on Monday, fudged the question about why the South African government has not issued a statement on the recent reports of human rights violations in Eswatini, saying: “South Africa is concerned about developments that will infringe on human rights of anybody, in any country, including in Eswatini. The deafening silence from Eswatini and SADC about a serious investigation</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The MSF, in its letter, added that calls for an independent investigation into the </span><a href=\"https://www.dailymaverick.co.za/article/2023-01-24-who-killed-swazi-human-rights-lawyer-thulani-maseko/\"><span style=\"font-weight: 400;\">brutal killing</span></a><span style=\"font-weight: 400;\"> of political activist and human rights lawyer Thulani Maseko, were “falling on deaf ears”. Maseko, who then chaired the MSF, was </span><a href=\"https://www.dailymaverick.co.za/article/2023-01-22-leading-swazi-activist-thulani-maseko-shot-dead-at-his-home/\"><span style=\"font-weight: 400;\">shot dead in his home in the Manzini region</span></a><span style=\"font-weight: 400;\">, in January 2023. </span>\r\n\r\n<span style=\"font-weight: 400;\">His murder, which remains unsolved more than 18 months later, ignited an avalanche of condemnation and calls for the SADC to launch an independent investigation. </span><b>DM</b>",
